This was my great honour and challenge to take up the Chairmanship and work with the Committee. In Session 2007/2008, we actively participated in organising technical events; supported public relation activities, in particular the membership development of the HKIE; coordinated matters regarding Engineering Technologist Registration and Reciprocal Recognition with other learned societies. (1) Major Activities I am appreciative of all Committee members and helpers who contributed their efforts in organising various activities with their limited available time. In this Session, we organised or jointly organised 40 activities with different Divisions and Committees of the HKIE and other learned societies. 30 technical talks/seminars 11 visits (seven local visits and four Mainland visits, among which, with the support of the Central People’s Government, we successfully organised a six-day visit to Ningbo, Hangzhou and Shanghai in the Mainland) Support the Membership Drive of the HKIE, which was conducted for Higher Diploma, Higher Certificate and Associate Degree students Support the School Ambassadors Programme for secondary school students Education & Careers Expo 2008 HKIE Prize for Outstanding Engineering Students Various task forces, Boards and Committees (2) Development and Recognition of Associate Members Starting from Session 2007/2008, the Engineering Technologist Mobility Forum International Register has been launched in Hong Kong. All Associate Members are eligible to apply for registration. In addition, we have started to explore the possibilities of establishing reciprocal recognition of Associate Members with other international learned organisations. Finally, I wish to thank again all Committee members/helpers who have supported the Associate Members Committee, and served members of the Institution. I also thank our other fellow Division Committees, senior members of the HKIE, the speakers and participants of our activities. Associate Members Committee

Session 2007/2008 was anothermilestone for Associate Members andthe Committee. This was my greathonour and challenge to take up theChairmanship and work with theCommittee. In Session 2007/2008,we actively participated in organisingtechnical events; supported publicrelation activities, in particular themembership development of theHKIE; coordinated matters regardingEngineering Technologist Registrationand Reciprocal Recognition withother learned societies.

(1) Major Activities

I am appreciative of all Committee members and helpers whocontributed their efforts in organising various activities withtheir limited available time. In this Session, we organised orjointly organised 40 activities with different Divisions andCommittees of the HKIE and other learned societies.

• 30 technical talks/seminars

• 11 visits (seven local visits and four Mainland visits, amongwhich, with the support of the Central People’s Government,we successfully organised a six-day visit to Ningbo, Hangzhouand Shanghai in the Mainland)

• Support the Membership Drive of the HKIE, which wasconducted for Higher Diploma, Higher Certificate andAssociate Degree students

• Support the School Ambassadors Programme for secondaryschool students

• Education & Careers Expo 2008

• HKIE Prize for Outstanding Engineering Students

• Various task forces, Boards and Committees

(2) Development and Recognition of Associate Members

Starting from Session 2007/2008, the Engineering TechnologistMobility Forum International Register has been launched in HongKong. All Associate Members are eligible to apply for registration.

In addition, we have started to explore the possibilities ofestablishing reciprocal recognition of Associate Members withother international learned organisations.

Finally, I wish to thank again all Committee members/helperswho have supported the Associate Members Committee, andserved members of the Institution. I also thank our other fellowDivision Committees, senior members of the HKIE, the speakersand participants of our activities.

Biomedical Division

The Biomedical Division has beenactive in promoting the advancementof biomedical engineering and theprofessional status of biomedicalengineers through technical seminars,workshops and s i te v is i ts. Theobjectives are to provide diverseContinuing Professional Developmentprogrammes and activities, whichenabled members to share theirexperiences and ideas and receiveupdates on the latest advances in thebiomedical engineering field.

The highl ight of the numerousactivities was the Biomedical Engineering Roadshow under theProfessional Services Development Assistance Scheme (PSDAS) fundedby the Commerce and Economic Development Bureau of theGovernment. The first-of-its-kind roadshow of the Division on theMainland was held from 21 September to 19 October 2007 in JinanUniversity, South China University of Technology and Sun Yat-senUniversity. During the Roadshow, about 50 posters contributed byacademic and research institutes, Government departments, publicorganisations and medical device manufacturers of Hong Kong weredisplayed. The Opening Ceremony held on 21 September 2007 in

Jinan University, Guangzhou, attracted over 120 participants fromHong Kong and other Mainland provinces. The event provided aplatform for networking and experience sharing among biomedicalengineers, engineers from related engineering fields, medical devicemanufacturers and researchers from Hong Kong, the Mainland andoverseas. The entire activity was completed with success with over3,000 visitors. The PSDAS project was completed successfully, withover 85% received comments rated good or excellent.

