    I N S T R U C T I O N S

    [PURPOSE]

    1. The purpose of the joining instructions is to provide cadet candidates, selected, stacadets,and their parents, with the necessary information for course participation. They must be read in full, as it

    contains important information about the cadets participation at the Cadet Summer Training Centre (CSTC)

    In order to participate in summer training course cadets and stacadets must also complete andsubmit upon arrival at the CSTC the articles of conduct located in Annex E and F of the joininginstructions.

    [COURSE DETAIL]

    2. The Region Gliding School Prairie (RGS (Northwest)) is located at the former RCAF Station in Gimli,Manitoba. Gimli is located 100 km north of Winnipeg, Manitoba. RGS (Pra) provides training courses during itssummer operations:

    a. Basic Aviation Course;

    b. Basic Aviation Technology and Aerospace;

    b. Advanced Aviation Course;

    c. Glider Pilot Scholarship; and

    d. RGS provides support and oversight for the Power Pilot Scholarship (all informationregarding the Power Pilot Program can be found in Annex D)

    3. Cadets who arrive in Gimli for the glider pilots course in excess of the weight and height limitsfor a glider (min 90 lbs (40.82kg) max 200 lbs (90.72kg) min height 152.4cm (5ft 0 in) max height 6 ft 3 in

    (190.5cm) ) may be returned to unit.

    4. During the summer approximately 260 Air Cadets will attend Glider Pilot and Aviation training Coursesin Gimli. Cadets who are attending the Glider Pilot Scholarship course should be aware of the Advanced Soaring

    Program. This is a reward program for the top four graduates of the course and occurs during the week following

    graduation parade just outside of Winnipeg. Parents and cadets should be prepared to set aside this week in theevent that the cadet is invited to attend. This program is dependant on available funding and may not be oered

    every year. Cadets will be advised upon arrival at RGS whether this program is being conducted in a given year.

    5. Cadets attending Glider Pilot training will be issued with appropriate clothing for ying operations.Cadets on course do not wear ight suits; therefore there is no requirement for cadets to bring them to the

    training centre. Civilian clothes may be permitted during oduty hours. All of the required ying manualswill be issued at the training centre.

    6. Cadets attending Glider Pilot Training are required to ensure that their original birth certicate, citizenshipor landed immigrant status documentation is brought to the training centre. Photocopies are allowed only if a

    duly appointed person has signed the back as being a true copy. Cadets are also required to have their original

    license validation certi

    cate (Medical) showing a category 3 (or 1). Flying training cannot commence without thisdocument.

    7. For the cadets attending the Glider Pilot Course, there will be a Transport Canada license and test

    fee of $160 that is required to be paid during summer training. A $60 a week training bonus will also bepaid to all the cadets attending summer training. This bonus may be used to oset these costs.

    8. All glider pilot cadets will be required to obtain one passport photo to accompany the new licence

    application. Do not have the back of the photo signed; the signature on the photo must match the signatureon the license application form.

    9. Parents who have arranged to deliver or pick up cadets shall report to the Regional Gliding School (Prairie)

    Orderly Room in Hangar 1 where assistance will be available.

    [PREPARATION]

    [CLOTHING AND EQUIPMENT REQUIREMENTS]

    10. Military and civilian clothing and equipment requirements are detailed in the Joining Instructions Kit List.All items should be clearly marked with cadet name and initials in permanent ink.

    11. Cadets MUST ensure that all DND-issued items of clothing, especially footwear, t properly before

    departing for training. There are no facilities for clothing exchange at the CSTCs. Any necessary clothing exchangesmust be completed at the local corps.

    12. There is no need for cadets to wear civilian clothing, however, appropriate civilian clothing may be wornbut must not be defaced, cut, ripped, or have drawings, lettering or other adornment on them that is oensive in

    nature. Civilian clothing may be worn during non-training activities such as dances and relaxed periods, along withthe training centre T-Shirt.

    13. Personal storage space within CSTC accommodations is limited. Cadets are thus discouraged from bringingany items not specically described in the relevant Kit List. Bringing valuables of any sort (personal electronics,

    cameras, jewellery, cell phones, etc.) is done so entirely at the cadets risk. Cadets are responsible for securing theirown possessions and the Canadian Forces accepts no responsibility for personal property. All personal items should

    be documented on a Record of Valuable Items (Annex B) which should accompany the cadet.

