INTRODUCTION

North Maluku Province has an area in the WPPNRI 715, 716 and 717 which is a potential area for national tuna production. The WPPNRI is included in the Plan for Management of Fisheries for tuna (RPP-TCT) which have been stipulated in the Decree of the Minister of Maritime Affairs and Fisheries Number 107 / KEPMEN-KP / 2015. RPP-TCT requires that we carry out responsible fisheries management, by ensuring the quality, diversity and availability of sustainable fish resources. To realize this, good governance is a prerequisite for achieving the mission of achieving sustainable sovereignty of fish food for the welfare of the Indonesian people. Improving data quality and information about TCT fisheries that are valid and real-time are the initial strategies in starting fisheries management. Estimating fish stocks to achieve sustainability cannot be achieved with bad data. The involvement of all stakeholders is very necessary also in providing good data and information. So that good data will determine the right policy. Establishing a fish utilization strategy (Harvest Strategy) is one step in tuna management in Indonesia and also as a condition in achieving Marine Stewardship Council (MSC) certification. The North Maluku Province Marine and Fisheries Service in collaboration with the Indonesian Society and Fisheries Foundation (MDPI) with the Wildlife Conservation Society (WCS) with funding from USAID SEA (Sustainable Ecosystems Advanced) Project has formed a Joint Management Committee for Tuna, Cakalang and Cob Fishing Fisheries in territorial waters of North Maluku Province (Co-Management) based on North Maluku DKP Decree Number 523/121 / DKP. The Co-Management aims to build collaborative collaboration between related stakeholders in managing fisheries by improving data management, information and a good understanding of the status of fish stocks in order to achieve sustainable management of tuna, skipjack and tuna fisheries in North Maluku Province in order to strengthen commodity competitiveness fishery products in the global market, ensure the availability of data that is correct, accurate and timely. For this reason, it is deemed necessary to conduct a meeting again to find out the results of the action plan agreed upon at the previous meeting. The Regular Meeting III was also conducted to re-coordinate future collaborative work needed and share information regarding the development of tuna fisheries management in Indonesia as well as in Regional Fisheries Management (RFMO) areas.

OBJECTIVES The objectives of this meeting are: 1. Coordinate the joint work needed in carrying out the duties and functions of the Joint

Management and Data-Fisheries Data Committee of North Maluku Province 2. Knowing the progress of the achievements and challenges of the action plan of the Joint Management and Data of Fisheries-TCT Committee of North Maluku Province 3. Knowing the progress of the data collection program and registration of fishing boats and how to obtain the data that has been collected. 4. Socialize the framework of the Fish Utilization Strategy (Harvest Strategy) in the WPPNRI 713, 714 and 715 archipelagic waters and the current policy for installing FADs. 5. To socialize the way of handling fish that is good on board (CPIB) and the system of certification of human rights (HAM) in fisheries and small fisheries. 6. Compile and discuss the Joint Management Committee action plan for the next 6 (six) months in supporting TCT fisheries management in North Maluku Province SUMMARY AGENDA

The agenda was update and discuss about meeting committee in advance. Update action plan progress like data collection progress by MDPI doing to support DKP Province, FGD fisheries sertifications, achievement and issue about vessel registration (small scale) and CPIB socialization by Dit KAPI and BKIPM. The participants were enthusiastic followed the meeting. For the further, tax office will support NPWP number for fishermen as the

requirement for BPKP making. PPN also explain to fishermen about how to get CPIB certification. For the further, hopefully BPKP can establish by support requirments from UPP/KSOP, tax office, etc., and also the fishemen can get CPIB. Another than that, SEA project also support fishemen to get KUSUKA and insurence THE PARTICIPANTS The meeting was attend by 54 participants with 43 men, and 11 women. Participants

consisted of agencies Dit PSDI DJPT-KKP, Dit KAPI DJPT-KKP, DKP North Maluku

Province, DKP South Halmahera Regency, DKP Central Halmahera Regency, DKP Morotai

Regency, DKP Ternate City, Nusantara Fisheries Port Ternate, KSOP Ternate, UPP Bacan,

Khairun University, Privat sectors, AP2HI, MDPI, WCS, WWF, Supplier Bacan, Ternate,

Morotai, Bacan Fishermen, Ternate, Morotai and Bisa Island.

