BUSINESS ARISING Nil. Following last year’s conference in Orange, a focus group was again formed to assist in the formation of agenda topics for the 2012 Annual Conference. Thank you to Maria McConville, Sam Minslow, Chris Watt, Brooke Collins, David Moore, Ron Daniel, Lynne Moore, Chris Watt, Chantelle Grills and Alvin Umadhay for their input. Again it was agreed to have a theme for the conference – for this year they chose the theme of ‘Our Goals, Our People, Our Success’. Dereck Fineberg (President) welcomed all delegates and observers, especially those who are attending their first conference. Dereck also introduced all members of the Board of Management and staff to the attendees.

GUEST SPEAKER – Janine Shepherd Janine Shepherd's story is one of triumph over adversity. She's an aerobatic daredevil and a best-selling author as well as being a mum. She started out as one of Australia’s top athletes. But a near-fatal accident changed her life forever. Her journey back from the brink has inspired countless people around the world. With courage and determination this extraordinary woman survived horrific injuries, overcame having no feeling in her legs to become an aerobatic pilot, wrote five best-selling books, including 'Never Tell Me Never', and has been honoured by Nine Networks, 'This is Your Life', ’60 minutes’ and ABC Talking Heads. In fact her life story is so remarkable; a movie has been made about it. Today, still a partial paraplegic, she is not only walking, but has had three beautiful children, whom she regards as her greatest achievement. Janine recently served on the board of CASA, the Civil Aviation Safety Authority - the youngest and only female director.

She has been named one of 'Ten Outstanding Young People of the World' by Junior Chamber International, and was awarded with an1999 Australian Achiever Award by the National Australia Day Council. Janine was named in the Australia Day Honours list where she was awarded with an Order of Australia. As a former member of the Hornsby District Little Athletics centre and a member of the 1974 LANSW State Team, Janine was also inducted onto the Little Athletics Australia Roll of Excellence in 2009. Janine’s presentation to the conference was outstanding and delegates honoured her with a standing ovation.

BOARD & STAFF PANEL All directors and staff who had reports in the Conference Book were asked to sit at the front of the room to form this panel. As the Conference Book was forwarded to all attendees, and therefore taken as read, attendees had the opportunity to ask questions of the board and staff. Questions & Answers Ron Daniel (Ryde) – Officials – Asked about officials’ accreditation and the new accreditation set-up. Response – Peter Barnes (Officials Director) responded that officials’ accreditation would be further

discussed throughout the conference. Meetings continue to be held regarding the new accreditation set-up, and the online system.

Gordon Costello (South West Met Zone) – Championships – Due to the inability to obtain starting caps, if

this situation cannot be rectified by State Championships, will we be using the manual timing system.

Response – Kerry O’Keefe (CEO) commented that delegates will be informed by Paul from Hart Sport of the alternatives that can be utilised to substitute starting caps, however this does not apply to State Championships as a different sort of pistol is used with the transducer for photo finish.

Ed Batten (Central Coast Zone) – Business Development – With the Little Athletics NSW centre numbers

not having a sponsor at this time, what amount are we looking at proposing to sponsors to promote this marketing opportunity?

Response – Michael Gray (Business Development Director) stated that he cannot provide a definitive figure now. We have an external company looking into the values. Centres are welcome to approach LANSW through the CEO, with any companies they may know of that are interested in becoming potential Little Athletics NSW sponsors.

Neil Sandall (Business Assurance Director) – Little Athletics centre response has been a disappointment with regard to the number of centres who have returned the ‘Tracking our Progress’ Centre Assurance survey. This feedback is essential to better understanding development and areas we need to target in the future. Please help us to receive this essential feedback and ensure your centre submits their form. Kerry O’Keefe (CEO) – Reiterated the marketing opportunity that we recently promoted to centres for advertising in the Daily Telegraph. Currently, we have 22 centres that will be advertised on Wednesday 8 August in the Daily Telegraph’s Olympic Editorial Special. There are currently two centre advertising spots still available – any centre that is interested, please advise us as soon as possible. Warradale & Holroyd both immediately registered their commitment to the final advertising spaces and will provide the details to the Executive Assistant.

NOTICES OF MOTION Dereck Fineberg indicated to delegates the procedure, as detailed in the sessional orders printed in the Conference Book, to be followed for the conduct of the notices of motion and discussion items.

