Normally our operations were conducted in English though my colleagues could fluently speak French as well as English. Our tasks were individually divided when we had irregularly meetings each month. From 24 July to 30 November OECD provided me a great opportunity to work as a
trainee at STD (Statistics Directorate) handling Balance of Payments and National
Account statistics for publishing some reports related to OECD members. I
fortunately passed oral tests by giving my straightforward view although I was not
sure I could communicate together at first. It seemed that the most important thing
for passing the exam was telling my own thought on why I was eager for working at

My post was in Trade in Services at TBS (Trade and Business Statistics) section

1. Inputting trade in services code based on EBOPS 2010 (Extended Balance of

2. Researching data source of Trade in Services derived from OECD members and
creating some documents related to OECD members’ Travel and Transportation
services for WPTGS 2010 (Working Party on International Trade in Goods and
Trade in Services Statistics 2010).
3. Checking error terms in OECD on International Trade in Services publications.
Except tackling these things, I had positively taken part in some activities
provided by OECD since our colleagues came back from their summer holidays.
Especially playing Basket ball and Tennis every week helped me blow off steam.
Moreover my colleague and I participated in tennis tournament called Trophée
BNP Paribas des Ambassades 2010.
According to lots of activities together, we have constantly communicated with each
other since I came back to Japan. I could enhance emotional strength for
communicating with my excellent colleagues and friends through this internship
program. This experience and knowledge will definitely help me to manage any
situation whichever profession I choose in the future. Needless to say I have
desired to work at global stage, especially the field of international finance and
trade since then.

OECD 本部でのインターンシップは、2 ヶ月という短い間であったが、私の人生に大きな
インパクトを与えてくれた非常に貴重な経験であった。いつか機会があればぜひ一度国際
機関で働いてみたいと思っていた私は、留学センターのウェブサイトからインターンシッ
プの忚募をみたとき、迷わず志願書類を出した。大学側の選考を無事に終わらせたあと、
ほぼ同時に OECD 教育局の2つの部署から連絡をもらった。連絡があった次の日に電話イ
ンタビューをしたため、準備する時間はほとんどなかった。1 回目の電話インタビューは
30 分ほど続いて、バックグラウンドとプロジェクト関連の知識について聞かれた。2 回目
のインタビューはそれより短く、スケジュール調整など簡単な質問が多かった。2つの部署
とのインタビューの後、自分の研究と関連がある高等教育プロジェクトに入りたいという
個人的な希望もあり、受入れ部署は最終的に CERI(Centre for Educational Research and
Innovation)に決まった。
OECD 本部はパリ市内の 16区に位置している。カンファレンスセンターがある通常シャ
トと呼ばれる本部以外にも、車で 10分くらいの距離で統計局などがあるデルタという新し
いビルがあり、そのほかにもいくつかの建物がオフィスとして使われている。教育局は、
事務総長がいるシャトとカンファレンスセンターに繋がっているマーシャルビルの 3,4 階
にあった。オフィスはとても快適な環境で、私はメキシコ国籍のコンサルタントとアメリ
カ国籍のスタッフと一緒に部屋を使った。みんなとても優しくて、私が早く OECD の雰囲
気に慣れるように気を使ってくれた。上司の部屋は同じ階にあったが、コミュニケーショ
ンは基本的なメールのやり取りだったので、毎日顔を合わせることはなかった。私が属し
ていた“Innovation Strategy in Education and Training"チームは、来年度新しい本の出版を予
定していたため、メインタスクは執筆中の本に必要な資料収集と図と表作り、簡単な分析
であった。フランス国籍の上司はとても親切な人で、忙しい中でもちゃんと時間を割いて
質問に答えてくれたり、食事に連れて行ったりするなど、色々と面倒をみてくれた。OECD
では、個人の裁量に任せた仕事スタイルをとっているので、出勤時間もお昼休みもかなり
自由であった。毎日上司に報告する必要もないし、特に締め切りがあるわけではないが、
その分、自分に任された仕事について責任感を持ってきちんとやることが何より大事であ
ることを、漂っている職場の雰囲気から自然に学ぶことができた。
OECD 本部には正規スタッフのほかにも、各メンバー国から来ている大学院生のインタ
ーン、国から派遣されている公務員、研究者が大勢いる。OECD で働く最も大きなメリッ
トは、普段は会えない色々な人に会えること、そして友達になれることだと思う。私の場
合、韓国の教育省から派遣されている課長、国の研究所で働いている先生に会って、自分
の論文と研究について貴重なアドバイスをもらった。家まで招待されて夕飯をご馳走して
もらうなど、交流を深めることができた。日本と韓国だけではなく、ドイツ、フランス、
イギリス、スペインからきたインターンとも仲良くなって、毎日のお昼休みは新しい人に
出会える楽しい時間であった。また、カンファレンスホールでは、いつも国際会議やワー
クショップ、重要な政策ミーティングが開かれていた。私の上司は、プロジェクト関連の
ものはもちろん、私の研究分野に関連がある何かがあったらいつでも気軽く行かせてくれ
た。そのお陰で、OECD がどうやって機能しているのか、国際機関の会議はどのようなこ
とが議論されるのか、どのようなプロセスを通じてプロジェクトが成り立つのか、尐しず
つわかることができた。もし私が OECD のインターンに選ばれなかったら、このような貴
重な経験はきっとできなかったと思う。
私は今までフランスを訪れたことがなかったので、地図を持って街を歩いたり、博物
館と美術館を巡ることも大きな楽しみであった。金曜日の夜仕事が終わったら、OECD の
友達とベルギー、イギリスなどの隣の国に旅行に行くこともあった。仕事の帰り道、美し
くライトアップされたエッフェル塔を眺めていたこと、セーヌ川の遊覧船に乗ったこと、
ルーヴルからシャンゼリゼ通りを歩いたこと、一生忘れられない思い出になった。
最後に、素晴らしい機会を与えてくれた留学センターの方々や受入れ部署を決めるとき
からアドバイスをしてくれた指導教官の黒田先生に心からお礼を申し上げたい。

