Introduction

Research and development plays a critical role towards success of any organization.

The faculty, staff and students of COMSATS Institute of Information Technology

strive for research excellence at all their campuses. The quality of research at CIIT is

not only acknowledged nationally but is recognized at a global upfront too.

In order to facilitate the researcher in CIIT Lahore campus; a Research Guidelines

Handbook has been developed to give a concrete insight to the researcher for three

research relevant domains:

1. Guidelines for Journal Publication in an HEC recognized journal.

2. Application procedure for acquiring Research Grant.

3. Guidelines for Research Travel Grant.

1. Guidelines for Journal Publication in an HEC recognized journal

Every academic or non-academic researcher yearns to publish his/ her research paper

in a reputable international or national journal. In Pakistan, Higher Education

Commission (HEC) is the governing body of university education. The local and

international journals recognized by HEC are only acceptable for publication in

Pakistan. Following procedure should be followed in order to secure quality research

publication in Pakistan.

Procedure for Journal Publication

a. Reading comprehensively the mechanism for classification of HEC recognized

journals.

b. Decide whether to publish research paper in local or international journal

recognized by HEC.

c. If interested in publishing research paper in a local HEC recognized journal, then

refer to the discipline wise list of HEC locally recognized journals annexed in

relevant records and documents section.

d. However if interested in publishing paper in an international journal recognized

by HEC; then go through the HEC guidelines on recognition of international

journals.

e. After selecting the international or local journal for publication, the author should

go through the HEC Ethical Guidelines for Author (s) for research publications.

f. The selected journal’s website is to be visited to study submission of manuscript

guidelines.

g. The submission guidelines are to be followed for sending the manuscript for

publication.

h. If the researcher is unable to comprehend the submission guidelines for author (s)

as specified on the selected journal’s website; then ORIC will assist them in it.

i. Once the manuscript is submitted, ORIC should be informed about it.

j. Upon the publishing of research paper in a reputable journal, ORIC should be

submitted the published manuscript copy.

k. ORIC will verify the information of the published manuscript.

l. ORIC will compile all department’s published manuscripts information in the

form of a research database.

m. The compiled research database of CIIT Lahore will be sent by ORIC to the

Principle Seat.

n. Principle seat will acknowledge the research information of CIIT Lahore, and

invite CIIT Lahore researchers for Research productivity Award (RPA).

o. Principle seat will notify ORIC about the RPA ceremony schedule. ORIC will

convey the schedule of RPA to faculty, staff and students of CIIT Lahore.

p. ORIC will disseminate the RPAs to the concerned departments after receiving it

from the Principle seat.

2. Guidelines for Applying for Research Grant

Dearth of research literature / equipment is a major impediment to the productivity of

many creative and talented faculty members / researchers in all disciplines in

Universities/Degree awarding institutions. In most cases these researchers need

substantial financial support for research projects to allow them in their research

pursuits.

In the absence of such facilities the researchers, specifically the young ones, are

discouraged and are looking for better opportunities in developed countries. To avoid

this brain-drain, HEC has initiated several research grant program under which

creative researchers are awarded research grants. At present, there are four research

grant programs under HEC, for which researchers if eligible can apply:

I. National Research Program for Universities (NRPU)

II. Start-Up Research Grant Program (SRGP)

III. Pak-US Science & Technology Cooperation Program Phase-VI

IV. PERIDOT- Franco-Pakistani Hubert Curien Partnership (PHC) Program

Procedure for applying for Research Grant Programs of HEC

a. The Principal Investigator (PI) and co PI after writing a complete Research

Proposal will contact ORIC for assistance.

b. ORIC will provide the concerned PI and co PI complete guidelines about the

various Research Grant opportunities available from the forum of HEC and

other funding agencies.

c. There are multiple local and international research grant opportunities

available from the platform of HEC and other funding agencies.

d. ORIC will assist the PI and co PI to reach a mutual decision to opt for which

specific local or foreign research grant opportunities by different national and

international funding agencies.

e. A few funding agencies for reference are as follows:

f. ORIC will provide assistance in defining the eligibility criteria for applying

for these different research grants.

g. ORIC will provide guidelines for applying to these funding agencies and will

provide the relevant application forms and other related documents for filing

application.

h. Once the funding agency is selected; ORIC will forward the Research

Proposal along with a forwarding letter from the PI, to the selected funding

agency for review and selection.

i. ORIC will develop a file database of all funded research projects/ proposals

for office record.