CONSTITUTION Neil Sandall (Business Assurance Director)

1. EXECUTIVE Constitution Moved Neil Sandall (Board), seconded Ron Daniel (Ryde), that the Constitution be accepted.

Neil Sandall (Business Assurance Director) presented the motion in relation to the new constitution.

Maria McConville (Holroyd) supported the new constitution and made a statement that it was heavily scrutinised by the expanded constitution committee. She encouraged members to embrace the change.

Speaker against: Gordon Costello (South West Met Zone) – The fact that zone coordinators cannot hold a position on the centre committee in the revised constitution is against the democratic decision of individuals, where the choice should be on the basis of a person’s autonomy to handle several roles. Committees are struggling for committee members. If zone coordinators feel that there is a conflict of interest; they shouldn’t hold a committee role in the first place.

Speaker for: Allan Johnson (South Coast Highlands Zone) – Initially, Allan was a very vocal antagonist against the constitution. He was invited to join the expanded constitution committee and is now very supportive. The document is a compromise of all disputed issues from last year. The current constitution we have is redundant and will pose many difficulties with regard to government funding, so if we adopt this change we have the opportunity to start with this and to make changes to the constitution over the next 3 years.

DISCUSSION ITEMS D1. STATE RELAY CHAMPIONSHIPS – 4 x 300m Walk Relay – SOUTH WEST MET ZONE Introducing a junior 4 x 300m (Mixed) Walk Relay to State Relay Championships. Consisting of a team of 4 with one athlete from U/9, U/10, U/11 & U/12 & must have at least one member of either gender Introducing a senior 4 x 300m (Mixed) Walk Relay to State Relay Championships. Consisting of a team of 4 with one athlete from U/13, U/14, U15 & U/17 & must have at least one member of either gender Moved Gordon Costello (South West Met Zone), seconded Annette Tillman (Warradale), that D1 be accepted. To bring the U17 age group into line with all the other age groups and offer the 4 x 100m relay as a team event for 4 boys and 4 girls. STATE RELAY CHAMPIONSHIPS – Athlete Eligibility – EXECUTIVE Athletes in the U9-11 age groups may compete only in track or field relays, but not both, except for section 5, thereby deleting the U8 age group from State Relays. FIELD EVENTS – Clash of Events (High Jump) – SOUTH WEST MET ZONE In high jump where an athlete leaves to go to another track or field event, upon their return to the high jump event, the bar must be lowered at the athlete’s request to the next height that the athlete was to attempt. No seconder LAPSED D5. FIELD EVENTS – Clash of Events (Field Events) – SOUTH WEST MET ZONE A competitor who leaves an event to take part in another field event or track event may take the trial/s that they missed, upon their return, if it is within the first three rounds. LOCAL RULES – Zone/Region/State Track & Field Championships – EXECUTIVE Local rules which are included in the conditions of hiring a ground apply to all carnivals conducted at that ground and any other local competition rules have to be submitted to and approved by the Championships Director before they can be used at Zone, Region and State Championships. Local rules must not contradict Association rules.

ATHLETE DISQUALIFICATION – Hurdle Events – EXECUTIVE A competitor who trails their foot or leg below the horizontal plane of the top of any hurdle at the instant of clearance or in the opinion of the referee deliberately knocks down any hurdle by hand or foot, shall be disqualified. Except as provided in the preceding sentence the knocking down of hurdles shall not result in disqualification.

PRESENTATION – TRACK DUALS Scott Westcott (Hunter Regional Coordinator) Scott presented an initiative that is being introduced to centres in his region, which focuses on centre based team athletics. The objective is to engage more ‘transition’ aged athletes already participating in Little Athletics through an innovative team based competition. Teams will consist of 4-6 athletes, and athletes will contest a jump, a throw, 2 sprints (which may include hurdles middle distance or walk relay). The total time taken will be 1.5hrs – 2hrs. Team members receive points for performance against a set measure or a place, so there is no definitive times and measures. Centres interested in piloting the program can contact Scott Westcott or download the competition manual at www.regionalathletics.org.au

PRESENTATION – STARTING CAP ALTERNATIVES Paul Neisler (Hart Sport) There is currently extreme difficulty sourcing and importing starting gun caps for use in Australia. This is due to a number of reasons but mainly the safety aspect of handling, transporting and storing caps. In Australia caps are deemed dangerous goods and are treated as explosives. The outlook in the medium or long term is that there most likely will be no starting gun caps available in Australia due to the expense of the specialised transport and the danger of storing caps. It is suggested that centres start to look at alternative ways of starting events. Paul discussed the alternative devices that can be utilised in different sporting situations that would replace the starting cap guns. Paul also showcased these alternatives throughout conference and is happy for centres to contact him through Little Athletics NSW for further information.

