This document outlines the specifications for Preferred Supplier for Laboratory Analytical Chemicals &consumables for National Water Quality Laboratory belonging to the Water Authority of Fiji (WAF), andshould be used in conjunction with relevant discussions with WAF representatives.

Section 1Introduction
The Water Authority of Fiji (hereafter referred to as WAF) was established under the WaterAuthority of Fiji Promulgation 2007, and became operational on January 1st, 2010. WAF is aCommercial Statutory Authority under the ambit of the Public Enterprise Act and is responsible forthe delivery of water and wastewater services throughout Fiji.Water Authority of Fiji has its ownlaboratory, the National Water Quality Laboratory (NWQL) primarily responsible for providing acomprehensive water quality monitoring and scientific service to WAF, to support WAF’s vision tobe a leading provider of quality water services. NWQL studies in detail the physical,microbiological, and chemical characteristic of raw water, treated water, water & waste waterreticulation, trade waste, major environment outfalls and water & waste water treatment plantsprocess control activities. The laboratory carries out series of analytical tests as per the AmericanPublic Health Association Standard Methods of Water and Waste Water Examination, 22nd Edition.
Objective, scope and description of the contract
WAF is requesting tenders from reputable& established scientific analytical Chemical/Equipmentmanufacturing or trading companies for the supplyof laboratory analytical chemicals andconsumables. The chemical and consumables will be used for laboratory analysis of raw water,treated water, waste water, trade waste, and environment receiving water samples. Apart fromthis the chemicals and consumables will be also used for quality control tests and biologicalsamples (sludge) and sewerage tanker wastes. Chemicals and consumables needed to be of highpurity analytical grade suitable for standard methods stated in the APHA 21st to 22nd Edition.

Section 2General terms and Conditions
1. The Water Authority of Fiji Tender Conditions, the company particulars required and thespecification requirements attached will apply to this tender.
2. Tenderer/s responding to this tender must be of good repute and should be in a position toprovide the Water Authority of Fiji with quality transactional services. A brief history of thecompany’s background shall also be submitted.
3. Local tenders are to quote their price on duty paid VAT inclusive delivered directly on “as andwhen” required basis. Overseas suppliers to quote price on – Cost Insurance and Freight(CIF) Suva basis.
4. WAF may use its own discretion to purchase commodities either on duty paid or duty freebasis.
5. Where prescribed forms are provided these must be completed with relevant informationand furnished with other tender documents accordingly, as part of the tender requirements.
6. Tenderer/s to note that by tendering the bidder is taken to have authorized WAF to inspecttheir Warehouse, farm, office, or other premises and access any information (includingfinancial) it may so require.
7. Tenderer/s must quote price separately for each item and not on whole lot basis and priceshould be valid for a period of 2 yearsfrom the closing date of tender.
8. In the event that a tenderer seeks to put in a bid in conjunction with another person,evidence of the business relationship in the form of a partnership agreement, joint ventureagreement or supply contracts or like documentation would be necessary to demonstratethe ability to fulfill the tender to the satisfaction of the WAF Major Tender Board
9. Right is reserved to make award to the Tenderer whose tender is considered mostadvantageous to WAF.
10. Right is reserved to split the award amongst tenderes to cater for order on the basis ofspecified areas or instructions or to make a collective award to a single supplier.
11. Right is reserved to award the purchase of the commodities under tender on either Free OnBoard (FOB) OR Cost Insurance and Freight (CIF) basis.
12. WAF reserves the right to nominate or to appoint a shipping line or forwarding agent for thepurpose of arranging the shipment of goods, from the country of shipment.
13. Right is reserved to return the goods if wrongly supplied at the suppliers own expenses.

14. Right is reserved to terminate the services from the successful tenderer in the event ofundue delay in delivery or unsatisfactory supplier performance.
15. Bidders are required to disclose the rate of exchange used for the conversion into localcurrency.
16. For purpose of comparison, WAF may use the exchange rate applicable on the date ofopening of tenders.
17. In the event that delivery cannot be met, the Indent (subject to funds being made availableby end-users) should be cancelled or the LPO returned. IT should be noted that paymentfrom funds available in the current year cannot be carried forward to the following year.
18. The successful tenderer shall upon request by the Chief Executive Officer or hisrepresentative produce all documents supporting their pricing of the commodities under thetender.
19. The payment for the suppliers will be made upon satisfactory execution of the order incompliance with the tendered prices, delivery time and fully supply of quantity ordered.
20. In the event of delays in the delivery of items, liquidated damages at the rate of 0.25% of thetotal value of the order will be imposed on weekly basis.
21. Tenderes to submit their bids on their official letter heads, clearly written or typed, signedwith all relevant contact details clearly specified. Tender will be regarded as invalid if there isany alteration and use of white ink.

23. The quantity stated is an estimated probable requirement for a period of 12 months/annually and vary during the time of purchase. Price should remain firm up to 2 years,accordingly within the period and any variation in price during the contract period will not beaccepted.
24. Product samples/brochures and technical literatures pertaining the items shall be submittedtogether with the tender or to demonstrate as necessary whenever requested to do so.
25. Bidders are required to specify precisely the warranty period for the items under tender.

26. The successful contractor may enter into a contract with WAF with performance bond to bepaid as surety of which the sum will be determined after the award.
