    2.A IntroductionWTAsserviceareaincludesthecitiesofBellingham,Ferndale,andLynden,aswellasincorporatedregionssurroundingthesecommunities.In1993theLummi/MariettaareawasannexedandincorporatedintotheWTAservicearea,andin1994theWesternWhatcomCountyarea(Blaine/BirchBay/Semiahmoo/CherryPoint)wasalsoannexedandincorporated.WTAemploysover260employees,consistingofaGeneralManager,operators,fleetmaintenance,administrative,andsupportservicespersonnel.Onthefixedrouteservice,WTAprovidesapproximately4.6millionboardingseachyear.Fixedroutetransportationservicesinclude30+routes,operating7daysaweekatvarioustimesfrom5:50a.m.to11:24p.m.FixedroutetransportationamenitiesincludetheDowntownBellinghamStation;theCordataStation&ParkandRide;theFerndaleStation&ParkandRide;andtheLyndenStation&ParkandRide.2.B Background

    WTAsMaintenance,OperationsandAdministrationBase(MOAB)islocatedat4011BakerviewSpurinBellingham.MOABisusedasWTAsOperationsandDispatchcenter,administrativeoffices,fleetmaintenanceshop,facilitiesandroutemaintenanceshop,andaFuelIslandthathousesanadditionalstaffrestroom.WTAcurrentlyhastwo(2)temporarytrailerslocatedinitsbusyardhousingaprojectofficeandanEmployeeMaintenanceCenter.Nearlyall260+employeesreporttoMOABandutilizeitinsomewayduringeachworkday.Publicvisitorsandcontractedvendorsalsousethissite.BellinghamTransitStation(BTS)islocatedat205EastMagnoliaStreetinBellinghamandisthedowntownBellinghamhubofthepublictransitsysteminWhatcomCounty.Thefacilityincludespublicrestrooms,alobby,andexpansiveoutdoorwaitingareasasamenitiesforitsriders.Staffalsousethisfacilitywithsupervisoroffices,anemployeelunchroom,patio,andrestrooms,andaCustomerServiceoffice.BellinghamPoliceDepartmentalsomaintainsanofficeatBTStoprovidesecurity.TheCordataTransitStation(CTS)&ParkandRidefacilityisverysimilarinfunctiontothedowntownBellinghamStation.Publicamenitiesincludeapublicrestroom,apublicparkinglot,andanexpansiveoutdoorwaitingarea.WTAstaffhaveaccesstoabreakroom,acustomerservicespace,andrestrooms.LyndenTransitStation(LTS)islocatedat1945FrontStreet,Lynden,WA.ThisfacilityisleasedtoGrantsBurgersandisafunctioningrestaurant.JanitorialservicetotheLynden

    Stationfacilitycoveredunderthiscontractwillbemonthlyfloorcareofthehardsurfaceflooring,andmonthlydeepcleaningofthesinglecarpetedroom.FerndaleTransitStation(FTS)&ParkandRidefacilityisnotstaffed,nordoesitincludepublicfacilitiesforuse.However,thereisastaffonlybreakroomandexpansiveoutdoorwaiting.JanitorialservicetotheFerndaleStationwillbestripping&resealingofthehardsurfaceflooringinthe561squarefootstaffbreakroomatsixmonthintervals.Janitorialservicesareprovidedseven(7)daysperweekatBTSandsix(6)daysaweek(SundayFriday)atCTSandMOAB.LTSandFTSservicesareattheintervalsdescribedpreviously.2.C GeneralTechnicalRequirementsAllSitesWTAsProjectManagerwillprovideaninitialorientationateachsite.TheContractorisresponsibleforalltrainingandsubsequentorientationofpersonnelwhowillbeperformingthework.Occasionally,WTAexperiencesaserviceneedoutsideoftheagreedonschedule.WTAmayrequesttheContractorprovideanoncallcleanupifneededbytrainedandequippedcustodialservice.ContractorownedvacuumsusedinsideWTAfacilitiesmustmeetfiltrationratingsatHEPAstandards,andthereforemustberatedtoretainallparticlesto0.3micronsinsizeatanefficiencyratingof99%orhigher.HEPAratedexhaustfiltrationandHEPAdisposablevacuumbagsarerequired.TheawardedContractormaybeaskedtoprovidedocumentationthatequipmentmeetsthisrequirement.Usingequipmentthatfailstomeetthisstandardwillbeconsideredabreachofcontract.TheContractormustprovide

    Commercialqualitycarpet&upholsterycleaningmachineforuseatallfacilities. Adequatefloorcareequipmenttoperformstripping,scrubbing,spraybuffing,

    burnishing,andpolishingofhardflooring. Outdoorsidewalkandconcoursecleaningequipmentincluding,butnotlimitedto

    automatedscrubbingandpressurewashingequipment,andequipmentcapableofreclaimingalloutdoorwashwater.