SOCIAL GROUP ACTIVITY (at Mollymook Golf Club) Hosted by the Conference Focus Group (compered by Ron Daniel – Ryde LAC)

Group networking activity organised in light of the Olympic Games in London this July 2012. Attendees divided into 13 groups to complete five activities to obtain the 5 Olympic rings, which then had to be placed into the correct order. The competitive spirit was well received and attendees enjoyed the social engagement against the scenic backdrop of Mollymook Beach.

The Saturday afternoon session of the conference concluded at 5.35pm.

Hart Sport Centre Registration Awards Announced by Kerry O’Keefe and presented by Trevor Hinwood (Membership Development Director) on behalf of Paul Neisler (Hart Sport).

There are two awards for centre registration increases. The major award is for the centre with the highest percentage of re-registrations (retention).

Centre Registration Award – Athlete Retention – won by Griffith & District LAC

Veronica Cudmore and Christine Robinson (Griffith & District LAC) collected a framed certificate and a gift voucher to the value of $300 (from Hart Sport).

The second award is for the Centre with the largest percentage increase of athletes.

Centre Registration Award – Athlete Increase – won by Mudgee LAC

Matt Andrews (Western Ranges Zone Coordinator) was presented with a framed certificate, as well as a gift voucher to the value of $200 (from Hart Sport), to be given to Mudgee Little Athletics.


IMG STG Innovation & Technology Award Announced by Kerry O’Keefe and presented by IMG STG representatives, Jonathan Walsh, Glen Butler, Tahnee Mant & Mikaela Wagner. This award was presented for the first time this year to recognise use of technology, innovation and advancement in a Little Athletics centre.

CENTRE PRESENTATIONS Sharing of centre successes & ideas

The concept of a zone grand prix Craig Scott (Mid South Coast Zone Coordinator) Craig introduced the ‘Grand Prix’ competition that is held every season throughout Little Athletics centres in the Mid South Coast Zone. Individuals can attend carnivals at any centre and compete for points in events that are determined as ‘Grand Prix’ events. Individuals can accumulate points by attending more events and competing at different centres. This is a great initiative to increase cohesion between centres, increase attendance at centre gala days and increase the number of opportunities for children to compete with other Little Athletes within the zone. Moo D’Ath (Milton Ulladulla) commented that everybody that takes part in Grand Prix receives acknowledgement for taking part.

The importance of a good age manager Colin Lund and David Le Ban (Manly Warringah LAC) Stewart Dowling is well known in his former role as Zone Coordinator for the North East Met Zone. Colin and David presented the notable role that Stewart has played at centre level for many years as the age manager for the U7 age group. Stewart long ago recognised that it is critical that the athletes and parents have an enjoyable and successful introductory year (Manly LAC begins at U7) and therefore is an age group where the role of the age manager is vitally important. Stewart’s dedication and commitment at focusing on this age group has had a significant effect on athlete retention and parent involvement in the following years. Early instruction and guidance through the younger years ensures a positive and constructive learning environment for Little Athletes and their parents, and the skill development and age-specific mentorship has resulted in excellent results and excellent feedback from the centre committee and parents.

The importance of a good age manager Kerry O’Keefe on behalf of Stephanie Croft (Northern Suburbs LAC) Kymbal Dunne and Simon Basheer are age managers at Northern Suburbs LAC for the U15 girls and have been for 10 years. The parents and the girls in the age group look at them as leaders and friends, and they have by fostering a team environment, maintained great retention within this group of girls. Stephanie Croft, whose daughter is in this age group, asked the other parents/girls what their thoughts were and compiled an impressive list (a copy for the document is available to centres via the website. Their responses centred on: strong emphasis on friends and fun while doing athletics; always fun first and winning second, BUT do your best; skills development; encouragement; communication; importance of team/fostering a sense of belonging; engage parent power.

