The letters are largely identical in substance. One letter is from Matt Moore, who is facing charges in Montgomery County and the other is from Lester Moore, Matt's father. . The report was made to the Office of Judicial Qualifications, and copied to our office, the Office of the Disciplinary Administrator. Many, if not all, of your allegations refer to alleged violations of the judicial canons. In your final paragraph you indicate that the complaint was copied to our office because both of the men are attorneys and "neither Rick Smith nor John Mazurek turned the other one in for both of their obvious violations of KRPC and Code of Judicial Conduct". You complain that the judicial officers should have disqualified themselves from presiding over certain matters. You allege failure to supervise. Our office does not have the authority to review or investigate alleged violations of the Code of Judicial Conduct. The allegations of judicial conflict are subject of review in the Office of Judicial Qualifications. This office would not ordinarily initiate a disciplinary investigation into the conduct of a judicial officer. In the event another disciplinary authority concludes that the Kansas Rules of Professional Conduct and/or the rules related to the discipline of attorneys are implicated then the matter may be ripe for disciplinary investigation by this, office.
