Request for Proposal (RFP) for Unitized Envelope System For the Consolidated Office Building Addendum #1 17 April 2018 Respondents to the RFP shall indicate acknowledgement of this addendum in your proposal in the Executive Summary. 1. Question: Confirm if there is an overall enclosure U-value requirement.

Answer: Glazing U-Value: 0.35 | Opaque U-Value: 0.032.

2. Question: Is there a wind tunnel study available for the project?

Answer: No wind tunnel study is available. All design shall be compliant with the 2015 Minnesota State Building Code. Current project wind criteria are:

• Basic Wind Speed, V = 115MPH • Risk Category = II • Exposure Category = B • Mean Roof Height = 172’ • Wind Directionality Factor, Kd = 0.85 • Topographic Factor, Kzt = 1.00 • Gust Factor, G = 0.85 • Internal Pressure Coefficient, Cpi = +/-0.18 • External pressure coefficients vary by component and façade location.

3. Question: Confirm the makeup of the glass IGU?

Answer: Basis of design: Unitized Panel Façade: Viracon 1” VRE1-46 Insulating HS/HS* ¼” (6mm) Clear HS VRE-45 #2 ½” (13.2 mm) airspace – black ¼” (6mm) Clear HS) Level 1-2 Curtain Wall, and Double Height Spaces: Viracon 1” VE13-2M HS/HS (Note this was shown incorrectly as VE1-2M in the “additional information” package). ¼” (6mm) Starphire HS

Fully tempered safety glazing to be provided at hazardous locations as required by IBC Section 2406.

4. Question: Confirm the Level 1 storefront door types and hardware.

Answer: See Clarification 38l. Basis of design is narrow style Blumcraft door with C.R. Lawrence panic hardware and concealed door mount floor opener.

5. Question: Confirm the thickness of the anodized composite panels.

Answer: 3/16” composite panel with intermittent stiffener plates to prevent deflection and oil-canning.

6. Question: Confirm the mockup requirements (Performance, Visual, Glass selection) for the project.

Answer: See Question 31.

7. Question: Are the glass balustrades to be included? If so please provide applicable information. Answer: No.

8. Question: Confirm the interior trim requirement at the floor and ceiling. Currently the drawings do

not show a cover for the firesafing and confirm if the blind pocket is to be included. Answer: This scope of work is to include the firesafing. Stool Trim added to cover firesafing. Blind pocket is not included in this scope of work.

9. Question: Confirm the Outdoor Space door quantity, type and hardware information.

Answer: Anticipated exterior doors and basis of design are listed below, not including Level 1 doors which are listed in Question 4 and 38n. Double Heights:

• Quantity: 6 single leaf doors (1 at each double height area) • Type to be custom fabrication, IGUs to match adjacent curtainwall. • Hardware: C.R. Laurence exterior types (or similar)

Level 10: • Quantity: 2 double leaf doors (glass) • Type to be custom fabrication, IGUs to match adjacent curtainwall. • Hardware: C.R. Laurence exterior types (or similar) • Quantity: 1 double leaf door (metal – in metal clad mechanical room massing)

10. Question: Confirm the material type and scope for the soffits at the underside of L2. Are we to only

include the panels? And all of the insulation, studs, weather barrier is to be by others? Answer: Soffit framing and panels by others. Continuous insulation and weather barrier at soffits to be provided within this scope to assure full continuity of exterior envelop.

11. Question: Confirm any leaveout areas for the crane, hoist, and/or landing platform(s). Answer: Leave out area for the tower crane, man/material hoist and at landing platforms will be required at each level.

• The man/material hoist and the hoist location has not been selected. It is anticipated that the man/material hoist will be similar to an Alimak Scando twin car man and material hoist. Each car has a capacity of 7,000 lbs, each car is 4’10” x 12’8” x 7’5”. It is anticipated the hoist will be on the west elevation of the building and there will be a leave out area on each floor.

