Today, Wallonia is inventing the logistics of tomorrow
Over the past few years, there has been a real dyna-mism established in Wallonia in terms of innovative logistics. Because even if Wallonia is today considered to be the most attractive region in Europe for logistics activities, it is certainly not resting on its laurels.
While continuing to improve its offering of land, and perfecting its connectivity to the European transport networks, Wallonia is also pursuing an active policy of innovation in the logistics domain. Within the context of the Green Mar-shall 2 Plan, which is the overall plan for stimulating the Walloon economy, sub-stantial budgets have been earmarked to support several innovative projects. These projects combine the dynamism of private enterprises with the expertise of research centres and universities, to bring about patentable technologies and high level training courses.
As you will discover in the following pages, the results are totally in keeping with the ambitions. There is a variety of domains: new systems for rail traffi c man-agement, practical applications for latest generation identifi cation technologies in the luxury goods, phar-maceutical and food processing sectors, and even training courses totally oriented towards the logistics professions of tomorrow.A new call for projects will be launched in October: we would be delighted to already talk to you about yours!
Jean-Marc Nizet,
President of the Board, Logistics in Wallonia

Acentral location and natural advantages are not enough on their own to be positioned on the top rank of logistics zones. Wallonia
has well understood this, and under the auspices of the Logistics in Wallonia competitiveness centre, it supports a series of carefully selected innovation projects.
«In the domain of transport and logistics, three players are to be found», explains Charles-André Verschueren, Innovation Manager of Logistics in Wallonia:
• «those placing the orders, who have merchandise to be transported,
• the transport-logistics companies which provide logistics solutions to the former,
• and fi nally the technological and scientifi c serv-ices providers (TSP) who can supply innovative so-lutions to those on the ground.»
Networking and fertilisation
«Our role is to promote research which may lead to technological solutions for which we can obtain a patent, solutions which add value to the whole of the sector. We therefore have to know the needs and trends of the players involved and instigate re-fl ections within a very dense and dynamic scientifi c base, and then bring together the needs of the one side with the ideas of the other.»
This role of crossroads translates into the organisa-tion of many conferences, seminars and meetings, and also into four work groups set up by Logistics in Wallonia. Their vocation is to encourage contacts, to identify needs, and to compare and instigate new ideas. In each work group is to be found a profes-sional from each type of TSP and a logistics operator from each of the three sectors of activity.
Projects bearing the ‘Logistics in Wallonia’ label
In order to move from the stage of a new idea to a patentable project with high added value, those leading the projects can call upon – alongside pos-sible fi nancial help from Europe – fi nancial support in the context of the Green Marshall Plan 2 of the Walloon region.
To have access to these funds, project have to re-ceive the ‘Logistics in Wallonia’ label and involve at least two companies (of which one must be an SME) with their operating bases in Wallonia and two re-search centres.
The following pages describe in detail all fourteen projects which have received this label, of which some have been completed and others are under-way, but all of which provide undeniable added value and new advantages for Walloon logistics.
Priorities for the innovation projects
• Three activity sectors: the food processing industry, biotechnology and pharmaceutics, wholesaling and trade.
• Four technological domains: software and IT, electronics and data gathering, materials and mechanics.
• Four themes: multimodality, security of the logistics chains, sustainable logistics, internal logistics and industrial processes.
At the crossroads of needs and new ideas
Innovation
How to present a new project
«The earlier a project is presented to us, the bet-ter we are able to advise those leading it», explains Charles-André Verschueren. «Within the framework of the Green Marshall Plan 2 there is one call for projects per year, generally in October. The defi ni-tive dossiers then have to be submitted in March.»

Des projets labellisés ‘Logistics in Wallonia’

ogistics requires a very formalised software support system for the processes», explains Jean-Jacques De Gheyndt, Pre & Post Sales
Manager of Voice-Insight. «Handling heavy, cum-bersome and/or dangerous goods demands optimal safety conditions: operators have to work in ‘hands-free / eyes-free mode. Vocal communication alone - the most natural of man’s communication methods - can ensure the thoroughness of the operations, the traceability and orientation, and the safety of the operators.»
The Lo-V-Wall project, which stands for Vocal Logistics in Wallonia, has resulted in a unique, innovative, integrated and modular logis-tics solution, bringing with it increased fi nancial benefi ts for all partners through the marketing of solutions developed in Wallonia and internationally.
Several partners have been involved:
• the Voice-Insight VQL technology has been integrated onto both PDA and PC platforms;
• Multitel and UMons/TCTS have developed mathe-matical algorithms for the ASR (Automatic Speech Recognition) software along with prototype ‘osteophone’ headsets for vocal recognition;
• RFIDEA has created an interface for reading and writing, from vocal sources, data from an intelli-gent tag;
• Mestdagh has tested the technology in its ‘retur-ned goods’ depot at Courcelles;
• the Forem acts as a technological shop window.
• la technologie VQL de Voice-Insight a été portée aussi bien sur plates-formes PDA que PC;
• Multitel et UMons/TCTS ont développé des algo-rithmes mathématiques pour les logiciels ASR (Au-tomatic Speech Recognition) et des prototypes de casques ‘ostéophones’ pour reconnaissance vocale;
• RFIDEA a créé une interface pour lire et écrire à la voix les données d’un tag intelligent;
• Mestdagh a testé les technologies dans son entre-pôt ‘retour marchandises’ de Courcelles;

