Patil on Thursday said the people need to be cautious about the freebies being offered by the Aam Aadmi Party (AAP) as these can "eclipse" the development of the state. Patil was addressing a gathering after dedicating the South Gujarat Medical Education and Research In- stitute in Surat. Without naming the Aam Aadmi Party (AAP) or Delhi Chief Minister Arvind Kejriwal, he said, "Some political leaders are visiting the state to criti- cize the state infrastructure, they are like an eclipse to Gujarat's development, we should keep distance from them and be aware of their propaganda." He further said the state does not need 'Mohalla Clinics' as the health sector infrastructure was strong to meet the needs of the people. "Since the last 27 years, the BJP has put the state on the path of devel- opment and is progressing well, people do not need AAP-like party in the state," he said. The BJP chief also cau- tioned the people about getting influenced by the promises of giving services at free of cost. He said, "Free- bies are not good for the economy and can ruin the state." Reacting on this, AAP leader Sagar Rabari told IANS, "If Patil had at least once gone through the state government's own records, he would have never claimed that the state health sector is well equipped," and added, "Ac- cording to the government's own statistics, several Community and Pri- mary Health Centers are op- erational without doctors or specialised doctors, many hospitals don't have enough stock of medicine." Rabari said, "There was a huge shortage of doctors in the state and it does not meet the WHO's standard of a doctor per one thousand population. Then how can Patil claim Gujarat a devel- oped state." The AAP leader said, "Not AAP but BJP is bigger eclipse for the state. UNI 6 held for trying to rob petrol pump employee by chilli powder attack Gurugram, May 26 (IANS) Six accused have been arrested for allegedly trying to rob a petrol pump employee in Gurugram after throwing chilli powder on him, police said on Thurs- day. The accused have been identified as Mohammad Jamahir, Colleen, Gulshan, Shamsher, Amit alias Gorilla, and Mosin. All the accused were nabbed by a crime branch team on Wednesday after a tip-off. The incident took place on Monday when Ramesh was going to deposit the cash of Rs 16.8 lakh col- lected from different petrol pumps in the UCO Bank branch located near Harish Bakery in old Gurugram. CBI raids 16 places in Jharkhand National Games Scam New Delhi, May 26 (IANS) The Central Bureau of Investigation (CBI) on Thurs- day began raids at 16 loca- tions across the counrty in connection with 34th Na- tional Games Scam which were held in Jharkhand in 2011. A CBI source said that the agency is conducting raids in Jharkhand, Delhi, Patna, Ranchi, and Dhanbad. "We are searching the house of R.K. Anand who used to be the Chairman of the Organising Committee of the National Games," the source said. In the event held in 2011, several irregularities were reported and com- plaints were made in this regard. Jharkhand Police had lodged an FIR in the matter. Malali mosque row: Will not allow disturbance, say K'taka Police Dakshina Kannada (Karnataka), May 26 (IANS) The Karnataka Police de- partment has said that they will not allow any distur- bance in the law and order situation over the Malali Masjid row in Dakshina Kannada region. Additional DGP (Law and Order) Alok Kumar stated on Thursday that no room for disturbance would be given in the region in the backdrop of the row that surfaced following the find- ing of temple structure dur- ing the renovation of the mosque. "The matter of Malali mosque is in the court. The court has ordered status quo till June 3. Necessary steps have been taken to ensure peace in the region," he said. "Mangaluru is a sen- sitive place. The elections are going to take place next year. Necessary action would be taken to ensure peace by holding meetings with officials," he said. UNI Arrest of 4 Khalistani terrorists: MHA hands over case to NIA New Delhi, May 26 (IANS) The Ministry of Home Affairs (MHA) has handed over the case of ar- rest of four Khalistani ter- rorists in Karnal to the Na- tional Investigation Agency (NIA), officials said here on Thursday. The NIA registered a fresh case against the four terrorists and also named another terrorist Harvinder Singh Rinda who is said to be hiding in Pakistan. On May 5, the Haryana Police arrested four Khalistani terrorists who have links with proscribed organisation Babbar Khalsa International. Arms and am- munition and explosives were recovered from their possession. These Punjab- based gangsters were ar- rested by the Haryana Police at a toll plaza in Haryana's Karnal. The four gangsters were reportedly on their way to Telangana to deliver the explosives and arms when they were arrested after inputs from the Intel- ligence Bureau and Punjab Police. One pistol, 30 cartridges, three IEDs weighing 2.5 kg each and Rs 1.3 lakh cash is was recovered from the ve- hicle