Regulations for B.Sc. Nursing Degree Course
1. Short Title and Commencement:
These Regulations shall be called ‘The Regulations for B.Sc. Nursing
Degree Course’ . These regulations shall be deemed to have come
into force from the academic year 2008-2009. These regulations are
subject to modifications as may be approved by the Academic Council
from time to time.
2. Eligibility for Admission:
(i) Age limit:
The minimum age for admission shall be 17 years on or before 31st
Dec. of the year of admission.The upper age limit for admission is 35
years
(ii) Cutoff date:
The candidates admitted from 1st September to 31st December of the
academic year shall be registered to take their first year examination,
after fulfillment of the regulations concerned, in the month of August
of next year.(Updated statuary norms shall be followed)
(iii) Qualifying examination:
The minimum educational requirements shall be the passing of:
1). A candidate should have passed in the subjects of PCB and English
Individually and must have obtained a minimum of 45% marks taken
together in PCB at the qualifying examination i.e., (10+2).
2). Candidates are also eligible from State Open School recognized by
State Government and National Institute of Open School (NIOS)
recognized by Central Government having science subjects and English
only.
3). 17 years as on 31st December
4). the candidates belonging to SC/ST or other backward classes, the

marks obtained in PCB taken together in qualifying examination be
40% instead of 45% as stated above
5) English is a compulsory subject in 10+2 for bring eligible for
admission to B.Sc.(N).
6). Any other reservation as per the State Govt. under the reservation
policy
7). Reservation shall be included in the seats sanctioned and not above
it.
(iv) Equivalency for Foreign Nationals who want to study in India: vide
Nursing Educational standards of Indian Nursing Council letter No. 1-
5/2014-INC dated 29.10.2014.
1. If, the foreign nationals (including Nepali, Bangladeshi, and Bhutan)
who are registered nurses and registered nurses and registered
midwives in their own country, they can be admitted for higher
nursing education in India, however they will not be registered to
practice in India. Even no temporary registration will be provided to
them. However they can be admitted to P. B. B.Sc. (N) programme
and M.Sc. (N) except OBG, subject to condition.
2. For admission to ANM, GNM, B.Sc.(N) the entry qualification
equivalency i.e., 12th standard will be obtained from Association of
Indian Universities (AIU). Institution, State Nursing Council,
Universities will be responsible to ensure that the qualification and
eligibility will be equivalent to what has been prescribed by INC
come into effect from the academic year 2015-16.
IV) Selection of Students:
Selection of the candidates should be based on entrance examination
held by University or Competent authority.

(i) Every candidate before admission to the course shall submit a
certificate of medical fitness from an authorized medical officer that the
candidate is physically fit to undergo the academic course
(ii) Married candidates can seek admission to the course provided they
are medically fit.
(iii Eligibility Certificate:
Candidates, who have passed any qualifying examination other than
the Higher Secondary Course examination conducted by the
government of TamilNadu, shall obtain an Eligibility Certificate, from
Chettinad Academy of Research and Education and produce the same
at the time of admission and also remit recognition fee as prescribed.
3. Registration:
A candidate admitted to the Course shall register with the University
by submitting the prescribed application form for registration, duly
filled in along with the prescribed fee, through the Head of the
Institution within the stipulated time.
4. Course of Study:
The duration of the course shall be four academic years. The
candidate for the degree is required to pursue the course on a full time
basis and must complete the course within eight years from the date
of provisional registration.
Improvement of nursing educational standards
A. Specialist who are teaching Non-nursing subject like Anatomy and
Pharmacology Genetics, Nutrition, Sociology, English and Computer
Sciences to be the Examiners.
At least 50% of the non-nursing subject should be taught by the
Nursing Teachers. Teachers who are involved in teaching non-nursing

subjects can be the examiners for the programme.
Teaching shall be done by the Nursing faculty and will be
supplemented by the guest faculty who are Doctors / PG qualification
in the requisite subject, as per the I.N.C. norms.
The principal nursing college will take arrangements for schedule of
teaching programme for non nursing subject by the nursing teachers
and also for the posting of examiners for the programme in
consultation with COE.
5. Commencement of the Course:
The course shall ordinarily commence from 1st October every year and
closure of admission by 31st December every year. The process for
admissions shall start from the month of July. Admission shall be only
once in a year. This is to follow the instructions laid down in Indian
Nursing Council letter No. F.No.1-6/2016-INC dated 20.05.2016 from
the Academic year 2016-2017 on wards.
6. Curriculum:
The curriculum and the syllabus for the course shall be as specified in
the annexure to these regulations.
7. Medium of Instruction:
English shall be the medium of instruction for all the subjects of study
and for examination.
8. Working Days:
Each academic Year shall consist of not less than 240 working days
I) A candidate is required to put in a minimum of 80 % of attendance
in both theory and practical separately in each subject before

