On the day of the week designated for your street, during this week only, the RCA will pick-up any size brush pile. Small items, including loose leaves, grass clippings and the like, must be in a Bio Bag. Due to the additi onal work load, delays may occur.

On the cover of this issue you will find detailed

information on our Fall Yard Waste Schedule. Please note that the FINAL week for brush pick-up for the season will be the week of September 30, on your assigned day. For that week only, we will lift the restriction on brush pile sizes, and will pick-up all brush piles. Any additional brush accumulated after that date will need to be stacked neatly behind your house until spring. If weather per-mits, we may be able to do one, final community-wide pick-up before winter. If so, we will advise residents in an Association News Notice on our website, as timing may not allow for it to be printed in the Reflections. Our fall pick up schedule will begin the week of October 7. At that time, loose leaf pick-up begins, along with bagged yard waste (no brush). Additional details can be found on our website. Please remember we have an ample supply of (yard waste) Bio-Bags for purchase (5 pack/$1) at the RCA Office, courtesy of Baldwinsville Ace Village Hardware.

Residents with plots in the Community Gardens are reminded that when you finish tending to your gar-den plot for the year, please remove your personal items (hoses, fences, garden tools, etc). A year-end inspec-tion of the garden plots will be conducted by staff on or about October 28, to ensure that each annual plot is left in till-ready condition. Refunds of the $25 Security Deposit will be returned to

those residents that left their plot in approvable condition. If a plot is not left in “till-ready” condition and addi-tional clean-up is required by maintenance staff members, the security deposit for that plot will not be refunded. Maintenance staff will be till-ing the gardens this fall to better prepare them for next year’s planting season.

Renewal contracts for the Storage Yard (SY) facility will be mailed to current renters in early October. Renewal of your SY slot is not automatic, residents need to return a completed contract with pay-ment by 10/31/19. Contracts returned after the deadline date will be charged appli-cable fees.

The Storage Yards are routinely inspected as part of our facility maintenance. The next inspection will be conducted the week of September 30. Any violations of the rules and regulations must be resolved before a renewal contract will be offered to a renter. Those with any violations noted dur-ing the inspection will receive a separate notice if there are any areas of concern.

This year, we installed new security cameras in the stor-age yard facility. Additional improvements are also being planned to be phased in over the years, including the pos-sibility of a third, new stor-age yard facility. This may be warranted based on an increased demand of SY slots, due to the continued growth of the community.

Pathway repair is an annu-al item in the Association’s Capital Budget, and this year sections of pathway in the Isle of Pines/River Watch area

were completed. In addi-tion, a portion of pathway in the Corlear Drive/Mourning Dove area was repaved. As part of RCA’s Common Property maintenance in our Operating Budget, select foot bridges within the pathway system were repainted. An Association News Post was distributed to the communi-ty regarding these improve-ments and temporary path-way closures. If you did not receive any notice, please see page 3 for helpful infor-mation on how to sign up to receive these, and other informative updates.

New last year, a printed version of the Reflections will be mailed out only once a month, during the months of October – March. On the first release date of the month, a printed ver-sion of the Reflections will be produced. The second Reflections publication for those months will be an elec-tronic version only. To ensure that you continue to receive all pertinent community news and updates, please sign-up to receive the Reflections Notices on the Settings page under My Account, which can be found by logging into the Members Only side of our website.

Election Day is Tuesday, November 5, 2019 and in the next issue of the Reflections you will see letters from candidates running for local offices. In the October 11 issue, we are providing a platform in the Reflections for candidates to introduce themselves and summarize their campaign to the com-munity. You can determine your polling place by going to www.ongov.net/elections/polling.html or contacting the Board of Elections direct-ly at 315-435-VOTE (3312).

September is recognized as National Preparedness Month. For more additional information on how to pre-pare yourself, your family and/or your business, go to www.ready.gov.