that bore a Delhi reg- istration number. Delhi court reserves order on quantum of punishment for former Hry CM New Delhi, May 26 (IANS) A court here on Thursday reserved the quantum of sentence to former Haryana Chief Minis- ter Om Prakash Chautala, who was convicted in a dis- proportionate assets case. After the submissions of the Central Bureau of Investiga- tion (CBI), Delhi's Rouse Av- enue Court is set to pro- nounce the order on Friday. In the course of the hearing, the probe agency opposed Chautala's lawyer who argued for a conces- sion on medical grounds for the 87-year-old politician. Instead, the Central agency argued for maximum pun- ishment, pointing out that the convict is a public figure. If the punishment is less for him, it would send a wrong message to society. It was also argued that Chautala is convicted for the second time and does not have a clean image. On May 19, the court had reserved its verdict in this case. As per the charge sheet filed by the CBI, Chautala is responsible for amassing assets worth Rs 6.09 crore (disproportionate to his legitimate source of income) between 1993 and 2006. In May 2019, the En- forcement Directorate had attached over Rs 3.6 crore worth of properties of the former Chief Minister lo- cated in New Delhi, Panchkula, and Sirsa. Chautala was also con- victed in the JBT scam in January 2013. In 2008, Chautala and 53 others were charged in con- nection with the appoint- ment of 3,206 junior basic trained teachers in Haryana from 1999 to 2000. In Janu- ary 2013, a court sentenced Om Prakash Chautala and his son Ajay Singh Chautala to ten years imprisonment under various provisions of the IPC and the Prevention of Corruption Act. Chautala was found guilty of illegally recruiting over 3,000 un- qualified teachers. Out on parole, Chautala was released from Tihar Jail on July 2, 2021 from a 10- year prison sentence after completing due formalities. He was the Chief Minis- ter of Haryana four times between 1989 to 2005. His grandson Dushyant Chautala is the Deputy Chief Minister of Haryana. Russia-Ukraine war could cause global recession: World Bank chief Reform, perform, transform define today's governance: PM Modi Hyderabad, May 26 (IANS) Prime Minister Narendra Modi on Thursday said reform, perform and transform mantra define today's governance in the country. He said during the last eight years, the government with the political willpower brought reforms and they yielded results on the ground due to people's par- ticipation. He said this while ad- dressing 20th anniversary celebrations and gradua- tion ceremony of the Post Graduate Programme of Class of 2022 at the Indian School of Business (ISB) here. Addressing students of both Hyderabad and Mohali campuses of the ISB, he said that while the need for re- form was always felt in the country, there was always a lack of political willpower. "Due to the continuous political instability in the last three decades, the country has seen a lack of political willpower for a long time. Because of this the country stayed away from reforms and from taking big deci- sions. Since 2014, our coun- try is seeing political will and also, reforms are being done continuously. We have shown public support and popular support is assured when reforms are under- taken with determination and political will," he said. He cited the example of adoption of digital pay- ments among people. He said in a country where banking was considered a privilege, fintech has changed the life of the common man. He pointed out that today 40 per cent of the world's digital trans- actions are happening in India. The Prime Minister noted that today, India is the fastest growing economy in the group of G20 countries. In the case of smartphone data consumers, India is at number one. India is second in the world in terms of the number of Internet users. India is also second in the world in the Global Retail Index.The world's third larg- est start-up ecosystem is in India. The world's third larg- est consumer market is in India. He claimed that even amid Covid pandemic, India proved its resilience. The century's biggest health cri- sis disrupted the global sup- ply chain and the war added to the problem. "Despite all this India is emerging as a major centre of growth today. Last year, the highest ever recorded FDI came into India. Today the world is realising that India means business." Modi said it was not the success of the government alone but business schools like ISB, professionals who passed out from such insti- tutes and youth played a big role. Washington, May 26 (IANS) David Malpass, chief of the World Bank. has warned that Russia's ongo- ing invasion of Ukraine could cause a global reces- sion as the price of food, en- ergy and fertiliser jump. He made the remarks while addressing a US busi- ness event on Wednesday, the BBC reported. "As we look at the global GDP, it's hard right now to see how we avoid a reces- sion... The idea of energy prices doubling is enough