    [MEDICAL AND DENTAL INFORMATION]

    14. Provincial Health Cards All cadets must have a copy of their provincial health card in their possession.

    Cadets who live outside of Northwest Region must have photocopy of their personal or family health card issuedby the respective province.

    15. Prescription Medication. Cadets requiring prescription medication must bring sucient medication to lastfor their entire stay at the training centre. Medication will be logged in and retained by CSTC Medical sta, together

    with dispensing instructions. Although proper dosages and frequency are supervised by CSTC sta, cadets areexpected to be aware of, and understand, their own medication requirements. If prescription replenishment is likely

    to be required during the course, cadets must have in their possession the medication renewal prescription, thedosage, and sucient funds to cover the cost of acquiring the medication. Canadian Forces Health Services will notpay for relling prescriptions. All prescription medication must be accompanied with the completed CATO 16-04

    record of medication found in Annex G.

    16. Over-the-Counter and Patient Medicines Cadets are not permitted to retain any non-prescription

    medications. Should circumstances warrant, medical stawill administer any appropriate medication. All over thecounter medication must be accompanied with a completed CATO 16-04 record of medication found in Annex G.

    17. Cadets allergic to insect stings or who may be prone to severe allergic reactions/anaphylaxis must bringtheir prescribed Anakit/Epi-pen with them. Parents must also ensure that the Anakit/Epi-pen has not passed itsexpiry date and will not expire while the cadet is undergoing summer training.

    18. Medic-Alert Bracelets Cadets with known medical conditions (diabetes, allergies etc.) must wear a Medic-

    Alert bracelet while attending summer training.

    19. Eyeglasses, Lenses and frames are the personal property of the cadet. The Canadian Forces will not replaceor repair lost or broken glasses. It is strongly recommended that the cadet or the parent have insurance coverage

    for repair/replacement of eyeglasses. In addition, cadets requiring eyeglasses shall have in their possession, twopairs of glasses and a copy of the prescription. Cadets are responsible for the safety of their eyeglasses and mustexercise all due diligence in preventing loss or damage (wearing retaining straps etc.). If is determined that the

    cadet was on duty and all due diligence was exercised by the cadet to prevent loss/damage, a claim against thecrown may be submitted.

    [TRANSPORTATION ARRANGEMENTS]

    20. The RCSU Northwest Transport stawill arrange transportation to and from. Details will be forwarded tocorps Commanding Ocer and Area Cadet Ocer who will provide cadets with the necessary instructions and/

    or documents. A contact list of Regional Transport ocers is to be carried by the cadet, and used if required whiletravelling. If any diculties in travel arrangements are experienced, the emergency contact number for the RCSU

    NorthwestTransport Ocers is:

    a. 1(800)842-1851 option 3 - 1;

    b. cell phone: (204)292 - 1055; and

    c. for out of region personnel attending a Prairie Region CSTC, contact your applicable regiontransport sta.

    21. Cadets shall travel to and from the CSTC in uniform. The dress and deportment of all cadets shall be

    above reproach at all times. All cadets must have a valid Government issue photo identication card prior to theirdeparture from home to the CSTC. The name must be identical to the legal name submitted when they applied for

    summer training.

    22. Cadets travelling by rail or air MUST carry government-issued identication. For air travel, as a minimum,

    cadets under age 16 must have either one piece of photo identication or two pieces of identication, one of whichspecies gender and date of birth and legal name. Such documents as a health card or birth certicate satisfy this

    requirement. Cadets aged 16 and over must have identication with photo. In both circumstances, a valid passportfullls the requirements. School identication or corps/squadron I.D. cards are not accepted. Cadets whose

    16th birthday falls within their camp period will be required to hold the higher level of documentation for theirhomeward journey.

    23. Under the Government of Canadas Passenger Protect program, for all air travel, full legal names must beused. Cadets names as registered with their home corps/squadron MUST match the identication being carried.

    24. Baggage entitlements and restrictions will be identied in the Travel Orders. The following are some

    general guidelines to adhere to:

    a. Baggage must be tagged with identication tags, displaying your name, address, telephone

    number and corps number, and must not exceed 50 lbs;

    b. Garbage bags, pillowcases, and bags with broken zippers are not acceptable as baggage;

    c. Do not carry breakables in your baggage as we cannot guarantee they will arrive

    undamaged;

    d. Aerosol cans are not permitted in checked or carry-on luggage;

    [TRAINING CENTRE ROUTINES]

    [IN-CLEARANCE]

    31. All cadets are processed through an in-routine upon arrival and will be required to provide the following:

    a. Name;

    b. Course attending;

    c. Health card (conrmation cadets have it in their possession);

    d. Eyeglass and other prescriptions (if applicable);

    e. List of medications and completed CATO 16-04 (if applicable);

    f. Any travel documents/tickets;

    g. Transport Canada Medical Validation Certiciation (Power and Gliding Programs); and,

    h. Passport photo.

