1.0 INTRODUCTION
This 2017 Annual Report has been prepared by Golder Associates Inc. (Golder) on behalf of the Soo Line
Railroad Company doing business as Canadian Pacific (CP). The purpose of this report is to document the
operation of the overburden groundwater remedial system in the southeastern area of the East Side Shoreham
Facility in Minneapolis, Minnesota (Facility). The design of the system was presented in the Overburden
Groundwater Remedial Design Report (Golder, 2007; Design Report) submitted to the Minnesota Pollution
Control Agency (MPCA) in April 2007 and approved by MPCA on April 30, 2007. The construction of the system
was documented in the Response Action Implementation and Monitoring Report (Golder, 2009; RAIR) submitted
to MPCA in April 2009 and subsequently approved. As detailed in the Design Report and the RAIR, the purpose
of the system is to address groundwater contamination in shallow overburden near the Roundhouse and deep
overburden between the Roundhouse and the intersection of Central Avenue and 28th Avenue, NE. The RAIR
documented system operation from startup (November 8, 2007) through September 2008. Annual Reports have
documented system operations from October 2008 to 2016 (Golder, 2010, 2011, 2012, 2013, 2014a, 2015a,
2016a, 2017). This 2017 Annual Report documents system operation from January 2017 through December
2017. This report has been prepared in accordance with MPCA Voluntary Investigation and Cleanup (VIC)
Guidance Document #18 (MPCA, 2002).
In 2017, a work plan, submitted by CP and approved by MPCA, (Golder 2015c) was implemented for the
shutdown and rebound testing of extraction wells RW06-27-BR, RW07-38-I, RW06-28-I, and RW07-40-SP. The
shutdown and rebound testing protocol was initiated on July 21, 2017 and continued through the rest of 2017.
Extraction well RW07-39-SP remains in operation.
2.0 OVERVIEW
As stated in the Design Report and consistent with MPCA guidance, the overburden groundwater pumping
system was designed to contain contaminated groundwater on an interim basis during upgradient source removal
activities until it could be demonstrated that the groundwater plume was stable or decreasing in size, and would
remain so without further pumping. The remainder of this section is a general overview, as presented in the
RAIR, of the geologic setting, contaminant profile prior to pumping operation, system construction, and remedial
goals.
As previously described in VIC Site reports, the geology in the vicinity of the Facility is comprised of overburden
units including surficial alluvium, till, outwash, and lacustrine clay. Bedrock units include the Ordovician St. Peter
sandstone, St. Peter mudstone, and the Shakopee dolomite of the Prairie du Chien group (OPD), any of which
can directly underlie the overburden depending on location. For the purposes of remedial design, groundwater
has been assigned to the shallow overburden, intermediate overburden, deep overburden, and OPD bedrock.
Shallow wells are screened between 793 and 823 feet above mean sea level (ft amsl) in near surface lithologies,
including glacial till, outwash, and St. Peter Sandstone. Deep wells are screened between 659 and 699 ft amsl
(approximately 70 feet to 150 feet beneath the water table) and correspond primarily to deep outwash in the
bedrock valley or equivalent depth in the mudstone unit of the St. Peter Sandstone outside of the bedrock valley.
Intermediate wells generally fall between these two designations and are screened between 728 and 805 ft amsl,
primarily in outwash and St. Peter Sandstone. Shakopee wells are screened between 614 and 636 ft amsl
(approximately 50 feet beneath the top of the OPD). Wells monitored in these four zones are further detailed in
Section 4.1.