to trigger a recession by it- self," he said in the latest warning over the rising risk that the world economy may be set to contract. Last month, the World Bank cut its global eco- nomic growth forecast for this year by almost a full per- centage point, to 3.2 per cent. Malpass also said that many European countries were still too dependent on Russia for oil and gas. That's even as Western nations push ahead with plans to reduce their depen- dence on Russian energy. He also told a virtual event organised by the US Chamber of Commerce that moves by Russia to cut gas supplies could cause a "sub- stantial slowdown" in the region. He said higher energy prices were already weigh- ing on Germany, which is the biggest economy in Eu- rope and the fourth largest in the world, the BBC re- ported. Developing countries are also being affected by shortages of fertiliser, food and energy, the World Bank head added. Malpass also raised con- cerns about lockdowns in some of China's major cities. including the financial, manufacturing and ship- ping hub of Shanghai, which he said are "still hav- ing ramifications or slow- down impacts on the world". "China was already go- ing through some contrac- tion of real estate, so the forecast of China's growth before Russia's invasion had already softened substan- tially for 2022," he said. FIR against K'taka seer for giving life threat to woman Koppala, (Karnataka) May 26 (IANS) Karnataka Police have lodged a com- plaint against a religious seer for allegedly giving life threat to a woman em- ployee in Gangavathi town of Koppala district, police said on Thursday. The complaint has been lodged against Kottur Swamiji of Kalmatha Peeth. He is also President of Kottureshwara Vidyavardhaka Sangha. Kamalakshi a.k.a Niramala Mallaiah Swamy, a resident of Hirejantakal has lodged a complaint with Gangavathi City po- lice station against the seer. The complainant worked as the cooking staff in the secondary school division. She has also lodged a complaint against colleague Basavalingamma. The woman has alleged that Basavalingamma has assaulted her while she was working and threatened her that the accused swamiji has a pistol and he would get her killed. Reacting to the develop- ments, Kottureshwara swamiji has clarified that the woman was sacked from the job in March and hence has lodged a complaint to settle the scores with him, he said. 'Eight years, eight bluffs', Cong releases booklet on Modi govt New Delhi, May 26 (IANS) The Congress on Thursday released a report card on the performance of the eight years of the Modi government and named it "eight years, eight bluffs". The Congress in the re- port card has highlighted inflation, unemployment, economic mismanagement and national security as ma- jor failures of the govern- ment and said that the "Acche din" promised by the BJP is nowhere in sight and people are just facing hard- ship. Releasing the booklet named 'Aath saal, Aath chhal', Congress General Secretary Randeep Surjewala and Ajay Maken said that people are feeling the pinch now. "During the campaigns in 2014, Modi used to say that good days will come but people are still waiting for it," they said. Maken said, "It is only the BJP and a few industri- alists have benefited from this government." Surjewala asked why the incidents of communal violence are on the rise. UGC asks Odisha govt to abide by SC order on recruitment in universities Bhubaneswar, May 26 (IANS) The Univer- sity Grants Commission (UGC) has asked the Odisha government and Odisha Public Ser- vice Commission (OPSC) to abide by the Su- preme Court's stay order on recruitment of teaching and non-teaching staff in universi- ties. UGC secretary Rajnish Jain has written letters to the Odisha higher education de- partment and OPSC in this regard. The Supreme Court on April 20 issued a stay on the Odisha Universities (Amendment) Act, 2020 through which the state govern- ment had sought to control appointment to important academic and administrative posts in state universities, including the recruitment of teaching staff.The court stayed the recruit- ment process in state universities for the next three months after hearing a petition filed by the UGC and retired professor of JNU, Ajit Kumar Mohanty. The court has also sought a reply from the Odisha government and set the date for the next hearing on the matter after two months. However, the UGC said, it had noticed that, despite the stay granted by the SC, the OPSC, which is a party in the case, is continuing to undertake recruitment to the post of assistant professor (sociology) and as- sistant professor (commerce) pursuant to an advertisement issued in 2020-21. "Since the recruitment of teachers /faculty by the OPSC, and that of non-teaching staff by the State Se- lection Board (SSB), is directly in issue in the aforesaid SLPs pending before the SC,the con- tinuation of the recruitment process will be in the teeth of the stay order granted by the court," Jain said in his letter.

