General, and persons of Japanese ancestry who are pres~ntl~ ~mployed b ' ' or attending educC'It ional institutions without - approy?l b~, Tho Provost Marshal Gener~l, will be permitted to continue their emplo~~ent or attend­ar1ce pending investigntion. The fact that a person is of Japanese an­cestry will not of its~lf be considered a.dequRte cause for removal.

3. An emplo~rer operating a plant or ft1cility important to the war effort wishing to employ or. to cont.inue to employ a person of Japanese ancestry, and an educf!tional institution wishing to employ or to have attend, or to continue to er.:~ploy or to hRVe attend, 8 person of Japanese_ ancestry, \'dll indicate on a personnel securit:· questionnaire, PMGO-ID Form 58 (for Americ?n citizens of Japanese MCestry), or on an alien questionnaire, PI1G0 Form 301 (for Japanese aliens or nationals), the re­quired information identifying both the person to be emplo~red and the nature of the work to be performed. Questionn8ires will not be required for:

a. Thosfl persons alre~,d~r apprdvnd by the Japf'nese-American Joint Board for emplo~•ment in pl:mts Md facilities important to the war effort.

b. Th ose persons previously approved by The Provost }hrshal General for the s ~me or a more highl~r classified p osition.

c. Th ose persons desiring to attend or be employed in an edu­c~tio nf'l institution that has been g iven clearance by The Provost Harshal General,

4, The provisions of Section IV ·of thA Restricted Services of Sup­ply letter of 9 August 1942, SPHGS 381, subject: Continuing Protection Policies and Procedures, are inapplic8ble to alien Japanese whose em­plo'yment on aeronautical or:WAr or Nav~ contrA.cts is approv~d under the procedure herein outlined. The provisions of Section VI of letter referred to above, 9 August 1942, are inapplicable to American citizens of Japanese

ancestry.

5. The Provost Marshal General will direct th~t such regulations be issued as mF~? be necessf'r~r to effectuAte this p!'ogrrun.

3. The stan d personnel security questionn e, Pi·.rGO-ID Form be used for American citizens of Japanese ancestr,y, and the standard alien questionnaire, PNGO Form 301, will be used for Japanese aliens or natione~s.

4. ~estionnaires will be accomplished in septuplicat.e . The face of each •·rill be completed by the employee, or be the con tractor or the ivar Relo­cation Authority vn th information supplied by the employee , The signature of the employee and the id tness will be subscribed in the spaces provided there­for. The reverse side of questionnaires.for aliens ivill be completed by a responsible representative of the contr~ctor and his signature ~dll be sub­scribed. Uhere there is a continuing protectiOn representative resident at the plant or facility, it is desirable that , in addition to the recormnendation hereinafter required, any Army or Navy representative resident e.t the plant or facility state and date his recommendation and subscribe his name, grade, title ano_ address on the reverse side of the questionnaire, for either an alien or a citizen.

5. All information on the origina~ cop,y of the questionnaire, including signature, must be duplicated on each copy·attached; ho,vever only the original need be signed manually.

6 . The employer ,,,rill retain one copy of the questionnaire ~d submit the original and five copies with a.ll pertinent correspondence ancl data to the nee.rest app;ropr~ate ,representative responsible for continuing protection.

The Super­visor of the Procurement District will retain one copy and forward the original and four copies to the Director, Pe.rsonnel Security Division, Office of The ?rovost Iviarshal Ge~eral, Washington, D. c., through the Air Provost Iviar shal. , .

9. Any pertinent information concerning the subject knOivil to the officers or individuals processing any questionn?-ire as required in .. paragra.phs 4, 6, 7 and 8, not othcnvise disclosed by the questionnaire , shall be summari zed and atta ched to the original and copies mentioned in lJe.ragraph 8a and b, above.

r: ·_ 10. Service Command cases ~rill be processed in the manner prescribed for

pending alien cases, including special and supplemental investigations, if necessa r y , except that supplemental investigations \•.rill not be requested of the \•!estern Defense Command. The results of the invcs tigation 1.•nll be trans­mitted in duplicate to the Director, Personnel Security Division, Office of the

The Personnel Security Division, Office of the Frovost 1larshal General, will initiate c.n:' addition£,1 necessary inve~·.tigation and upon com­pletion will return a copy of the questionnaire toc;ether v1i th the complete investig~, tion report E~nd an indorsement of their decision to the appropriate Service Command or A.b...F. Procurement District (throu[;h the Air Provost l\~arshal) for final disposition.

13. The indorsement of The Provost ~.;arshal General vtill take one of the followinr; forrns:

a . i'lithdrawal of the opposition of this office to the employment of this person hy the stated emplo:'er.

h. Approval of the employment of this person in any plant or facili­ty important to the war effort subject to the lir1itation that he may not have ~ccess to plans anG specifications for aeronautical or classified (secret, con­fidential and restricted) ·war and Navy Department contracts; or have access to v1ork in pro£ress under such contracts; or participate in such contract tria).~.

c. Approval for employment of the suhject for a particular job in a plant or fc..cility important to the war effort.

d. Unlimited approval for employment of t!1c:3 subject in any plant or facility iL1portant to the war effort .

e. Denial of consant for t~e ernployrnent of the person in the plant or facility for v1hic~ the r.pplication is made .
