POSITION OF THE REGION IN TERMS OF RESOURCES AND KNOWLEDGE POTENTIAL – Diagnosy 2003
The Lodz Region, in the national ranking, holds middle position in terms of resources and knowledge potential.
This position is unsatisfactory as there is a strong positive correlation between knowledge resources in the region and its economic output.
Average knowledge resources diminish region’s chances for visible growth in development dynamics. Especially because the recent years economic development level of the Region (calculated as GDP per capita) has been lower than average in Poland and accounts for 90,5% of the national GDP per capita.
Moreover, this situation may contribute to the consolidation of the root-periphery model where the Lodz Region is strongly dominated by the Mazowieckie Region with the Warsaw City, as the Region’s capital, where the most dynamic and innovative elements migrate to.
This threat appears to be even more serious when considering that once established a root-periphery relationship has a tendency to strengthen.

To define the directions of the innovation policy and the ways to optimise regional structures supporting innovativeness;
Cooperation with regional authorities in implementing effective system of innovation support;
Advertising the possibilities of using Structural Funds in the Lodz Region for development of the research activities and promoting the innovative image of the Region;
Preparation of the pilot actions.

LORIS project was an initiative of the Ministry of Science – the Chairman of the Science Resarch Committee and the Marshal of the Lodz Voivodeship (the Lodz Region), who declared to place the development of knowledge and advanced technologies as their priority in the regional development plans and therefore enhance the Region in chances for gaining co-financing within EU Structural Funds.
LORIS project started in April 2003 and was completed in December 2004
Regional Innovation Strategy for the Lodz Region LORIS 2005 – 2013 was approved by the Assemblay of the Lodz Region in 28 April 2005

• In the activities concerning LORIS project most of the regional institutions, including higher education schools, regional development agencies, business support organizations, local authorities, etc. were engaged.
• The task of elaboration RIS was entrusted to the Consortium which constituted of:
– University of Lodz (coordinator), – Technical University of Lodz,– Medical University of Lodz,– Lodz Regional Development Agency, – Incubator Foundation, – Entrepreneurship Development Foundation.
• 6 Working Groups conducting the research were supported by 240 consultants and experts, representatives of sub-regions, specialists from different areas of technology and economy providing their opinions and analysed of the outcomes.

• RIS LORIS compiles with the Development Strategy of the Lodz Voivodship (Region) in the area of policy for a growth of innovation.
• RIS LORIS also complies with the activities of the National Development Plans up to 2013, with the foundations of education, education-technical and innovation policies.
• RIS LORIS complies with the priorities of the Lisbon strategy.

• LORIS PLUS – research project (development of the RIS LORIS); IASMINE - research project (development of the methodology of monitoring & eveluation RIS) : European Commission, Ministry of Education and Science (6. Framework Program, national public co-financing);

• LORIS WIZJA project (technological foresight for the Lodz Region): SOP – Improvement of Competitivness of Enterprises (European Regional Development Fund, national public co-financing);

1. Assesment of the adequacy of the monitoring & evaluation system of the RIS LORIS 2005-2013 (defined under the LORIS Project in the period 2003-2004).
2. Modification of the system of monitoring & evaluation with a special consideration of procedures.
Monitoring and evaluation process (preparation and implementation) is assisted by supporting regions and external consultants.

• RIS LORIS researches allowed to create three priorities, aiming at increasing competitiveness in short period until 2013. Those priorities were created basing on the present, historically-shaped, spontaneous development of economy and science in the region.
• Foresight is a process which links three elements: – Anticipative thinking, forecasting, prognosing and
shaping a vision of what may happen in the future;– Participative methods of the flow of concepts and ideas
about the future;– Development of new social networks and connections
enabling evolution of formal „products” (prognosis’ and scenarios) of foresight into real activities.

• Experts participating in the 2004 foresight research (vision of the Lodz Region created by experts) were of the opinion that following factors would have highest level of impact on the competitiveness and innovativeness of the Region: – intensification of advanced technologies usage in
agriculture and food-processing,– development of production of active textiles.
• The first example is expected to appear in short term. • Active textile perspective is foreseen for the years 2010-
2015 and further. • The main barrier hindering the whole process is and will be
insufficient R&D financing.

• Equally important, in terms of regional competitiveness and innovativeness development, is wide-spread usage of TIT for production planning, quality management, marketing, logistics in food-processing.
• Nevertheless, according to experts’ expectations this will appear in the middle or long term perspective.
• Insufficient R&D financing as well as lack of social acceptance (emphasised by 25% of experts) will be barriers hindering this process.
• Emergence of industrial clusters (ceramic and furniture) will
have incomparably lower influence on the Region development yet it will contribute to strengthening of the regional competitiveness level.
• In the view of experts this will happen before 2015.

• New functions of the Lodz Region are another issues covered by foresight programme.
• Experts assessed possibilities of transition of the Lodz City and the Lodz Region into:– fashion’s design centre, – exhibition-conference-fair centre, – main multimodal centre for the logistic and transport, – tourism development.
• In experts’ opinion each of the presented options will require time - the longest for transportation-logistic centre and exhibition-conference-fair centre.

• Aim:– Elaboration of a forecasts for the Lodz Region (in
2006-2008) concerning the technology development until the year 2020 in the field of „sustainable development” which would decide on the Region’s future (dynamics of economic growth, changes in the level of innovation and competitiveness, potential in the creation of new jobs-places and increasing of the standard of living)
• Tasks:– Determination of region’s present technological profile
(development directions in sectoral trends which are the most important in terms of region’s sustainable development)
– Benchmarking (indication of voivodship’s strenghts and weaknesses in terms of present specialization profile and determination of possible development directions)
– Determination of priority technologies of the future– Scenarios of region’s development

Regional Innovation Strategy LORIS should contribute to achievement of the following objectives of the „Research and Innovation” themes in the Lodz Region:
• Setting up the basis of the European Innovation System by networking players, promoting co-operation, breaking-down barriers and encouraging transnational learning;
• Preparation of the Lodz Region to absorb EU funding in a more efficient way;
• Strengthening co-operation across Europe and opening new areas of transnational activities to the implementing regions;
• Facilitating the transfer of good practices and the instalation of research and innovation strategies in the new EU Member States.