With the support of members, our Division will continue to growand increase our membership base. We have a strong and efficientCommittee and we will try our best to provide high quality services.

Building Division

In Session 2007/2008, we are proudt o b e a b l e t o m a i n t a i n o u rpredecessors’ legacy. More than 28activit ies were organised in theSes s i on , no tab l y f ou r med iainterviews/briefings, 14 technicalseminars and six technical visits.

With the invitation of the Sabahbranch of the Institution of Engineers,Malaysia, the Building Divis ionDelegation Team (BDDT) visitedSabah, Malaysia in July 2007 andalso met the Mayor of Kota KinabaluCity. The news on the BDDT’s visit tothe Mayor’s Office was also advertised on a few newspapers inSabah.

As arranged by the Public Relations Committee, an article on buildingengineers was published in the Industry Focus column of the SouthChina Morning Post’s (SCMP) Classified Post in July 2007 after aninterview with SCMP. To let Student Members gain more diverseexperiences, the Division sponsored building engineering studentsof the Hong Kong Polytechnic University and City University of HongKong to participate in an overseas Technical Tour.

ten professional institutions/organisations and we were also involvedin the Award applications assessment. The Division’s 7th AnnualSeminar was successfully held at the Hong Kong Convention andExhibition Centre in March 2008 and was attended by over 250members and guests. In March 2008, the BDDT paid a visit toShenyang and Dalian and met the Liaoning Government officers,university professors and building professionals for experiencesharing.

We held our 17th Annual Dinner on 6 May 2008, which was attendedby over 430 guests and members, and Mr Cheung Hau Wai JP,Director of Buildings, Buildings Department of the Government wasthe Guest of Honour.

Finally I would like to express my heart-felt gratitude to all DivisionCommittee members, Past Chairmen, helpers/volunteers, andsupporters for their hard work, encouragement and continuoussupport to the Division during the Session.

Building Services Division

Session 2007/2008 was a busy andfruitful year for the Building ServicesDivision. The Division Committeeorganised over 40 Cont inuingProfessional Development (CPD)ac t i v i t i es inc lud ing seminars ,workshops, visits and symposia. OurCPD activities are always very popularand well attended. An average ofmore than 100 attendees wasrecorded for each of the technicalactivities.

To maintain communication with theGovernment, our Division Committeemembers served on various task forces, committees and workinggroups. We also offered professional comments and opinions tovarious consultation papers issued by Government departments.

We have commissioned the Hong Kong Polytechnic University (PolyU)to carry out a Research Study on Building Services Profession with a

view to enhancing the future roles and functions of professionalbuilding services engineers in the society. The signing ceremonybetween the Division and PolyU was held in the HKIE Headquarterson 14 August 2007.

We are aware of the importance of recruiting youngsters to join theprofession. In parallel with the School Ambassadors Programme ofthe HKIE, our Division Committee members conducted three schooltalks to introduce the building services profession to senior secondaryschool students and two career talks to university and VocationalTraining Council’s engineering students.

In addition to the four annual scholarships granted to bright studentsin universities and vocational institutes, we also offered twoscholarships to building services engineering students who hadoutstanding achievements in the subject of fire engineering.

The Division celebrated its 21st anniversary and held the AnnualDinner on 20 May 2008 at the Marriot Hotel. The Committeeappealed for member donations for the relief of the Sichuanearthquake during the dinner. A sum of $50,000 raised at the AnnualDinner together with another $10,000 from the Division, wasdonated to Liaison Office of the Central People’s Government in theHKSAR via the HKIE Headquarters.

Civil Division

Session 2007/2008 turned out to beanother successful year for the CivilDivision with a number of eventsreceiving overwhelming support. TheDivision Committee met on a monthlybas is and planned for var iousactivities with the aim of betterserving the ever-increasing needs andexpectations of our members and theI n s t i t u t i o n . C i v i l D i v i s i o nrepresentatives also attended andactively participated in various Boardsand Committees as appointed.

To summarise, the Division madesubstantial achievements in four main areas.

(1) On learned society activities, we continued to develop technicalprogrammes to meet the growing needs of our members forcontinuing professional development and to provide in-depthtechnological know-how on various issues. A total of 58 regulartechnical meetings and site visits were organised in this Session.A number of large seminars and conferences were also held.We further enhanced our ties with other Divisions of the HKIEand sister institutions in organising joint activities on local,regional and national levels.