UGC asks Odisha govt to abide bySC order on recruitment in universities

Bhubaneswar, May 26 (IANS) The Univer-sity Grants Commission (UGC) has asked theOdisha government and Odisha Public Ser-vice Commission (OPSC) to abide by the Su-preme Court's stay order on recruitment ofteaching and non-teaching staff in universi-ties. UGC secretary Rajnish Jain has writtenletters to the Odisha higher education de-partment and OPSC in this regard.

The Supreme Court on April 20 issued astay on the Odisha Universities (Amendment)Act, 2020 through which the state govern-ment had sought to control appointment toimportant academic and administrative postsin state universities, including the recruitmentof teaching staff.The court stayed the recruit-ment process in state universities for the nextthree months after hearing a petition filed by

the UGC and retired professor of JNU, AjitKumar Mohanty. The court has also sought areply from the Odisha government and setthe date for the next hearing on the matterafter two months. However, the UGC said, ithad noticed that, despite the stay granted bythe SC, the OPSC, which is a party in the case,is continuing to undertake recruitment to thepost of assistant professor (sociology) and as-sistant professor (commerce) pursuant to anadvertisement issued in 2020-21. "Since therecruitment of teachers /faculty by the OPSC,and that of non-teaching staff by the State Se-lection Board (SSB), is directly in issue in theaforesaid SLPs pending before the SC, the con-tinuation of the recruitment process will bein the teeth of the stay order granted by thecourt," Jain said in his letter.

Sugar low:Enabling supply response, notcreating policy uncertainty, isthe only durable solution tosupply-side inflation

Unlike in wheat, where government esti-mates of the size of this year's crop seem highlyoptimistic, there's no debate over sugar output.And its prices have hardly risen; nor do they looklike going up.

The Narendra Modi government seems to begoing all out to control food inflation. After the un-expected May 13 notification banning export ofwheat, it has now “restricted” sugar shipments, be-sides scrapping all duties and cesses on crudesoyabean and sunflower oil imports. While the moveto make imports duty-free makes sense — retailinflation in edible oils was at 17.28 per cent year-on-year in April — the same does not hold for ex-port bans and restrictions. Sugar production in2021-22 (October-September) is estimated at an all-time high of 35.5 million tonnes (mt). With openingstocks of 8.5 mt, the total availability at 44 mt is morethan comfortable to meet the domestic consump-tion requirement of about 27 mt. Unlike in wheat,where government estimates of the size of thisyear’s crop seem highly optimistic, there’s no debateover sugar output. And its prices have hardly risen;nor do they look like going up.

True, the government has not banned, but onlydecided to “regulate” and allow export of sugar “withspecific permission”. It has further sought to cap to-tal exports at 10 mt for 2021-22. This comes even asthe contracts signed (around 9 mt) and quantitiesactually shipped out (7.8 mt) have already surpassedlast year’s record of 7 mt. Given that exports even inthe natural course may not cross 10 mt, it promptsthe question: What was the need to announce re-strictions in the first place? The ban on wheat ex-ports, just days after official claims about India be-ing ready to “feed the world”, not only dented thecountry’s image as a reliable global supplier, but ithas also caused huge losses to Indian farmers andtraders, who had held back their crop or entered intocontracts for supplying to big export houses. Sugarimporters and domestic millers have every reasonto ask: What is the guarantee that its exports, too,will not soon be moved from the “restricted” to “pro-hibited” category?

The Modi government’s discomfort with foodinflation — at 8.38 per cent in April, it was higherthan the overall annual retail inflation of 7.79 percent — is understandable. One must also appreci-ate its recent decision to slash excise duties on die-sel and petrol. Since there’s not much that the Re-serve Bank of India can do about fuel and food in-flation, a lot hinges on the government’s fiscal andsupply-side management measures. But such mea-sures should not be turning the back on reforms.Export curbs and stocking limits (imposed last yearon the pulses trade) will make farmers and agri-busi-nesses wary of expanding acreages or investing insupply chain infrastructure and developing markets.The government needs to realise that enabling sup-ply response, and not creating policy uncertainty, isthe only durable solution to supply-side inflation.

While addressingstudents of LucknowUniversity in 1951,referring to China,Ambedkar said "In-dia must choose be-tween parliamentarydemocracy andCommunist way ofdictatorship and

Nehru's approach of 'Indo-China Bhai Bhai' (India andChina are brothers) and dis-agreed with India's Tibetpolicy.

Ambedkar was an ar-dent realist and his assess-ment of Chinese intentionsthen is again proving righttoday.

He was aware of the limi-tations of an idealist foreignpolicy stance of India.

He espoused a prag-matic approach to realisethe strategic goals of thecountry and solve the im-pending problems ratherthan endeavouring torealise an ideal geo-politicalorder.