The most significant impacts, prior to remediation, in overburden groundwater in the southeastern area at shallow
and intermediate depths were located beneath a portion of the Roundhouse footprint at elevations generally
greater than 775 ft msl. Geologically, glacial till, shallow outwash, and St. Peter Sandstone units are present
within the area of influence of the intermediate depth pumping wells. Active soil source removal by soil
excavation (Golder, 2015b) and soil vapor extraction (SVE) was completed in the Southeastern Facility area by
CP (Golder, 2014b). The soil source removal, together with the pumping system, has reduced the concentrations
in shallow/intermediate overburden groundwater and contained the migration of chlorinated volatile organic
compounds (cVOCs) from the Roundhouse area (Golder, 2010, 2011, 2012, 2013, 2014a, 2015a, 2016a, 2017).
The most significant impacts in deep overburden in the southeastern area prior to system operation were located
between the Roundhouse and the intersection of 28th Avenue and Central Avenue at elevations generally below
775 ft msl. Geologically, the middle and deep outwash are present within the area of influence of the deep
overburden pumping system. The soil source removal, together with the pumping system, has reduced the
concentrations in the deep overburden groundwater and contained the migration of the cVOC plume.
The approved Design Report defined the performance goals for the pumping system, which included the
demonstration of hydraulic capture, plume stability, and attenuation. The Design Report also included the results
of pumping tests and groundwater modeling used to design the capture zones for the system, based on
addressing groundwater containing contaminant levels exceeding 100 ug/L of cVOCs. Plume stability was
defined as a steady state condition where the plume is no longer increasing in extent, and can be demonstrated
by overall stable concentration trends over time in wells located within and surrounding the plume. Attenuation
was defined as an overall decrease in plume mass over time and can be demonstrated by decreasing
concentration trends, particularly in wells located within the “core” of the plume, where impacts are highest. The
three pumping systems were designed to be operated throughout source removal activities until the associated
(shallow/intermediate overburden or deep overburden) groundwater plume was stable or decreasing in size and
would continue to do so without further pumping.
The southeastern area groundwater extraction and treatment system design included the following primary
elements:
Five (5) extraction wells, each equipped with an electric, submersible groundwater pump.
Two (2) below-grade, double-walled force mains for conveyance of deep overburden groundwater to the
treatment building.
Three (3) above-grade, heat-traced and insulated force mains for conveyance of intermediate overburden
groundwater to the treatment building.
Treatment building with secondary containment. A below-grade, gravity discharge pipeline runs from the
treatment building to an on-facility manhole located southeast of the treatment building. The manhole links
to the city sanitary sewer, conveying the effluent to the Metropolitan Council Environmental Services (MCES)
treatment plant. In December 2009, the system was modified to bypass the pre-treatment system and
discharge directly to the sanitary sewer system (as detailed in the 2009 Annual Report) as MCES discharge
limitations were satisfied without pre-treatment.

Following successful completion of the Soil Vapor Extraction (SVE) source removal operations and substantial
concentration reductions in extraction well concentrations, CP proposed the shutdown of four of the five extraction
wells in 2015. MPCA approved the shutdown and rebound testing proposal on May 7, 2017, and CP ceased
groundwater extraction at extraction wells RW06-27-BR, RW-06-28-I, RW-07-38-I, and RW-07-40-SP on July 21,
2017.
The current layout of the system is shown in Figure 1, and construction of the southeastern area groundwater
extraction and treatment system was documented in the RAIR (Golder, 2009). Construction details of all pumping
and monitoring wells associated with the East Side Extraction and Treatment system are summarized in Table 1.
3.0 SYSTEM OPERATION
The southeastern area pump and treat system has been operating continuously since November 9, 2007 except
for brief periods of shutdown related to maintenance. On July 21, 2017, the approved shutdown and rebound
testing of extraction wells RW06-27-BR, RW07-38-I, RW06-28-I, and RW07-40-SP was initiated and continued
through the rest of 2017, while extraction well RW07-39-SP remained in operation (see Section 4.2).