• The landing platforms and the platform locations have not been selected. It is anticipated that there will be a landing platform on each level that will be 7’5” wide. They will extend outside the building by approximately 5’ and have a uniform distributed load capacity of 10,000 lbs.

12. Question: Confirm the specific field general conditions to include to meet the contractors requirements. Answer: As indicated in Attachment D each Contractor is to provide a list of all items, and cost of the items, they have included in their general conditions.

13. Question: Confirm the finish of the exposed interior curtainwall mullions. Answer: The interior side of the typical office tower panel will have a white powder coat finish, color to be determined. The exposed interior curtainwall mullions at the lobby glass and double height clear glass will have a silver powder coat finish to match anodized aluminum color.

14. Question: Confirm if the wood and/or metal panel soffits are to be included. Answer: See Question 10.

15. Question: Please provide information for the anodized wall panels at the Level 10 roof. Also confirm if just the panels are to be provided or if the insulation, studs, weather barrier is to be included as well. Answer: Panels to be insulated rainscreen with anodized aluminum panels. Scope to include insulation & weather barrier.

16. Question: Confirm if a bid extension can be granted. With the RFI responses coming on April 17 it would give less than 1 week to incorporate changes. Answer: No.

17. Question: Confirm the number of face-to-face meetings required for the design-assist period. Answer: Attachment B, 1.i: Add the following: During the design-assist period, the following meetings are anticipated, but not limited to:

• Initial logistics meeting and page turn.

• One week of work and preparation, then official design and technical kickoff, 1-2 days face-to-face workshop.

• Meet once a week virtually. • Meet every other week, face-to-face, or as needed.

18. Question: Confirm if taxes should be excluded entirely or if they should be included with deduct to

omit for tax exempt status.

Answer: Taxes are to be included.

19. Question: Will the City of Minneapolis or Construction Manager be sending out a more detailed unitized envelope scope of work in addition to the RFP documents already received? Specific scopes that are in question are as follows:

A. Is slab edge firestopping and smokeseal between curtainwall system and structure part of the

unitized envelope RFP Package?

Answer: Firestopping and smokeseal between curtainwall system and structure is to be included in this scope of work.

B. Should concrete embedments required for unitized envelope systems be supplied and installed by envelope contractor? Or supplied only by envelope contractor for installation by others?

Answer: This scope of work is to include furnishing the embeds. The concreting contractor will install the embeds based upon the layout the unitized envelope contractor provides. The unitized envelope contractor is to verify/sign-off on the placement of embeds prior to the concrete being placed.

C. Is any waterproofing and are any stone pavers at roof or balcony areas part of the unitized envelope RFP package or are they Roofing scope?

Answer: No, they are part of another scope of work.

D. Is any waterproofing and is any wood terrace decking at roof or balcony areas part of the unitized envelope RFP package or are they roofing scope?

Answer: No, waterproofing and wood terrace decking at roof or balcony areas are part of another scope of work.

E. Are any skin areas called out as “solid material (stone or concrete)” part of the unitized envelope RFP package?

Answer: No. F. At any areas called out as “solid material (stone or concrete)” would any non-concrete

backup walls (i.e cold-formed-metal-framed walls) be part of the unitized envelope RFP package?

Answer: No. G. Are soffits designated as “soft cladding” or “soft cladding in wood” part of the unitized

envelope RFP package?

Answer: “Soft” cladding should read “Soffit” cladding. For further scope clarification, see answer to Question 10.

H. Are there any louvers required within the exterior envelope and if so are they part of the unitized envelope RFP package?

Answer: Yes. Refer to sheet HL202 East Elevation: at Level 11 (Mechanical Level), at (10) locations of Façade Unit Type F6A, replace flat IGU portion of unit with architectural louvers with approximately 50% free area. Basis of design: Perform Louvers by Construction Specialties.

I. Is the skylight part of the unitized envelope RFP package?

Answer: No.

J. Are glass ballustrades at roof or balcony areas part of the unitized envelope RFP package?

Answer: See Question 7.

