The U.S. Environmental Protection Agency (EPA) has requested that TRC Environmental Corporation (TRC - formerly Alliance Technologies Corporation) to provide technical oversight assistance to EPA with respect to the Remedial Investigation/Feasibility Study (RI/FS) activities being performed at Cortese LandfiU, Narrowsburg, Sullivan County, New York. TRC performed this work under Contract No. 68-W9-0003 (TES 6), Work Assignment No. C02067. The investigative work was performed at the Cortese Landfill by Golder Associates, Inc. of Mount Laurel, New Jersey (Golder).
As directed by EPA, TRC obtained a total of 12 split samples (7 soil/sediment, 3 ground water and 2 surface water samples) at Cortese Landfill during the sampling period of April 13, 1993 through April 20, 1993 and June 7 to June 10, 1993. The results of these activities are described in TRC's oversight progress reports dated July 2, 1993. AU split samples were obtained in accordance with TRC's EPA-approved Remedial Investigation (RI) and Site Investigation (SI) Oversigiit Work Plan/Quality Assurance Project Plan (Work PlanlQAPjP) dated March 1993.
This comparative review of split sample data compares the EPA/TRC analytical data with Golder's analytical data for the Remedial Investigation. A total of three ground water spUt samples were collected from monitoring weUs MW-IB, MW-2B, and MW-6B and one subsurface soil split sample from boring SL-1 located near the eastern septage lagoon, two split sediment samples from SS-13 and SS-15 within the Cortese landfill property boundaries, two spUt surface water and their respective sediment samples from SW-ll/SS-21 and SW-12/SS-22 located in White's Pond, and three sediment split samples designated as R2-05, R3-07, and R4-12 from three reaches along the Delaware River.
Ground water and surface water split samples were analyzed through the Contract Laboratory Program (CLP) for Target Compound List (TCL) volatile organic compounds by low concentration, TCL semi-volatiles (including BNAs and PCBs/pesticides) and Target Analyte List (TAL) metals and cyanide. ShaUow soil and sediment samples were analyzed for TCL VOCs, pesticides/PCBs and for TAL inorganics (metals and cyanide). VaUdation of the EPA/TRC data set was performed in accordance with Region n guideUnes described below:
• Organics: SOP No. HW-6, Revision #8, CLP Organics Data Review and Preliminary Review, January 1992.
Inorganics: SOP No. HW-2, Revision #11, Evaluation of Metals Data for the CLP (based on SOW 7/88, Rev. 2/89), January 1992.

AU validated TRC data has been approved by the EPA Region n Monitoring Management Branch (MMB). A complete cross reference Ust of spUt sample locations and parameters analyzed, along with their respective EPA sample identification numbers, is presented in Table 1.
2.0 OBJECTIVES
The primary objective of this spUt sample coUection and data comparative analysis is to quantitatively compare analytical results obtained by Goldeir's laboratory(s) with the results obtained by EPA/TRC through the CLP to determine if data useabiUty problem(s) exists with Golder's data set.
As directed by EPA, additional objectives established for this data comparative effort are as follows:
• to evaluate whether Golder has reported aU analytical data for spUt samples and, if data have been omitted, whether Golder has cited reasons for these omissions;
• to evaluate whether data compares favorably or unfavorably including an analysis of cases where: (1) the EPA/TRC data reflects significantiy higher concentrations than those reported by Golder, (2) the contaminant of concern for that particular site is involved, or (3) the data discrepancy is a result of sampling problems noted during TRC's oversight effort; and
• to evaluate the data comparison results in light of the overaU conclusions of the RI report and the regulatory framework for the field investigation program.
3.0 SPLIT SAMPLE COMPARISON PROCEDURE
EPA has not pubUshed guidance pertaining to the quantitative comparison of spUt samples which are analyzed by two different laboratories. Consequendy, TRC has developed a comparison procedure that calculates the relative percent difference (RPD) of detected compounds in each data set The RPD is calculated by taking the absolute value of the difference between the two concentration values and then dividing this value by their average. This value is then multiplied by 100. A quantitative comparability goal, which originated from Region II data vaUdation guidance for the evaluation of field dupUcates, is then appUed to the calculated RPD to evaluate the comparabiUty of the spUt samples. The comparabiUty goal for organic results and inorganic results equal to or above five times the contract required quantitation limit (CRQL) for organics and five times the contract required detection limit (CRDL) for inorganics, is-a RPD of 50 percent for water samples and 100 percent for soil samples. For inorganic results where one or both spUt sample results are below five times the

