REQUEST FOR ARCHITECFTURE/ ENGINEERING SERVICES MARCH 2020 AGENCY: State Fair Park SFP CONTACT: John Decker, (414) 266-7000, [email protected] DFDM CONTACT: Ed Keasler, (608) 266-1413, [email protected] Location: State Fair Park Westside of Wisconsin State Fair Park (Area 312) West Allis, Wisconsin Project No: 20B2L Request Statement: This request is for Design through Construction Administration Services by an architectural/engineering firm for the configuration of the area at the west side of the Wisconsin State Fair Park at 84 th Street and W. Walker Street into a new gated entrance in the fairgrounds. The request also includes Pre-Design services which will include a study to analyze the pedestrian and vehicular traffic flows along 84 th during fair and non-fair time, in accordance with WisDOT requirements Project Description: This project will develop the existing asphalt pavement lot and appurtenant areas at the west side of the Wisconsin State Fair Park at 84 th Street and W. Walker Street into a new gated entrance in the fairgrounds. The entrance should include considerations for ticketing, safety searches and adequate queuing capacity to accommodate the redirected volume of patrons from the adjacent gates so that the adjacent gates can be reconfigured into vehicular gate entrances. Project Background/Existing Conditions: The west side of the Wisconsin State Fair Park currently has two main entrances gates, both of these gates are configured to allow both pedestrian and vehicles. The mixing of vehicles and pedestrians in these configurations is unsafe. The existing location of the WonderFair Wheel in the asphalt lot immediately east of 84th Street at the intersection of W. Walker is the ideal location for a new gate to accommodate the entrance of all pedestrians entering the park from the west, leaving the remaining gates on 84 th dedicated to vehicular traffic. Execution of this project fulfils WSFP’s Vision Statement which is to assess systems and assets and continuously improve them with a holistic approach for longevity, sustainability, functionality, and aesthetic appeal ensuring that we achieve and maintain a level of excellence unsurpassed in the fair industry. A conceptual pre-design for this gate was conducted as part of a larger master plan which included an estimate of probable cost. Project Expectations: Conduct a traffic study which will require data collection during the 2020 Wisconsin State Fair, August 6-16, 2020, as well as non-fair dates. Collected data should be incorporated into the overall design for the project. Design and construct a new gated entrance at the west side of the Wisconsin State Fair Park at 84 th Street and W. Walker Street. The entrance will include amenities for ticket sales, safety searches and with adequate queuing capacity to accommodate the redirected volume of patrons from the adjacent gates so that the adjacent gates can be reconfigured into vehicular gate entrances.
