The attached Notice is being provided to clerks of the municipalities within the Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Region in accordance with Ontario Regulation 288107 s. 3. Following consultations with municipalities, the Saugeen Valley Source Protection Authority has now approved the groupings of municipalities for representation on the Source Protection Committee.
Municipalities in each grouping will need to meet over the next two months to decide on their nomination for the one representative on the Source Protection Committee. Our Project Manager, Don Smith, is available to attend meetings as a resource. Please note that nominations must be submitted by the date specified in the Notice.

GROUPS O F MUNICIPALITIES and NOMINATIONS FOR REPRESENTATIVE ON SOURCE PROTECTION COMMITTEE
The Clean Water Act, 2006, and five accompanying regulations were recently proclaimed into law. Under approved regulations, a Source Protection Committee (SPC) i s to be established in the Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Region (SPR).
In accordance with Ontario Regulation 288107, this Notice is being sent to municipal clerks for ml,~nicipal.ities in the Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Region. The Notice indicates the groups of municipalities, with each group having the opportunity to submit nomination(s) for one representative on the Source Protection Committee.
Functions of the Source Protection Committee
The Source Protection Committee will oversee a science-based planning process to develop a Terms of Reference, an Assessment Report and a Source Protection Plan to protect municipal sources of drinking water. The process for developing a plan is expected to take up to five years to complete.
Committee Composition
0. Reg. 288107 sets out the process for appointing SPC members and the number of members in each SPR.
The SPC for the local Source Protection Region will have sixteen members:
One Chair, to be appointed by the Minister of the Environment
One-third (five members) to represent the interests of municipalities
One-third (five members) to reflect the interests of agricultural, commercial or industrial sectors
One-third (five members) to reflect other interests, such as environmental, health and other .interests of the general public.
Two members, in addition to the sixteen noted above, may be nominated jointly by the councils of First Nations in the SPR.

NOMINATION OF REPRESENTA'TIVE FOR SOURCE PROTECTION COMMITTEE
The councils of the m~-rnicipal.ities that are within each gt-01.lp identified in Table A shall jointly submit a l i s t of persons to the Saugeen Valley Source Protection Authority from which the Authority will appoint a representative to the Source Protection Committee. I t i s the responsibility of municipalities to organize the process for developing their l i s t of person(s). If requested by the municipalities, our Project Manager, Don Smith, wil l attend meetings that municipalities have arranged and serve as a resource person. Obliqations of SPC Members
Members of the Source Protection Committee will be dealing with technical information and discussing often complex issues. As such, the following l i s t of duties and expectations are provided for consideration:
Contribute positively to the production of a Terms of Reference, Assessment Report and Source Protection Plan Appointment of members to the Source Protection Committee will be for a 3 - 5 year term Be prepared to start in the fall of 2007 Attend monthly meetings of the Committee Review and understand Source Protection science, concepts and technical reports Hold relevant knowledge of the watersheds and local land uses and institutions Exhibit familiarity with the terms and concepts associated with environmental management (e.g., watersheds, hydrologic cycle, wellhead protection areas) Participate at public meetings, attend public information sessions and participate in public consultation forums Review material provided in advance of a meeting when that material has been provided in a timely fashion

Provide requested input in a timely fashion Demonstrate an ability to weigh different points of view Understand the municipal role, finance, planning issues Exhibit solid problem-solving, analytical, communication and organizational skills Ability to work with others collaboratively Act as liaison to bring forward common concerns from their knowledge and experience in the municipal sector to the Committee and assist in communicating the Committee's work Act as a mechanism for representation of the municipal sector in the planning process Bring municipal sector concerns to the Committee table and bring back information from the Committee Make decisions at the Committee table Work collaboratively on the Committee with other Drinking Water Source Protection partners such as community stakeholder groups Provide constructive, collaborative and science-based input on local Source Protection Planning issues Willingness and ability to travel around the source protection region Participate on province-wide committees or local working groups at the request of the Chair Attend training sessions including: legislative responsibilities of the Committee; procedures developed by the Province of Ontario for Drinking Water Source Protection Planning; technical training Respect confidential information and abide by the process in place to safeguard confidential information Source Protection Committees may be prescribed as institutions under Municipal Freedom of Information and Protection of Privacy Act (MFIPPA); Source Protection Committee members will receive training on MFIPPA in order to meet its requirements A Source Protection Committee member must protect the freedom of information and protect the privacy of personal information regarding the Assessment Report Other roles and responsibilities yet to be determined by the So~~rce Protection Authority and the Ministry of the Environment
Limitations on Appointments
The following conditions and restrictions are applied to the appointment of SPC representatives, as per O.Reg. 288107 s. 7:
Applicants must reside in, own or rent land in, be en-~ployed in, operate a business in, or be employed by a municipality within the Source Protection Region Members and employees of Conservation Authorities who are part of the Source Protection Region are not eligible for appointment to the SPC