K. Confirm shades or shade pocket enclosures are not part of the unitized envelope RFP package?

Answer: Shade or shade pocket is not part of this scope. 20. Question: If slab edge firestopping and smokeseal is part of the unitized envelope RFP package,

will it be required before the entire building is watertight? Answer: Slab edge firestopping and smokeseal is part of the unitized envelope RFP package and should be installed per manufacturer’s recommendation.

21. Question: Please confirm tower crane(s) will be available for the duration of the unitized envelope installation for stocking of floors with material. Answer: Tower crane will be available during the duration of the unitized envelope installation (except for possibly the leave out areas) for stocking of floors with material. However, steel erection and concrete contractors will have priority use of the crane until their work is complete. Priority usage does not mean exclusive usage. The crane usage must be scheduled through Mortenson, who will determine critical path items for tower crane usage. The tower crane has not been selected, but it is anticipated to be similar to a Liebherr 550 HC20 with a 214’ jib.

22. Question: If “off hours” unloading and stocking is utilized, will the tower crane operator and/or hoist operator be provided at no cost? If not, what is the hourly cost to include in our estimate? Answer: You will be charged for the operator(s). The overtime rate for the tower crane operator is operator cost for off hour usage for the operator is $137.43/ hr (2018), $142.93/hr (2019) $148.65/hr (2020). The double time rate is $183.25/ hr (2018), $190.58/hr (2019) $198.20/hr (2020).

23. Question: Please confirm that landing platforms are provided by others on every level and are sized

to allow unitized bunks approximately 6’x16’x4’ high and weighing up to 5000 pounds to be landed. Answer: Landing platforms will be provided by others. See Question 11.

24. Question: Please confirm the inside dimensions of the material hoist that will be provided. Answer: See Question 11.

25. Question: Will there be a lane or lanes shut off and available to park while offloading materials? If so, will we have any cost involved with the closure or will all lane closures be coordinated and paid for by the Construction Manager? Answer: Construction Manager anticipates being able to close lanes per the attached site logistic draft dated 4/13/18, for the project duration, at no cost to the contractors. Any additional lane closures will be the responsibility of the contractor needing the lane closed.

26. Question: Please clarify the requirements for leave-out bays of curtainwall for material hoists,

manhoists, tower cranes, landing platforms, etc… Including leave-out bay widths and number of locations. Answer: See Question 11.

27. Question: Will there be an area dedicated to short term staging on the site and within the tower crane radius? Example would be an area to unload 2 to 3 trailers of unitized panels to be stocked over the next day or two. Answer: See response to Question 25. Staging and storage space is limited. There is no on-site storage for materials and/or equipment unless otherwise approved by Construction Manager’s superintendent. Deliveries shall be "just-in-time" delivery for installation of the work element in accordance with the project schedule. Any off-site storage required to facilitate the project needs is to be included by the contractor needing the storage.

28. Question: Will there be a “community” forklift on the site for unloading of trucks or is each trade

contractor to provide their own? Answer: There will be no “community” forklift. Each Contractor is responsible for their hoisting needed to complete its scope of work and maintain the project schedule.

29. Question: Will there be an area in the building available to us for storage and lockup of misc materials – fasteners, sealants, membrane, etc – approximately 10’x20’? Answer: See Question 27.

30. Question: Are there any envelope thermal performance requirements available to base our proposal on? Is there a ball-park U-value for the system to meet? What are the winter design conditions for exterior and interior temperatures and the interior relative humidity? Answer: See Question 1.

31. Question: Please provide details on the mockup – size, which type of panels, any performance

testing required, and who pays for the testing lab fees?

Answer: Mockups to be provided: Glazing type mockup to help pick exact glass types.

• This mockup will be a “trailer, or shed” style enclosed room, at least 10 feet high, by as many as 6 panels of select glass types (5 feet wide each) built, connected, and fixed to each other. This can be viewed from exterior and interior conditions.