(2) On the academic sector, we continued to collaborate withuniversities in organising seminars on a wide range of topics.

These activities provided our members with opportunities tomeet leading world experts and to keep abreast of the latesttechnical developments. Furthermore, the Division continued tooffer scholarships with a total amount of HK$60,000 to thebest civil engineering students in local universities andinstitutions.

(3) On community services, we supported the Institution actively onrelevant areas, such as promoting the public image of civilengineers and voicing out civil engineers’ views on current socialissues. Our Volunteer Service Team organised various activitiesand offered volunteer services such as organising visits forchildren in need.

(4) On young members side, our Students Liaison Group enabled usto have a strong link with the university students; to offer betteradvice and guidance in leading them to join the professionalpractice; to promote the Division among the students and toencourage more students to participate, not only by attendingbut also planning and organising activities, in an effort to arousea higher sense of belonging to the Division.

As the Chairman of the Division for Session 2007/2008, I wouldlike to thank all the Committee members and volunteers, for theirenthusiastic support, commitment, dedication and teamwork inmaking 2007/2008 another Session of sustained excellence. I enjoyedworking with them all very much.

Control, Automation & Instrumentation Division

Session 2007/2008 was a new erafor the Div is ion s ince i ts 20thanniversary. The Division has reacheda stage whereby new blood withinnovative ideas desperately have tokeep up with the momentum ofcon t inuous improvement andexpansion. One of the key objectivesis to re-connect members so as tobuild up a much stronger networkcomprising control, automation &instrumentation (CAI) engineers andexperts from the industry, academicin s t i t u t i ons and Gove rnmentdepartments. Two new interestgroups on New Technology andSupervisory Control and Data Acquisition system are formed withan aim to keep our members informed of the latest development inthe CAI field.

We have been establishing strong links with related institutions inHong Kong, China and overseas. The Division delegation attendedthe 26th Chinese Control Conference in Zhangjiajie and I, on behalfof the Division, paid a visit to the Institution of Measurement andControl (IMC) UK Headquarters. A technical visit to Macau megaprojects were jointly organised with the Macau Institution ofEngineers and the Society of Operation Engineers (SOE) so as toconnect CAI engineers in these two special administration regions.Led by the Qualification & Membership (Q & M) Interest Group, weattended various meetings organised by the institutions in China,such as Guangxi Automation Association, Shenzhen AutomationAssociation (SZAA) and Shenzhen Instrument & Control Society.Furthermore, we co-organised a forum on Intelligent Building inShenzhen with SZAA, and a technical visit to Ngong Ping 360 withManufacturing & Industrial Division.

CAI Symposium 2008, the flagship event of the Session with thetheme on Green Energy and Control Technologies, was the firstsymposium jointly organised with the Institution of Engineering and

Technology, Hong Kong, with IMC and SOE as the co-organisers.This was a great success with 150 participants attended and 14papers presented.

The Q & M Interest Group organised the Division Annual Dinnerduring which the guests and members had an enjoyable evening tomeet each other and share their experience.

Fellow members, at the juncture of finishing my Chairmanship ofthis Session and moving forwards, may I request your continuoussupport to the Division as we together can certainly achieve muchmore for the CAI industry in the years to come.

Electrical Division

Session 2007/2008 was a memorableyear for the Electrical Division. Ir YungKai Man, the Division Chairman,passed away on 4 October 2007. Inaccordance with the Division Rules,the Division Committee was reformedon 9 October 2007.

Except August 2007, the DivisionCommittee held monthly meetings toplan and organise activities to serveall members. In addition to the 11technical talks and six local technicalvisits, one overseas technical visit andone Main land v i s i t were a l soarranged. Places visited included five European countries andChangsha of the Mainland.

The 25th Annual Symposium entitled Greener Energy, Economy &Environmental Challenges in Electrical Engineering was held on 23October 2007. To commemorate the 25th anniversary of theSymposium, a souvenir tie (with the design of the new cable colourcode) and a micro memory stick (containing the past 25 years ofsymposium publications) were given to each participant.

