Equal Protection
Clause o the 14th
amendment o the
U.S. Constitution
prohibits states romdenying any person
within its jurisdiction
the equal protection
o the laws. In other
words, the laws o
a state must treat
an individual in thesame manner as
others in similar
conditions and
c i r c u m s t a n c e s .
The equal protection clause is not intended to provideequality among individuals or classes but onlyequal application o the laws. Thus, Selective Service
regulations and procedures treat all men who are
similarly situated uniormly, so there is no discrimination
in the drats application.
Ater the speech the Director answered questions rom
the students. It was a wonderul opportunity or the
Director to reach the college age audience and explain
to them the mission o Selective Service System and the
Registration requirement.

agency and also
incorporated how
Selective Service ties
into our Bill o Rights
and Constitution.Some highlights
rom Mr. Romos
speech are:
the Federal courts pay great deerence to congress
in its constitutional action under article 8 to raise andsupport armies . . . and to provide and maintain anavy. So when Selective Service began registration
o men in 1980, the Supreme Court held that male-
only registration was constitutional because congress
could exclude emales i it chose. Further, a mans
rst amendment right to religious belies and practice
is protected under a drat with Conscientious Objector
(CO) status.
Selective Service oers an Alternative Service Program
in which COs perorm their two years o service in thecommunity instead o in the military. An example o how
the tenth amendment is observed by Selective Serviceis ound in its partnership with 40 states, 4 territories,
and the District o Columbia. Their Departments o
Motor Vehicles support ederal registration by enacting
ordinances allowing young men to register by checking
a box on their drivers license application or denyingthem a state license. Here is a case where a state
privilege is reely placed in support o a ederal law.
We have an inherently state right partnered with the
U.S. government voluntarily to aid compliance with a
ederal law. Although not part o the Bill o Rights, The

BG (Ret.) Manuel R. Flores, State Director or Virginia,
and ormer RFO and now Director o the Virginia State
Resource Volunteer (SRV) Program, and COL (Ret.)
Robert Archer, attended the meeting o the Military
Ocers Association o America (MOAA), Southwest
Virginia Chapter on April 18, 2013 in Salem, Virginia. BGFlores presented the current status and pending issues
pertaining to the Selective Service System. Signicant
comments by the membership surrounded the issue o
the current Virginia stang (RFOs) and the amount o
workload associated with the Readiness and Training
Mission required to have the state ready to answer themobilization call. As a result, particular interest was
expressed in oering help to support the SRV Program.
Details were provided on how to become a member.
The MOAA members present were very interested
and signicantly concerned with the issue o thepending House Bill H.R. 987 and expressed a desire to
collectively endorse a resolution to retain the Selective
Service System. The resolution will be developed and
presented to the National President o MOAA at theVirginia Council o Chapters Congressional Luncheon
to be held in Washington, D.C. on May 21, 2013.

Again this year the Army, Navy & Air Force Veterans in
Canada United States Unit held its induction o new
members, scholarship award,
and Director Romo remarks
at a 7:00AM breakast at the
Washington Hilton Hotel in DC onFebruary 25, 2013. These activities
were ollowed by the traditional
gravesite wreath-laying or GEN
Lewis B. Hershey at Arlington
National Cemetery. This annual
tradition honoring GEN Hersheybegan many, many years ago by
the American Legion members
who were also employees o the
Selective Service System. The
Hershey Chapter o the Reserve
Ocers Association (ROA) hasco-hosted this event annually with
Associate Director Dick Flahavan
as a member o the ROA Hershey
Chapter. There was also an
additional connection between
Selective Service and ANAVICUS.
GEN Hershey served as Presidento the U.S. Unit rom 1953 through
his death in 1977. Both Director
Romo and Dick Flahavan are
current members o ANAVICUS.

RFO Meeting
The Reserve Force Ocers ( RFO) Brieng was
conducted on April 19, 2013, at the National
Headquarters o the Selective Service System (SSS).
The purpose o the meeting was to provide inormationto Naval Detachment 125, Washington, DC which
consisted o 30 Naval Ocers and senior sta. Each othe SSS Directorates presented a brieng and provided
inormation to the Sailors on Operations, Financial
Management, Public Intergovernmental Aairs, and
Military Human Resources.
The training was ollowed by an awards ceremony
where Director Romo presented the Deense Meritorious
Service Medal to CDR Mike Lesher, Unit Executive
Ocer, Region III and to CDR Dana Dobrenchuk, Region
II Lead Navy RFO on the occasion o their retirements.
Together these retired career service members have
more than 50 years o service to the United States Navyand the Nation.
This event was part o a larger semi-annual, 4-day
training event or NR SELSERV SYS 125, with the
balance o the time spent at Joint Base Andrews, where
the unit conducted RFO training, Navy training, andoverall readiness sessions.