Kerry O’Keefe thanked Stephanie (in her absence) for this contribution to our conference.


Review of new centre progress Garry Cashman (Tullamore LAC) Garry thanked all the centres that provided contributions to Tullamore LAC during their first year of affiliation. He documented the progress the centre has undertaken and purchases the centre has been able to make. Tullamore LAC has increased their registrations and even had 1 athlete through to state. Further assistance has been promised by conference delegates and Tullamore are very appreciative.

Kerry O’Keefe thanked Garry for this update and the centres for their continued support.

PRESENTATION – THE GENERATION GAP David Moore (Kings Langley LAC) David showed a short video on the use of social media and the phenomenon that it has become, followed by a presentation on how an understanding of generation differentiation can be used to target members to their advantage. There are likely to be up to 4 generations in a centre at present: veterans, baby boomers, gen X and gen Y. Each generation has its own distinct set of values, view of family, work / life balance, career, training and development, loyalty, and expectations of leaders and the centre environment. A PowerPoint presentation will be provided in the centre login section of the website.

FORUM – PEOPLE DEALING WITH PEOPLE Simon Woinarski (NSW Sport & Recreation) & Paul Oliver (Play By The Rules) Simon & Paul conducted an interactive workshop looking at ways to deal with difficult people and difficult situations (e.g. bullying and complaint handling). They also outlined the tools that are available through the ‘Play By the Rules’ resources.

PRESENTATION – ONLINE OFFICIALS ASSESSMENT

Kerry O’Keefe, Diane Levy (Competition & Volunteer Coordinator) & David Williams (Willyware) Little Athletics NSW has been developing an online official’s assessment scheme over the past 12 months. Thanks to David Williams from Willyware for his work in making this a reality. The online assessment is virtually completed and Diane demonstrated to delegates how it will work.

PRESENTATION – AUSTRALIAN ATHLETICS OFFICIALS EDUCATION Peter Barnes (Officials Director)

As a result of the joint venture agreement between Athletics Australia and Little Athletics Australia, the Australian Athletics Official Education Committee was formed to look at uniform officials accreditation across the sport. This committee proposes to implement 5 new levels creating a transparent pathway for officials from centre level through to the international level. Current officials will be transferred to the new scheme at the appropriate level. Peter showed a PowerPoint slide outlining the new structure.

PRESENTATION – INTERNATIONAL CHILDREN’S GAMES Mavis Godber (Lake Macquarie Zone Coordinator)

Mavis has just returned from being a team manager at the International Children’s Games in Daegu. The International Children’s Games (ICG) is a recognised member of the International Olympic Committee and the largest multi-sport youth games in the world. Approximately 2,500 athletes between 12 and 15 years of age and coaches, participate annually in this prestigious event.

Teams are entered via their local council area. The City of Lake Macquarie first participated in 2008. Lake Macquarie City will be hosting the International Children’s Games in January 2014 so centres are encouraged to start talking to your local council and see if they would be interested in sponsoring a team to take part. Lake Macquarie hopes that there will be many teams from Australia as well as from the many cities overseas who make this commitment to the youth of their area each year.

PRESENTATION – LANSW ‘FOCUS ON OUR PEOPLE’ - CENTRE OVERVIEW 2011/2012 Statistics & centre successes Chantelle Grills (Centre Liaison Officer) Chantelle, in her role of Centre Liaison Officer, compiled statistics and items of note from the past season, for all of the centres in attendance at the conference. This consolidated centre information was turned into a PowerPoint presentation featuring the centres by region, allowing other centres to know what they have achieved and giving LANSW the opportunity to congratulation centres on their successes. The PowerPoint presentation will be available in the centre login section of the website.

2013 ANNUAL CONFERENCE The 2013 AGM & conference will be held in the Greater Taree area, at Club Taree, on Saturday and Sunday 20 & 21 July 2013. The conference package will be somewhat similar with lunch included in the conference fees. Please contact Georgie Boost if you require any information regarding conference or local accommodation options.

2013 CONFERENCE FOCUS GROUP After the success of the focus group this past season, we will be meeting with conference focus group members again very soon, to assist in the setting of the agenda for next year. If anyone would be interested in being part of this group, please advise Executive Assistant, Georgie Boost.