3. Guidelines for applying for Travel Grant for Faculty & Staff

Higher Education Commission’s Travel Grant Program aims at providing the

opportunity to the academic and scientific communities to boost their research

activities in the public and private sector universities and degree awarding institutes of

Pakistan. Under this program, faculty and Ph.D. scholars are extended financial

assistance for presentation of their research papers at national or international forums,

which facilitates the interaction with skilled academia and researchers in the relevant

field. This grant will also facilitate scholars proceeding abroad for the purpose of

pursuance of Ph.D. studies in foreign universities, post-doctoral studies, and for the

visits performed under cultural exchange program.

Procedure for applying for Travel Grant

a. The applicant can apply for two types of travel grant:

1. Travel Grant for Paper Presentation

2. Travel Grant for Pursuing Higher Studies Abroad (Ph.D. and Post-doc

studies abroad and visits under cultural exchange program).

b. Endorsement by head of institution and head of department must be obtained

at appropriate section of the prescribed Travel Grant application form.

c. Faculty members of CIIT Lahore on study leave abroad may route their Travel

Grant application through ORIC Lahore after obtaining endorsement of

supervisor from the foreign university under intimation to their parent

university. ORIC will forward the application to HEC for consideration.

d. A certificate regarding the Similarity Index of the publication by the Director

or Head of Academics & Research CIIT Lahore must be obtained at

appropriate section of the prescribed Travel Grant application form.

e. Supporting documentary evidences will be required with the Application Form

as mentioned in the Annex A and B in the related records and documents

section.

f. Travel Grant application will be forwarded to ORIC along with a forwarding

letter. ORIC will make sure that application should reach HEC, via surface

mail, at least 6 weeks (42 days) prior to the event date.

g. Upon acceptance of travel grant from HEC; ORIC will inform the applicant

and the concerned head of Department.

h. ORIC will maintain a separate file to keep track of all accepted and approved

travel grants by HEC and CIIT Lahore.

Appendix A- Mechanism for Classification of HEC Recognized

Journals

All Science Journals to be Classified as W, X, Y, Z

CIIT-LHR/ORIC/RDOC/1

W Category: Journals listed in Journal Citation Report (JCR) of ISI having

Impact Factor.

X Category: Experts groups certify that they are top, recognized journals

in the subject o f archival quality.

Journals not having an Impact Factor

Verified by HEC that they meet all HEC Journal Criteria

and have paper reviewed by at least one expert from an

Industrially/Academically advanced country in the respective

discipline.

Y Category: Experts groups certify that they are top, recognized journals

in the subject of archival quality.

Journals not having an Impact Factor

They meet all HEC Journal Criteria except review of each

paper by at least

one expert from an Industrially/Academically advanced country in

the respective

discipline.

Z Category: Experts groups certify that they are good, recognized

journals in the subject of archival quality.

Journals not having

an Impact Factor

They meet all HEC Journal Criteria except Review of each

paper by at l e a s t one expert from an Industrially/Academically

advanced country in the respective Discipline and not

Abstracted / Indexed internationally by a recognized Agency.

W Category: Acceptable for Tenure Track S y s t e m

X Category: Acceptable for BPS appointments/ promotions, HEC Approved

S u p e r v i s o r and P ublicatio n of research of PhD work until

30 Th

June 2 01 6 . The Candidates enrolled in PhD after

January 10, 2010 are required to publish their research paper

in HEC recognized “W or X” category journals for award of

PhD degree.

Y Category: Acceptable for BPS appointments and Publication of

research of PhD work until June 30th

, 2016. The candidates

enrolled in PhD before January 11, 2010 can publish the

research paper in HEC Recognized “Y” category journal for

award of PhD d e g r e e .

W, X, Y, Z: Eligible for HEC Support Grant for Journals until 30 th

June, 2016

Appendix B- Recognition of International Journals by HEC

The International Social Science Journals included in Journal Citation Report

(JCR) of Institute for Scientific Information (ISI) would be considered as “W”

category journals. Journals included in ISI Master List would be considered

as “X” category journals. Journals abstracted/indexed by the agencies

mentioned in the Ulrich Periodical Directory would be considered as “Y”

category journals. The International Science Journals having an impact factor

Appendix G- HEC Ethical Guidelines for Authors

The following ethical guidelines are obligatory for all author (s) violation of which may result in

application of penalties by the editor (s), including but not limited to the suspension or

revocation of publishing privileges.

Reporting Standards

• It is the author (s)’ responsibility to ensure that the research report and data contain

adequate detail and references to the sources of information in order to allow others to

reproduce the results.

• Fraudulent or knowingly inaccurate statement constitutes unethical behavior and will be

unacceptable.

Originality and Plagiarism

• It is the author(s)’ responsibility to ascertain that s/he has submitted an entirely original work,

giving due credit, by virtue of proper citations, to the works and/or words of others

where they are used.

• Plagiarism in all its forms constitutes unethical publishing behavior and is not acceptable.

