Aquaculture Development• Are there plans to import exotic species for aquaculture?

There are plans/projects for growing African catfish and tilapia-producers have shown interest for growing exotic species in closed intensive systems - utilisation of water from geothermal springs, but the main problem is the legal obstacle – rigid law- Nature Conservation Act – introduction of new species represents danger for domestic fish species – import/cultivation is not allowed.

Aquaculture Development• To what extent are efforts towards developing the sector included in

government policy and planning?

Efforts are intensified gradually over the last few years.

It is necessary to establish a support system compatible with the EU in the forthcoming period.

Aquaculture Development• What actions has the private sector (fish farmer organizations,

individual aquafarmers, banks and other sources of finance, other players) taken to support aquaculture development?

• Usually, aquafarmers have to rely on themselves.

• Bank loans and other sources are of very limited availability.

aquaculture sector?

• Establishing of a sector of Industrial Fisheries within the Ministry of Agriculture and Environment

• Establishing of Fund for the Development of commercial fishing

Aquaculture Development• What are the key constraints to national aquaculture development?

• There is no Fisheries Fund, which would be directly responsible for the financial support to this sector.

• There is no law on fisheries since the previous repealed. • Aquaculture is regulated by the the Law on Animal Husbandry and

fishery by the Law on protection and the sustainable use of fish resources.

• Law of veterinary matters regulates aquatic animal health protection.

• Still no bylaws.

Aquaculture Promotion• What are the main aquaculture products that can be promoted in

international and/or domestic markets?

• The main products of aquaculture for int/dom markets– frozen and smoked chops carp and trout, – semi-processed fish products, – other fish products

Aquaculture Promotion• What are the main aquaculture products that can be promoted in

international and/or domestic markets?

• Planned measures for the period 2014-2018 years should result in establishing a system for the promotion of agricultural products in accordance with EU regulations that will enable organizations in Republic of Serbia obtaining financial support for the promotion programs, with the aim of achieving market development and strengthen the image of agriculture and food product.

• EU regulation (or regulation) which harmonizes with (main rule)• Council Regulation (EC) No 3/2008 of 17 December 2007 on information provision and promotion measures for

agricultural products on the internal market and in third countries• The provisions of Regulation no. 3/2008 of the European Council relating to the subject matter and scope of

application information and promotion measures for agricultural products, the body responsible for the implementation of measures for the information and promotion, development, referral, selection, monitoring and financing of information and promotion measures for agricultural products

• Commission Regulation (EC) No 501/2008 of 5 June 2008 laying down detailed rules for the application of Council Regulation (EC) No 3/2008 on information provision and promotion measures for agricultural products on the internal market and in third countries

• Commission Regulation no. 501/2008 specifically defines the appointment of competent authorities for promotional measures, the selection of the program by the Commission and a list of topics and products which are implemented promotional measures.

Aquaculture Promotion• What actions has government (national, state, local) taken to

promote aquaculture development and the sale of aquaculture products?

Veterinary Directorate recognise needs to have person who will deal with aquatic animal diseases only, within the Department of animal health, so this is in some way first step in proces of developing this section.

Aquaculture Promotion• To what extent is aquaculture promotion included in government

policy and planning?• In the domestic legislation of the Republic of Serbia there is no legal framework

regulating the field of the promotion of agricultural products. But in addition, in the previous period, certain promoting measures for agricultural products were carried out.

• Due to the recognized importance of promotion, every year the Budget Law RS certain funds have been provided for financing activities for the promotion of agricultural products. In the IPA II implementation project that Ministry proposed, Capacity building for implementation and further development of the legislative framework in the field of marketing , supervision and control of production and processing and certification of organic products, the quality policy and the promotion of agricultural products. "This project aims to train employees, drafting bylaws and establish a system to promote agricultural products in accordance with EU requirements. During the year 2016 is expected to start the secondary legislation in this field.

Aquaculture Promotion• Who is mandated to promote aquaculture/aquaculture products (and

is a budget earmarked)

• Department of Agricultural Policy and the Group for the quality and food labeling has been identified as the holder of these businesses.

• • The agricultural budget for 2014 does not include funds for the

promotion of agricultural and food products, not even aquaculture/ aquaculture products.

Aquaculture Promotion• What actions has the private sector (fish farmer organizations,

individual aquafarmers, fish processors and sellers, other players) taken to promote aquaculture development and the consumption of aquaculture products?

• Individual marketing activities (individual companies promote their products on television, or a special program of new products)

• Marketing activities by Group of Fisheries in the Chamber of Commerce (public information regarding importance of consuming fish products and their impact on health, etc.)

• Marketing activities of the Department of Information and Media Relations within Chamber of commerce.

Aquaculture Promotion• What are key actions need to be done to promote the national

aquaculture sector?

• Adoption of the Law on the Organisation of the market for agricultural products will provide the legal basis for the adoption of secondary legislation in the field of promotion of agricultural products. The completion of the drafting of this legislation is planned for the end of 2015.

• Promotion of agricultural products and the implementation of public procurement in accordance with the Law on Public Procurement ("Official Gazette of RS", No. 124/2012).

• Since the transposition of EU legislation in this area is not fully completed, the establishment of a harmonized system of promotion of agricultural products depend on the harmonization of legislation in this area.

Aquaculture Promotion• What are key actions need to be done to promote the national

aquaculture sector?

• The media popularize the use of fish in the diet because the consumption of fish from 5 to 7 kg per year is very low.

• Indirect assistance in presenting their products to the EU fairs. Because it stimulates the production of exports.

• Popularisation of sport fishing on small fish farms which have restaurants and opportunities for giving daily permission for fishing in the ponds.

• SIPPO agency that popularize the import of foreign products in Switzerland and in the EU