    Carpetcleaningmustadeepcleaning,suchasextractororencapsulationmethods.Upholsterycleaningwillbeadeepcleaning,withanupholsterycleaningmachine.Contractormaystoresomecleaningequipmentonsite,wherespaceisavailableandattheirownrisk.Contractorwillberesponsibleforlabeling,repairandmaintenanceofcontractorownedjanitorialequipment.WTAwillnotberesponsibleformaintenance,repairorreplacementofanyContractorequipmentstoredonanyWTAsite.

    Contractorwillprotectstormwaterfromcontaminantsandreclaimwashwaterrunoffdisposinginasanitarysewer.Alloutdoorcleaningwillkeepcleaningagentsandwashwater(tapwater)fromenteringstormdrains,evenifnosoapsorcleaningagentsareused.Allchemicalsusedmustbeenvironmentallyfriendlyandusedinminimalamounts.Nodrainagetosewagesystemisavailableoutsideofthebuildings.Contractorisresponsibleforprotectionoftheworkareaandthepublicfromanyequipmentandchemicalsused.Anywashdownofoutsidesurfacesmustnottakeplaceonanynightwhenthereisachancethewateronthegroundmightfreeze.Cleaningmethodsmustbeincompliancewithstormwaterpollutionpreventionbestmanagementpractices.FailuretocomplywithstormwaterpollutionpreventionmandatedpracticesofeachCityandStateofWashingtonDepartmentofEcologyBestManagementPracticesforpreventionofstormwaterpollutionwillbeconsideredabreachofcontract.WTAreservestherighttoterminateforcausebasedontheTermsandConditionsfoundinAppendixA.CopiesoftheBestManagementPracticesareavailableuponrequest.2.C.1 MOABTechnicalRequirements

    Thejanitorialworkrequestedcoversapproximately27,000squarefeetoffloorspace.Thisincludestheentire1stand2ndfloorsoftheOperationsandAdministrationssouthportionofthebuilding.Inthenorthportionofthemainbuildingwherethemaintenanceshopandwarehouseis,thisincludesthemechanicswashupsinkanddrinkingfountainarea(includingcountertop,walls,floorandfixtures),therestroom,lunchroom,officeareas,andallwindowsincludingwindowsintheoverheadgarageandpeopledoors.IntheFuel&Washbuildingthisincludestherestroom,andtheMoneyRoom.ThejanitorialworkalsoincludestwoportabletrailerbuildingslocatedneartheSouthEastsectionofthemainbuilding.Thejanitorialscopecoversallinteriorandexteriorwindows,includingbothportabletrailersandallwindowsinoverheaddoorsandpeopledoorsthroughoutthemaintenanceshop.Exteriorwindowcleaningrequiresacontractorsuppliedarticulatedboomlift.Janitorialworkmustbecompletedpriorto4:45AMweekdaymornings.WorkintheimmediatevicinityoftheDispatchandCallCentermustbedonebetweenthehoursof11:30pmand4:45am.TheDispatchCenterandCallCentermustbecleanedandvacuumed6nightsperweek.Someofficedoorsaretoremainshutandnotlocked,someofficedoorsaretoremainopen,andsomeofficedoorsmustbeshutandlocked.WTAwillassistcustodialcrewwhichdoorsneedtobeinwhichstate.Leaveonlydesignatedlightsonatnight.JanitorialworkintheMaintenanceofficesandMaintenancelunchroomareamustnotbeperformedduringthestaffbreak&lunchhours,whichcurrentlyare(weekdays):

    Janitorialworkonthesecondfloorsouthmaybeperformedanytimeafter5:30PMeachweekdayevening,andanyhoursonSunday.AppendixBprovidesdetailaboutthefloorplanandfrequencyforcleaning.Allperiodichardsurfacefloorcareworksuchasstripping,scrubbing,buffing,andwaxing,mustbedoneonlyduringthefollowinghours:

    Southportionofthebuilding11:30PMto4:30AMSundaythroughThursdaynightsand11:30PMto6:00AMFridayandSaturdaynights.

    Northportionofthebuilding(Maintenanceofficesandlunchroom)betweenthehoursof1:00AMto4:30AMweekdaysand1:00AMto6:00AMSaturdaysandSundays.