3.1 Extraction Well Operation and Sampling
Total volumes of water extracted from each well during the reporting period, together with average flow rates
during operational periods are as follows:
RW07-39-SP: 720,310 gallons, 1.37 gpm average
RW07-40-SP: 646,851 gallons, 2.22 gpm average
RW06-28-I: 1,341,223 gallons, 4.61 gpm average
RW07-38-I: 2,630,118 gallons, 9.03 gpm average
RW06-27-BR: 3,936,341 gallons, 13.5 gpm average
The total volume extracted from all five wells during 2017 was 9,274,843 gallons.
The effluent from each extraction well was sampled during the first two quarters. After four wells were shut down
in July 2017, the active well (RW07-39-SP) and inactive wells (RW07-40-SP, RW06-28-I, RW07-38-I, and RW06-
27-BR) were sampled in the 3rd quarter and only the active well (RW07-39-SP) was sampled in the 4th quarter.
Table 2 presents the VOC concentrations detected for each sampling event. Table 3 presents the mass removed
quarterly and total mass removed through December 2017. Mass removal calculations were based on the
average of concentrations determined at the beginning and end of each sampling period and the volume
extracted during that time. Complete laboratory data are provided in Appendix B. VOCs detected in the
groundwater stream include 1,1-DCA, 1,1-DCE, cis-1,2-DCE, PCE, 1,1,1-TCA, and TCE. A total of 9.0 pounds of
VOCs were removed from the groundwater during the reporting period, and a cumulative total of 385 pounds has
been removed since commissioning the system on November 8, 2007 through December 18, 2017. The
cumulative mass removal of cVOCs since startup through the current reporting period is shown on Figure 2.
During the reporting period, PCE constituted the largest mass of contaminants removed (3.29 pounds), followed

by 1,1-DCA (1.67 pounds), cis-1,2 DCE (1.63 pounds), 1,1,1-TCA (1.49 pounds), 1,1-DCE (0.49 pounds) and
TCE (0.46 pounds).
3.2 System Maintenance
During the current reporting period (January 2017 to December 2017), the following operation and maintenance
issues were addressed:
Equipment Repairs and Maintenance
April 3-5: A scheduled well rehabilitation (see below for description) of RW06-28-I, RW07-39-SP, RW07-40-SP, and RW07-38-I was conducted by Stevens Drilling and Environmental (SDE). A new pump, motor, and electrical lead was also installed in RW07-39-SP.
September 5-8: A scheduled well rehabilitation of RW06-28-I, RW07-39-SP, RW07-40-SP, and RW07-38-I was conducted by SDE.
November 13: Flashing was installed to close a gap between the interior walls and containment lip within the treatment building.
December 4-7: A scheduled well rehabilitation of RW07-39-SP was conducted by SDE.
Outside of these noted maintenance events, all five extraction wells pumped continuously until July 21 and RW07-
39-SP pumped continuously throughout the reporting period.
Well Rehabilitation
The process of well rehabilitation included the following mechanical and chemical treatment steps. First, the drop
pipes, pumps and motors were removed from each well for mechanical cleaning, followed by the introduction of a
chemical solution comprised of Aquaclear® AE and Aquaclear® MGA into the wells. Aquaclear® AE is a liquid
blend of acids and acid enhancers used to remove biological and bacterial fouling. Aquaclear® MGA is a dry
blend of granular acid and additives for the removal of mineral scaling including from iron, manganese, and
carbonate. The acid treatment was surged mechanically within the wells using surge blocks, and the wells were
then left undisturbed for 24 hours. At the conclusion of the 24-hour period, each well was redeveloped.
The process of redevelopment included alternately pressurizing and depressurizing the water in each well via
vertical movement of a surge block to break loose particulates within the screen and well packing, and then using
a pump to purge the well water into an aboveground container until the groundwater was observed to be clear.
Containerized water from redevelopment was tested with a calibrated pH meter, and sodium bicarbonate slowly
added as necessary, until the pH was within permit limits. The water was then discharged to the East Side
treatment building sump and co-mingled with the effluent stream, which is then routed to the MCES sanitary
sewer for disposal.

