Order regarding Small and Medium Firing Installations – 1st BImSchV

• boilers for oil and gas are monitored since the1970s; good state of technology

• use of wood as fuel increased in 1990s/2000s;revision of the 1st BImSchV in 2010

• focus on single room heaters and boilers forsolid fuels


• technical requirements for existing and newinstallations

• emission limit values (particulate matter (PM) and carbon monoxide (CO))

• monitoring by chimney sweepers (including emission measuring)

• notification to competent authority by the operator about commissioning/alteration of the installation

• competent authority may issues proceeding orders on a case-by-case basis


Order regarding Small and Medium Firing Installations – 1st BImSchV

Outlook

• less strict PM emission limit values for boilers in ecodesign regulation EU 2015/1189

• proceeding state of technology / best availabletechniques(primary and secondary measures of pollutant reduction)

Summary

• ambitious requirements of the 1st BImSchV

Coal as Fuel in Households

• 10 % of the use of energy in small combustion plants forsolid fuels derives from coal

• 1.5 % of the use of energy in small combustion plant over all kind of fuels (solid, oil, gas) derives from coal

• Coal has to be low on sulfur(not more than 1% (Art. 3 (2))

• emission limit values (PM,CO) for existing and for newcoal installations are the same as for wood firedinstallations– marginal variations for coal fired boilers during the transition

period