    32. Arriving cadets are subject to a brief interview and health screening examination by medical personnel

    to help inhibit the possibility of migrating any contagious or communicable condition to other personnel and toensure the cadet is medically t for training. Personal luggage will be subject to search upon arrival to ensure that

    no unsafe or prohibited items are brought into the training centre.

    [TRAINING CENTRE SERVICES AND INFRASTRUCTURE]

    33. Light refreshments, including soft drinks, chocolate bars, souvenirs and various sundry items are available

    at the cadet canteen for purchase by cadets.

    34. Pay phones are available within the CSTC for personal calls.

    35. Cadet accommodations are multi-occupant, gender-specic and access-restricted. Sleeping equipment

    consists generally of two-tier bunk beds. All bedding (sheets, blankets, pillows) is provided. Security for cadetspersonal belongings is provided by barracks boxes or steel lockers similar to those in school. Cadets are expected

    to bring their own padlocks.

    36. Meals are served to cadets in a cafeteria style mess-hall environment three times daily. CF facilities donot oer allergen-free foods or food preparation conditions, and cannot ensure avoidance of certain ingredientsin food preparation. Whenever possible, foods containing or prepared with identied possible allergens (e.g.

    nuts, dairy, shellsh) are so identied when served; however, under Director Food Services policy, it remains theindividuals responsibility to monitor their own food intake to avoid an allergen.

    37. Personal stocks of foodstus (snacks, confections, beverages) are not permitted in living quarters.

    [MEDICAL AND DENTAL CARE]

    38. Medical Services Each Training Centre is staed with medical personnel, including a physician duringtraining hours, to provide a rst-response level of medical services intended to deal with minor injuries androutine medical conditions. When necessary, individuals may be referred to local civilian medical facilities for more

    comprehensive diagnosis and/or treatment.

    40. Dental Services Emergency dental care is available in the event of accident or injury. No dentalcare beyond the emergency level is provided.

    [POSTAL SERVICES]

    40. Postage deliveries and pickups occur daily at the Training Centres. Cadets desiring to mail letters shouldbring a supply of postage stamps. Additional stamps are available for purchase at cadet canteens. Parents wishingto send mail to their sons/daughters or to a Training Centre headquarters should refer to the address below.

    [LAUNDRY]

    41. Full service laundry services are provided to all cadets and stacadets while they attend training at theRegion Gliding School. Cadets are not required to bring laundry detergent or other items to the training centre.

    [WORSHIP SERVICES AND SPIRITUAL GUIDANCE]

    42. Each Training Centre maintains a multi-denominational staof chaplains, making every eort to meet theneeds of all religious denominations. The centre provides access to both Protestant and Roman Catholic services for

    those cadets wishing to attend. Those cadets seeking a service within their own faith are encouraged to approachthe Training Centre chaplains for assistance.

    [CADET BANKING]

    43. RGS Northwest provides an on-site banking service. Cadets are encouraged to deposit any large amountsof money upon arrival and withdraw money as required to provide for one or two days spending. It is emphasizedthat there are absolutely no mandatory charges associated with attendance at a summer training centre. Cadets,

    however, may wish to purchase such items as caps, T-shirts, eece jackets, soft drinks or confections. They areresponsible for personal hygiene materials including soap, shampoo and haircuts.

    44. There are no ATMs (commercial banks Automated Teller Machines) located within the Training Centre.

    However, cadets holding their own personal banking or ATM cards may be provided periodic opportunities toaccess an ATM at nearby commercial or on-base locations.

    [TRAINING BONUS]

    45. Course cadets qualify for a training bonus of $10.00 per day starting on the rst day of training, to a

    maximum of $60.00 per week for 6 week courses and $40.00 a week for 2 and 3 week courses. The bonus is paid ininstalments, at the end of one and three weeks training and (for six-week courses) upon completion of the course.

    Interim instalments are paid in cash and the nal instalment is paid by cheque. Stacadets will receive paymenton the 15th and 30th of each month via direct deposit. For Power Pilot Scholarship and Power Pilot Scholarship

    candidates the maximum training bonus is for 6 weeks only.