CRDL, the comparabiUty goal is an absolute difference of less than the CRDL for water samples and less than twice the CRDL for soUs.
For resiUts that were outside the quantitative comparabiUty goal, professional judgement was used to determine if a data useabiUty problem existed. GeneraUy, data would be considered to have a useabUity problem if the foUowing additional conditions were encountered: (1) if one or both results were above the CRQL/CRDL and were outside the comparabiUty goal; (2) if the compound or analyte was detected by EPA/TRC at a concentration above the CRDL and was not detected by Golder's laboratory; and (3) if the EPA/TRC result was significantly greater than the Golder result.
4.0 RESULTS OF DATA COMPARISON ANALYSIS
Quantitative analytical data comparisons for spUt samples obtained at the Cortese LandfiU are presented in Appendix A. Data comparisons for soU and sediment samples coUected are presented in Tables A-la (volatUe organics). A-lb (semi-volatile organics), A-lc (pesticides/PCBs) and A-ld (inorganics). Data comparisons for ground water and surface water samples collected are presented in Tables A-2a (volatUe organics), A-2b (semi-volatUe organics), A-2c (pesticides/PCBs) and A-2d (inorganics). Results of the spUt sample comparison results are discussed below.
The overaU data comparabiUty for soU/sediment analysis at the Cortese LandfiU site was generaUy acceptable. As indicated in Table 2, TRC determined 9 of the 32 soil/sediment split sample data sets to have inadequate data comparability. A brief description of the incomparable analyses is provided below.
• Methylene chloride was detected by EPA/TRC in one sediment spUt sample, SL-1, at 88,000 micrograms per kilograms (ug/kg) and Golder detected this analyte at 9,600 ug/kg resulting in an RPD of 161.
• Acetone was detected in five of the soil/sediment spUt samples (R3-07, R4-12, SS-22, SS-13, and SS-15) by EPA/TRC at concentrations ranging from 6 ug/kg to 32 ug/kg. The Golder analysis at these locations did not detect this analyte.
• Phenanthrene was detected in one sediment spUt sample at R3-07 by EPA/TRC at 200 ug/kg and detected at 62 ug/kg by Golder resulting in an RPD of 105.
• Dieldrin was detected at one subsurface spUt soU sample SL-1 by EPA/TRC at 19 ug/kg and detected by Golder at 3.6 ug/kg resulting in an RPD of 136.
• Methoxychlor was detected at SS-13 by EPA/TRC at 27 ug/kg and this analyte was not detected by Golder.
• Chromium was detected at two soil/sediment split samples, R4-12 and SS-21 by EPA/TRC at 13 milUgrams per kilograms (mg/kg) and 10.5 mg/kg and

Golder detected these analytes at 5 mg/kg for both samples resulting in an RPD of 89 and 71, respectively.
• Copper was detected at two soil/sediment spUt samples, R4-12 and SS-15, by EPA/TRC at 26 mg/kg and 48.4 mg/kg and Golder detected these analytes at 5.8 mg/kg and 14 mg/kg resulting in an RPD of 127 and 110, respectively.
• Lead was detected at two soil/sediment spUt samples, SS-21 and SL-1, by EPA/TRC at 4.3 mg/kg and 33.4 mg/kg and Golder detected these analytes at 1.9 mg/kg and 4.6 mg/kg resulting in an RPD of 77 and 152, respectively.
The overaU data comparabUity for ground water and surface water analysis at the Cortese LandfiU site was generaUy acceptable. As indicated in Table 2, TRC determined that 5 of the 20 ground water/surface water spUt sample data sets have inadequate data comparabiUty. As discussed in the Cortese LandfiU RI Report and TRC's Field Oversight Report, Golder did not sample for PCB/pesticides in any ground water weUs. PCB/pesticide results for EPA/TRC ground water spUt samples were all non-detections. A brief description of the incomparable analyses is provided below.
Chloroethane was detected by EPA/TRC in MW-IB at 4 ug/L and was not detected by Golder.
1,1-Dichloroethane was detected by EPA/TRC in MW-IB at 13 ug/L and was not detected by Golder.
1,1,1-Trichloroethane was detected by EPA/TRC in MW-IB at 2 ug/L and was not detected by Golder.
Trichloroethene was detected by EPA/TRC in MW-IB at 1 ug/L and was not detected by Golder.
Benzene was detected by EPA/TRC in MW-IB at 9 ug/L and was not detected by Golder.
1,3-Dichlorobenzene was detected by EPA/TRC in MW-IB at 3 ug/L and was not detected by Golder.
1,2-Dichlorobenzene was detected by EPA/TRC in MW-IB at 5 ug/L and was not detected by Golder.
Phenol and 4-methylphenol was detected by EPA/TRC in SW-11 at 27ug/L and 75 ug/L, respectively and were not detected by Golder.
Chromium was detected by EPA/TRC in MW-IB and MW-2B at 13 ug/L and 38 ug/L, respectively, and was not detected by Golder.

Arsenic was detected by EPA/TRC in SW-12 at 52.1 ug/L and was not detected by Golder.
• Cyanide was detected by EPA/TRC in MW-IB at 11 ug/L and was not detected by Golder.
5.0 CONCLUSIONS AND RECOMMENDATIONS
A total of three ground water spUt samples were coUected from monitoring wells MW-IB, MW-2B, and MW-6B and boring SL-1 located near the eastern septage lagoon, two split sediment samples from SS-13 and SS-15 within the Cortese landfiU property boundaries, two split surface water and their respective sediment samples from SW-ll/SS-21 and SW-12/SS-22 located in White's Pond, and three sediment spUt samples designated as R2-05, R3-07, and R4-12 from three reaches along the Delaware River.
Each of these spUt samples were analyzed for volatUe organic compounds, BNAs, PCBs/pesticides, and inorganics. The results of these analyses indicate that 14 of the 52 sample data sets were not comparable. The majority of the non-comparable results were from the inorganic analyses. Based on the results of the comparison analysis, the foUowing recommendations are made:
• All analyses exhibiting inadequate comparability should be confirmed for acciuracy by Golder.
• EPA should note the above analytical discrepancies for future users of the Golder data set