He was not even averseto using power and wit formaximising the strategicgains of the country andcriticised Nehru's patientwaiting for evolution of ajust global political order onthe assumption that goodsense would prevail amongthe world powers.

The great expert of po-litical science and Constitu-tion believed that there is noplace for Panchsheel (five-fold ideals) in politics. Ac-cording to him, India wouldhave tried hard to win a per-manent seat in the UN Secu-rity Council and a pragmaticTibet policy.

Instead of relying onChina, Ambedkar felt thatclose Indo-US relations pre-mised on a natural affinity ofdemocracies would lead toforeign assistance to India

and alleviate the nationalburden.

Ambedkar did not juststop at that but also mootedan idea of forming a leagueof democracies in Asia andbeyond to counter expan-sionism of Communist andother autocratic regimes.

Today if we look around,Ambedkar's pragmatic for-eign policy prophecies areproving right.

spared Bhutan; a smallcountry in the North-East ofIndia. A Chinese map pub-lished in 1951 showed terri-tories in Bhutan, Nepal andSikkim in China. Incursionsby Chinese soldiers and Ti-betan herdsmen have pro-voked tensions in Bhutan.

On July 29, 2017, Bhutanprotested to China againstthe construction of a road inDoklam, a place at the meet-ing point of Bhutan, Indiaand China. A stand-off be-tween China and India hasendured since then at thetri-junction adjacent to theIndian state of Sikkim afterthe Indian Army blocked theChinese construction of aroad what Bhutan and Indiaconsidered Bhutaneseterritory.The Foreign Policymagazine reported that"since 2015, a previouslyunnoticed network of roads,buildings and military out-posts have been con-structed deep in a sacredvalley in Bhutan".

Gyalpang, a 232-squaremile area in Bhutan wasclaimed by China since theearly 1980s. Chinese havebeen visiting this area,planting settlers, securitypersonnel and military infra-structure.

China even tried to en-croach the territoriesaround its border with India,the latest being Chinesemilitary's forward move-ment in the Galwan Valleyviolating the 1996 agree-ment with India to maintainpeace till border disputesare settled.

India has foiledChinese bids of incur-sion in its Ladakh re-gion.

New Delhi, May 26: On March 30, 1990, he took over asthe second 'Commander-in-Chief' of the Jammu and Kash-mir Liberation Front (JKLF) when Ashfaq MajidWani was killed in an encounter with the se-curity forces at Hawwal, in Srinagar. On 6 Au-gust 1990, he was arrested with a cache of armsand ammunition from the Barzalla residenceof the leading businessman Zahoor AhmadWatali, ex-DIG Ali Mohammad Watalis brother.In May 1994, he was silently released from jail.For the next 25 years, Yasin Malik, the son of abus driver who introduced guns and grenadesin the valley and promised 'azaadi' to theKashmiri, survived as a parallel State.

Even after his JKLF claimed scores of civil-ian killings and carried out deadly attacks onthe Police and security forces, Malik gainedsubstantial clout in the Indian establishment.He met Prime Ministers and Cabinet Ministerswith fanfare, emerged as a 'hero' for thecountry's left-liberal support structure of sepa-ratism, introduced himself as a 'Gandhian', keptshuttling between New Delhi, Islamabad, Lon-don and New York and married and importedan LSE graduate from Pakistan.

The CBI kept murder cases against him in'go-slow mode for 29 years. Chief MinistersGhulam Nabi Azad and Farooq Abdullah wereseen standing up to shake hands with him.India's, including J&K's, top legal luminaries took pride inrubbing shoulders with him. Veteran journalist and formerHigh Commissioner in London, Kuldeep Nayyar, flew toSrinagar frequently to break his hunger strike with a glassof fruit juice. Chief Election Commissioner Wajahat

Malik appeared in programmes on the national and theinternational television channels. His level ofself-confidence was incredibly stupendous tothe point that once in BBC's Hard Talk, he ad-mitted JKLF's assassination of NeelkantGanjoo, the judge who had convictedMaqbool Bhat for a murder.But when a desig-nated court for the National InvestigationAgency (NIA) cases at Patiala House in NewDelhi awarded him a lifer with an additionalrigorous imprisonment of 55 years and fineof Rs 10 lakh on Wednesday evening, YasinMalik had nobody around. It seemed as if history was repeating itself.In the 1980s, the JKLF founder Maqbool Bhat'sKashmiri lawyers had similarly disappearedtowards the end of his trial and appeals. AfzalGuru was similarly left in the lurch by the civilsociety that hailed him as a 'crusader'.

