1. Introduction
ITN-BUET is implementing “Scaling City Wide Inclusive Sanitation (CWIS)/FSM in Bangladesh through National Level Capacity Building Program” under the funding support from Bill & Melinda Gates Foundation (BMGF). The major objective of this program is building the capacity of Paurashavas and DPHE to implement CWIS/FSM projects successfully in Bangladesh by increasing awareness and knowledge on FSM. The major focus of this capacity building program is to provide capacity building support for DPHE/LGED for implementing GoB and development bank funded projects (such as IDB supported 23 Paurasahva project, GoB supported 32 Paurashava project and the World Bank supported 30 Paurashava project). In November 2018, ITN-BUET and DPHE jointly organized the sensitization workshop on FSM Components for implementing officials of 23 Paurashava Project of DPHE in four batches. The main objective of the workshop was to orient the local level government officials and public representatives on inclusive sanitation and fecal sludge management. Representatives from Local Government Division, DPHE and BUET were the designated guests at the events. Project officials from 23 Paurashava Project of DPHE and Paurashava mayors, councilors and officials participated in the workshop. The event was highly appreciated by designated guests and participants for its integrated approach for ensuring safe and sustainable sanitation and FSM in targeted Paurashavas. The daylong workshops were held at DPHE Auditorium, DPHE Bhaban, Dhaka.
2. Objectives
The major objectives of this sensitization workshop are to:
Orient the targeted Paurashava officials including Mayor, public representatives and relevant DPHE officials on the project components with special focus on waste management
Sensitize the Paurashava and DPHE officials on IRF-FSM for proper implementation of City Wide Inclusive Sanitation (CWIS)
Share inspiring cases on FSM in the country with Paurashava and DPHE officials
Assess their training needs to develop comprehensive training materials on FSM
3. Activities

4. Findings
4.1 General findings
Important findings obtained from open discussion in the technical session are as follows:
Willingness of Mayor/LGI authorities is crucial for implementing FSM at Paurashava level
Vacutug should be of different size and accessible to both narrow and wide road
Appropriate site for constructing FSTP should be selected considering social issues
Technology for FSTP should be selected discussing with Paurashava
Paurashava should be involved in implementation of project from the beginning
Paurashava may follow Public Private Partnership modality for FSM service
Awareness at community level is very low regarding FSM
Capacity gaps exists among Paurashava officials to execute the project
Environmental benefits of FSM would be highlighted for all types of stakeholders
A local advisory committee will be formed in each Paurashava for implementation of the project headed by Mayor of Paurashava and Executive Engineer of DPHE as Member Secretary
DPHE will work closely with Paurashava for implementation of the project
Initially (1-2 years), DPHE will take the responsibility of O&M of FSTP and then hand over to Paurashava; Paurashava may outsource to private companies afterwards for O&M of FSTP
Paurashava may start emptying service from the institutions or government offices first to encourage citizens in general
Paurashava level awareness campaign on FSM could be started from TLCC meeting
4.2 Findings from Training Needs Assessment
From the TNA session, participants identified the below issues for training/orientation needed for different level officials for implementation of FSM:
Occupational health and safety of workers/pit-emptiers
Proper collection and transportation feacal sludge for Vacutug operators
Community sensitization and awareness
Basics of FSM, septic tank design and construction and monitoring for the engineers at Paurashava and DPHE at local level
Implementation of act/law on design and construction of septic tank
Various Environmental and other laws related to FSM
Operation and maintenance of treatment plant
Conservation and marketing of produced co-compost
Tariff and tax allocation and collection

5. Output and outcome
Participating in Sensitization Workshop, the understanding of elected representatives of Paurashavas and officials of Paurashava and DPHE on FSM have enhanced. Mayors became sensitized, capacitated and they expressed their commitment to implement FSM in their Paurashava and assured all kind of support required for implementation of 23 Paurashava project. The capacity gaps/needs are identified and if it is addressed properly, the LGI representatives and officials will become competent to implement CWIS/FSM and mainstream the IRF-FSM.
6. Challenges
There were some challenges identified from the sensitization workshop as:
Mayors of all 23 Paurashava could not be present at the sensitization workshops due to other prior engagement and personal inabilities but they sent their representatives including Secretary, Executive Engineer, Conservancy Inspector, etc.
FSM was very new for most of the participants of the workshop, so they could not give broad list of training issues required for proper FSM in their locality.
7. Lesson learned
Organizing sensitization workshop, some lesson learned as:
Local level orientation/awareness campaign involving more stakeholders is essential.
Some specialized training on different aspects of FSM is essential for different target groups, who will be involved with FSM implementation.
8. Conclusions & recommendations
Awareness campaign both at community level and through media would be carried out to aware and sensitize the people about FSM
Different trainings program would be organized for different target groups, who will be involved with FSM implementation
Materials for training and awareness campaign should be developed on priority basis
Learning and sharing of good practices of FSM within or outside the country would be made through exposure visits
For monitoring the progress of project, monitoring tools should be developed and implemented.