    [PERSONAL APPEARANCE]

    46. The standards of personal dress, appearance and grooming shall be such as to reect credit on the

    individual and on the Canadian Cadet Organization as a whole. Cadets are expected to ensure a standard ofgrooming consistent with military and cadet standards while participating in summer training.

    Unless serial numbers, or a detailed description of valuable items, are properly recorded it is virtuallyimpossible to identify items reported found, lost or stolen. All cadets should record their name on theirpersonal belongings and record serial numbers and a description of their valuables.

    [Annex C CADET/STAFF CADET UNIFORM AND

    CLOTHING REQUIREMENTS]

    1. Cadets are to ensure that all uniform items t properly (especially running shoes and boots) and are

    in a serviceable condition. All special or environmental clothing required by cadets will be issued upon arrivaland must be returned prior to leaving the CSTC. In addition to the issued cadet uniform, cadets are to bring

    the following properly tting issued items of PT clothing:

    a. tilley style cap;

    b. Cadets Canada shorts (one pair);

    c. Cadets Canada t-shirt (one); and

    d. running shoes (one pair).

    2. The following personal items of kit must be brought to the CSTC:

    a. toothbrush, toothpaste, dental oss;

    b. soap and shampoo (biodegradable for Rocky Mountain cadets);

    c. two bath towels, two hand towels, face cloths, one beach towel;

    d. shaving kit (if required);

    e. hairbrush or comb;

    f. ngernail clippers or nail le;

    g. handkerchief or tissue;

    h. deodorant, sunscreen and lip balm;

    i. shoeshine kit;

    j. sewing kit;

    k. laundry soap (biodegradable for Rocky Mountain cadets);

    l. writing material;

    m. two padlocks (combination type);

    n. several changes of underclothing, T-shirts and socks;

    o. pyjamas;

    p. sweat suit and sweatshirts;

    q. conservative swimsuit;

    r. sweater;

    [FORBIDDEN ITEMS]

    4. The following items are absolutely forbidden and shall not be brought to the training centre underany circumstances. These items will be conscated and disposed of if brought to the training centre:

    a. rearms of any kind;

    b. all knives;

    c. straight blade razors;

    d. pornographic materials;

    e. non-prescription drugs;

    f. laser pointers; and

    g. lighters and other re starting equipment.

    [VALUABLES AND DISCOURAGED ITEMS]5. The following items are strongly discouraged from being brought to the training centre:

    a. camera cellular phones;

    b. iPods, iPads, tablets;

    c. MP3 players; and

    d. laptop computers.

    6. To eliminate any storage of valuables, or security problems, it is recommended that cadets do not

    bring jewellery, walkmans, or other attractive items to the CSTC. Cadets who bring valuables to CSTCare to complete the Record of Valuable Items (Annex I) form and bring a copy of the completed form to the

    CSTC.

    [Annex D]

    [NORTHWEST REGION AIR CADET POWER PILOT

    SCHOLARSHIP]1. The Air Cadet Power Pilot Scholarship courses will be located at various selected locations. Each cadet will

    be informed of his or her specic location for training prior to departure.

    2. The wings graduation parades dates are:

    a. Skywings Aviation Academy, Red Deer AB, 16 Aug 13;

    b. Super T Aviation, Medicine Hat, 16 Aug 13; and

    c. Harvs Air, St. Andrews, 16 Aug 13.

    3. It is imperative to understand that regardless of the location of the training, Power Pilot Scholarship Cadetsare cadets. Therefore all the rules, regulations and orders involved with the cadet organization still pertain andgovern behaviour and conduct. Cadets will be briefed and presented with the respective rules and regulationsfor the location that they are attached to. Cadets will be required to read, understand, and sign as having read and

    understood these regulations. Any breach of these rules or inappropriate behaviour may result in the cadet beingreturned to unit. A high level of discipline and maturity is required throughout all aspects of summer training both

    in and out of the aircraft.

    4. Cadet squadrons must ensure all cadets are issued required clothing items. This should include oneextra pair of boots (to be returned to the squadron immediately after course completion) and appropriaterank insignia.

    5 At the course location, cadets will be issued a Canadian Forcesying suit, ight computer, ruler,

    protractor and the training publication From the Ground Up. All items must be returned to the SupervisoryOcer at the completion of training. A pilot logbook and maps will also be issued and retained by the

    cadet.