Bhat and Guru were executed and interredin Delhi's Tihar Jail, respectively for a murderand an alleged terror attack on the Indian Par-liament in 1984 and 2013. Malik has been sen-tenced to a lifer, fine and multiple terms of rig-orous imprisonment after pleading guilty to

the NIA's charges against him in a case of terror-fundingand unlawful activities filed in 2017.

However, booked in around 70 cases of murder and ter-rorist activities, Malik is separately facing trial in two high-profile cases of the CBI in Jammu's TADA court -- kidnap-

ping of the then Union Home Minister Mufti MohammadSayeed's daughter, Dr Rubaiya Sayeed, and killing of thefour Indian Air Force personnel.

The CBI had investigated and filed challan in both thesecases in 1990. Malik got the trial stayed in April 2009. Dueto egregious political and bureaucratic intervention, the CBIslept over the two cases for 10 years. It was only after thekilling of 40 CRPF men in a terror attack that the CBI gotthese cases revived and transferred to Jammu where thetrial started in April 2019.

Nobody knows about Malik''s academic record beyondhis 12th standard but acclaimed professors from Delhi's uni-versities projected him as a scholar and his friends in theUnited States of America introduced him as the HarvardUniversity's 'visiting professor'.

He engaged top intellectuals to write books on his lifeand 'philosophy'. The Government of India not only left himfree to demonise India and its institutions all over the worldbut also issued him passports, permitted him to share stagewith the Lashkar-e-Tayyiba ideologue, Hafiz Saeed, and fre-quently travel to Pakistan?once with a cash of Rs 1 crorefor distribution as 'relief'' in the country that introducedand sustained militancy in Punjab and Jammu and Kash-mir since 1980. Malik himself raised these questions inWednesday's arguments, asking why the State was virtu-ally at his feet for 30 years if he was a terrorist. But his aver-ments were declared irrelevant as he had voluntarilypleaded guilty to all charges unlike 14 other co-accused.

Three of the co-accused, including the Dukhtaran-e-Millat supremo Asiya Andrabi, have been discharged by thetrial court. However, top separatists including Shabir Shah,Nayeem Khan, Farooq Ahmad Dar aka Bitta Karate, ZahoorAhmad Watali, ex-MLA Engineer Rashid, separatist hardlinerSyed Ali Shah Geelani's son-in-law Altaf Fantoosh and theHizbul Mujahideen chief Salahuddin's two sons are facingcharges in the same terrorist activity and terror-funding

case. Born in 1966, Malik started his separatist activityaround 1980. He was among the youths who staged a pro-Pakistan demonstration at an international cricket matchin Srinagar between India and West Indies in 1983. In the1987 Assembly elections, he and his associate Aijaz Dar es-corted the Muslim United Front candidate MohammadYousuf Shah with a .12 bore gun throughout the campaign.Malik, who aspired to become a model, ended up as a ter-rorist when the JKLF's HAJY group started attacks in 1988-89. One car bomb attack on the CRPF, killing 40 personnelin February 2019, changed everything. Malik and almostall other separatist leaders were arrested and booked infresh cases. JKLF and Jamaat-e-Islami were banned. Policeprotection and VVIP status was withdrawn from all the sepa-ratists. J&K's special status was revoked in August 2019. Theerstwhile State was split into two separate Union Territo-ries. This all, in the backdrop of the termination ofMehbooba Mufti's PDP-BJP government in June 2018, re-moved the securities that many of the separatists and mili-tants enjoyed for over 20 years. Finally, after 20 years, "anti-India" demonstrations, stone pelting on security forces, fu-neral processions and gun salutes for the militants killed inencounters disappeared. The pellets, bullets, tear gas andstones are now rarely visible.

In sharp contrast to the militants' million-marches in1990, not more than 50 residents gathered at Maisumawhen Malik's sentence was pronounced. There were fewslogans and a minor stone pelting which was quelled witha few tear smoke canisters. High speed internet was sus-pended for some time in Maisuma but it continued unin-terrupted across the rest of Srinagar and the entire Kash-mir valley. Shops were shut in certain localities but the trans-port operated smoothly.Malik's sentence triggered a po-litical typhoon in Pakistan but there were immediately nosignificant reactions from the Indian intellectuals who foryears saw the JKLF chairman as a future 'head of the State'.

