As our winter season draws to a close, it is exciting to reflect on all of the positive activity the Phoenix/

Tucson real estate market. Allow me to expand:

• Inventory levels have stabilized. We’re seeing conventional listings stay on the market for days versus weeks.

• Prices have stabilized. For the folks who have sat on the sidelines waiting for prices to drop another 20

percent, they have been disappointed. Rather, in some zip codes prices have increased.

• Winter visitors have purchased in record numbers. This has been the buying opportunity of the decade.

Now, they are bringing their friends to Arizona and purchase volumes are continuing.

• Investors have discovered Arizona. The world knows that Arizona has been “on sale.” It’s not too late to

take advantage of the lucrative rental market and achieve some incredible rates of return.

• Interest rates are rising. Why is that good? For anyone who has been “sitting on the fence” waiting to

buy, it sends out a “buy now” message. It is far more costly to pay an increased interest rate than to

hope that you might get a 5 or 10 percent price reduction on a home.

In real estate, as in all corners of life, perspective

is everything. If you’re one of the several million

Americans in a distressed-home situation, fortune’s

smile is harder to find these days. The good news for

real estate investors, however, is that these homes,

comprising a significant portion of the Greater

Phoenix area’s residential inventory, are available at

extraordinarily low prices and investment has never

been easier or more potentially lucrative.

While many Americans continue to turn to the

stock market and other investment methods for

their extra cash flow and retirement funds, real

estate continues to be among the most stable and

lucrative investments available. The majority of real

estate investors in 2009-10 had a combined annual

household income of $75,000 or less, indicating that

these types of investments are for the middle-class

as much as for the very wealthy. Reduced housing

prices, record-low interest rates and a strong rental

market are key components to the enormous

potential for real estate investors and the agents with

whom they collaborate.

The good news for sellers in today’s real estate

market is that a growing number of focused investors

is available to acquire properties in a timely fashion,

whether for straight sales or in distress situations.

Investors oftentimes help sellers avoid foreclosure and

other credit-damaging situations.

Many experts believe that investment is the key to

not only surviving but thriving in today’s real estate

market. Indeed, nearly one-third — or close to

$300-billion — of 2010’s residential real estate deals

were approached as investment properties, a trend

expected to grow even more in coming years. Thanks

to the current run of well-priced inventory and a

new breed of real estate agents trained specifically in

handling investment properties, real estate investing

has never been easier than it is today.

While seasoned investors have reasonable success

in acquiring worthwhile investment properties, an

experienced, well-trained real estate agent can not only

ease the process but provide the expertise, perspective

and acumen required to build a truly powerful real

estate portfolio. Last winter saw the launch of a new

real estate agent designation, Certified Investor Agent

Specialist (CIAS), which has become one of the fastest-

growing trainings in the real estate industry.

CIASs are specially trained to identify and address

the need’s of real estate investors, from first-timers to

veterans working established portfolios. Many provide

full service, clearly identifying an investor’s individual

goals; locating premium leads; assessing properties for

cash flow, cash-on-cash return, leverage, depreciation

and return on investment; handling all loan and

property paperwork; and closing the deals — often

with as little as a go-ahead from investor clients. These

are particularly powerful tools in the Greater Phoenix

area, where so many properties are available at greatly

reduced prices for a variety of reasons.

CIAS-designated agents in the Greater Phoenix area

are well-attuned to the expansiveness and diversity of

the region and keyed into the various fluctuations and

developments of particular neighborhoods, critical

information when choosing investment properties.

They keep their eyes on the “big picture,” allowing

investors to work with confidence and ease, whether

they are interested in properties for longer-range

rental situations or shorter-term resale.

Many CIAS-designated agents — demonstrating a sharp

eye for value, scrutinizing appreciation trends and rental

climates, evaluating properties as if the monies involved

were their own — are willing to secure rehabilitation

recommendations and quotes on appropriate properties.

Some of these agents are even handling the rehabilitations,

rentals or resale for investor clients, who never have to set

foot inside the properties in question.

portfolio of real estate investments or hold a property

Accredited Buyer’s Representative (ABR) – To achieve this designation, Realtors must complete and pass the exam for a two-full-day course on all aspects of buyer representation and document a qualifying number of buyer transactions. ABRs maintain membership in the Real Estate Buyer’s Agent Council and keep up to date on important developments in buyer agency.

Certified Distressed Property Expert (CDPE) – The CDPE designation is a nationally recognized certification given to agents who have dedicated their time and effort to understanding the issues distressed homeowners are facing. After taking multiple courses and training sessions, the agents are better equipped to deal with entering the distressed property market, including REOs, short sales, pre-foreclosures and working with investors.

