Holcim Philippines, Inc.-La Union Plant in Brgy. Quirino, Bacnotan, La Union and
Northern Cement Corp. in Brgy. Labayug, Sison, Pangasinan are the major players
in the cement manufacture. Among the metallic minerals found in the region is the
copper ore. The commodity is found in Pangasinan and Ilocos Norte.
Construction sand and gravel are exported in Japan and Singapore; the Luna
pebbles and decorative stones in South Korea, Malaysia, USA/Hawaii, France, and
Kingdom of Saudi Arabia while Zeolite and Bentonite are supplied in Japan.
Serving as conduits for the commercial disposal of high-value multi-coloured pebble
deposits to neighbouring Asian countries are duly accredited dealers by the MGB.

NARRATIVE REPORT OF ACCOMPLISHMENT GENERAL ADMINISTRATION AND SUPPORT SERVICES
The support from the Administrative and Finance Division significantly contributed
to the attainment of the Office major programs and projects through an effective and
efficient management of manpower and financial resources.
GENERAL MANAGEMENT AND SUPERVISION
Management and Administrative Support Services
Activities programmed for the year were all
satisfactorily completed which were all
demand driven. Maintenance and inventory
of vehicles and equipment, buildings,
records management, among others, were
all 100% accomplished. The new MGB
Regional Office building located at
Government Center, Sevilla, San Fernando
City is now completed and ready for
occupancy. Likewise, motor vehicle
operation and maintenance, procurement of
supplies and materials, and records
management were all 100% completed.
The Office hired eleven (11) contractual employees under Job Order for the 1st
Semester to supplement the lacking manpower wherein five (5) of these
contractuals were appointed as permanent employees last September 2015.

Housekeeping, Building and Ground Improvement Services
Relative to this activity, certain MGB Personnel has been designated as
Housekeeping, Building and Ground Improvement Officer. They were in charge in
monitoring and submitting reports.
Human Resource Management and Development Service
The Human Resource Development has always been a mechanism in enhancing
and upgrading employees’ capabilities. Major activities include training of
employees and evaluation of performances. Learning Events and conventions
were attended by personnel to enhance their knowledge and capabilities, namely:
a. Geodetic Engineers of the Philippines, Inc.-Regional 41st Annual Regional
Convention and Election of Officers on February 6-7, 2015 in Vigan City, Ilocos
Sur.
b. Presentation and Discussion of MGB-I Functional Statements on February 24,
2015 at MGB-R.O I Conference Hall, Lingsat, City of San Fernando, La Union.
c. Effective Written Communication Skills Training on August 24-25, 2015 at the
Civil Service Commission Regional Office No. I, City of San Fernando, La
Union.
Two-day Training on Effective Written Communication Skills which aimed to let participants learn basic writing techniques in delivering information in a logical and persuasive manner.

d. Orientation Workshop on Financial Management System and Administrative
Matters on September 7-12, 2015 in Tagaytay.
e. Training Program on Enhancement of Management Capacity for ASEAN Web-
based Mineral Resources Database on October 4 to November 12, 2015 in
China.
f. 1st MRFC/MMT Summit on October 21-24, 2015 at Crown Regency Hotel, Cebu
City.
g. 31st Annual North Luzon Area Assembly of Geodetic Engineers of the
Philippines, Inc. on November 20-21, 2015 in Vigan City, Ilocos Sur.
Likewise, a team building activity in coordination with the Mines and Geosciences
Bureau Employees Association Chapter I (MGBEA-1) was also conducted on May
7, 2015 at Pugo, La Union to foster camaraderie among employees.
The MGB-I Family Team Building in Pugad Adventure, Pugo, La Union.
Solidwaste Management Service
The Office strictly implemented waste segregation in collaboration with Mines and
Geosciences Bureau Employees Association Region I Chapter. Every last Friday
of the month, 5S was conducted at the Office and de-cluttering was strictly
observed. A Solidwaste Management Officer has been designated to monitor the
said activity.