    ContractorisencouragedtoperformsomeoftheroutinejanitorialworkduringdaylighthoursonSundaysattheMOABlocation,toenablevisualinspectionfordirtthatmaybeotherwisedifficulttoseeduringtheeveninghours.FortheMOABsiteWTAwillprovidebulkpapersupplies,trashcanliners,restroomhandsoaps,andothercleaningchemicals.ContractorwillcheckoutthesecleaningsuppliesfromWTAswarehouse.Warehousestorekeepersarenormallyondutyfrom7:00AMuntil11:00PMMondaythroughFriday.Contractorwillmaintaininventoryontoilettissue,handtowels,restroomsoap,toiletseatcovers,trashcanliners,andotherdisposablejanitorialsuppliesandnotifyWTAstaffwhensuppliesareneeded.CustodialcrewmustwearaDOTtypereflectivesafetyvestanytimetheyareinthebusyardforvisibilitytobusesdrivenintheyardatnight.Thisincludestakingouttrash,walkingtoMoneyRoom,andfuelislandrestroom.Sections2.D.1and2.D.2providedetailaboutfrequencies,floorsquarefootageandfloorfinishes.AppendixBprovidesdetailaboutthefloorandsiteplansandfrequencyforcleaning.2.C.2 BTSTechnicalRequirements

    TheentireBTSserviceareais1.4acres.ContractorwillservicetheentireBellinghamStationbuilding,includingBellinghamPoliceDepartmentspace,totalingapproximately5,213squarefeet.Areasrequiringjanitorialserviceincludeanoutdoorpatio,passengerconcourse,terminalexpeditorbooth,sidewalksonandsurroundingtheWTAsite,andthegrounds.TheBTSfacilityishalfofablockthatincludesallareasborderedbyChampionStreet,RailroadAvenue,MagnoliaStreet,andthechainlinkfenceonWTAsideofthealleywayonthatblock.

    Beforeleaving,Contractorwillleaveondesignatedlightsandsecurethebuildingbyclosingandlockingalldoorsandwindows.Publicrestroomsmustreceivemiddaycleaningtwice(2)perdayeveryweekdayatapproximately10:00a.m.and2:45p.m.,andonce(1)perdaySaturdaysandSundaysat1:00p.m.Themiddaycleaningswillclean,disinfectandsanitizesinks,countertops,toilets,flooring,andwallsandanyothernecessarycleanupsincludingbiospills.Therestoftherestroomfloorswillbesweptormoppedasneededduringthesecleanings.Contractorwillprovideallequipmentincluding,butnotlimitedtovacuums,floorscrubbers,leafblowers,andwindowwashingequipment.BTShasverylimitedstoragespace,somostequipmentwillneedtobetransportedbycontractorandstoredoffsite.Contractorwillorder,arrangedelivery,unpackandstorealldisposablesuppliesincluding,butnotlimitedtobulkpapersupplies,trashcanliners,restroomhandsoaps,andothercleaningchemicalsfortheBTSlocation.Contractorwillensurestorageisneatandtidyinthelimitedstoragespaceavailable.Disposablesuppliesincluding,butnotlimitedto,mopheads,papergoods,trashcanliners,andchemicals,willbeinvoicedtoWTAatcosteachmonth.Thecontractorwillensurethatasetofsweepandmopequipmentarepresent,cleaned,sanitized,andputawayintheWTAcrewsidemopclosetnightly.ThissetofequipmentisusedbydaytimeWTApersonneltocleanupspills&messes.WTApersonnelmaynotalwayscleantheequipmentproperlyafteruse.Contractorwillhavereplacementmopheadsandhandlesincasetheonsiteequipmentismissingornolongeruseable.ContractorwillinvoiceWTAatcostforthemopassemblyandbrooms.WorkspecifictotheBTSsiteincludespressurewashingandscrubbingtherooftopofthepedestrianconcourseandcoveredwalkwaythatconnectstheconcoursetothebuilding.ThisworkrequiresaContractorsuppliedarticulatingboomliftandwillbeperformedasneeded.Workwillbequotedperside,ofthetotalareaoftherooftopastheNorthWestfacingsidebecomessoiledwithmossygrowthduetolowexposuretothesun,whiletheSouthEastfacingsidebecomessoiledataslowerrateduetohighexposuretothesun.ThisworkmustbescheduledtotakeplaceonlyonaMemorialDayorLaborDayholiday,whenthereisnoWTAbusservice.Section2.D.3providesdetailaboutfrequenciesforcleaning.AppendixCprovidesdetailaboutthefloorplanandsiteplan.

    2.C.3 CTSTechnicalRequirements

    Contractorwillservicetheentire1.9acreCTSsiteincluding1,502squarefeetofbuildings,passengerconcourses,thesidewalksonandaroundCTS,andthegroundsincludingtheparkinglot.Intheparkinglotspecifically,theworkwillincludeonlythetrashandlitter,notvegetationdebris.WorkatCTSwillbegin:

    1. MondaythroughFriday,after7:30PMandcompletedbefore5:00AMeachweekdayandbefore8:00AMSaturday.

    2. Saturdaysafter7:30PMandcompletebefore7:00AMSunday.3. Sundaysafter7:30PMandcompletebefore5:00AMMonday.