Certified Investor Agent Specialist (CIAS) – This is a new designation signifying agents have been trained in the knowledge and tools to evaluate a solid investment property with regard to specific investor goals. The course gives CIAS-designated agents the investment-specific information on cash flow, cash-on-cash return, leverage, depreciation and return on investment.

Certified Luxury Homes Marketing Specialist (CLHMS) – This designation is through The Institute for Luxury Home Marketing, which exists to help buyers and sellers of luxury homes and estates find real estate professionals who specialize in the luxury home market and have completed extensive training to build additional competencies.

Certified Residential Specialist (CR) – With less than 4 percent of agents with this designation, this is the most difficult designation to obtain and is a measure of a high degree of formal education and real-world transactional experience. To obtain a CRS, the agent must attend three two-day classes, pass three exams and provide proof of 25 closed transactions within the last 24 months. While the transaction experience isn’t a huge amount, it does weed out the inexperienced agents and the classes weed out those agents who aren’t dedicated to continuing education.

Graduate Realtor Institute (GRI) – To earn the GRI designation, Realtors must complete more than 90 hours of specialized real estate courses. A Realtor who earns the GRI designation has shown his or her commitment to the industry and toward serving the client.

Seniors Real Estate Specialist (SRES) – This specialized course of study focuses on real estate issues that are important to senior citizens, including retirement, reverse mortgages, downsizing, health care and IRAs. After completing this course, an SRES Realtor is uniquely suited for helping senior citizens and their families with their specialized real estate needs.

T he Valley is a dynamic area filled with all the qualities people are looking for in a place to call

throughout the nation’s fifth-largest metropolitan area. Interstate 10 and U.S 60 connect the city east-west, while Interstate 17 and SR 51 connect north-south. Connecting them and providing convenient access to the area’s expanding suburban developments are encircling highways Loop 101, Loop 202 and, further out, Loop 303.

Offering Valley residents an alternative to relying on their private vehicles, the city’s public transportation is rapidly expanding. To keep up with growth, voters approved a tax in 2004 that will raise approximately $9 billion from 2005 to 2025. Adding that to state and federal transportation funds, a total of $17.6 billion will go toward expanding the Valley’s transportation system.

The newest addition to the Valley’s transportation system is the METRO light rail system, which launched in late 2009. Metro’s 20-mile route extends from Mesa to uptown Phoenix, served by 28 stations, eight park-and-rides and five transit centers for bus connections. It attracts a ridership of approximately 30,000 daily. METRO light rail connects passengers with some of the most significant venues in the Valley, from the Phoenix Art Museum and Chase Field in central Phoenix to Tempe Beach Park and Sun Devil Stadium in Tempe. METRO also makes stops at Phoenix Sky Harbor International Airport.

Nestled in the heart of the desert Southwest, the Valley has it all. It has become known for its great golf, wonderful hiking and outdoor events that include culinary festivals, art walks and desert adventures. T oday’s real estate market has caused both buyers and sellers to rethink their plans and be more

cautious when it comes to their homes. For buyers, it’s meant taking a second and sometimes a third look before committing to a contract. Sellers must consider whether it would be better to wait until the market improves and prices stabilize. The good news is, there are still viable options for both sides.

T he Valley’s housing market is looking up — to condos, townhomes, lofts and high-rises. In fact,

the new catchphrase among real estate professionals is, “There’s no place to go but up.” Condos, high-rises and lofts create a varied inventory of style and prices, starting at $100,000 and topping out at more than $1 million. Suburban condominium communities create an affordable niche in the market, with prices less than the median housing price in most locations, while urban lofts and condos are selling well with prices from the $300,000s and up.

Throughout the Valley, many new townhome, loft and patio communities are under construction or in the planning stages. Financing is still readily available for owner-occupants and many lower-priced condo communities are FHA approved, which allows for minimal down payments up to approximately $400,000 sales price. Many developers are also offering significant sales price concessions or other incentives to attract buyers.

There is a very diverse market for condominiums in the Metro Phoenix area. In the southeast Valley, historic Downtown Chandler is becoming a hot condo market, while upscale condo towers along Tempe Town Lake are making this once small college town a definitive locale for luxury high-rise living.

Scottsdale continues to be a much-sought-after area, particularly with such options as the Scottsdale Waterfront in Old Town and Kierland Commons in North Scottsdale. And Phoenix is experiencing resurgence, with a wide variety of options downtown along the Central Avenue corridor as well as developments in the upscale Biltmore area.

O ne of the fastest-growing urban areas in the United States, Tucson is enjoying a flourishing real

estate market. The area is known for its ideal weather — a sunny, dry climate that makes it very attractive not only for tourists but for people looking to settle. In fact, Tucson’s population is now pushing 1 million and it continues to grow.