• un nouveau système de contrôle-commande fer-roviaire dont le coût lui permet d’être plus adapté au transport du fret;
• une solution innovante de ‘tracking & tracing’ per-mettant de localiser les marchandises au niveau d’un container maritime et de son contenu indé-pendamment de son mode de transport. Cette prouesse se fait par l’intermédiaire d’une balise GPS/GPRS robuste, capable d’appréhender son en-vironnement et autonome en énergie;
U nder the coordination of French company Alstom, specialised in the rail industry, and one of whose operating sites is located close
to Charleroi, the Translogistic project was launched in 2007. As Stéphane De Ketelaere, of research cen-tre Multitel, one of the partners in the project ex-plains: «Its objective was to enable part of the infor-mation and communications technologies to play a role in the development of a total combined trans-port system, integrating road, rail and waterways in Wallonia.»
The structuring of the works led to:
• a new rail control and command system whose cost enables it to be more suited to freight trans-port;
• an innovative ‘tracking & tracing’ system enabling merchandise to be located at the level of a mari-time container and its contents, irrespective of its mode of transport. This capacity is achieved via a robust GPS/GPRS beacon, capable of understand-ing its environment and energy-autonomous;
• an internet portal accessible to transporters and clients and which uses new services such as route optimisation, fl oating inventories and fl eet man-agement.
The project called upon a wide range of 15 part-ners: 4 large companies, 6 SME or spin-off compa-nies, most of the French-speaking universities and a certifi ed research centre, Multitel.

T he inter-operability laboratory run by the Forem has the objective of training logistics IT coordinators in several emerging profes-
sions: logistics engineers, head of SI projects, logis-tics analysts and head of process performance. The strategic axes of the project are developing training courses, providing jobseekers and those working on industrial projects in the domain of transport and logistics with skills, and optimising logistics process-es. In a teaching depot fi tted with innovative RFID technologies and with the latest ERP, WMS and TMS software, the students are put into real situations through experiencing the world of distribution and transport.
The ‘case study’ project involves training courses oriented towards multi-modality, modal choice, packaging and the design of a distribution network. This training, which leads to qualifi cation, is undertaken from distance, and courses vary in length depending on the degree of diffi culty. The objective is to familiarise students with the various stages of the logistics chain, and to enable them to understand the specifi c characteristics of the various modes of transport. Forming part of the offering in terms of training for job seekers, ‘case study’ is also available to companies.
«Two years after the launch of the project, we have made our ERP -integrated management software training permanent.»

he objective of the research involves the use of paper CMR documents with reco-gnition of handwriting, completed by
CAN BUS and GPS information, to be used for vehicle fl eet management and for remaining in conformity European regulations without having to change normal habits.» This is how Pascal Smolders, director of Smolfi no, defi nes the eCMR project. «The advan-tages are the guarantee of faultless traceability, the automatic repatriation of data to the transporter’s headquarters and to be able to combine the data with other information emanating from the vehi-cle, in order to associate costs with the operation carried out.»
The project is already well advanced: «All of the objectives have been attained with res-pect to most of the partners: the complete system for collecting and routing the information from the driver in his cab to the planning/invoicing software has been completed.» This combining of data is to the benefi t of several services within the transport company: preventive maintenance of the vehicle, more rapid invoicing, and also qualitative follow-up where the driving behaviour of drivers is concerned.
Marketing the project has unfortunately been seve-rely hampered by the crisis which affected transpor-ters who, within this context, thought twice before investing around 1,500 to 3,000 Euros per vehicle.

tics in Wallonia a labellisé un programme dénommé Executive Master in International Supply Chain Ma-nagement imaginé par l’UCL auquel collabore l’ULg.
Having observed that there is no Masters training course entirely dedicated to logis-tics and supply chain management, Logistics
in Wallonia has given its approval to a programme entitled Executive Master in International Supply Chain Management, conceived by the UCL with the collaboration of the ULg.
With an international reach, and given in English only, this programme is aimed at senior managers who have to take on responsibility for management and coordination in the Supply Chain.
The formula revolves around 8 themed mod-ules each taking 32 hours: supply chain manage-ment, design and management of logistics fl ows, planning and analysis of the supply chain, purchase management and collaborative management, transport, returns distribution and logistics, the links between supply chain management and fi nan-cial management, e-management, change manage-ment and innovation. These topics involve a real case study and a visit to a company.
This study complements the theoretical subjects and the practical exercises. At the end of the course, par-ticipants who have satisfi ed the conditions receive a university certifi cate which is preparatory to the European examination conducted by the ECBL (Eu-ropean Certifi cation Board for Logistics).
«The programme is diffi cult and constraining. It is up to us to en-sure it remains well-recognised.»

