1. Introduction

Welcome to my third report as ICCF Qualifications Commissioner.

I have been working on few projects and results are presented under congress proposals:

2016-015 Revised Norm Calculations,

2016-016 Minimum Opponent Rating for Norms,

2016-017 Revised Rating Rules,

2016-022 Evaluation of the Glicko Rating System,

I ask Congress to accept these proposals.

Zone 3 & 4 Championships – organization need to be reconsidered because of participation of several

players out from these zones, which results that these are a kind of interzonal championships. Please be

aware that ICCF organises interzonal tournaments (individual and team) and world championship (individual

and team) already.

In my normal day-to-day role as QC 189 title tournaments have been initiated and there were changes in

categories for 4 events reported last year (see list below).

Since the 2015 Congress, I have checked, verified and awarded 76 new titles to players (GM, SIM, IM,

LGM, LIM, CCE) - see list below. There is one special application and one special case to be considerred

this year.

Antonio Conde (ESP, 161401) is the first player who fulfilled norms for CCE & CCM. It happened on 2016-

04-01 in zonal tournament "Amigos de Cuba" - Grupo 2.

Angel Hernandez (USA, 515551) is the first player awarded with CCE title on 2016-07-04.

of congress must be obtained.

Player gained two IM results with a total of 22 games – requirement is 24. Taking into account overscore the

number of games is 23.

The QC supports this application and asks Congress to decide before international titles presentation.

11. Special case to be decided

Rule 10.6 (d)

UKR 940932 Lesko, Andrei IM

Andrei Lesko has achieved 4x IM Norms as follows:-

2013-12-14 IM WCCC36PR03 (14 games)

2014-09-01 IM FINJUB-50, Semi Final, group 04 (10 games)

2015-11-10 IM WCCC38SF02 (12 games); player fulfilled also SIM & GM norms;

2016-03-17 IM LIPEAD-40 Semifinal (16 games)

He is therefore fully qualified for the IM Title - Rule 10.6 (d).

Ukraine has an active CC federation, but player is not a member of NF. No application from ND, the more

ND is against because of his bad behaviour (Ukraine presented paper addressed to ICCF President which

was included in the minutes 2014).

Congress 2014 decided to postpone making a decision awaiting further evidence. Congress 2015 discussed

the issue again, but without any conclusion.

From 2016-01-01 rules changed (there is no need for Member Federation application anymore) and IM title

was automatically confirmed on 2016-01-11. But then it was removed from the system by ICCF President

based on Congress 2014 decision (postpone action on Lesko’s application).

There is no need to postpone decision about title endlessly, therefore the QC asks Congress to decide

about title during current meeting.

12.International Title Tournaments initiated from 2015-07-13 to 2016-07-11

List includes all tournaments (189 in total) initiated from 2015-07-13 to 2016-07-11 and sorted by start date.

Few substitutions or replacements happened in started title tournaments. Also there were changes in

categories for 4 events (see below) presented in previous report 2015 and initiated from 2014-10-01 to 2015-

07-12.

13. Grandmaster Norms per Player (Column 4 is Number of GM Norms)

An All Time GM Norm list is maintained on the ICCF webserver and can be found under “About ICCF” –

“ICCF Titles” – “All Time GM Norm List”. Once GM title is confirmed this list is automaticaly updated and

all GM norms are registered automaticaly also. Of course, all GM norms can also be found under the Player

Details of every individual player.

Two years ago all remaining old title tournaments from Gerhard's Eloquery base were uploded by Martin to

the server. For the moment there is huge amount (about 2 000) of titled events to be verified. Background for

that is archival ICCF documentation (congress minutes, QC reports, previous tournament rules, etc) which

have been mostly gathered by me, some of them are in possession of ICCF officials. Review of all events

and norms case by case manually is time consuming, especially for one person.

I can present now how looks like the current all-time GM Norm list for few top players only. List comprises

players who gained 10 GM norms at least.