Asthma Awareness Month: Underdiagnosis and lack of adherence totreatment significant contributors to the increasing Asthma burden in India

Ahmedabad:The Glo-bal Burden of Disease(GBD) study hasestimatedthat India is home to over30 millionasthmatics,accounting for13.09% of the globalburden.However, when itcomes to mortality, Indiaaccounts for over 42% of allglobalasthma deaths. De-spite being a leading causeof morbidity and mortality,the disease continues to beundiagnosed and un-treated foryears.Population-basedstudies done globally,haveestimated that 20% to70% of patients withasthma remain undiag-nosed and hence un-

treated.Citing the GAN study,

stigma. The patients oftenoverlook their early symp-toms which eventuallylands them in a more criti-cal condition. According tothe Global Asthma Network(GAN) study, 82% of pa-tients with early symptomsand 70% of patients withsevere asthma, remain un-diagnosed in India. The per-centage of adherence tothe optimal treatment isalso very low among diag-nosed patients, with lessthan 2.5% of patients usingdaily inhalation therapy.

Lucknow, May 26 (IANS) More than 2.4 lakh senior citi-zens in Uttar Pradesh have availed the 'Elderline' service inthe past one year. The Elderline, a helpline for senior citi-zens, has received as many as 2,40,335 calls, including over67,027 actionable calls. The toll-free helpline, 14567, launchedfor senior citizens, is run by Uttar Pradesh Industrial Consult-ants Limited (UPICON). According to the government spokes-man, majority of callers sought information on the proce-dure to be followed to avail benefits of the government wel-fare schemes, health-related information, Covid support, le-gal aid, and emotional support.UPICON Managing DirectorPravin Singh said that the initiative promises help to seniorcitizens within 48 hours and remains operational from 8 a.m.to 8 p.m., and provides free information, guidance, emotionalsupport, field intervention in cases of abuse, rescues andreunion of homeless elderly driven by values of consistency,care, empathy and encouragement. In every district, a fieldresponse officer (FRO) has been deputed to resolve the com-plaints. While medical or personal emergency, depression,loneliness, break-down are accorded the highest priority, is-sues about property disputes, delay in disbursement of thewelfare schemes and others are passed on to the depart-ment concerned.all across the state last year.

Gujarat HC upholds lower court’s dischargeof alleged hawala operator Afroz Fatta

AhmedabadTheGujarat High Court on Tues-day dismissed a state gov-ernment plea challengingthe discharge of allegedhawala operator AfrozHasan Fatta by a specialPMLA court in Ahmedabadin April 2021 from proceed-ings arising out of an FIRfiled at the Surat Detectionof Crime Branch (DCB) po-lice station in 2014.

While a detailed order ofthe Gujarat High Court up-holding the lower court’sdischarge of Fatta fromcheating and forgery allega-tions remains to be madepublic, pronouncing the op-erative part of the verdict onTuesday, Justice B N Kariasaid, “The prosecution hasnot been able to throw anysuspicion, and prima facie,no case is made out againstthe respondent (Fatta). Thiscourt does not find any

merit in the present revisionapplication and therefore itis dismissed.”

In March 2014, a first in-formation report (FIR) wasregistered with the SuratDCB police station based ona complaint filed by ICICIBank, Surat, against RA Dis-tributors Pvt Ltd and its di-rectors, accusing them ofhatching a criminal con-spiracy and depositing 17entries. By submitting thesaid forged bills before ICICIBank, Surat, the accused hadallegedly illegally trans-ferred Rs 104 crore throughhawala to Dubai and HongKong to different compa-nies, the FIR said.Fatta waslater added as an accused inthis FIR through a supple-mentary chargesheet andwas arrested in August 2014in this regard. Police arrest six accused over ‘theft’ of19 tonnes of petcoke from Kandla port

Gandhidham, Days af-ter 19 tonnes of petcokewere stolen from KandlaDeendayal port in Kutch-Gandhidham, policeWednesday arrested six ac-cused in the case.

Police said on May 6, 19tonnes of petcoke worth Rs3.7 lakh, stored in a plotowned by ACT InfraportLimited company, was sto-len by unidentified per-sons.

Allahabad HC denies bail to 34 copsaccused of killing 10 Sikhs in 1991Prayagraj, May 26 (IANS)

In a significant order, theAllahabad High Court hasdenied bail to 34 constablesof the Pradeshik ArmedConstabulary (PAC) whohave been accused of killing10 Sikh men in an allegedfake encounter in 1991,treating them as terrorists.

The bench of JusticesRamesh Sinha and Brij RajSingh observed that the ac-cused cops had indulged ina barbaric and inhuman kill-ing of innocent persons bycalling them terrorists.