4.0 PERFORMANCE EVALUATION
4.1 Hydraulic Performance
The hydraulic performance of the pumping system is assessed based on the groundwater levels measured in
monitoring wells within four monitoring zones previously defined for the VIC Site (i.e. Shallow zone, Intermediate
zone, Deep zone and OPD1). Groundwater elevations were measured quarterly (March 3, May 12, August 15-16
and October 6-7) by the Site data collection and data management consultant (AMEC Foster Wheeler) including
the following wells in the Southeastern Area groundwater extraction system monitoring network:
Deep zone: MW00-42-MS, MW00-43-BR, MW02-46-BR, MW03-56-BR, MW04-26-BR, MW04-29-BR,
MW04-30-BR and MW06-01-BR
OPD2: MW02-01-OPD, MW03-61-OPD, MW04-28-OPD and MW05-01-OPSH
The groundwater extraction well water levels are measured monthly by Golder Associates.
Figure 1 shows the monitoring and extraction well locations. Hydrographs beginning in March 2007 are shown in
Figures 3 to 5 for the monitoring wells in each of the four monitoring zones. From 2007 to 2010, water levels were
generally stable from year to year, with seasonal variations evident during the year, particularly during August,
which typically exhibited lower water levels than those observed during the rest of the year. In 2011, water levels
rose several feet on average and have continued to rise since 2013, with less seasonal variations. Increasing
water levels persisted during 2017, with a marked increase in water levels in the Shallow zone during quarters 3
and 4, following the shutdown of extraction wells. The same trends are generally exhibited for the Intermediate to
the Deep zone with minor variations, (Figure 3). Water levels in the deeper zones (Figures 4 and 5), generally
vary over a smaller range and exhibit less variability from well to well.
Contours of groundwater level were developed as one line of evidence in evaluating capture zones, based on
synoptic groundwater elevations. Figures 6 to 9 depict the groundwater equipotentials for each of the four
quarters in 2017 in the three overburden monitoring zones. The groundwater contours indicate similar flow
patterns and zones of pumping influences for the first two monitoring periods of 2017 as have been observed
since start up and reported in the RAIR and the subsequent Annual Reports (Golder, 2010, 2011, 2012, 2013,
2014a, 2015a, 2016a). Following the shutdown of four extraction wells, the overall increasing trend in sitewide
groundwater elevation was evident. Groundwater remained depressed in the vicinity of the operating extraction
well, with a smaller capture zone commensurate with the reduced cumulative pumping rate.
Figures 10 and 11 present hydrogeologic cross sections including all of the pumping wells, with Figure 10
presenting the May 2017 data under fully pumping conditions and October 2017 after the shutdown of four

extraction wells. It is noted that upward gradients between the OPD and deep outwash are evident in May 2017,
while the natural downward gradients are evident in October 2017.
In summary, the hydraulic performance data for 2017 show that during the first half of the year the pumping
systems operated as originally designed, and following the shutdown in July 2017 the remaining extraction well
provided continued mass removal in the overburden aquifer.
4.2 Extraction System Shutdown and Rebound Testing
As presented in the Shutdown Evaluation Memorandum (Golder 2015c), substantial concentration reductions in
extraction and monitoring well concentrations have been achieved during full-scale operation of the groundwater
extraction system. The shutdown and rebound testing plan, approved by MPCA on May 7, 2017, included
groundwater sampling to evaluate rebound of VOCs in groundwater. Shallow, intermediate and deep well
sampling was conducted in the following wells:
Shallow well MW04-95-T
Intermediate wells RW07-39-SP, RW07-40-SP, RW06-28-I, MW04-28-I, MW07-41-I and MW07-42-I
Deep wells MW00-43-BR, MW04-30-BR and MW04-29-BR
The wells listed were sampled monthly for VOCs over three months following shutdown using low flow procedures
in accordance with the Site SOP.