admission to the examination
ii) A candidate must have 100 % attendance in each of the practical /
clinical areas before award of degree
III) Amended as that 85% attendance in both theory & Practical
separately in each subject is required before admission to
examinations.
IV) Amended as that 85% attendance in theory, 100% in practicals
and 100% Internship attendance in each subject is required before
admission to university examination
Day scholars : vide Nursing Educational standards of Indian Nursing
Council letter No. 1-5/2014-INC dated 29.10.2014. Day scholars may
be allowed only in some exceptional circumstances. Principal will have
the discretionary power to allow student to come from home. However,
Institution shall have to make the provision for hostel.
10. Condonation of Lack of Attendance:
(i) Discretionary power of condonation of shortage of attendance, up to
a maximum of 10% of minimum attendance prescribed for
admission to the examination rests with the Vice – Chancellor. A
candidate lacking in attendance should submit an application in the
prescribed form and remit the prescribed fee, 15 days prior to
commencement of the theory examination to the Controller of
Examinations, through the Head of the Institution.
Amended that the discretionary power to condone shortage of
attendance, up to a maximum of 5% for admission to the
examinations shall rest with Vice Chancellor.
(ii) The Head of the Department and Head of the Institution should
satisfy themselves on the reasonableness of the candidate’s request

while forwarding the application of the candidate to the Controller of
Examinations, who would obtain the Vice-Chancellor’s approval for
admission to the examination. No application shall be considered, if
it is not forwarded through proper channel.
(iii)The Head of the Institution, while recommending and forwarding
the application for condonation should take into consideration the
following circumstances.
a. Any illness affecting the candidates:- In this case, the candidate
should have submitted to the Head of the Institution a medical
certificate from a registered medical practitioner , soon after
returning to the institution after treatment.
b. Any unforeseen tragedy in the family:- The parent/guardian
should have given in writing, the details for the ward’s absence
to the Head of Institution
(iv)Participation in N.C.C./N.S.S. and other co-curricular activities
representing the institution or university:- The certificate issued by
the officer-in-charge of the student activities concerned certifying
the participation of the student in the events which necessitated the
student’s absence, duly endorsed by Head of Institution.
11. Vacations
3 weeks vacation shall be given in Academic year i.e,
2 weeks in summer
1 week in winter
12. Commencement of the examinations
There shall be two sessions of University examinations in an academic
year, viz., August and February.
From the 2016-17 batch on wards, internal assessment marks shall be
submitted to the Controller of Examination before 3rd week of August

for all UG & PG Nursing Courses. For the first year students of B.Sc
(N)., Examinations, will be conducted during the 3rd week of
September and for the final year students, examination will be
conducted during 3rd week of August . Further, it was also decided to
complete the model exams for the first year before the end of July.
As regards supplementary batch, examinations shall be conducted
during the month of March and internal assessment marks shall be
submitted during the early 2nd week of February for all UG & PG
Nursing Courses from the Academic year 2016-2017 on wards.
University examination can be started from 2nd fortnight of August
from II and IV the B.sc Nursing and for Ist year will start from 2nd week
of September and will be completed by the end of September
12A Appointment of Examiners:
Appointment of examiners for B.Sc. Nursing programs i.e. M.Sc. (N)
qualified faculty can only be made as examiners for nursing and non-
nursing subject that is for Anatomy and Physiology, Psychology,
Biochemistry, Microbiology and Nutrition vide Indian Nursing Council
resolution letter no. F.1 – 5/GB – Cir/2009-INC dated 15.07.2010.
To be an examiner for nursing foundations course faculty having M.Sc
(Nursing) with any specialty shall be considered
13. Cut-off dates for admission to examinations:
The candidates admitted from 1st September to 31 December of the
academic year shall be registered to take their first year examination,

14. Classification of successful candidates
Successful candidates who secure 75% marks or more, 60-74% marks
and 51-59% marks as a course aggregate in the first appearance
taking University theory, practical and viva alone shall be awarded
Distinction, First Class and Second Class respectively.
Successful candidates who secure 75% marks and above as a course
aggregate in the first appearance taking university theory, Practical,
Project evaluation and viva shall alone be awarded Distinction. This will
also apply for award of university rank.
(b) Successful candidates who secure 60% marks and above as a
course aggregate in the university theory, Practical, Project evaluation
and viva shall be award First Class.
All others who secure 50% – 59% in gross percentage will be classified
to have passed in Second Class, even though the gross percentage
exceeds 59% beyond the prescribed period of study.
(a) Successful candidates who secure 75% marks and above as a
course aggregate in the first appearance taking university theory,
Practical, Project evaluation and viva shall alone be awarded
Distinction. This will also apply for award of university rank.
(b) Successful candidates who secure 60% marks and above as a
course aggregate in the university theory, Practical, Project evaluation
and viva shall be award First Class.
All others who secure 50% – 59% in gross percentage will be
classified to have passed in Second Class, even though the gross
percentage exceeds 59% beyond the prescribed period of study.