"Besides, if some of thedeceased were involved inanti-social activities andcriminal cases were regis-tered against them, thentoo, procedure establishedby law should have beenadhered to, to bring them totask and not indulging insuch a barbaric and inhu-man killing of the innocentpersons." The court listedthe criminal appeal of ac-cused filed challenging theirconviction, for a final hear-ing on July 25. As per theprosecution case, on July 12,1991, a bus containing pas-

sengers/pilgrims wasstopped near Pilibhit by ateam of Uttar Pradesh Policeof district Pilibhit (appel-lants). They brought down10-11 Sikh youths from thebus, boarded them in theirblue police bus and somepolice personnel sat in thebus along with the remain-ing passengers/pilgrims.

Thereafter, the remain-ing passengers/pilgrimskept roaming the pilgrims'bus the whole day here andthere with the police person-nel and after that, the police-men left the bus in aGurudwara in Pilibhit atnight, whereas 10 Sikhyouths, who were alightedfrom the pilgrims' bus, werekilled by the police. The 11thone was a child whosewhereabouts could not betraced out and his parentswere given compensation bythe state. Initially, the investi-gation of the incident wasconducted by the local po-lice of district Pilibhit, and aclosure report was filed bythe local police. However, theSupreme Court entrustedthe investigation of the inci-

dents relating to the encoun-ter to the CBI. The trial tookplace in the court of the Spe-cial Judge, CBI/AdditionalDistrict Judge, Lucknow, andvide its judgment and orderdated April 4, 2016, in total,47 persons were convictedunder Sections 120-B, 302,364, 365, 218, 117 IPC. All the47 convicts/appellantsmoved to the High Court.Out of these 47 convicts, 12were granted bail by a co-or-dinate bench of the highcourt either on the groundsof age or severe ailment. Thecourt observed that it was acase of a gruesome murderof the deceased who had nocriminal antecedents alongwith some of the deceasedwho had criminal anteced-ents. However, the courtadded that it was not justi-fied on the part of the ac-cused persons to treat all thedeceased to be the terroristsby separating them fromtheir wives and their chil-dren, who were going on apilgrimage on the bus, andtaking them to another busand killing them in a fake en-counter.

(IANS) Robert Mardini, Di-rector-General of the Inter-national Committee of theRed Cross (ICRC), has high-lighted three areas of par-ticular concern with regardto the protection of civiliansin armed conflict.

In a briefing to a UN Se-curity Council open debateon the subject, Mardini saidthe first issue of concern isthe appalling human cost ofwars in cities, reports Xinhuanews agency.

"I hardly need to remindyou of the massive harm ur-ban warfare causes, prima-rily to civilians, all the moreso when explosive weaponswith wide-area effects areused," he said.

This clearly raises seriousquestions about how par-ties to such conflicts inter-pret and apply relevant rulesof international humanitar-ian law. In fact, the conceptof "military necessity" isabused more often than not,

used as an excuse for theuse of force rather than as areason to limit it. The risksoften increase when weap-ons are supplied tobelligerents by allies or part-ners without proper over-sight, he said.

Former Australia coach Jus-tin Langer has revealed thathe was never in touch withthe England and WalesCricket Board (ECB) for thejob of head coach of the En-gland men's team, subse-quently filled by ex-NewZealand skipper BrandonMcCullum.

Patna, May 26 (IANS) Ina bid to prepare ground for"Jan Suraaj" (Good Gover-nance) campaign, ace politi-cal strategist-turned-politi-cal leader Prashant Kishor(PK) will start his missionfrom Bihar's Vaishali within10 days.

Youth killed over interfaith love,K'taka town tense

Kalaburagi (Karnataka), May 26 (IANS) Securityhas been beefed up in Karnataka's Kalaburagi dis-trict on Thursday after the murder of 25-year-oldHindu youth, who was in love with a woman of adifferent faith.The deceased has been identified asVijaya Kamble, a resident of Bheema Nagar Layoutin Waditown in the district.According to police,Kamble was in love with a woman belonging to an-other religion and wanted to marry her. Thewoman's family was opposed to their relationship.

According to preliminary reports, Kamble waswaylaid near the railway bridge by a gang of mis-creants. He was attacked by weapons, stones andbricks. Police said that the deceased had been at-tacked brutally.Kamble succumbed to profusebleeding on the spot. The incident took place onWednesday night and the situation has turned tensein the Wadi town.