Much of the city’s charm lies in its ability to mix the old with the new. While it’s becoming an increasingly progressive city, both its government and residents are still able to successfully preserve its Western history and at the same time protect its natural environment.

The boom in Tucson real estate started in 2004, when total sales volume of homes in the vicinity increased by a little more than 55 percent. In the same year, the number of residential units alone rose from around 960 in November to a whopping 1,200 only one month later.

In today’s market, prices in some areas of Tucson have actually risen slightly, having bottomed early with many investors defaulting from the boom of 2005. Now, multiple offers have been made on the foreclosure

The Tucson luxury home market has seen a decrease in pricing, as builders and homeowners reduced the asking price of their homes. This has resulted in some activity in the market. And the recent opening of the new Ritz-Carlton Resort in Marana has helped bring the luxury homebuyer to the Tucson and Marana real estate market.

Tucson real estate deals also close quicker than the national average. In fact, historical data has shown that

nearly 60 percent of homes in the Tucson area get sold within 30 days of listing. This is attributable to the fact that most Tucson homes are considered to be very good deals for buyers; the city is very livable and the Tucson economy has become conducive to young families, recent graduates and retirees.

While real estate in Tucson, Arizona, can sometimes feel like a “best of times, worst of times” scenario, 2011 sees the market moving increasingly to improved conditions and optimistic forecasts, for both buyers and sellers. With interest rates at all-time lows, reports indicating that the market is in recovery both locally and nationwide, and experts emphatically stating that real estate continues to be one of the country’s most stable, lucrative investments, it’s clear the Arizona marketplace is in the early stages of a powerful rebound.

Though prices are somewhat lower in several Tucson neighborhoods, the good news for sellers is that more Tucson-area homes have sold in 2011’s first quarter than in all of 2010 combined. And they are selling much more quickly than in the past two years, remaining on the market for only about seven months, close to the national average.

Sellers are encouraged to be “increasingly realistic” in their pricing, remaining patient and also informed as

to circumstances that could temporarily affect the sale price of their property, such as a run of bank-owned or distressed homes in their neighborhood. For buyers, the timing could not be better. With prices down by as much as 20 percent from a year ago, more than 30 percent from the 2006 peak, and many sellers deeply motivated, a buyer’s purchase power is stronger than ever. Many experts believe the timing is perfect to view Tucson-area real estate as an investment, purchasing multiple properties, particularly those that can be held longer-term.

Some tips for those looking to enter Tucson from an investor’s perspective include: Go with your instincts over bank valuations or forecasts, calculate the cost per square-foot at open houses, figure how long you’re willing to hold the house (some forecast another moderate drop in prices before stabilizing at prices closer to 2006’s peak market) and consider neighborhood developments and new construction.

Private Funding vs. Bank Funding

Over the past century, the vast majority of

residential real estate sales have been with bank or institutional loans — that is, an individual or family borrows a sum of money to purchase an existing property at its current estimated value, then repays that amount over a fixed period of time. The interest rate for the loan is either fixed at signing or may vary based on a number of market factors. More recently, private funding of single-family home purchases has become increasingly popular, and continues to be a go-to source of funding for real estate investors.

But what are the key components of these loans, or which type is best for you? Each option — a traditional lending institution, like a bank or credit union, or an alternative lender, like a private financier — comes with pros and cons. Ultimately, a buyer must consider his long-range plans (is this a home in which he’ll live for 30 years or, possibly, one of many properties that will be purchased for rapid resale or long-term investment?), closely study each option’s fine print, trust his instinct and, critically, be sure that he can afford the monthly payment.

Pros for Banks: Typically, banks offer the lowest mortgage rates on the market, and today’s interest rates are at all-time lows; traditional loan qualification guidelines lower a borrower’s risk of default; loans can be long-term, spread out over 20-30 years or more.

Cons for Banks: Bank loans have rigid down payment, income verification and credit score requirements; approval is often a lengthy process, sometimes 90-180 days or more; frequently, there are substantial pre-payment penalty fees.

Pros for Private Financing: With no set lending requirements, two parties can come to their own terms; funding can be secured extremely quickly, often in 30-90 days; the loan qualification process is often less complex and time-consuming; costs associated with preparing and closing these loans is often less costly than executing a bank loan.

Cons for Private Financing: These loans traditionally come with higher interest rates; many private loans are short-term, or shorter-term, than bank loans; these loans usually require some type of significant collateral, cross-collateralization, or exit strategy; in the long-run, these loans tend to be more expensive.

Bank loans, with their lower interest rates and longer payback periods, usually suit the first-time homebuyer best, while private funding frequently works better for real estate investors who may rehabilitate and flip multiple properties in a short period of time. Institutional or bank loans offer money only on a property’s current value, while private funding can be arranged to finance a property’s repairs and rehab toward achieving its optimal potential value. — J.