15. Internal Assessment:
The internal assessment should consist of the following for evaluation
i) Theory ii) Practical iii) Viva
Note: Theory – minimum of 3 internal assessments and the best two
to be considered

Practical should be included in Internal Assessment for
Introduction to Computer Science.
#No institution shall submit average internal marks of the total
students more than 75% i.e. if 40 students are admitted in a course
the average score of the 40 students shall not exceed 75% of total
internal marks.
The internal marks list shall be submitted to the Controller of
Examination of the University through the Head of the Institution
fifteen days prior to the commencement of the University theory
examination. The marks scored by each student shall be displayed in
the notice board, prior to the University Examination. Internal
assessment tests are compulsory and students shall not reappear for
the tests unless otherwise due to unforeseen circumstances. The right
to conduct a repeat internal assessment test for such cases shall rest
with the Head of the concerned Department.
A candidate who is to ‘reappear’ in any subject should be
provided an opportunity to improve his/her internal assessment
marks by conducting a minimum of two examinations in theory and
practical separately and average, be considered for improvement.
16. University Examination:
The examination shall consist of Written Theory papers and Practical

Examinations.
a. Maximum of 5 grace marks for each subject is not permitted,
and grace marks should not exceed 5 marks in total marks for
one academic year in theory paper only.
b. An examiner for collegiate programme should be a lecturer or
above in a college of nursing with M.sc.(N) in concerned subject
and minimum of 3 years of teaching experience.
c. An examiner for B.Sc. (N) programme shall be only M.Sc. (N)
qualified faculty.
d. The number of attempts for examination has been waived off.
However to appear for final year examination, the candidate
shall have cleared all the previous examination,
Unethical practice of taking Service Bonds from students and forcefully
retaining their Original should be stopped immediately. And also
recommended that any such unethical practice of obtaining Service
Bonds / forcibly retaining the original certificates of students comes to
the notice of the Indian Nursing Council, and then in that event the
council would be forced to take a penal action against such erring
nursing educational institution.
E. Total number of procedures for each year must be completed 2
weeks prior to university examination.If required procedures are
not completed by this time, the students shall not be allowed to
appear for the written examination.

18. Marks qualifying for a Pass:
i) Internal Assessment (I.A.) 50 % of the allotted I.A.marks in
both theory and practical separately
ii) Theory papers – 50%
iii) English – 40%
iv) Practicals – 50%
v) Overall aggregate – 50%
vi) A candidate must acquire 50% of the allotted Internal
Assessment marks in theory and
II) A candidate failing in Internal Assessment in more than two
subjects shall not be permitted to appear for the University exams
in those subjects.
vii) A candidate has to pass in theory and practical exam
separately in each of the paper.
viii) If a candidate fails in either theory or practical paper he / she
has to re-appear for both the papers (Theory & practical).
ix) Maximum number of attempts permitted for each paper (Theory &
practical together) is five including first attempt. (1+5)

The number of attempts for B.Sc. Nursing program
examinations shall be increased from 1+2 to 1+4 with
effect from 2010 – 11.
Students are permitted to carry over subjects from first yr up to
third year. They will be allowed to take up 4th yr exam only after
clearing all their arrears.
xi) The maximum period to complete the course successfully should
not exceed 8 years.
19. Revaluation of answer papers
There shall be no revaluation of answer papers of failed candidates.
Failed candidates are however permitted to apply to the University
within fifteen days of publication of the results for retotalling of
their answer papers.
20. Temporary break of study
(a) A candidate is not normally permitted to temporarily break the
study.
(b) If a candidate is continuously absent from the institute for four or
more weeks,
i) having notified the Dean/Principal within this period, this
absence shall be treated as “Temporary Break of Study”.
ii) without notifying the Dean/Principal, his/her name will be
removed from the
Institute rolls.
(c) If a candidate is compelled to temporarily break study for valid
reasons (such as accident or hospitalization due to prolonged ill
health), he/she shall apply for condonation of the same to the
Dean/Principal through the Head of the Department.
(d) For condonable break of study
i. if the lack of attendance is within condonable limits as per Clause
16
No. 10 & 11, the
candidate shall be permitted to write the examination for the
current year.
ii. if there is non-condonable lack of attendance, the candidate shall
rejoin the program
at the respective year after the break and shall be governed
by the rules and regulations in force at the time of rejoining.
(e) The total period for completion of the programme reckoned from
the commencement of the year to which the candidate was first
admitted shall not exceed the maximum period specified in Clause
No.5 irrespective of the period of break of study in order that he/she
may be qualified for the award of the degree.
(f) In any case, a candidate shall be permitted to temporarily break
the study only once during the entire duration of the program. The
candidate shall forfeit the registration in case of a Second break or in
case of a non-condonable break of study.
(g) Without prejudice to the above rules, the candidate who has
completed the attendance requirement for a year but has
proceeded on a condonable break of study without appearing for
the University Examination shall be permitted to appear for the
examinations without repeating the year and thereafter continue
the subsequent year.
(h) Transcript: vide Indian Nursing Council resolution letter no. F.1 –
5/GB – Cir/2009-INC dated 15.07.2010. The Nursing Institution to
issue the transcript upon completion of course and to submit one
single copy of transcript per batch to respective State Nursing and
midwifery registration council. (w.e.f.2015-16)