- Pak Abdullah ask forgiveness that head of DKP can not attend, in order has agenda in Jakarta

- He said very thankfully for supporting DKP to MDPI and SEA Project for fishermen in North Maluku

- He was also said that we should increase our collaboration together for managing fisheries in North Maluku

- Forgiveness from MDPI that pak Saut Tampubolon (Executive Director, MDPI) can not join, because has meeting in Jakarta

- Very thankfully to all participants/stakeholder that support the agenda and programs for supporting fisheries program, that lead by DKP Province in North Maluku

PRESENTATION

Update of Achievements and Chalanges Management Committee the Action Plan of Fisheries Data and Iinformation (KPDP) TCT North Maluku Province by head of Capture Fisheries

- DKP has strategic policy ; 1. Integrated development of fisheries industrialization to stimulate optimization of

management and utilization of fisheries resources 2. Fisheries export development 5 Competitive Commodities of Tuna, Claws,

Groupers, Vaname Shrimp and Seaweed. 3. Optimization of fishing industry facilities. 4. Provision of electricity supply to fishery production centers according to needs 5. Optimization of fisheries business facilities optimally, especially for 5 superior

fishery commodities (tuna, grasshopper, grouper, seaweed and vaname shrimp). 6. Improved operations and monitoring facilities in the context of preventing IUU

Fishing in North Maluku waters. 7. Modernization of high-tech fishing fleets 8. Encouraging fishermen's welfare through the creation of a new fisheries center

- Total members Fair Trade (FT) Fisher Asociation (FA) in North Maluku is 120 fishermen.

- 1 FA in Ternate, 29 members - 2 FA in Bacan, 39 Members - 3 FA in Bisa Island, 52 members - All premium FT in North Maluku until September 2018, is Rp.77.790.700

- Accoring the data that MDPI Collect, the composition of small and big tuna cacth fishermen is 56 % adult tuna, and 44% Juvenil Tuna

- Database I-FISH can access by DKP to monitor the data that collecting by MDPI

Harvest Strategy (HS) Framework in FMA 713, 714 and 715 area (by Bu Sofi, Dit PSDI-KKP)

- HS according Campbell Davies is A fisheries management approach agreed to monitor and review a fishery; adjust the level of fishing and Use specific management actions based on the harvest control rule to achieve management objectives

- The component of HS ;

- There have been 2 (two) harvest strategy candidates namely:

a. Harvest strategy is based on Catch indicators per Effort Unit (CPUE); and b. Harvest strategy is arranged based on size distribution

- The Summary of HS ; a. Harvest Strategy can only be made by the Government and only 1 (one) HS.

Provinces and NGOs etc. have the task of collecting standard data to be analyzed through the Operating model

b. There needs to be regular meetings at the Center to analyze the data. If the HS 0.2 number and so on can be determined how many years from these numbers the stock can recover then all stakeholders must be able to decide we want to use HS numbers together. Of course it must be compatible with WCPFC if the species turns out to be the same population

c. The current HS is still in trial. If the HS number is found later there will be a limit on how many YF and SKJ can be harvested in the Islands Region.

Socialization System and HAM certification (Iqbal, Dit. KAPI-KKP)

- Certification Objectives: to ensure compliance of Fisheries Entrepreneurs in implementing the Fisheries Human Rights System.

- The Fisheries Human Rights Certificate is issued only for Fisheries Entrepreneurs who PASS certification, which is stipulated by the Fisheries Human Rights Team, is valid for 3 years.

- Only applies to fishermen on size boats above 30 GT - For MDPI supporting activities in North Maluku, there is no boat above 30 GT, only

small scale fishers

- Supplier Certification Procedure (How to Handle Good Fish / CPIB)

- KAPI has 2 duties for CPIB, it’s from head of fishing port ; a. Training people, to get fish handling certification b. Vessel inspection -> Port otority inspection the way vessel unloading

- UPI/Koperasi advisable to coordinate so that the fishermen can be inspected, and the people trained

- If on the boat/vessel there is mre than one person, fish handling certification just for 1 person, no need to all fisher on the boat.
