A Motion to pass Resolution #963 (City of South Pittsburg Water SystemImprovements 2016 CDBGApplication) was made by Commissioner Lancaster,seconded by Commissioner Wigfall. No roll call vote. Four voted aye.

RESOLUTION 963
CITY OF SOUTH PITTSBURGWATER SYSTEM IMPROVEMENTS 2016 CDBG APPLICATION
WHEREAS, the South Pittsburg Board of Waterworks and Sewer seeks to be able to supply theTO\\<nof Kimball with improved water capacity; and
WHEREAS, the Town of Kimball has residential and commercial demands on the water system,which make it imperative for the town to secure more capacity and redundancy in the watersystem; and
WHEREAS, the State of Tennessee has Community Development Block Grants for which localgovermnents may compete to solve important community needs such as water system capacityimprovements; and
WHEREAS, the City of South Pittsburg is eligible to apply for a Community DevelopmentBlock Grant in February 2016 and is able to apply for projects on behalf of public utilities; and
WHEREAS, engineers have estimated the total project cost to make improvements in the watersystem at $529,200; and
WHEREAS, The Town of Kimball will be responsible for the $47,628 in matching fundsrequired by the grant,
BE IT THEREFORE RESOLVED that the City of South Pittsburg Board of Commissioners tohereby authorize the City of South Pittsburg Mayor to submit an application for $481,572 inCDBG funds for water system improvements; and
BE IT FURTHER RESOL VED that the Mayor is authorized to enter into any agreementsnecessary for the successful award of the grant, subject to its approval by the State.
BE IT FURTHER RESOL VED, if said application is approved, the Mayor is hereby authorizedto accept on behalf of the City of South Pittsburg said Community Development Block Grant,execute any and all documents and enter into agreements necessary for the successful applicationand award of the grant and to enter into a project administration agreement with the SoutheastTennessee Development District, subject to ECD approval.