To bring the profession of engineering especially electricalengineering closer to school students, the Reaching the TeenProgramme was introduced in this Session, in which talks weregiven to a number of secondary school students. Under theMembership Drive Programme, five sessions of talks were held forundergraduates, post-graduates and students of universities andthe Hong Kong Institute of Vocational Education. The Division alsoorganised a Technology Competition for Secondary Schools. All 47finalist students and their ten supervising teachers were invited tothe Division Annual Dinner on 6 May 2008. On top of the bookprize coupons, the champion team was awarded a learning trip toBeijing similar to the winners of the 2007 Essay Competition forSecondary Schools.

A study programme was organised for members to visit PekingUniversity. The event was attended by 28 participants and it comprisedfour days of classroom lectures and two days of technical visits.

With a passion for continuous advancement of the profession, theDivision is sailing towards its goal to initiate a wide variety of newdevelopment and progress so as to meet the future needs andaspirations of 3,300 members.

Electronics Division

In Session 2007/2008, we set ourplan to organise up-to-date seminars,workshops, conferences, companyvisits and to collaborate with otherDivisions, Young Members Committeeand Associate Members Committeeto foster stronger links and network,and appeal to a wider base ofengineers. We also encouraged everyone of us to introduce and invite ourcolleagues and working partners toparticipate in our events. Further, weworked with academic institutes,sister institutions, associations,i n d u s t r i e s a n d G o v e r n m e n torganisations to reach out to a wide spectrum of engineers topromote the HKIE and divisional activities. At the end of myChairmanship in 2007/2008, I am pleased to report that riding onthe team effort of the Committee and the culture of the Division,we have achieved our targets and organised some 30 activities.Particularly, we received very good responses for our activities suchas Technical Visit to Hong Kong Olympic Equestrian Centre, TechnicalVisit to Factory and Traffic Centre in Guangzhou, Win-winNegotiation, Ultra-wide Band and Digital Living, LED TechnicalSeminar, Technical Visit to ASM Research and Product DevelopmentCentre in Hong Kong and Seminar on 中醫養生保健 . I treasuredthe experience of working with Committee members who are notonly professional but also enjoyable to work with.

In these years, we have witnessed the growth of our country andthe increasing level of collaboration between Hong Kong and theMainland. The economic bond between Hong Kong and China is notonly "give and take" but also inter-collaboration to create hugeamount of opportunities for engineers to develop their careers inthe Mainland. We are planning for more trips to the Mainland andhence, we would like to encourage our members to join the tripsand look for more career opportunities on the Mainland.

The Division has been providing a good platform for engineers toparticipate, develop and cultivate our engineering profession,technologies and industries. I am proud of our Committee memberswho dedicated themselves to engineering the community. They makethe Division lively and add values to our members. It is also a goodculture of our Division.

Looking forward, we will continue to serve our members and theindustry with value-added activities, put an emphasis on a greenenvironment, foster closer links with other HKIE Divisions andexternal associations and promote collaboration between theMainland and Hong Kong. I hope you would continue to supportour events and offer your comments and feedback anytime.

Environmental Division

In Session 2007/2008, the DivisionCommittee carried out a variety oflearned society activities of technicalmeetings, technical visits, awardscompetit ions, annual reception,seminars, conferences and overseasdelegations to meet members’ needs.R id ing on the past successfu lendeavours, we have been activelypromoting engineers’ participation inpublic affairs. The Division has,there fore , been ass i s t ing theInstitution in the preparation ofInstitution’s views on many publicenvironmental issues, organisingmeetings and forums and attending community environmental forumsto present engineers’ views. This trend will continue and the Divisionwill make every endeavour to promote engineers’ participation inthe public environmental affairs.

In this Session, we set "Climate Change" as the main theme. Expertsin "Climate Change" were invited to deliver talks at technicalmeetings and the Annual Seminar. This year’s Annual Seminar wason the theme of Environmental Policies and Practices in Mainlandand HKSAR, which had a major coverage on the important issue of"Climate Change". The Division has been making regular contribution

to a new "Climate Change" column in the Hong Kong Engineer toraise the awareness of fellow engineers towards this issue. TheDivision also organised ecological excursions for members to theHong Kong Wetland Park and country parks in order to promote theunderstanding of nature and ecological conservation.

The Division organised a delegation to Singapore in November 2007to visit the Institution of Engineers, Singapore and the water andenvironmental re lated infrastructures. We also arrangedenvironmental delegations to Guangxi and Beijing in January andMarch 2008. Both visits were very fruitful and we have maintainedclose relationship and cooperation with our counterparts.