Sampling was conducted on August 15, September 22, and October 9-17, 20173. Total cVOC concentrations for
each monitoring well and inactive pumping well included in the testing plan prior to shutdown (May or June 2017)
and for the three months immediately following shutdown (August, September, and October 2017) are presented
in Figure 12 and concentrations for all sampled wells are listed for all wells in Table 4. In the Shallow zone, total
cVOC concentrations continued to decline following shutdown. In the Intermediate zone total cVOCs in
monitoring well MW04-28-I increased during the August event immediately following shutdown, but demonstrated
a decreasing trend in subsequent months. In the deep zone, only monitoring well MW04-30-BR exhibited an
increase in total cVOC concentration during the rebound testing. Immediately following shutdown the total cVOC
concentration increased from 20 ug/L in May 2017 to 74.7 ug/L in August 2017. Concentrations increased further
during the second monthly sampling event following shutdown to a total cVOC concentration of 265.1 ug/L, but
then decreased in the third sampling event to 179 ug/L.
Other wells in the vicinity of the extraction wells were sampled in the May/June 2017 and October 2017 semi-
annual events and the cVOC results are listed below:
MW06-29-I: 347 ug/L, (May) 106 ug/L (October)

These results also indicate the lack of rebound throughout the Southeast Area. In particular, it is noted that the
OPD wells display an overall lack of rebound, indicating that while some rebound occurred in deep overburden
(BR) wells, the OPD was not affected.
Based on the continued decline of total cVOCss in all monitoring wells except MW04-30-BR and MW04-28-I,
which exhibited a short term increase following pump shutdown followed by declines in concentration, the
rebound sampling will continue as outlined in Golder, 2015c.
4.3 Routine Semi-annual Groundwater Sampling
Groundwater sampling events were conducted semi-annually for the Site by the data collection and data
management consultant (AMEC Foster Wheeler) on May 2-8 and October 9-13, 2017. These data are reported
annually (AMEC, 2018).
Isopleths of total cVOCs for the October 2017 sampling event are presented for each monitoring zone in Figure
13. In the Shallow zone, total cVOCs were less than 100 ug/L in all network monitoring wells. In the Intermediate
zone, only a single area remains above 100 ug/L near MW06-29-I and RW07-39-SP, with a maximum
concentration of 405.8 ug/L. In the deep zone, a discrete area above 100 ug/L is present near MW04-26-BR and
MW04-30-BR with a maximum concentration of 506.59 ug/L. The areas of total cVOCs over 100 ug/L have
decreased substantially in both magnitude and extent over time. Areas above 10,000 ug/L were historically
present during pre-pumping conditions, with maximum concentrations in the Shallow, Intermediate and Deep
zones of 3,890 ug/L (MW04-95-T), 13,250 ug/L (MW04-28-I), and 14,090 ug/L (MW04-30-BR), respectively.
Contaminant mass reduction over time is documented in the concentration-time graphs for the southeastern area
monitoring well network presented in Appendix A, which includes the historical data and the data collected during
this reporting period. The data show that key monitoring wells in the vicinity of pumping wells have exhibited
substantial declines in contaminant levels, of between 98% and >99%, since pumping was initiated.
Monitoring wells MW07-42-I and MW07-41-I, proximal to pumping wells RW06-28-I, RW07-39-SP and
RW07-40-SP, have shown decreases in cVOCs from 3,875 ug/L to 35 ug/L (>99%) and from 5,800 ug/L to
58 ug/L (99%), respectively, since pumping was initiated. In MW06-29-I, which is installed at a deeper
interval near these pumping wells, cVOCs concentrations have been variable but overall have decreased
from 193 ug/L (prior to pumping) to 105 ug/L in October 2017.
Monitoring well MW04-28-I, proximal to the Intermediate zone pumping well RW07-38-I, also exhibits
substantially reduced concentrations of cVOCs. Total cVOC concentrations have decreased over two orders
of magnitude from 13,250 ug/L (May 2006) prior to pumping to 59.3 ug/L in October 2017 (>99%).