Visual mockup of each type to review assembly and connection methods. • These full-scale mockups will be a “trailer, or shed” style enclosed room, at full panel height,

as listed below. See also attached Additional Project Information pages HL201 & HL203 showing proposed visual Mock-ups as follows:

Mock-up 1a: Unitized types F6A, F3A, and C1A showing corner assembly continuous with Mock-up 1b.

Mock-up 1b: Unitized types C1A, F1A, and F2A showing corner assembly continuous with Mock-up 1a.

Mock-up 2: Lobby type unit with intermediate horizontal showing base assembly and mounting condition.

Mock-up 3: “Double-Height” type unit with intermediate horizontal and base mounting condition.

There will be not room on site for a mockup, or mockup trailer/shed – the unitized envelope contractor and Owner must mutually agree on the location where the mockup will be built and stored. The unitized envelope contractor is responsible for the “structure/faming” (including the design) needed to support the mock up. The unitized envelope contractor is responsible for the demolition and disposal of the mockup. Performance Testing of Mockup. For curtain wall systems categorized by the envelope contractor as custom without existing performance data shall be laboratory tested utilizing the Visual Mock-up or its equivalent consisting of at least a three bay wide by two bay high elevation. Testing shall consist of:

• Air In/Exfiltration per ASTM E 283-04 • Static Water Penetration Test per ASTM E 331-09 • Dynamic Water Penetration per ASTM 501.1-05 • Uniform Structural Deflection Test at Design per ASTM E 330-14 • Thermal performance testing • Sound transmission testing.

Field Performance Testing of installed curtainwall systems. Field Performance testing will be conducted by independent testing agent and paid for by the Owner. The envelope contractor is to coordinate and provide lift and personnel as needed to assist with independent testing.

• Per AAMA 503, field testing of installed curtain walls shall be undertaken at a rate of (1) test per 5,000 to 10,000 square feet of façade.

• Per AAMA 501, an allowance of 600 linear feet shall be made for field testing of transitions

such as glazing to balcony, glazing to podium soffit, and glazing to roofing assemblies which are not able to be tested through the AAMA 503 testing.

32. Question: For the design-assist phase, what is the expectation for meetings – location, frequency, duration, and type? (Face to face, GoToMeeting, etc.) Answer: See Question 17.

33. Question: Clarify the specific submittal requirements for this proposal with respect to SUBP forms. Answer: Per the RFP, Attachment G SUBP Participation Form and Attachment H Good Faith Efforts Form are not required to be submitted with your proposal. Per Attachment G. Per RFP, VI. Proposal Format, G.13.b, your Small Business Utilization Plan addressing your “approach to …inclusion of small businesses” is to be included in your proposal.

34. Question: Please clarify requirements for the ten (10) hardcopies of the proposal. For instance,

must they be hand-delivered, or can they be mailed? Answer: The hardcopies can be hand-delivered or mailed, but it is the Proposer’s responsibility to ensure it is delivered/mailed to the location designated in the RFP and received by the time indicated.

35. Question: Please clarify requirements for the electronic copy of the proposal. For instance, is a physical thumb drive required, or would an emailed link to a dropbox folder be acceptable? Answer: A physical thumb drive is required.

36. Question: The comment was made at the prebid meeting that all staff rates were to be fully burdened. Please clarify if that includes OH and P markup or just insurance, payroll taxes, etc. Answer: Rates should not include Overhead and Profit (OH and P).

37. Question: Is there an option for painted aluminum finish vs anodized in the base bid? Answer: No painted finish on the exterior, only anodized.

6. Page 9 Concept: Diagrams. See Window-to-Wall Ratios (WWRs) diagram at right side of page. Reference is made to Solar Irradiation study. The A&E design team has also built and maintains energy model and daylight analysis models for the building. These models can be shared with the Design-Assist and Envelope System Contractor upon award. See also response to Question 1.

7. Page 16 Façade Detail: Ground Floor. At the Lobby exterior curtainwall, a 24” high base wall assembly will be installed by others, not the seating “bench” currently shown on the drawing. Façade system shall be coordinated with the base wall structure and assembly.