Perhaps the most significant event was the seven-day study tour onChina State Situation in Peking University. Prominent professorsand experts provided us with insightful views and analysis on energy/environmental issues, political, economical, tactical, and militaryviewpoints of our nation. Being a joint event with the YoungMembers Committee, we had intensive study-class discussions andexchanges with young members on how we appreciate the currentstate of rising development in Mainland China.

With the dedication of the Committee members and the upcomingCommittee colleagues, the Division would undoubtedly continue toprosper and help promote a better gas and energy industry.

Technical Visit to Hong Kong Wetland Park

Gas & Energy Division

In Session 2007/2008, the Divisionresponded prompt ly to publ i cconcerns on global warming andclimate change. We organised aseries of focused technical talks,seminars and visits on the use ofcleaner natural gas fuel, the latestapplications of renewal energy, andt o w a r d s t h e G o v e r n m e n t ’scommitment on introduction ofenergy efficient codes and energyefficient product labelling.

Again, we joined hands with theInstitution of Gas Engineers andManagers, the Chartered Institution of Building Services Engineersand the Institute of Healthcare Engineering and Estate Managementto hold seminars of common interests on both the development ofgas industry in Mainland China and the UK perspective onsustainability in the built environment.

The annual highlight was the visit to Sichuan, being world knownof abundant supply of gas piping from the far west to the east ofChina. We visited the most famous South West Petroleum Universityand its prestigious oil and gas equipment, key laboratories andresearch centres. Together with visits to the leading Sichuan gassuppliers we had a more comprehensive grasp of the strategic

Geotechnical Division

Session 2007/2008 marked anothersuccessful year of GeotechnicalDivision. New initiatives on raisinginterests on geo-conservation andsponsoring young members to attendoverseas events were successfullyaccomplished. The first front includedan evening seminar and the publicvoting on the "Most Beautiful Rocks"held in August and November/December 2007 respectively. This wasconcluded with a one-day seminar inAugust 2008. The second initiativesaw 16 young members be ingsponsored to attend four differentevents in Korea, Malaysia, Chinese Taipei and China.

The Division has always strived to develop co-operations with ouroverseas counterparts. Several international seminars were held inSession 2007/2008. In particular, the Division’s 28th Annual Seminarheld in May 2008 invited geotechnical researchers and experts fromthe Mainland, Chinese Taipei and Macau together to share with ustheir experience.

projects. The first project aimed to enhance our members’ knowledgeon geotechnical engineering practices in Asian countries. Thehighlight of this project in 2007/2008 was the five-day delegationvisit to Korea, in which 31 members participated. Visits were arrangedto various organisations and active construction sites. This projectwas followed by a seminar in March 2008 on "The State-of-the-artTechnology and Experience on Geotechnical Engineering in Koreaand Hong Kong".

The second project was a one-day seminar on "GeologicalConservation and Sustainable Development 2008" in August 2008.This Seminar was supported by the United Nations Educational,Scientific and Cultural Organisation as an activity to celebrate itsInternational Year of Planet Earth.

Organising technical meetings and visits has always been the primefocus of the Division. In Session 2007/2008, more diversified subjectsof interests were featured. The regular Saturday site visits were alsoextended to cover construction works in Guangzhou.

In addition, we organised a National Affairs Study Tour in October2007, which was the first-of-its-kind in the IT sector. After discussingand sharing views with the Mainland scholars and Governmentoff icials, we had better understanding of the mainstreamdevelopment directions of Mainland China in the coming decade.

The Division offered assistance in organising the Guangzhou-HongKong-Macau-Taiwan Engineers (Hong Kong) Forum on 29 and 30November 2007. Representatives from Guangzhou, Hong Kong,Macau and Taiwan actively shared their latest research results onthe topic of "Information Technology and Digital City".

Besides, we held our Annual Conference on 25 April 2008, and thetheme was "Collaboration with IT Industry in China, Opportunitiesin Hong Kong". 150 engineers from Hong Kong and Shenzhenattended the conference.

We also organised the Best Public Services Award and supportedthe Best Innovation and research Award of Hong Kong ICT Awards2007. The purpose was to promote the applications of internet andcommunication technologies to the general public.

Concerning the IT Policy, we organised two seminars – "LicensingFramework for Unified Carrier License Consultation" and "IT inEducation", during which participants had fruitful discussions andexchanged views on the matter.