Monitoring wells proximal to the Deep zone pumping well also exhibit decreasing trends in cVOCs under
pumping conditions. Prior to pumping, cVOC concentrations of deep outwash well MW04-30-BR were as
high as 14,090 ug/L (October 2006) and have decreased by approximately two orders of magnitude to 179
ug/L in October 2017, a decrease of over 98% from the concentration prior to startup. Total cVOC

concentrations in Deep outwash well MW00-43-BR decreased over two orders of magnitude from 895 ug/L
prior to the system start up (May 2006) to 6.3 ug/L in October 2016, a >99% decrease.
Total cVOC concentrations in bedrock OPD monitoring well MW02-01-OPD, located near RW06-27-BR but
with a deeper well screen (within the Shakopee), decreased from 908 ug/L observed under pre-pumping
conditions (October 2007) to 20.4 ug/L in October 2017, a 98% decrease.
These results from wells within the plume “core”, the areas of highest concentration, indicate that significant
reductions (from 98% to >99%) are occurring, consistent with achieving the system performance goals.
A few peripheral wells in the monitoring network have exhibited variable trends in cVOC concentrations:
A relatively small zone of contaminated groundwater between the area north of the Roundhouse and the
former Waste Reclamation Area is currently monitored by wells MW04-24-T, MW06-01-I, and MW-403D
(See Figure 1). This area was not designed for active remediation due to the presence of naturally declining
concentrations. For example, monitoring well MW-21A had declined from 435 g/L in 1993 to 83 g/L in
October 2012 (an 81% decrease since 1993) and was decommissioned in 2012 (MPCA, 2012). MW04-24-T
has maintained a steadily downward trend in concentration (Appendix A). Well MW-403D has exhibited
stable cVOC concentrations since system startup. Monitoring well MW06-01-I is part of a three well cluster
that also includes a shallower well (MW06-01-T) and a deeper well (MW06-01-BR). Total cVOCs have not
been detected in the shallower zone in MW06-01-T. Total cVOC concentration trends in the deeper well,
MW06-01-BR, are variable, ranging generally between 10 ug/L and 100 ug/L (13.4 g/L in October 2017). In
MW06-01-I, cVOC concentrations have exhibited variability under pumping conditions but exhibit a
downward trend overall since 2012, with a substantial decrease in 2017 to 47.9 g/L, a 94% reduction.
Given the substantial reductions in groundwater concentrations throughout the plume core as a result of pumping,
minor variability in concentrations on the fringes of the plume are not significant with respect to the overall
reduction achieved in plume mass.
5.0 CONCLUSIONS
The overburden groundwater remedial system in the southeastern area of the East Side Shoreham Facility was
operated and maintained in accordance with the design objectives in 2017, and, in addition, an approved
shutdown/rebound testing program was initiated. Shutdown of four of the five extraction wells commenced in July
2017 with rebound monitoring well sampling indicating no adverse impact of partial shutdown. Groundwater
capture at RW07-39-SP remains consistent with that anticipated in design, and 385 pounds of VOCs have been
removed from the groundwater since the startup of the system, with 9.0 pounds being removed in 2017. Wells
within the plume core, monitoring the most contaminated areas prior to operation, exhibit decreases of cVOC
concentrations of 98% to 99% since the start of system operation. Extraction wells RW06-27-BR, RW07-38-I,
RW06-28-I, and RW07-40-SP continued to exhibit decreases of total cVOCs between December 2016 and July
2017. Similarly, extraction well RW07-39-SP continues to show decreases of total VOCs from December 2016 to
December 2017. Semi-annual monitoring of groundwater quality will continue, along with monthly effluent
monitoring, during 2018. The shutdown monitoring program will continue in 2018 with sampling events in January
and May 2018.
