• Justice Matters congregations represent ~10,000 Lawrence residents of diverse religious, racial, and economic backgrounds.

• We listen to and surface tensions within the community:

– 80 to 100 small group listening sessions per year.

– We ask: “What keeps you up at night worrying?” and “What makes you angry?”

– This process surfaced many stories of racism at school.

– ~400 of our leaders voted in November 2016 to make institutional racism a priority.

• USD 497 has taken action and should be commended for progress made.

• There is more work to do, because kids are still reporting racist experiences such as microaggressions, racial bullying, and insensitivity.

• Furthermore, data still shows that race is a corollary to disproportionate disciplinary and academic outcomes.

• We’ve met with multiple students, parents, teachers, administrators, and staff members.

• Two major themes:

– Transparency

– Accountability

• Some generalized examples (to protect identities):

– Student reports feeling marginalized and is told no action can be taken.

– Staff witnesses racial bullying but does not confront it.

• We visited Wichita West to see Restorative Justice in action.

• The culture of accountability at West is remarkable.

• This culture is hard-won through years of commitment, training, and buy-in, and we believe Restorative Justice, done well, can create that same transformation in Lawrence.

• Simply suspending students is not an effective way to process, heal, or change the institution.

• Problem is relational as well as institutional; all school actors must be part of the transformation.

• Overview of Restorative Justice in Education.

• Jan Petersen: “In short, to embark on this journey, one must be reflective and be willing to change and grow, rather than continue heavily entrenched behaviors and approaches to discipline that may serve institutions well, but do not serve the needs of humanity, particularly the needs of children, parents, families, and staff in our school communities.”

• Justice Matters is a group of concerned community members.

• We believe the efficacy of Restorative Justice depends heavily on the implementation, and we believe the public should have a say in the approach as well as a way to monitor progress.

• Transparency: keep the community informed of processes and progress; meet regularly with Justice Matters and other concerned groups; proactively offer updates at board meetings.

• Accountability: hold the people and institutional perpetrators of racism accountable for their behavior using restorative justice practices.