IT is an important driving force behind the new economy. We willcontinue our efforts in cultivating our young engineers to becomethe future important pillars for our society.

Manufacturing & Industrial Division

I t was a f ru i t fu l year fo r theManufacturing & Industrial (MI)Division. The Division organised andsupported a number of activities forits members as well as the generalp u b l i c , i n c l u d i n g s e m i n a r s ,international conference, career talks,the Young Engineer Project 2008(YEP 2008) and Aircraft EngineerDevelopment Scheme (AEDS).

The YEP programme aims to providea chance for undergraduates of MID i s c i p l i ne t o have a be t t e runderstanding of the industrialenvironment of Hong Kong and the Pearl River Delta Area. This wasthe 7th year since the programme had begun in Session 2001/2002.With the help of mentors from the MI Division Committee, a series oftechnical talks and industry visits were conducted. For the AEDS, thesecond admission in this year recruited 45 students from the localuniversities. The objective of this Scheme is to assist the students toprepare for the professional examination and provide a fast track forachieving the HKAR-66 Category B Aircraft Maintenance License.

In order to upgrade the professional knowledge of our members, theDivision applied the Professional Services Development AssistanceScheme funding to organise several programmes in Session 2007/2008. The first programme entitled "Lean Management for EnhancingCapability of Manufacturing and Industrial Engineers in response toCEPA Development" was completed with a good response from theindustry. The second programme entitled "To Enhance the Capabilitiesof Local Aviation Engineers in Upgrading Their Professional Servicesin the Aviation Industry" will be completed later in 2008. In 2007,we also organised an international aviation conference with 150 localand overseas participants. Speakers included approval authorities,airl ines companies, maintenance and repair organisations.Subsequently, a series of workshops will be arranged to help theaviation engineers in specific professional sectors.

The success of the activities organised or sponsored by the Divisionrelies on the support, contribution and participation of members.Sincere thanks go to the members for their support over the pastyears and I look forward to your continuous support in the years tocome.

Materials Division

With the dedication, support andefforts of the active and capableCommittee, the Materials Divisionhad held several key seminars andtechnical visits which were wellattended by HKIE members.

Our Immediate Past Chairman, Ir DrJohn Chan, helped initiate the settingup of top-up courses for members ofother Disciplines of the HKIE as wellas for applicants with non-recognisedacademic qualifications to becomemembers of Materials Discipline. InSession 2007/2008, the Divisionsubmitted information on these engineering top-up courses which wasapproved by the Education & Examinations Committee of the HKIE.

We also made the following achievements during the year:

• The Division’s comments on qualified materials engineers to beincluded for registration as Registered Inspectors in theMandatory Building Inspectors Scheme were accepted by theHKIE and included in the submission to the Buildings Department.

• With the support of the Hong Kong Productivity Council, wehad another successful year of running the Professional Services

Development Assistance Scheme programme.

• We actively took part in the HKIE’s School AmbassadorsProgramme as an initiative to communicate the roles andcontributions of materials engineers with secondary schoolstudents.

• We took part in the interview for the HKIE Engineering Serieson materials engineering for publishing in the South ChinaMorning Post’s Classified Post.

• The Division continued to be a key sponsor for the StrawCompetition organised by the Student Union of the CityUniversity of Hong Kong (CityU).

• We co-organised with the CityU for the HKIE Best Paper onMaterials in 2007.

Sincere thanks go to all Committee members, and especially Ir CoreyHo for his unfailing secretarial support. We also thank all sponsors,participants and helpers of our events this year. I sincerely wish youall another successful year to come.

• Develop young engineers as our next generation.

We strengthened our cooperation with various engineeringinstitutions through the joint effort in the organisation of activities.The aim was to broaden the horizons of our members, and toenhance interaction and linkage with the relevant learned societies.

Besides, we successfully organised a Mainland Delegation to Nanjingand Anhui Province from 12 to 16 September 2007. The delegationwas warmly welcomed by the Jiangsu Association for Science andTechnology. Ideas were exchanged on matters related to theengineering profession and the industry.

To enhance the image of engineers in the society, we have stronglyencouraged engineers’ participation in community services. SinceSession 2007/2008, we have cooperated with the Community Chestin donating the money originally reserved for the purchase ofsouvenirs for our guest speakers. Instead, we presented certificatesissued by the Community Chest as tokens to our guests. In thisaspect, we must express our sincere gratitude to our guest speakers.

