Experience in the usage of computers and office software packages (MS Word, Excel, power point, explorer, etc) and advance knowledge of spreadsheet and database packages experience in handling of web based management systems experience to prepare briefing/talking points experience to prepare monitoring and progress report Fluency in oral and written Bahasa Indonesia and English. Have a tax number (NPWP). Willing to work full time. Title: National Project Manager for the MDG Roadmap Project Management Unit (National')

Reports to: Director of Religion, Culture, Sports and Youth, Ministry of National Development

II. Background Information

The Government of Indonesia continues its commitment to achieve the Millienium Declaration, as I signed in the UN General Assembly in 2000. In 2010, the President issued instructions accelerate I

efforts and achievements of MDG goals at both the national and sub-national levels. In 2011, the government, supported by UNDP, presented Indonesia's Roadmap to Accelerate Achievement of MDG goals. In the same year, this collaboration developed and issued 33 provincial MDG action plans Rencana Aksi Daerah, RAD MDGs), supported by Governor decrees. These RAD MDGs has been used as reference for provincial and district/city governments to accelerate achievement.

In January 2013, the Government of Indonesia and UNDP have mutually agreed on a project document, namely 'Support to the Acceleration of MDG Achievement in Indonesia, 2013-2015'. This project continues previous efforts to support national and sub-national governments to accelerate the achievement of MDG goals. The Director of Religion, Culture, Sports and Youth, Ministry of National

I Development Planning/BAPPENAS has been tasked as the National Project Director for this programme.

The project's outputs are to 1) develop strategies and mechanisms to implement the MDG Roadmap and 2) improve national and subnational capacities to monitor, evaluate, analyse and report on MDG and human development. Key activities to achieves these outputs include supporting national and sub-national MDG teams; support develop, monitor and evaluate RAD MDGs; develop and implement resource mobilization strategies; advocate multi-stakeholder partnerships for MDG acceleration; develop innovative and effective approaches and tools to accelerate MDG achievement; and support policy dialogue and develop reports on MDG achievement (annual), human development and the post-2015 agenda.

The targeted beneficiary of this programme is the Strategic Coordination Team for Monitoring RAD Implementation (TKSP). TKSP ,in turn supports RAD implemention at national and sub-nationa'i levels.

The programme is currently supported by the National MDG Secretariat that supports the activities of the National Coordination MDG Team, chaired by the Minister of National Development Planning/BAPPENAS.

III. Objectives of Assignment

The National Project Manager (NPM) will support the National Project Director (NPD) to ensure effective and efficient delivery of activity resu'lts as determined in the project document, mobilize resources, and report the project's progress.

IV. Scope of Work Expected Results/Deliverables/Final Products Expected

The consultant will incumbant will work with the National Project Director (NPD) to achieve deliverabl'es. S/He will be responsible for liaising with UNDP, government authorities at both national and sub-national levels , donors, and other relevant stakeholders

Specific activities include: a. Responsible for facilitating the development of institutionall and organizational framework of

the National MDG Secretariat including the structure, functions, management and administration systems;

b. Facilitate "socialization" of RAD Guideline and provide technical assistance to local governments for the RAD development;

c. Provide advice to the government to ensure an effective development process for the sub­national action plans for the MDGs;

d. Provide advice on the basis for effective and coordinated monitoring, evaluation and reporting of the MDG achievement at the national and sub-national level;

e. Develop budget requirement and structure for acceleration of the MDG achievement across Indonesia; and

f. Provide adVice to the Government In developing a strategy for a broad coalition for the acceleration of MDG achievement through improving overall donor aid and coordination;

Expected ResultS/Final Products/Deliverables:

1. Institutional framework for the Project Management Unit (PMU) including the structure, functions, management and administration systems is developed;

2. Budget requirement and structure for acceleration of the MDG achievement up to 2015 are drafted.

The Project Officer for the above project is required to supervise and lead the support staff of the I Project Management Unit. S/He will work in close collaboration with Government Officials on operations, programme and project teams in the PRU/CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.

1. Ensures administration and implementation of programme strategies, adapts processes and procedures focusing on achievement of the following results :

o Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSG). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.

o Presentation of informationl reports for identification of areas for support and interventions.

o Implementation of the CO partnerships and resources mobilization strategies, preparation I of reports.

-I I 2. Provides effective support to management of the CO programme focusing on the I

achievement of the following results.

o Presentation of thoroughly researched information for formulation of country programme, preparation of project documents' drafts, work plans, budgets, proposals on im plementation arrangements.

o Initiation of a project, entering project into Atlas ( in small offices), preparation of required budget revisions.

o Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.

o Follow up on performance indicatorsl success criteria, targets and milestones, preparation of reports.

o Analysis of the situation in programme, identification of operational and financial problems, development of solutions.

o Preparation and conduct of audit of NEX projects, implementation of audit recommendations.

! 3. Provides administrative support to the Programme Unit focusing on achievement of the following results:

o Proper control of the supporting documents for payments, review of NEX projects Financial Reports.

o Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.

o Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
