MORE than 17,000 new dwellingswill need to be built in Perth eachyear for the next five years to copewith its swelling population.
A recent report, Australia On TheMove, compiled by MatusikProperty Insights for theResidential Development Councilof Australia, reveals Perth needs9068 houses and 8108 attacheddwellings (apartments/flats ortownhouses) each year by 2014 orPerth’s newcomers will overrunthe marketplace.
Perth’s current residentpopulation of 1,623,829 people isexpected to increase by 680,137 to2,303,966 by 2027 – an increase of42 per cent.
“Australia’s housing stock haslong been under-supplied,” CarynKakas, executive director of theResidential Development Councilsaid.
“As Australia On The Movereveals, our population is expectedto explode, which will only addstress to the housing supply-demand mismatch.
“Limited supply and risingdemand can only lead to one thing:rising prices.
“And rising prices means lessaffordable housing,” Ms Kakas said.
The latest study says withpopulation growth tipped toaverage about 37,000 annually, thecity needs to build about 17,000homes a year in the next five years.
However, just 13,556 homes arepredicted to be built this year,which, if repeated, would leavePerth about 17,000 houses short in2014.
The situation is little betterelsewhere in WA, with Mandurah500 homes short of its annualtarget of 1326 and Bunbury 60
short of the 900 needed there.In total, about 19,000 houses are
predicted to be built in WA thisyear, short of the 22,463 required.
The Property Council ofAustralia says that the ground-breaking report, prepared byBernard Salt of KPMG, should ringloud alarm bells for Australia’ssystem of land use and populationpolicy making.
“For generations, the growthand development of our nation hasbeen subject to a form of ‘policy on
the run’ – growth has typicallybeen allowed to happen withoutthe appropriate frameworks ofinfrastructure and land useprovision,” said Peter Verwer,chief executive of the PropertyCouncil of Australia.
“Accidental cities, and regions inneed of rescue: these are thelegacies of a mismanaged approachto housing growth anddevelopment in this country sincethe post-war period.”
The Property Council had
commissioned Australia on the Moveto identify the extent of housinggrowth needed by 2031 toaccommodate a growing Australia,taking into account factors such asdeath rates in the baby-boomercategory, shrinking household sizeand immigration.
The council wants planningrestrictions loosened, increasedland supply, and greaterparticipation by the private sectorin affordable housing projects inorder to overcome the shortfall. ■

HOME buyers have been urged to take a“stepping stone” approach to real estatebased on a 20-year plan, according toRichard Young, principal of Caporn Youngreal estate agents.
Mr Young said that by using this steppingstone approach, astute home buyers couldachieve a prime home in western suburbssuch as Cottesloe where the median houseprice was around $1.8 million.
“For most home buyers the belief thatyou could live in a suburb such as Cottesloeis a dream – yet it is an achievable dream.
“The fact is that there are now a significantproportion of people living in the westernsuburbs who 20 years ago were living inmore modestly-priced suburbs.
“They have managed to get there byfollowing a stepping stone approach to
buying real estate which, for many people,has taken around 20 years.”
Now was an excellent time to considerimplementing a stepping stone approach tothe real estate market because currentmarket conditions favoured buyers whowanted to upgrade into the western suburbs.
He added that, as an example, thisstepping stone approach could involvemoving through the following suburbs over a20 year period: Mount Hawthorn, Subiaco,Claremont and then Cottesloe.
“This stepping stone approach can also beused more generally throughout themetropolitan area,’’ he said.
“Most people tend to move home everyfive years. It therefore makes sense to have aplan to ensure that when you move to a newhome, it is part of an overall plan towards
financial improvement since the family homeis the most important investment a person isever likely to make.
“For example, someone in the northernsuburbs may eventually like to live in City
Beach but cannot afford to currentlypurchase a home in this popular suburb.
“To eventually achieve this goal, invest ina suburb which has good capital growth, andthrough equity growth in the home, graduallyupgrade until City Beach is affordable.”
Living in homes you like and building uplarge amounts of equity can provide the bestof both worlds, he says.

“A good art collection has fantasticinvestment potential and over time, it canreally pay dividends to its owner,” she said.
A feature by US News reported that theeconomic slowdown has had minimalnegative effect on artwork and antiques,due to the volatile financial marketencouraging investors to seek outalternatives.
Ms Allen said that while investmentpotential can be significant, it is importantfor the artwork to be appealing to itsowner, and to complement its surrounds,whether that is within an office space orhome environment.
Perth-based Interactive Arts delivers anonline art gallery and hosts regularexhibitions throughout the metropolitanarea and south-west region.

DISCOUNTING the sale price of yourproperty is a desperate measure and one youdon’t need to undertake, even in the currentmarket, a leading property expert says.
Director of the Edge Home Staging, GraceBradley, is witness to an evolving trend whereshe sees owners discount their propertiesout of desperation in order to sell – lured bynegative market sentiment and confusionabout how to present a home for sale.
“I see too many sellers become victims of themarket because they can’t sell their propertywithin an allotted timeframe,’’ she said.
“They are then forced to reduce the priceand sell at a discount.’’
Statistics from REIWA show that theaverage selling time for a property in WA is76 days, but according to Ms Bradley, you canreduce that by half and not be forced todiscount your home, through successful
‘home staging’ tech-niques both before andduring the sellingprocess.
“It’s a term used todescribe the process atrained stager goesthrough to help getyour property into tip-top shape before youput in on the market,so you can sell it quickly, and at the rightprice,’’ she said.
Ms Bradley said you had to appeal to thebuyer and connect them emotionally to theproperty you are trying to sell.
“Set the home up by making it warm andinviting to the buyer by removing personalbelongings, de-cluttering the home, andundertaking small repairs and cosmeticrenovations,’’ she said.
Personal items such as family photosshould be removed from display which,according to Ms Bradley, makes a world ofdifference to your perspective buyer.
“The buyer needs to use their imaginationand visualise themselves living in your home –seeing other people’s belongings such as
photos, breaks that cycle and brings themback to reality,” she said.
Ms Bradley also explained the differencebetween decorating and home staging. Shesays that decorating was aimed at fitting thehome to the people who live in it now; it maybe special for them, but what they love,others may not. Staging is aimed at thepeople who will be living in it as soon as it'ssold.
Ms Bradley recommends spendingbetween one and five per cent of your saleprice on staging your property.
“Some sellers may just need to tidy up theclutter around their home and get rid ofrubbish, while others may need to paint thewalls, lay carpet or floorboards, and work on
the street appeal of the property,’’ she said.“It really depends on the budget of the client,so I’ll prioritise the checklist accordingly.’’
Ms Bradley encouraged sellers not to bebeaten by the property market, and to riseabove it and present their homes differentlyfrom those around them.
“By adopting clever staging techniquesyour property can sell in half the time of asimilar property in the same street and not ata discounted price,” she said.
Ms Bradley is the only certifiedprofessional home stager and re-designer inWA and is a member of the Real EstateStaging Association.
