Meeting Summary
I. Introductions - Chair Vernon Chambers, Harris County Transit, welcomed the group and started the
meeting with an introduction. Sixteen (16) people attended the meeting in-person, 4 members
participated by conference call. The quorum requirement of 8 members present was met.
II. Public Comments – There were no public comments.
III. Approval of RTCS Meeting Summary – The chair called for comments or revisions regarding the RTCS
Meeting Summary from April 13, 2017, none were offered. The April 2017 Meeting Summary was
approved.

IV. Regionally Coordinated Transportation Plan (RCTP) Updates - Mr. Kari Hackett, H-GAC, briefed the
committee members on the following two items:
• Public Outreach – Phase Two Report - Mr. Hackett presented the highlights of the June
2017 public outreach meetings for the RCTP update. He thanked the transit operators and
the committee members for their involvement in encouraging people to attend the
meetings. The summary of that public outreach report is included with the Gulf Coast
Regionally Coordinated Transportation Plan (RCTP) documents as Appendix I. The RCTP
documents are available on the project website at www.ridethegulfcoast.com.
• Revised Draft RCTP Final Report – Mr. Hackett gave a brief presentation on the highlights
and revisions to the draft RCTP Final Report. After the presentation, he indicated that the
next steps will be to implement the recommendations. He encouraged everyone to work
together to make that a reality. The chair thanked Mr. Hackett and H-GAC staff for all the
hard work they put in to develop the plan. She also thanked the transit operators and non-
profit organizations for their coordination efforts. Mr. James Hollis, on behalf of Connect
Transit, commended H-GAC staff for their good work on the plan.
V. Action Item: Request for Approval of the updated Gulf Coast RCTP – The 2017 update to the Gulf
Coast RCTP was unanimously approved.
VI. Information Item: Regional Transportation Plan (RTP)/Transportation Improvement Program (TIP)
Investment Priorities– Mr. David Wurdlow gave a presentation on RTP Strategies and Investment
priorities. He asked the committee members about their priority projects for investment. The chair
indicated that she would like to see a resource database implemented for the region. Clarification
was provided that the first phase of implementing a regional resource database would be met with
the implementation of the Regional Trip Planner using the Google Transit software platform. That
effort is in process. A second phase will involve the development of an online interactive resource
database.
VII. Agency Reports – Each participant was provided an opportunity to update the RTCS on their
organization’s transportation services. Audio recordings of the RTCS Meetings including the Agency
Reports are maintained at H-GAC.
