The provi,;ion of stronger bridges ~will be a distinet betterment, because it will admit of llle use
of hen der engi11c::< capable of hauling: gTeater loads, alHl thus increase tlw net earniug power of the
Hailways. A proportion of the outlay invoJv~cd will, therefo1·e, be ehat'ged to Capital in accordance
with the principle defined in AppPndix No. iJ. On aceount of t1Ii'l work, a sum of £147,000, inchuled iu
Appendix .No. 3, ~will be chaJ•geable to Capital, and a fm-tht'l' ;;um of £184:,000 to \Yorkiug :Expeuse~.

been linished, and eight altt'rnative estimates of cost (based on theHe drawings and quantities) will be
found in Appendix So. 4.
The Cmumi;;sioners favor a ,;tation as per Alteruative Scheme No. 8, because with sueh a long
fwntage a fonr-story building will haye better proportions thnn a bnil<liug of three stories, aud the rents
of olliees, etc .. on the fonrth fioot· will, it. is believed, more than pny the adtlitional amount requiretl
for inten'st on the cost of the extra story and for its mn.intenance. The difference in the cost of one roof
over the platforms, lines of way, and Swanston-strect footbridge, and of separate roofs over the platforms
and footLl'idge only-viz., £48,500, is too to justify the provision of the former.

in accordance with the provision;; of Section 20 of the Railways Ad 189(), No. 1439, showe<l :met shortage
in vah1es of £48,2E7, and, as nothing has yet beeu dolJC to meet Knelt depreciatiou, the total ~mm to lJe
liquitlnted is therefore £60,854.
'With regarJ to the defieiPiwy of £2,88!) chargeable to the \Vay a.ml \Vorks Bt·::mch, the
Commissioners consider it mily properly be met by au increase of t.he hook value of certain scrap material
which is at present as~est;etl at :c~hout half of its Kelling mlne, while i11 rt•sp~·et of the balance of £57,965, chargeable to the Rollillg Stock Braud1, the Commi><sionerR propose to write it off out of Revenue
.according as the finance~ of the Department may a<lmit.
In order to proville for any deficiency that may arise between stoc:k-takings in the future,
the Commissioners propose a,'\ from 1st July, 1904, to establish a "Stores Depreciation J!'und," anJ each
month such fund will be credited aud the \V 01·king Expenses tlebited with the equivalent of one per cent.
