MESSAGE

I am very pleased to welcome all of you to Palawan, the Philippines’ last ecological frontier. The Mindoro, Marinduque, Romblon, Palawan (MIMAROPA) Health Research and Development Consortium (MHRDC) is honoured to host the 10th Philippine National Health Research System (PNHRS) week celebration.

Taking into account its biodiversity and sustainable development initiatives, MIMAROPA, in particular, Palawan, provides a setting conducive to the 10th PNHRS week celebration. The continuing efforts of stakeholders in the health sector have shifted towards addressing the growing need for innovations and development for health and the environment. It is in this light that we have chosen the theme, “Innovations and Development for Health and the Environment,” for this year’s PNHRS Celebration.

I would like to congratulate MIMAROPA - MHRDC for making it possible and for managing to assemble an impressive mix of stakeholders, policymakers, researchers and experts in the field. For some of you it is an opportunity to join with those who have been conducting health research for most of their careers, for others it is the opportunity to learn more about the status of the country’s health research development. In every case, it is important for all of us to gather together in such a congenial atmosphere to discuss the problems faced in the field of health research system.

May this event provide an excellent platform for medical practitioners and researchers to interact and learn from each other as well as share information and experiences. May this national event contribute also to research-based solutions to the problems and issues that confront the health sector.

It is our universal responsibility to instigate and sustain change for the betterment of humanity and society. I sincerely wish for the success of this event and anticipate that this celebration results in more initiative and support from and among the participants.

MESSAGE

In behalf of the DOST-MIMAROPA, I would like to welcome you to the 10th Philippine National Health Research System (PNHRS) Week Celebration.

With the theme, Research and Innovation for Health and the Environment, this conference is a timely event as pressing environmental factors, such as climate change and disaster risks, have been linked to health concerns. Conferences such as this - where medical practitioners, researchers and policy makers discuss scientific and systematic response to these concerns - provide avenues where stakeholders can work hand-in- hand to formulate policies that are responsive to the needs of our country.

These efforts, coupled with the oversight and cooperation of the relevant government departments, provide avenues for the continuous innovation. Many researchers have produced significant technologies and scientific breakthroughs. We need to transform our research outputs into practical applications to address societal problems – as well as converting them into commercial technologies. It is our hope that this event will challenge us to continually pursue research and innovation in line with promoting health in our society.

Lastly, I would like to commend the organizers of this event for your noble commitment to making a genuine impact in contributing to our endeavor to advance health research.

I wish you all the best in this endeavor and may you all have enlightening and fruitful discussions during the entire conference. You can be assured that the DOST-MIMAROPA will remain your steadfast and reliable partner.

MESSAGE

Human development has always been a double-edged sword. As civilizations progress by leaps and bounds and mankind fearlessly careens into the future, so too has Mother Nature suffered for it. And when the earth unleashes her fury, we all pay a terrible price.

Pollution, habitat destruction, exploitation of resources, and other unscrupulous human practices have all contributed to climate change and environmental degradation. As a result, new threats have arisen in the form of constantly evolving diseases and escalating natural disasters that many of us are ill-equipped to face.

The 10th Philippine National Health Research System (PNHRS) Week’s theme this year is “Research and Innovation for Health and the Environment.” It is the perfect venue for various stakeholders to swap notes, brainstorm and collaborate on all things R&D. More importantly, it is a platform for critical thinking, creative problem-solving and ethical experimentation, with a focus on environmental health concerns.

The Philippines is especially vulnerable to climate change. While it is absolutely vital to be competent and fully prepared to respond to climate-induced health hazards, the ideal approach is a proactive one that doesn’t just sit around and wait for the next virus to spread or the next super-typhoon to hit before we take action. The public health sector should be ready to provide effective, efficient and reliable services to combat climate-change-related diseases and mitigate the impact of natural disasters. Likewise, we need to come up with sustainable research-based solutions in areas such as agriculture, food production, water safety, and ecological conservation for better health outcomes long before a full-blown crisis develops.

Public awareness and conscientiousness where environmental issues are concerned ought to be cultivated as well. Communities should come together to address this problem that affects us all, not just because we have to but because we want to, because we care deeply about our environment and the consequences of our actions—or our inaction. While research sets the gears of change in motion, it is our desire and willingness to work and effect change that truly make a difference.

At the end of the day, when the environment is healthy, so are we.

MESSAGE

I welcome everyone to the 10th Philippine National Health Research System Week Celebration here in Puerto Princesa City, Palawan hosted by the MIMAROPA Health Research and Development Consortium (MHRDC).

This year’s celebration focuses on the role of research and innovation for the health and the environment. This theme is timely as the country aims to become a research hub on global health, climate change and disaster risk reduction. The Philippines, frequently hit by natural phenomena such as typhoon, earthquake, and major flooding, often faces high incidence of environmental health risks. Apart from addressing the health needs of every Juan and Juana, our research priorities as a community must also be in line with preserving the health of the environment we live in. By safeguarding the environment, we are also ensuring a healthy Filipino nation.

I am looking forward to another meaningful celebration of the PNHRS Week, as we share insights and experiences in pursuit of research-based solutions to health problems. Mabuhay!

THEME: “Research and Innovation for Health and the Environment”

BACKGROUND AND RATIONALE OF THE EVENT The PNHRS Week celebration provides a platform for the different stakeholders in health R&D to interact, to learn from each other, to share information and experiences, to voice their concerns, to contribute research-based solutions to health problems, among other things. This year’s celebration focuses on the role of research innovation and development for health and the environment. As many environmental factors contribute to health outcomes, all plenary and parallel sessions will revolve around the key areas, namely: innovation technologies in addressing climate change, science for safe water resources, use of information technology for health, ecosystem conservation, food protection and alternative functional foods, convergence in health and environment sustainable governance, government and community response to climate-induced health hazards and climate change pressures, role of media in building health and environmental protection awareness and actions.