FINANCE AND ACCOUNTING MANAGEMENT SERVICE
The total budget for the year is Php 21,481,385.00 for Personal Services, Php
8,993,087.00 for Maintenance and Other Operating Expenses and Php
5,000,000.00 for Building Outlay. Additional budget was also granted to the region
amounting to Php 770,000.00 for the office modular. Proposals, Cash Programs,
Monthly and Quarterly Financial Reports were all prepared and submitted to
Central Office. Likewise, activities such as processing of vouchers and payrolls,
reports preparation, and other related administrative and financial matters were
more than 100% accomplished. For the year, the Office had a 100% Fund
Utilization wherein 97% was used for the operations while the remaining 3% was
the 20% share of CNA incentive reverted to the Bureau of Treasury and
continuing appropriation for the Mineral Reservation Project.
PLANNING AND POLICY FORMULATION
The Work and Financial Plan for 2015 was finalized and approved. The Planning
Unit provided technical assistance in the preparation of budget proposal for 2016.
Monthly Accomplishment Reports and Fund Utilization Reports were also
submitted. Periodic assessment of accomplishments vis-à-vis target was
conducted and timely feedbacks were provided to the divisions for immediate and
appropriate course of action.

A.03.a.1 Communication Plan for Minerals Development
Awareness and Advocacy on Mineral Resources and Geosciences (MRGS)
Presentations were conducted to the different sectors of society to promote
awareness and advocacy of the thrusts and programs of the Bureau. It is also an
avenue to thresh out issues and concerns and other gray areas affecting the
minerals industry through dialogues, media exposures, forum, and other forms of
communication.

line with their deputation to police illegal mining activities in the province
on February 26, 2015 at Provincial Capitol, Laoag City.

Division Chiefs on March 16-20, 2015 in Caranglaan, Nueva Ecija.
3. Design Monitoring Closure on TSF on June 14-24, 2015 in Baguio City
and Quezon City.
4. Training Course of Mining Resolutions, Conflicts/Disputes on July 13-
17, 2015.
5. Lecture on Mining Tenement Evaluation on October 28-30 at Bayview
Hotel, Manila.
6. Training on Assessment of the Implementation and Impact of the
Mineral Statistic Information and Management System and the Mining

b. Workshops/Trainings were also conducted among mining companies,
permit holders, LGUs, NGOs, academe, civil society and Small Scale
Miners in order to inform our stakeholders latest policy updates, showcase
best mining practices along with environmental protection and efficient
mineral resources use and utilization; and to formulate and strategize
appropriate courses of actions to squarely address mining-related issues
and concerns.
1. The 14th leg of the Regional Mining Summit was held at Fort Ilocandia
Resort and Hotel on April 28-30, 2015. The 3-day event aimed to
provide all stakeholders of the Minerals Industry new and meaningful
directions towards helping our country in achieving the Millennium
Development Goals and likewise an avenue to clear gray areas
affecting the minerals industry.

Generation/Publication/Dissemination of Information and IEC Materials:
a. MGB-1 Website www.denr-mgb1.org is being maintained by the Office for
better and easier access of clients to the services being offered by the
Office.
b. Forty five (45) Statistical Reports were prepared and submitted to Central
Office.
c. Twelve (12) updating of tenement maps which is done on a bi-monthly
basis.
d. Three (3) IEC materials were produced and one hundred fifty (150) were
reproduced and distributed during fora, conferences, dialogues and
meetings. Some were requested by walk-in clients.
3. Thirty Nine (39) MRGS reports were prepared. These were the databases
of the Mining Tenement Statistics Report, SHES Database Management,

Quarterly Summary of IEC activities.

GEOSCIENCES DEVELOPMENT AND SERVICES B.1 Geohazard Survey and Assessment
The application of Geosciences, Vulnerability and Risk Assessment was
introduced for the year. This is a more detailed approach to mitigate the harmful
impacts of geohazards. Its objective is to develop flood risk information by
evaluating conditions of vulnerability that could potentially harm the people,
critical infrastructures and the environment. For the period in review, Laoag City
in Ilocos Norte and Dagupan City in Pangasinan were the pilot areas assessed
for the vulnerability and risk assessment. Laoag City was also updated for the
1:10,000 scale geohazard mapping which was assessed in 2012.
Vulnerability and risk assessment was conducted in the City of Dagupan. It is a low-lying city highly
vulnerable to earthquake, flooding, storm surge and tsunami due to its geographical location and
geophysical attributes.

