Federal Requirement

From NCLB:“…holding schools, local education agencies,

and States accountable for improving the academic achievement of all students…” and “…promoting school wide reform and ensuring the access of all children to effective, scientifically-based instructional strategies…” [PL 107-110 §1001(4) and (9)]

From IDEA:“…to improve the academic achievement

and functional performance of children with disabilities including the use of scientifically based instructional practices, to the maximum extent possible.” [20 U.S.C. 1400(c)(5)(E)]

What is Response to Intervention?

Schools identify students at risk for poor learning outcomes, monitor student progress, provide evidence-based interventions and adjust the intensity and nature of those interventions depending on a students' responsiveness, and identify students with learning disabilities or other disabilities. (NCRTI, 2010)

RtI levels of intensityTier 1 At-risk children who have been identified

through several screening processes receiving interventions in small group or classwide within the lesson in about 5-10 min. . If child is not responsive to the teaching than by the sixth to eighth week more intervention is required.

Tier 2 The level of intervention is greater. Additional time is allotted to see if the child responds positively to intervention. Generally an additional 30 min. added to the original class subject with 4-6 students. If child shows adequate progress then intervention is successful; if not third level becomes an option.

Tier 3 At this level even more intensive intervention is required. An additional 30 min. allotted with a 1-3 group of students. Typically intervention is more individualized. If child does not respond to instruction in this level, then he/she is likely to be referred for a full and individual evaluation.