Companies active in the foodstuffs sector have to take all necessary steps to ensure their products are harmless. This is why traceabil-
ity, enabling the history, use and location of a prod-uct to be known, is so important. This information is needed from the creation to the destruction of a product, and uses the latest identifi cation and communications technologies (RFID, tracking and tracing, Voice Picking, etc.). All of the persons who are or will be called upon to handle the foodstuffs throughout this chain therefore have to be trained in these techniques.
Since 2007, a programme called LogTraçAlim has thus been developing new training courses which integrate an original pilot project.
«The project revolves around the use of ERP (En-terprise Resource Planning) and integrates the traceability of several types of element (the article, a carton, pallet or container). It consists of manu-facturing, packaging and preparing chocolate at the Formalim centre in Verviers and sending it to the other Forem logistics centres at La Louvière and Bierset», explains François Verdier, Head of the LogTraçAlim project. “There the chocolate is stored and re-prepared before being distributed. This chain enables students to learn about traceability and the new technologies involved in the jobs of production and logistics.»

T wo major further education establishments -
the Haute Ecole of the Province of Liège, and
the Haute Ecole Louvain in Hainaut - have
joined forces with the Belgian Association of Pur-
chasing and Logistics Managers (ABCAL) and Rands-
tad, to develop continuous logistics training.
Geoffrey Perpinien, coordinator: «This programme is
aimed at all persons responsible for part of their com-
panies’ logistics chain or any person wishing to ac-
quire the necessary skills to be able to undertake new
or future responsibilities in operational logistics.» The
training is based on case studies, company visits, and
professional assistance through coaching.
It brings together the three points of the
training triangle: education, professional
training thanks to ABCAL, and professional inser-
tion through Randstad. This training also offers an
international dimension by preparing candidates
for the central European exam for junior logistics
operator (EJLog), set up by the European Logistics
Association.
From October 2011 a new cycle will begin with three
complementary modules based around transversal
subjects such as quality management, dashboards
and well-being at work.

• la boucle fermée (on connaît et on maîtrise tous les intervenants et toutes les étapes du processus logistique);
he Trasilux project aims to develop an
integrated system for fi ghting against
counterfeiting», explains Hugues Libotte,
R&D Manager of RFIdea, which is undertaking the
project. «This solution is based on RFID technology
and its on-board cryptographic capacities. The pri-
mary target for this solution is the luxury sector in
the widest sense of the term, but counterfeiting af-
fects all of the technological sectors (electronic, me-
chanical, pharmaceutical…) at the level, for exam-
ple, of spare parts or parallel markets.»
Launched around a year ago, the Trasilux
project is looking at defi ning a totally secure
architecture for two scenarios:
• the closed circuit (where all those taking part in, and all the phases of, the logistics process are known and under control);
• and the open circuit (where external elements are involved in the process). This could be you or me, wishing to verify the authenticity of a luxury prod-uct bought second hand, for example.
This defi nition work is fundamental because it is this
which guarantees the robustness of the overall solu-
tion. All the constraints of the ‘real world’ are taken
into account, thanks to information gathered by the
CEPE of the University of Liège and that transmitted
by our logistics partners (Mozer and Pierre Logistics).

Catherine PoncinResponsable projet Infrabel
In the same way as Translogistic and Locotrac, Greenrail aims to give a new boost to rail trans-port in Belgium, and more particularly through its
environmental dimension. For the various partners in the project have set themselves a new challenge in the domain of energy economy: to make Belgian rail transport more ecological.
This involves developing a driving simulation pro-gramme which will enable train drivers to adapt their driving style at all times in order to reduce the electrical energy consumption of their convoy.
Catherine Poncin, head of this project within Infrabel explains: «The objective of the researchers is to perfect a simulator which will indicate to the driver the most opportune moment for braking or increasing speed in order to save a maximum of en-ergy, and without lengthening the journey time or decreasing passenger safety.»
At the current stage of the works, the researchers have set up the mathematical formula which will enable precise data on the technical and geographi-cal characteristics (bends, ascents, descents, location of stations and of points…) within the Belgian rail network, to be integrated into the simulator. The research is continuing and should be completed du-ring the fi rst quarter of 2012.
«Greenrail will enable the electrical energy consumption of convoys to be reduced via the driving beha-viour of train drivers.»