Similarly, Coastal Geohazard Mapping and Assessment with a scale of 1:10,000
is another program of the Office launched this year – a project primarily aimed to
identify the extent and cause of coastal erosion in all coastal municipalities in the
region and recommend mitigating measures to address the problem. For the
year, one (1) city and six (6) coastal municipalities in the Province of La Union
were assessed and mapped, namely: San Fernando City, Sto. Tomas, Agoo,
Aringay, Caba, Bauang, and San Juan.
Coastal Geohazard Assessment is conducted along the shoreline of Aringay, La Union.
IEC materials like maps (1,666), posters (1,305), VCD (125) and
pamphlets/flyers (1,194) were distributed/disseminated. Two (2)
signages/billboards were also installed at the Municipality of Naguilian, La Union.
Likewise, One Hundred Twenty Five (125) geohazard maps with a scale of
1:10,000 were uploaded in the website. Six (6) TV/Radio plugs were aired during
the period. Series of lectures were also conducted and issuance of advisories
was given to all municipalities and cities in the region.
Five (5) training/seminars were attended by technical personnel for the period,
namely:
a. Geosciences Workshop in Tanza, Cavite on February 16-20, 2015;
b. Planning on Incident Command System in Baguio City on July 13-17, 2015;

c. Workshop on the Standardization for the Assessment of Groundwater
Resources, Geohazard Vulnerability, Subsidence Hazard and Coastal
Geohazard held in Makati City on September 20-28, 2015;
d. Training on Geologging at Eurotel, Quezon Cityon October 13-15, 2015; and
e. ArcGIS Training Workshop on November 23 to December 4, 2015.
Thirteen (13) lectures were provided to LGUs primarily the results of the
Geohazard Assessment in their municipalities. Technical personnel of the
Geosciences Division were also invited as Resource Speakers by other
government agencies, academe and institutions to present geohazard related
topics. Likewise, Summary Exit Reports were issued in the conduct of
Vulnerability Risk Assessment and updating of Geohazard Mapping and
Assessment.
MGB-I personnel were invited to conduct lecture on geohazard to Local Chief Executives (LCE) and
Municipal officials during the Disaster Risk Reduction Management Program initiated by the Office of the
Civil Defense (OCD)

B.3 Groundwater Resources and Vulnerability Assessment
In order to address the water needs and problems on finding viable water
sources and deteriorating water quality of the Local Government Units, a
groundwater resources and vulnerability assessment was conducted in the
Municipality of Cabugao, Ilocos Sur.
Well inventory survey and measurement of static water level was conducted to produce a piezometric map
leading to the identification of potential areas for well development and propose sites for Geo-resistivity
survey.

the period for various purposes, namely:

MINERAL LANDS ADMINISTRATION
A.1Mineral Investment Promotion Program
Issuance of Permits/Contracts
In view of the Memorandum of Undersecretary Analiza Rebuelta-Teh dated
October 01, 2013 re: Instruction to Clear with the Office of the Secretary the
Issuance/Approval of all Permits, Contracts, Decisions and Awards, including
Declaration of Mining Project Feasibility, the processing time in the issuance of
permits takes longer. As a result, the Regional Office approved only one (1)
Exploration Permit (EP-I-OMR-23-2015) of R&D Properties Development, Inc.
On the otherhand, the Office issued One Hundred Nine (109) Ore Transport
Permits, five (5) Ore Transport Certificates, eighteen (18) Certificates of
Accreditations, seven (7) Certificate of EnvironmentalManagement and
Community Relations Record and Certificate of Exemptionand three hundred fifty
seven(357) Mineral Ore Export Permits (MOEP). (Please See ANNEX “A”-
Performance Information Rating for the list)
“Use It, Lose It” Policy
In compliance to the Department Memorandum Order No. 2010-04 “Reforms in
the Department Mining Tenement System”, which directs the Bureau to expedite
the grant of mining contracts and permits, cleanse and process all pending
mining applications and strengthen all compliance requirements, the Office have
issued only one (1) Exploration Permit as stated above and twenty three (23)

applications were denied. Seventy Eight (78) Mining Contracts/Permits were
likewise reviewed/endorsed for cancellation.
