Oconee Nuclear Station Chemical Treatment Ponds
The waste water/chemical treatment ponds (CTP) have been utilized at Oconee Nuclear Station for the retention of low level radioactive waste since August 1975. The tables attached provide monthly summaries of all inputs to and releases from the CTP.
In August 1975, the first long-lived isotopes in used Powdex resin were identified. Table 1 (attached) lists the spent powdex resin inputs from that time. The activity measured during this early time period was considered to include both that on the resin and that activity in the backwash water. The activity in the water was however, significantly less in magnitude.. In August 1976, the first identifiable tube leak at Oconee occurred in Unit 3. Small amounts of radioactivity were measured in the Powdex resin and backwash water. Activity associated with water inputs to the CTP beginning in November 1976 listed in Table 2 (attached). From this period of time until January 1977, the activity level of the CTP remained very low, permitting the use of limits based on unrestricted releases. In January 1977, an.incident occurred which required large amounts of contaminated liquid to be placed in the CTP. No releases were made from the CTP until March 1977. At this time, the releases were controlled and the activity associated with each release added to the station releases from the normal radioactive effluent release point. This data is included in Table 3 (attached). From September 1977 through January 1978, Oconee Unit 2 operated with a small magnitude primary to secondary leak. After two unsuccessful outages to locate the leaking tube, the leak was finally found and repaired in January 1978. Operation with this leak contributed to the quantities of radionuclides currently present in the CTP. The current inventory of the CTP, through April 1978, is listed in Table 4 (attached). Also included in this table is a comparison of activity with limits derived from the accident criteria contained in our August 24, 1977 and our April 27, 1978 letters. As can be seen by the data contained in Tables 1 and 2, the activity associated with the January 1977 incident was far greater than any other source.
While the limits were originally derived only for powdex, the accident limiting criteria should apply to liquid activity as well. Comparison of original liquid inventory with that removed by demineralizers in early 1977 indicate that a large part of the activity originally associated with the water is now in the sediment. Comparison of an isotopic sample taken from the pond water the week of May 1, 1978, with the current calculated inventory of each isotope indicates that greater than 95% of the pond activity is in the sediment.
Currently, all inputs are monitored.and liquid samples from the CTP are analyzed at least once per week for isotopic content. The ponds are batch released to assure that release limits are not exceeded and that an accurate account of activity in the pond is maintained.

This office has received a copy of your May 16, 1978 request which you filed with the Division of Operating Reactors. The request relates to the installation of a limited number of sleeves in the steam generators .at Oconee Unit Nos. 1, 2 and 3 to verify acceptable sleeve performance under operating conditions. The application was not accompanied by an approval fee as prescribed by Section 170.22 of.10 CFR Part 170 (copy enclosed).. Requests for approvals such as that identified above should be classified in the same manner as applications for i1cense amendments in Section 170.22. Section 170.12(c) requires that your company provide a proposed determination of the amendment (approval) class, state the basis therefor, and subrait the fee with your application for an approval or amendment.
We have determined that the requested.action falls in Class III for Oconee I ($4,000) Class I for Oconee 2 and 3 ($400 each) because the proposed action involves review of a single safety issue. You should forward fees totalling $4,800 promptly to this office Fees are payable to the U.S. Nuclear Regulatory Commission by check, draft, or money order. If after the final evaluation of your application is completed it is determined that it was incorrectly classified, you will be-refunded any overpayment or billed for any additional amount due.