    6. Cadets, upon arrival, must have in their possession, the following additional items:

    a. proof of age and citizenship, birth certicate, baptismal or Canadian Landed Immigrant

    status documentation. The actual certicate, not a photocopy, is required.

    b. the original Licence Validation Certicate (not a copy), showing a Medical Category 3 (or 1);

    c. one passport photo if the candidate is not in possession of a Transport Canada Aviation

    Document Booklet. ( do not sign the back of the photo, the signature on the photo must

    match the signature on the license application); and

    d. Transport Canada Aviation Document Booklet (if the candidate has been issued one.)

    7. The following list of additional items may be brought to the summer training:

    a. personal owned ight suits may be worn only if properly badged and attired according to CFregulations and Northwest Region Flying Orders. Cadets will be briefed on arrival as to these

    regulations;

    b. suitable civilian clothing, especially for hot weather;

    c. personal sports gear (i.e. roller blades, tennis racquets);

    d. additional blue plain t-shirts, cadets will each be issued two at the course location, as these

    are required to be worn under the ight suit; and

    e. additional funds to cover the cost of course shirts and or crests. These are purchased atpersonal expense.

    Note: All cadets are reminded that although your training may be conducted at a civilian establishment,military discipline will be maintained. A high standard of both dress and deportment is expected.

    8. Cadets should have sucient funds to pay for the following items, which have an approximate cost

    of $300.00; however, they are reminded that their training bonus may be used to oset these costs:

    a. Transport Canada Private Pilot Licence Application and licensing Fees. ($160.00);

    b. Aeronautical Information Manual . I f you have an up to date copy of this publication, bring it

    with you; and

    c. Aircraft Operating Manual.

    d. Power pilot scholarship cadets will be required to obtain a passport photo to accompany the newlicence application. Do not have the back of the photo signed.

    9. Cadets with an existing glider pilot licence must ensure that this issued glider pilot licence is brought tothe summer training centre.

    Note: Each supervisory Ocer will have a Cell phone for 24-hour contact. This number along with postal

    address will be given to the cadets upon arrival to each location.

    attendance at the training centre is subject to the following rules:

    a. I will not consume alcohol;

    b. I will not consume or possess unlawful drugs, non-prescription medication or mood altering

    substances and will report any observations of such use or possession to camp ocials.

    c. I will not smoke, chew, possess, and/or sell cigarettes/tobacco products;

    d. I will not wilfully cause injury to,ght with, or touch other cadets for any reason other thanas required by training, emergency or life-threatening situations;

    e. I will not engage in inappropriate personal relationships with anyone including, course

    cadets, stacadets, civilians, NCM, or ocers;

    f. I will use a reasonable and rm tone when giving orders and in a position of leadership;

    f. I will serve as a good example to other cadets by behaving with respect to peers and

    superiors, and maintaining the required standard of uniform, hair and appearance;

    g. I will request the presence of a superior when the circumstances dictate;

    h. I will obey all appropriate and lawful orders and regulations, and not discredit thecompetence of s superior;

    i. I will not use inappropriate or unacceptable language (profanity, blasphemy, vulgarity);

    j. I will not lie, cheat, or make a false declaration when I am required to be honest;

    k. I will not act in a manner which brings discredit to the cadet organization;

    l. I will behave in a manner that does not belittle, embarrass, demean, or humiliate anotherperson, and which is not contrary to the DND policy on Harassment;

    m. I will not act or fail to act in a manner which results in the safety of another member beingjeopardized;

    f. I will use a reasonable and rm tone when correcting faults or passing on orders and willnot use profanity, coaxing or making jokes to do so;

    g. if a cadet refuses to obey an order promptly, I will repeat it; after a second refusal, I will

    inform the cadet that they will be reported to their superior ocer and do so;

    h. I will serve as a good example to other cadets by behaving with respect to subordinates,

    peers and superiors, and maintaining the required standard of uniform, hair and appearance;

    i I will, at all times, enforce rules and orders and report cadets who fail to observe them;

    j. I will request the presence of a superior when the circumstances dictate

    k. I will obey all appropriate and lawful orders and regulations, and not discredit thecompetence of s superior;

    l. I will not use inappropriate or unacceptable language (profanity, blasphemy, vulgarity);

    n. I will not act in a manner which brings discredit to the cadet organization;

    o. I will behave in a manner that does not belittle, embarrass, demean, or humiliate another

    person, and which is not contrary to the DND policy on Harassment;

    p. I will not act or fail to act in a manner which results in the safety of another member being

    jeopardized;
