1. RideKC Employer Pass Program

Currently, two separate employer pass programs

KCATA - TRIP and Johnson County - JO Passport

$4 discount on 31 day passes - if matched by employer

Last year, 25,292 passes were sold

- TRIP: 20,851 JO Passport: 4,441

Increasing the discount by $1 will cost ~ $25,292

Increase can be offset by additional pass sales

– Approximately 47 added passes each month

1. RideKC Employer Pass ProgramPolicy Recommendation

Consolidate KCATA TRIP and JO Passport Programs

Transit providers provide $5 discount on every 31 Day pass

Employers must provide minimum $5 subsidy

– Minimum 20% discount on 31-Day Local Service Pass

Employers can buy as many 31-Day passes as necessary

Employers partner with KCATA to market to employees

1. RideKC Employer Pass ProgramCommuter Tax Benefits

Employer Tax Savings– Transit program is a tax-free fringe benefit

– Up to $255 per employee for transit expenses – Up to $255 per employee for qualified parking– If transit costs less than parking, employers save more

– Can save in payroll taxes

Employee Savings– May receive up to $255 tax free for transit, vanpool or qualified

parking expenses, or– Employees pay for the transit passes with pre-tax income, or– A combination of both

2. University (U-Pass) ProgramUpdate Policy

Structured for larger educational institutions (>500 students)Annual agreement – unlimited student rides with just ID cardCost is negotiated to maintain consistent revenue per boardingFee charged may reflect level of transit service and usage Contracts may include additional costs for new passenger amenities, service extensions, provision of passes, etc.

3. RideKC Student Pass Program

New Program - Discount 31-Day pass program– Similar to RideKC Employer Pass Program

– Focus on smaller institutions or areas with less transit service

Institutions can buy, in bulk, as many 31-Day passes as necessary

Institutions partner with KCATA to market program

Transit agencies will offer a $5 discount on each pass

Institutions must provide a minimum $5 subsidy on each pass– Applies to all pass types (local, express, reduced fare, etc.)

– Example: 31-Day Local Bus Pass will sell for $40 (20% saving)
