RtI is the practice of providing high-quality instruction/intervention matched to student needs and using learning rate over time and level of performance to make important educational decisions.

> Reauthorized Individuals with Disabilities Education Improvement Act (IDEIA or IDEA 2004)

> Research indicating that a discrepancy model is an ineffective way to determine whether a student has a learning disability led to the following provision:

a) local education agencies (LEAs) may use a student’s response to scientifically-based instruction as part of the evaluation process; and (b) when identifying a disability, LEAs shall not be required to take into consideration whether a child has a severe discrepancy between achievement and intellectual ability [P.L. 108-445, §614(b)(6)(A)]

Tier One: Core Instructional Interventions

>Research-based core instructional programs provided by the general education teacher

>Proactive group interventions are implemented for all students

>Decisions should be responsive to student performance and need (progress monitoring)

Tier Two: Targeted Group Interventions

>For those students for whom Tier One instruction is insufficient

>Supplement, enhance and support Tier One instruction

>Generally provided in a small group setting over 8-12 weeks

Tier Three: Intensive, Individual Interventions

> Intensive, strategic, supplemental and often longer in duration

>Might be synonymous with special education

> Interventions based on outcomes

> Sort the cards appropriately in the “Tier One,” “Tier Two” and “Tier Three” columns. Keep in mind that some tools may overlap tiers. In that case, place them between those tiers.