Furthermore, we participated in the largest orienteering competitionin Hong Kong organised by the Mèdecins Sans Frontières (MSF) on27 January 2008. The ultimate purpose was to raise funds insupporting MSF humanitarian work worldwide.

For promotion, we have launched the MC Division blog for membersto communicate directly with us. We have also participated in theSouth China Morning Post Engineering Series led by the HKIEHeadquarters.

The Division set up a Students and Young Engineers’ Affairs (SYEA)Group a few years ago with myself being the Group Leader for thefirst three sessions (2002-2005). In Session 2007/2008, we believedthat it was the time for us to give a relatively "free hand" to youngmembers to take an active role in the operation of the SYEA Group.It was very important for the development of our next generation inthe Division, our profession and the industry. We also organisedcareer seminar for undergraduates of local universities as well aspromotion talk for students of the Hong Kong Institute of VocationalEducation.Mechanical, Marine, Naval Architecture &

Annual Dinner of Safety Specialist Committee

Apart from technical activities, the Division organised social eventslike annual reception, dragon boat racing competition and footballmatches for our members.

I would like to thank all the Committee members and helpers fortheir commitment and good work in contributing to the success ofthe Division in Session 2007/2008. With members’ contribution andparticipation in our activities, I trust we can jointly achieve ourgoals for the benefit of the profession, our members and the societyin a sustainable manner.

Nuclear Division

Session 2007/2008 was a fruitful yearfor Nuclear Division. We successfullyorganised six technical visits whichreceived overwhelming support frommembers. In collaboration with theHong Kong Association of EnergyEngineers , we co-organised atechnical visit to Three Gorges Damand Changsha f rom 20 to 25September 2007. The populartechnical visit to the GuangdongNuclear Power Station was held on10 November 2007 . Ano the rtechnical visit to Department ofNuclear Medicine, Tuen Mun Hospitalwas organised on 19 January 2008, which enlightened our memberson the application of nuclear medicine in the hospital environment.On 1 March 2008, we organised the popular technical visit to HongKong Observatory (HKO) so that our members could keep abreast ofthe knowledge and development in weather forecast and radiationmonitoring as well as the HKO’s role in the Daya Bay ContingencyPlan. Furthermore, a technical visit to Ngong Ping 360 was held on15 March 2008. Lastly, a two-day technical visit to Dapeng LNGTerminal, GNPS and Guangzhou Pumped Storage Power Station washeld from 16 to 17 May 2008.

Apart from the technical visits, we continued to organise qualitytechnical seminars for our members. A seminar on "Dirty Bomb –

Myth, Fact and Counter-measures" was given by Dr L C Po on 12November 2007. Another seminar on "The Principles of RadiationMonitoring and the Radiation Protection System in Hong Kong"presented by Mr Joseph Mok was held after our 21st Annual GeneralMeeting on 5 May 2008.

The Nuclear Division is committed to serve its members by organisinga wide range of activities and establishing links with our counterpartsin the Mainland and overseas so as to keep up with the developmentin the field and advancement in technology amid the nuclearrenaissance in the coming years.

Safety Specialist Committee

It is my great pleasure to be theChai rman of Safety Spec ia l i s tCommittee (SSC) again in Session2007/2008 a f te r one year asChairman and two years as DeputyChairman.

With the foundation laid down inSession 2006/2007, we now havefour major annual events, namely,Annual Conference, Annual TechnicalOuting, Annual Dinner and mostimportantly, the Annual StudentSafety Project Award.

In addition to the above, we have also been working hard on theSafety Discipline to be established in the near future.

With efforts from the Deputy Chairman, Ir Dr Louis Lock and histeam, we have received record attendance in our annual dinners forboth Sessions 2006/2007 and 2007/2008. Ir Dr C M Ho, who wasChairman of the Organising Committee for the Student Safety ProjectAward, with assistance of his team, hit another record of entrieslast year. With this, we successfully received attention from theHong Kong Quality Assurance Agent and Utility Training Institutewhich agreed to be title sponsors for the Higher Diploma and Degreecategories respectively.

Other achievements of the Committee included the establishment ofthe On-line Registration System led by Ir G F Wong, the Hong KongEngineers’ Safety Corner contributed by Ir Dr Vincent Ho, our ImmediatePast Chairman, record number of over 3,400 members of SSC.

