Environmental Heavy Cost Investments Planning Project (EHCIP)(Nov. 2003 – Nov. 2005):
• Long list of the projects collected through questionnaires
• 2 widely participated workshops (April 2004 and June 2005) from all the
relevant stakeholders including governmental organizations, NGOs,
universities, municipalities
• "Project Ranking Methodology“ and "Project Prioritization Manual“ were
identified.
• Screening and ranking of the projects
• Selection of the 6 demonstrative investment projects (solid waste, waste
water, air quality) under EHCIP Project

Background
New Prioritization Study (2006-2007):
• Questionnaires were sent to 450 municipalities over 50.000 populations (census 2000) and about 300 applications were received.
• Complementary data from İller Bank, TurkStat, SPO, DSI, Treasury.• The same screening and ranking criteria as defined by EHCIP Project.• After the screening, the national prioritized pipeline is composed of totally 131
projects;– wastewater - 61 projects– solid waste - 52 projects– drinking water - 18 projects

Priority 1 - Improved water supply, sewerage and wastewater treatment services
• Investment targeting drinking water supply and treatment, sewage and wastewater treatment
• Technical Assistance helping to fund project preparation, supervision, implementation and capacity building for future operation of assets (incl. Institutional setup)

• 2 years since the start of the programming period and 1 year after the adoption of the Programme
• Pre-requisites for eligibility of expenditure; the Conferral of management powers decided by the Commission and signed Financing agreement delayed.
• Major projects (as subjects to the appraisal and approval by the Commission) are delayed. 2 out of 26 projects were submitted in 2008.
• Time needed to start the implementation (tendering/contracting, preparation of designs, etc...)
• N+3 – disbursement rule of the Commission
