By 2050, 75% of the world population will live in urban areas. Moreover, the global population will have increased by approximately 2 million compared to today.

In many ways, the urban growth will pose a challenge as cities are highly resource demanding as well as environmental burdens. Furthermore, expansion and maintenance of infrastructure, housing and amenities are required.

Also, stable energy and water supplies and equally stable waste water disposal systems are required. At the same time, cities are vulnerable to bad weather conditions such as storms and heavy rain.

In a larger perspective, the supply issue makes citizens living in or around cities more vulnerable in a wider sense. Badly run cities inhibit and limit the options of the citizens and this may have a destabilising effect in the long run.

We are thus faced with the urgent task of developing models for critical simulation of cities. Moreover, it needs to be established how to optimise supply security in the cities, reduce the environmental burden and resource usage as well as how to make cities less vulnerable to outside influences.

These issues are the reasons why an innovation collaboration was established for the sake of supply resilience in Vejle – a specific Danish city with 50,000 inhabitants.

RESILIENCE LAB DENMARK

The aim of Resilience Lab Denmark is to pool knowledge from all parts of Denmark and share this knowledge with the other 100 Resilient Cities in the world. Therefore, we are open to new project partners who have contributions to offer in terms of knowledge, technology, tools etc.

The city of Vejle was selected as our “live lab city” as the city is one of the selected 100 Resilient Cities. Moreover, its size and determination ensure that it can and will function as a live demonstration city for new resilience measures for protection of the city, also in year 2050.

The partnership supports the participation of Vejle in the 100 Resilient Cities initiative, which is supported by the Rockefeller Foundation and whose purpose is to make the cities of the world more resilient in the future. Vejle Municipality was appointed as one of the 100 global cities in the collaboration.

Together, the pioneers behind this project possess the knowledge, visions and determination necessa-ry to make cities more resilient in terms of energy, water and data, also in year 2050.

Resilience Lab Denmark is a new partnership for energy, water and data. The pioneers are Vejle

Municipality, Vejle Spildevand (the waste water authority of Vejle), University of Southern Denmark,

VIA University College, INSERO Software and Green Tech Center. Our aim is to collect, simulate,

develop and perform live demonstrations and disseminate knowledge through a Quattro Helix

collaboration in favour of the resilience of Vejle, also in year 2050.

VEJLE 1 SIMULATION OF VEJLE IN YEAR 2050

We intend to simulate the challenges and possi-bilities that the city of Vejle may face in 2050 as

the result of a full implementation of the global energy and environmental objectives as well as the changes in population, data and climate that the city may expect in the next 35 years within the following fields:

2 POTENTIAL INCIDENTS IN THE CITY IN 2050:On the basis of simulations of the expected circumstances in 2050 and in close cooperation

with consumers, companies, authorities and organisati-ons, we will identify the consequences of these potential future incidents divided into the following categories:

Immediate incidents – i.e. incidents of a sudden and disastrous nature: Power outages, flooding, torrential rain, internet outages etc.

Stress incidents – i.e. incidents that develop over a number of years: Increased water levels, increasingly larger quantities of renewable energy in the grid, increased data quan-tities etc.

3 SHOULD WE AIM AT PREVENTING OR MINIMIZING THE INCONVENIENCE OF THESE POTENTIAL INCIDENTS?

It is our intention to develop preventive solutions that could:

minimize serious consequences of potential immediate and stress incidents for the city

ensure that the most vital functions of the city are upheld during such incidents

re-establish the functions within the city after such incidents.

A number of solutions are feasible.The ideas and solutions may originate from a vast number of sources. Therefore, we encourage any company and institution with knowledge, competencies, technologies, tools etc. that may supplement the competencies of the pioneers to contact us with the purpose of entering a dialogue on a potential collaboration.

The solutions may involve many different areas such as:

knowledge, infrastructure, technologies, tools, methods, policies, decentralised solutions, contingency plans, educations, civic groups, multidisciplinarity, communication, design and much more.

4 TESTING & DEMONSTRATION OF SOLUTIONS IN THE LIVE LAB OF VEJLEWe aim to implement the solutions in either

the entire city of Vejle or parts of it in order to assess the overall effect and the consequences based on one single holistic scenario which reflects everyday factors such as people, life, movements etc. in a realistic way.

THE PIONEERSVejle Municipality boasts a central location in

Denmark, 110,000 inhabitants and the vision

thatcitizens, companies and institutions should

choose “Vejle intentionally”and together initiate

a dynamic development of the city through

sustainable growth, everyday innovation and

co-creation. Vejle Municipality was selected as

one of the 100 Resilient Cities. The City Council

has built a resilience organization which is

responsible for ensuring that the resilience work

of the municipality progresses in an efficient and

positive manner.

University of Southern Denmark is one of the

leading universities in the country and includes

an independent department for intelligent energy

solutions that works continuously on greening

of the Danish energy system. This entails a

clear focus on innovative solutions for intelligent

integration of energy flexibility as a result of the

fluctuating production from sustainable energy

sources such as wind and solar power.

INSERO Software supplies innovative and

intelligent software solutions and systems to

airports and the energy industry and specia-

lizes in conversion of complex data into useful

information.

VIA University College is the largest university

college in Denmark. VIA offers great expertise

and experience in the field of waste water that

can be cleansed and reused as well as reusable

precipitation. The energy and environmental

research department of VIA University College

focuses on the challenge that water poses to

our cities in many ways. The issues include

consumers’ access to clean water, handling

of city waste water and protection of the

infrastructure against the effects of torrential

rain and flooding.

Green Tech Center is a live laboratory for

technologies and services within the field of

green energy. The centre offers the more

than 100 affiliated companies demonstration

facilities, live labs and commercialization support

on markets at home and abroad. The centre

is owned by three local families as well as the

INSERO Group. An innovation hub for Green Tech

companies seeking global growth.

Vejle Spildevand A⁄S has for many years, kept a

keen eye on the effects of the climate changes

such as increased quantities of rainwater in need

of handling and flooding of certain parts of the

city; the latter has resulted in the creation of a

2050 flooding scenario. Moreover, Vejle Spilde-

vand A/S invests intensively in energy measures

that reduce the level of consumption as well as

increase the production of energy.