After four years of service in the SSC, I have stepped down after theHKIE Annual General Meeting held on 26 June 2008 at the HongKong Polytechnic University. I would like to take this opportunity tothank all those who have helped SSC and wish them every successin the future.

Structural Division

I am very pleased to report that thereare about 5,500 members in theStructural Division and roughly 2,000Corporate Members of StructuralDiscipline.

We cont inued to hold regulartechnical meetings and site visits andthey were well attended by members– a sign to show that we are allconce rned abou t Con t inuousProfessional Development and wouldlike to broaden our knowledge as faras possible.

The highlight of the year was the Institution of Structural EngineersCentenary Conference from 24 to 28 January 2008. The CoreOrganising Committee was formed by members of Structural Divisionand chaired by Ir Dr Cheng Hon Kwan, HKIE Honorary Fellow. About500 engineers attended the conference, two thirds of whom camefrom overseas. It re-assured Hong Kong as a key player on theworld stage of structural engineering. Many delegates commendedthe conference programme and the informal exchanges.

The Division nominated members to sit on Government boards andcommittees; and gave comments on consultation papers and draftdocuments such as Practice Note for Authorised Persons andRegistered Structural Engineers. By doing so, we have been able toreflect opinions and practical advices of our members on variouspapers.

We successfully held our Annual Seminar "Innovative Light-weightStructures and Sustainable Facades" which was attended by over300 engineers on 7 May 2008. The other successful event was theSpecial Award 2008 where eight projects competed for awards.

The Division responded promptly to 512 Earthquake in Sichuan bymaking a proposal to the HKIE Council on three areas:

(1) Provide free structural engineering advice to non-governmentalorganisations (schools, in particular);

(2) Prepare an education booklet to students, the general publicand workers about aseismic design and construction of buildings;

(3) Assist in the long-term re-construction process.

Since then, we attended a Joint Committee with the Hong Kong Instituteof Architects and Hong Kong Institute of Planners on re-construction;organised two technical talks (3 and 24 June 2008) and a training talk(5 June 2008) on "Post-earthquake Safety Evaluation of Buildings". Welook forward to further participation in the review of codes, structuralpractices and other researches in the near future.

Finally I appeal to members for their willingness to help on avoluntary basis of whatever extent that suits them. It is time for usto use our expertise to improve safety in earthquake-prone zones ofMainland China.

Young Members Committee

With a strong base accomplished bythe forefathers, the Young MembersCommittee (YMC), at i ts 23rdSession, established a splendidplat form for Registered YoungMembers to foster engineeringknowledge, nurture leadership skillsand develop their careers.

YMC continued to organise activitiesin twelve aspects (seminars, visits,p u b l i c r e l a t i o n s, g ra d u a t e spromotion, students promotion, non-technical programme, social, cultural& arts, community services, humanresources, sports & recreation, publicity and webmaster) in Session2007/2008. Altogether, YMC organised over 60 seminars and visits,including a one-day seminar on Legal Contract Management, a "Wayto Success" Series workshop, a sharing session with awardees fromthe Outstanding Young Persons Association and a series of "BuildingUp Public Image" seminars.

YMC gained a breakthrough to conduct an overseas Delegation(Australia), a China Delegation (Jiuquan) and two National ConditionsStudy Trips (Beijing and Guangzhou) during the Session. Moreover,we continued to participate in the Conference of ASEAN Federationof Engineering Organisation held in Philippines and keep hostingyoung engineers from overseas and Macau, thus strengthening ourexternal network.

Besides, YMC assisted the Institution to establish its second andthird Student Chapters in the Hong Kong University of Science andTechnology and the Hong Kong Polytechnic University, organisedpromotional talks at the University of Hong Kong and City Universityof Hong Kong, and arranged technical visit and leadership trainingcamp for students, thus increasing our visibility in universities.

Apart from these, YMC made contribution to the society by joiningthe "Education and Development Programme" of Sowers Action,inviting the Po Leung Kuk orphans to the Ngong Ping SewageTreatment Works and co-organising an Emergency Relief Engineeringworkshop with Mèdecins Sans Frontières. Since the earthquake inSichuan, the HKIE Task Force on 512 Earthquake Relief was set upand YMC actively provided our contributions.

To conclude, YMC had a rewarding Session. I would like to thank allDivisions/Committees for their whole-hearted support. We willcontinue to provide good quality services in the future.