• Material quoted verbatim from the author (s)’ previously published work or other sources must be

placed in quotation marks.

• As per HEC policy, in case manuscript has been found to have a similarity index of more than

19% it will either be rejected or left at the discretion of the editor for purposes of a conditional

acceptance.

Declaration

• Authors are required to provide an undertaking / declaration stating that the manuscript under

consideration contains solely their original work that is not under consideration for

publishing in any other journal in any form.

• Authors can submit manuscript previously published in abstracted form, e.g. in the

proceedings of an annual meeting, or in a periodical with limited circulation and availability e.g.

reports by government agencies or university departments.

• Manuscript that is co-authored must be accompanied with an undertaking explicitly stating

that each Author has contributed substantially towards the preparation of the manuscript in order

to claim right to authorship.

• It is responsibility of the corresponding author that s/he has ensured that all those who have

substantially contributed in the manuscripts have been included in the author list and they

have agreed to the order of authorship.

Multiple, Redundant and Current Publication

• Authors should not submit manuscripts describing essentially the same research to more than

• Authors can re-publish previously conducted research that has been substantially altered or

corrected using more meticulous analysis or by adding more data.

Project Details

NATIONAL RESEARCH PROGRAM FOR UNIVERSITIES

Lack of basic equipment, laboratory supplies, scientific literature and financial resources is often a great

impediment to the productivity of many creative and talented professors and researchers in institutions of

higher learning. In most cases these researchers need modest financial support for research projects to enable

them to pursue their research. In the absence of such support, the researchers, particularly faculty members are

discouraged and do not indulge in research. Hence, to avoid such situations, HEC has initiated ‘National

Research Program for Universities’ (NRPU) under which creative faculty members of Universities / DAIs are

awarded grants to enable them to conduct their research. Research Grants proposals submitted to HEC

undergo a procedure of rigorous peer review by top experts in the field as per established international norms.

Purpose and Nature

• Research grants are awarded on competitive merit for high-level and promising scientific research projects to be carried out in Pakistan by university teachers. The purpose of these grants is to promote scientific research in areas relevant to national needs.

Research Domain • The Research Grants Program provides support for research projects in all disciplines of

Science, Engineering and Technology, Social Sciences, and Humanities.

Duration • A research grant will normally be provided for a period of one to three years. However, there is

no restriction on the lower limit.

Eligibility and Qualification

• The applicant (Principal Investigator, PI) should be a full time faculty member of a university. He/she should have an advanced academic degree and relevant research experience.

Approval Procedure

• HEC has designated focal points in all disciplines / sub disciplines. They are the top experts in their fields. All research grants proposals are forwarded to these focal points for evaluation by at least three experts. Focal points will do initial screening of the projects sent to them by HEC. In case they do not consider a project suitable for funding, they can reject the project at their level or send it back to HEC for revision by PI, if they so desire.

• The comments of focal points and reviewers are considered as the final decision in the case.

Agreement

• After the Research Grant is approved for funding, a written agreement is signed between the HEC, the grantee (PI) and his/her institute. The host institute must administer the grant according to the Agreement and provide laboratory space, and other facilities necessary for the project. The equipment, material and literature provided for the project through the Research Grants Program remains the property of the institute after the project is completed.

• The grantee must keep the HEC properly informed about any applications of the results obtained and acknowledge support from HEC in all publications or presentations. Any research result obtained under the NRPU must be made freely available without restrictions

• The Project(s) will be cancelled, if PI is not following the terms & conditions laid down by HEC.

Annual Report

• PI is required to submit a short annual report along with audited funds utilization report of the project within fifteen days of the completion of each year. Progress report should highlight major achievements during the reporting period and completion of targets/goals as envisaged in the Proposal for the subject year.

• The release of the subsequent year award is tied up with the approval of the Annual Progress Report by the experts

Procedure to submit the proposal

• Applications should be submitted in English on the ‘Research Grants Form’ which can be downloaded from HEC website. Six hard copies along with a CD of the application form should be sent by registered mail/courier service to HEC. The applicant should allow 3-6 month for review and processing of the case.

• If any ethical recommendations required for a research study should be resolved before

research proposal’s submission to HEC and a recommendation letter of the ethical review committee should be provided along with research proposal.

3. INTRODUCTION

The introduction should consist of three paragraphs; the first paragraph should indicate the scientific hypothesis/commercial basis on

which the project is based. The second paragraph should introduce the precise nature of the project, and the final paragraph should

indicate the proposed objectives in the light of the first two paragraphs and explain clearly what the reader will see in the main body of the

proposal.

sector. Please justify your claim by giving figures of import/export, present market, future trends etc. The

principal Investigator is encouraged to discuss the proposed research with the proposed beneficiary and