I enrolled in Waseda to acquire further international experience and so I was extremely
motivated to apply for the Waseda-OECD Internship program. I am strongly interested
in the work of the OECD in promoting international co-operation and I was very
grateful for the opportunity to make my own contribution towards this goal.
The directorate of the OECD which hosted me during my internship was the Executive
Directorate. This directorate contains the various support services needed in the day to
day running of the OECD. My department within the Executive Directorate was Human
Resource Management. This department coordinates all HR functions needed for the
organization. I worked in the Strategy and Business Analysis Group and worked on the
implementation of a new recruitment system, renewal of the recruitment website and
assisted with the Job Profiling Project (an organisational wide exercise to standardise
the skills required into groups of jobs). I also worked on industry and product research
on Learning Management Systems and wrote a research report on the implementation of
competencies into recruitment, development and performance management processes.
I enjoyed the stimulating atmosphere at the OECD which came from the different
cultures and educational backgrounds of the employees. I had the opportunity to work
in this multicultural and team orientated environment on very interesting Human
Resource projects. Through this learning experience I became very comfortable
working in an international team in an international working environment. If possible I
would like to work in this kind of atmosphere again in the future in an international
organization.
My experience during my internship at the OECD was extremely valuable
professionally and personally. Professionally, I was able to work with experienced
professionals from all over the world in an international environment. I was able to
learn about the operations of the OECD as well as gain insight into the strategic Human
Resource Management of the Organisation. Observing and participating in the various
Human Resource Reform projects ongoing currently in the OECD was also extremely
valuable. The mission of the OECD is to promote policies that will improve the
economic and social well-being of people around the world. Working towards this
mission was very inspiring and personally, I received motivation and inspiration for my
future career.
Great internship at OECD

Global Information and Telecommunication Studies
It is one of my best luck to be selected as an OECD trainee because it is very difficult to
get an internship at OECD. The reason is that my major is not related to economics at
all. Moreover, one of the internship conditions is that the trainee must be a citizen of
OECD member country (my country, Vietnam, is not a member). I was surprised when I
knew that I had been selected after a document screening and two interviews.
My internship is from August 6th
to October 1st. Although it is quite short, I had a great
time at OECD Statistics Directorate. There are many divisions in the Statistics
Directorate. The division where I did my internship is Statistical Information
Management Systems division, which is responsible for the coordination and
development of the OECDs statistical Information System covering data and metadata
collection, processing & dissemination.
During my internship, I involved mainly in three different tasks. First, I worked on a
data mining project for the Perspective on Global Development 2011. I pulled data from
various progress related datasets and mapped them against the MDG 8 target – Internet
Users per 100 population. Second, I worked on training exercises in .Net to develop a
windows application and SQL Server database and exchange data between them. The
database was a normalized version of a multi-dimensional (star) schema that showed
how to store this kind of data generically in a small amount of tables. The application
displayed the data in response to query requests by the user. Third, I created a system to
run scheduled, unattended builds of .Net solutions. I also produced the system’s
documentation to introduce how to implement it.
One thing that I impressed me at OECD is that although I am a trainee, my boss let me
freely contribute my idea to the project. For example, while working on a data mining
project for the Perspective on Global per 100 population, we faced a difficulty in
finding the data of many variables in a time line. This is a very serious problem because
if we cannot find the data, we cannot prove what we are trying to show. To solve that
problem, instead of mapping data in a time line, I proposed a new method, in which we
map the data based on country name. I am very glad that my idea was selected and we
did solve the problem.
One of the things I like when doing internship at OECD is that working time is very
flexible. For example, I did not need to worry about going to work late; I can leave early
if I finish my tasks for that day. I think this culture helps me to reduce stressful at
working place and brings opportunity to utilize fully my ability.
At OECD, people are really nice and friendly. They provided me the best working
condition for me so as I had a valuable internship. I also had a chance to work with
many people from different countries such as England, America, France, Spain, Mexico,
etc so that I really experienced the multi-culture working environment.
In weekends, I visited Paris and some European countries. I really enjoyed time with
friends at OECD as well as at my living place in Paris. This internship brought to me a
great time in my student life that I will never forget.
早稲田大学インターンシップ 体験レポート
教育学研究科 博士課程
田中聡美
2010年8月9日から2011年1月31日までの約6ヶ月間、OECD本部教育局でイ
ンターンシップを行った。この6ヶ月間は、仕事面、生活面共に毎日が新鮮で、とても充
実したものであった。将来、国際機関での就職という事を視野に入れ、博士課程の学生と
して、大学外で実際にどのような研究が行われているのか、とても興味があり、国際機関
での研究を体験したいと願い、この OECDインターンシッププログラムに忚募することにし
た。自分の今まで学んできた教育学を中心にして、OECDのどの部署に自分は、一番近いの
かを考えながら情報収集を行った。私は、特に教育学の研究の仕事を体験したいという強
い思いがあり、そういう点に考慮して、現在 OECDで進行中のプロジェクトについて調べた。
OECDでは、どのような手法が使われ、どのように分析されているのか興味があり、そのよ
うな最先端の実務を経験することは、これから自分が博士論文を書く事において、もっと
言えば将来に、良い影響を及ぼすであろうと考えた。