Jean-Marc Gerardy, Solution Manager NSI IT Software & Services
Specialised in designing software systems based on the most advanced ICT technologies, NSI IT Software & Services is currently working on
bringing into being a project named Business Event Manager (BEM). In order to achieve this, the com-pany, which numbers some 240 members of staff, has taken partners on board: the Notre Dame de la Paix University faculties at Namur, the Cetic research centre and two SME’s, Smolinfo and Trendy Foods.
«The objective of the BEM project is to develop a new IT approach for the management of unfore-seen incidents which could affect the logistics chain and to restabilise the system onto a known case», explains Jean-Marc Gerardy, Solution Manager at NSI IT Software & Services. «This project uses an advanced artifi cial intelligence engine in order to minimise the negative consequences of unplanned incidents which could be very costly, while also sim-plifying the design of fl ow management systems.»
The software tool which, at the end of the study, will be created through the BEM project, will be able to applied to any logistics chain, and particu-larly in transport and distribution. Around twenty people have been involved in the development of the BEM project, which is set to be completed at the end of 2013 at the latest.
«The aim of the BEM project is to decrease the impact of events within an industrial or logistics process.»

e terme ‘Temptrack’ signifi e Temperature Tracking.

he term ‘Temptrack’ stands for Tempe-rature Tracking. The project bearing this name involves the development of a
temperature traceability solution by RFID», sum-marises Jérôme Coulon, Sales & Project Manager of RFIDEA.
«This solution is principally aimed at the pharma-ceutical and bio-technology sectors. We are being helped in the project by Baxter R&D Europe which is supplying its skills across the whole chain, from ma-nufacture to end use. The system under study - the project is spread over 36 months - brings together the temperature sensor and the RFID tag, this lat-ter having the capacity to transmit the information in real time. Another important element in the project is verifying that the radio frequencies are innocuous for the pharmaceutical and bio-techno-logy products. The radio frequencies may in no cir-cumstances affect the product. This is a requirement from the regulatory authorities.» Jérôme Coulon adds further information with regard to one of the partners: “It should also be noted that our partner Fugo has developed a manual temperature tracea-bility system. This is a visual system using a liquid which solidifi es when there is a difference in tempe-rature, and it offers a rapid visual back-up system.»
«The system brings together the temperature sensor and the RFID tag, this latter having the capa-city to transmit the information in real time.»

I n the words of Fabrice Horbaczewski, Assistant Director of the Board of Ingrif: «The Secure WMS project responds to a need for security of mer-
chandise and goods in the logistics chain, both in-ternally (storage/management) and externally (rou-ting). This security is necessary for cost price reasons (avoiding losses and theft) and in order to respond to emerging legislation. The objective of the project is to develop a modular solution which brings to-gether physical activities (merchandise and people) with computer information stored in the WMS or ERP.»
«In concrete terms, this involves designing intel-ligent tools based on a combination of video-sur-veillance and positioning technologies, capable of making activities carried out indoors and outdoors secure and, where necessary, of detecting anoma-lies or ‘suspect’ behaviour, such as intrusions or unauthorised removals.»
The objectives targeted are: securing access control to logistics platforms, transparent follow-up of mer-chandise distribution and storage conditions, the development of ergonomic tools enabling the data generated by these tools to be used in a standard WMS interface, or via additional middleware mo-dules for third party software.
«The project combines video-surveillance and positioning techniques in order to create an innovative secure logistics management solution.»

Michel Rousseau, Project Manager, Alstom
T he Locotrac project is aiming to provide a bet-
ter understanding of the specifi c needs of lo-
cal and regional rail lines where surveillance
and safety are concerned. The objective being pur-
sued is to fi nd low cost solutions (with, in particu-
lar, a minimum of railside equipment) which will
improve surveillance systems and which will at the
same time be compatible with the ERTMS system
(European standard for automatic train protection)
for the major international lines. The research also
involves the tram-train duo, which represents a simi-
lar situation to that of regional lines.
Wallonia is located at the centre of a highly
active zone in terms of railways, and forms part
of the Eurocorridor C freight transport line - An-
twerp-Basle-Lyon - whose Walloon section is the
Athus-Meuse link.
As Michel Rousseau explains: «The research being
carried out within the Locotrac project constitutes
an extension of the TransLogisTic and Greenrail pro-
jects, and is moving towards defi ning new concepts
and new projects in order to develop new harmoni-
sation at the level of rail transport surveillance. This
will, as a consequence, result in the indispensable
revitalisation of local rail services, both for freight
and for passengers.»
«Future rail surveillance pro-grammes should revitalise local rail services.»