On April 26, 2013, LTC Winston Ling,Detachment Commander Hawaii gave a
presentation on the Selective Service System
to the Rotary Club o Downtown Honolulu
at the Pacic Club ollowed by a question
and answer session. In his presentation,
LTC Ling added Hawaii historical materials
including pictures o Hawaii Selective
Service ocials and inductees rom WorldWar I & II, and Proclamations rom World
War I & II rom the territorial governors
and President Franklin Delano Roosevelt.
There were about 20 Rotarians present who
listened intently to the inormative brieng

II Headquarters. He stopped by the oces while
attending the RV Airstream Region Rally at Stone

SSS Public and Intergovernmental Aairs Directorate
(PIA) conducts Focus Group and Outreach meetings
each year, typically in three markets. The marketselections mirror metropolitan areas doing poorly
in registration compliance. The ocus groups test
awareness o the registration requirement, how the
participants eel about the requirement, and identiywhich advertising print materials, radio spots, and
social media provide the best registration messages
to the target audience. In each city PIA tests 18-19
year old males, culturally diverse groups, and high
school dropouts. Each year, 10 days o outreach and
ocus group eorts yield up to 85 meetings with social
service agencies, immigration and reugee services
organizations, churches, youth clubs, troubled youth,athletic clubs, minority ethnic organizations, high
schools, etc. This year PIA traveled to Portland, OR
and Las Vegas, NV; and Chicago, IL; and in June will
be in Boston, MA.

Dallas on April 24, 2013 at the Latino Cultural Center.
There were approximately 150 students in attendance.

attended the 73rd Annual National School Boards
Association (NSBA) Conerence held in San Diego on April
13-14, 2013. LTC Richard Gurr and CWO Mark Anning
spoke with school board members, superintendents,
and district administrative sta. They were able to talkto the attendees regarding the requirement to register
or all males 18 to 25 and the benets that young men
may lose i they do

Region II conducted New Ocer/State Director Training
at the Region II Headquarters during April 18-21, trainingnewly-assigned Navy and Reserve Force Ocers rom
Regions I, II, and III. Initial Board Member Training was
held on Saturday and included the newly-appointed
Georgia Board Members. Fiteen Reserve Ocers and
nine Board Members attended the class.

Deputy Director Edward Allard was asked to speak to two Honor Flights
consisting o veterans rom Viet Nam, Korea, and WWII. Mr. Allard met with
the veterans at both Ronald Reagan Airport then later at the WWII Memorial
on the Mall between Lincoln and the Washington Monument. Deputy Allard
said it was indeed a true honor to meet such ne patriots and to thank themor their outstanding and selfess service to our Nation.
The Massachusetts American Legion newsletter addressed SSS Board Member vacancies in Massachusetts.
SSS RFO CW Ken Coburn ensured that it was in the newsletter in order to get as much visibility as possible.
Local Board members are appointed by the Director o the Selective Service in the name o the President,
on recommendation made by Governor o the Commonwealth or State. Some requirements to be a boardmember are:
U.S. Citizen
At least 18 years old
Not a retired or active member of the Armed Forces or any Reserve component
Live in the area where the board has jurisdiction

The Director presented Mr. Georey Garner, civilian EEO
Ocer at USMEPCOM, the Selective Service Systems
Meritorious Service Award. Mr. Garner conducted several
equal employment opportunity
training seminars or both SSS
managers and employees at NHQ
and our eld acilities as part o an
interagency agreement between
SSS and USMEPCOM. Mr. Garners
willingness to conduct training,
with little notication and at very
minimal cost to the SSS was crucialor the Agencys budget and or the
benet o the Agencys entire ull
time workorce. Both the employees
and managers had very positive
eedback concerning the training.

Retired Region II Operations Ofcer Adopts Bomb Dog
Beverly DeLong, retired Region II Operations Manager, has adopted Healey a ormer bomb dog or the U.S. Departmen
o Homeland Security. Dogs like Healey, are named ater 9/11 victims. She was named ater LT Michael Healey, a NY
City Fireghter who was a rst responder. Mrs. DeLong stated, We already love her and we just got her April 6, 2013.

Mr. Mucio Yslas has been
the state director or the
Selective Service System
in New Mexico or 33
years. At one time NewMexicos registration rate
was seven points below
the national average
ranking New Mexico 42nd
among states. Today, New
Mexicos registration rate
is 97 percent, consistentlyranking New Mexico among
the top states, year ater
year. Mr. Yslas played a
large role in this dramatic
increase in registration. He
tirelessly worked or Drivers License Legislation* (DLL)
to be passed in New Mexico. His eorts have paido and the Selective Service System considers itsel
ortunate to have state directors like Mucio Yslas, who
are passionate about their dedication to public service.

*DLL is when the states Department o Public Saety
or Motor Vehicles to include a consent statement on alapplications or renewals or drivers permits, licenses
and identication cards. The statement tells the applican
that by submitting the application he is consenting to
his registration with the SSS, i so required by Federa
law. Females are not required to register with SSS
under current law. Men 26 years o age or beyond are
too old to register. Transmission o applicant data to theSSS is accomplished electronically through an existing
arrangement each state has with the data sharing
system o the American Association o Motor Vehicle
Administrators (AAMVAnet) at no extra cost to the state.

Matthew Tittmann returns to the agency ater serving
here in the 90s as the MilPers Chie, EEO Director and
special assistant to PIA. Following a tour with DOD
Reserve Aairs-ESGR, he retired rom the military in
2004. He then served in a number o civilian assignments
at DODs BRAC Joint Service Group, the Army BRAC
Implementation Oce, the United States SecurityAssistance Command, and most recently, the Deense
Media Activity at Fort Meade , Md.
He lives in Arlington, Va. with his wie Jill, also retired rom
the Army and a current civilian with the National Institute
o Health, Cancer Institute. They have two dogs and a
Macaw parrot. They enjoy movies, music, and travel. Intheir spare time, they are renovating an 1880 Victorian
house in Lewes, Delaware.
He said, hes happy to be back, see old riends, and have
the opportunity to work or a consummate proessional
like Dick Flahavan . He also commented, Registration,

Mr. Michael E. Young recently joined the SSS team asa Senior Program Analyst in the Planning, Reclassiyand Training Division, Operations Directorate. He was
born and raised in South Carolina. He graduated romSpartanburg High School in May 1983 and joined the U.S.Navy attending basic training in Orlando, FL in Dec 1983.
He attended Quartermaster A school in Orlando, Fl.,and his rst duty assignment was the USS Dewey (DDG-

45) in Charleston, SC. rom Mar 1984-Nov 1987. Hespent 20 years in the U.S. Navy, traveling to over 20countries and stationed in 4 dierent states in the United
States. He retired in Jun 2004 ater completing 20 yearso Honorable Service as a Quartermaster Chie PettyOcer.
Mr. Youngs academic achievements include a MasteDegree in Public Administration rom Troy StateUniversity and a Bachelor Degree in Criminal Justicerom Saint Leo University. His teaching experiencesinclude the Master Training Specialist (MTS) whileteaching in the Navy at EWTGLANT in Virginia Beachand at the Coast Guard training center in Yorktown, VAand with Military Sealit Command (MSC) in Norolk, Va

Ms. Pauline Wang joined the Selective Service System
as the Accounting Ocer, Financial Management
Directorate. She has over twenty-ve years experience
in Federal Government Financial Management, Grant
Management, data analysis, and the development oaccounting policy and procedures, compliance with
auditing and internal control requirements. Previously
employed by the Department o Housing and Urban
Development where she gained a wealth o knowledge in
Federal Accounting by working in the oces o Multiamily,
Single Family and the
Chie Financing Ocer.
For the past thirteen
years, she worked on
various ederal grants
or the AccountingOce o the Chie
Financing Ocer as the
Senior Accountant. She
perormed cash and
obligation analysis or
all areas aecting the
grant and impacting
the audit on a monthly
basis. In addition,
Ms. Wang perormed
direct analysis andreconciliation on Accounts Receivable and Accounts
Payable that impacted the nancial statements on a
quarterly and annual basis. She also has an expert
knowledge o Treasury and OMBs requirements, as well
as experience in working with Financial Institutions and
State Agencies. Her duties included, but not limited to,
reconciling und balance with Treasury; preparing journal
vouchers or interest accruals on Treasury Borrowings
and manual accounting adjustment to the Core
Financial System. Her diverse nancial experience has

Pauline Wang has a BS in Accounting rom the
University o Caliornia State at Fresno and a MS inAccounting Inormation System rom Strayer University

a Certied Government Financial Management (CGFM
rom the Association o Government Accountant (AGA)
In her spare time, she enjoys
jazzercise, gardening
ballroom dancing and
spending time with amily