Please join us at the Baldwinsville Public Library on Tuesday, October 1 at 7pm for “The History of Radisson”. Presented by Bonnie Kisselstein, Baldwinsville Public Library local history librarian and town of Lysander historian, join us to learn more about Radisson’s founder, the meaning behind the names of our streets and what the Radisson Monument, at the Willett Parkway entrance represents.

Wednesday, October 2nd from 4:30 – 7pm at the Aspen House.

Shots are given by certified immunizing pharmacists. No appointment needed. 18 years and older only. Medicare and most insurances accepted. Please bring your insurance card.

Frequently Asked QuestionsQ: Where are the ASC Applications? A: Community Pages> Architectural Standards

Applications can either be completed online or printed for submission.

Q: Do I have to log in to use the website? A: No. Even though the log in box is offered, you can view any of the Community Pages or other menu options that are public. Log in is required for the News, Resident and Account menus. And, if you don’t specifically Log Out of the site, it will automatically log you in the next time you visit.

Q: How do I become a Member or update my Enrollment information?

A: Community Pages> Resident Membership & IDs Use the links on the page to check your enrollment status and/or to complete the Membership Enrollment Form.

Q: Where are the rental contracts? A: Community Pages> Facilities, Parks & Common Property Use the links on the page to view and print the appropriate contract.

Q: Where do I sign up for an Event that requires pre-registration?

As of October 1, 2005, the Radisson Community Association will levy an Amenities Equalization Assessment (AEA) to the Purchaser of a Radisson Community, residential property. The purpose of the AEA shall be to expand and/or improve common areas and common amenities.

Currently, the AEA is calculated at .25% of the purchase price of the residential property. This will apply to new homes as well as existing homes and is payable at the time of closing. Payment is to be made out to Radisson Community Association, noting AEA Fund in the memo, and be sent directly to our community office at 3128 Amesbury Drive, Baldwinsville, NY 13027.

Exemption from the fee is granted if either of the following applies: a Purchaser who has been the Owner of another Residential Lot which has served as said Purchaser’s principal residence for two consecutive years immediately preceding the purchase of the subject Residential Lot, provided said Purchaser sells the other Residential Lot within 90 days; or a Purchaser who has been a full time resident of an apartment within Radisson during the entirety of the two consecutive years immediately preceding the purchase of the subject Residential Lot.

AMENITIES EQUALIZATION ASSESSMENT NOTICEThe Radisson Community Association, Inc. (RCA) requires that prior to the resale or

refinancing of an existing home in Radisson that a Certificate of Compliance (C of C) inspection be made. The purpose of the C of C is to provide all parties reasonable assurance that the property is free from any architectural standards violations of the Radisson Declaration of Protective Covenants, Conditions and Restrictions (Radisson Declaration).

For property resales, effective January 1, 1999, the measurement of the finished area of the house must be confirmed. All requests for a Certificate of Compliance inspection must be submitted at least 10 days prior to closing to allow adequate time to complete the process.

An inspection and processing fee is charged by the RCA to the requesting party (seller or seller’s attorney). Please ensure that this fee is explained to the buyer and seller, as well as the purpose of the inspection.

As of April 1, 2015 the fees are: *Seventy ($70.00) dollars - Certificate of Compliance (C of C). *Fifty ($50.00) dollars - Planned Unit Development (PUD) form. PUD forms are not required by the RCA and are only necessary if requested by a bank or other lender. Fees must be prepaid before completion of inspection.

On August 20, 2019, the

Governor passed a law waiv-ing the New York State fee on Marriage Licenses for Active Duty members of the Armed Forces.

The law does not define active duty. However, according to the Veteran's Administration, a person who is active duty is in the military full time. They work for the military full time, may live on a military base, and can be deployed at any time. Persons in the Reserve or National Guard are not full-time active duty mili-tary personnel, unless they are called up and deployed for ser-vice. They are considered active duty during the term of that service.

Executive law section 354-d states "Proof that the applicant is a member of the armed forces of the United States shall be furnished to the satisfaction of the official issuing the marriage license." Therefore, my office will review written confirmation

of active duty status. I am pleased to offer this fee

waiver for Active Duty members. I believe this is just another way we can thank these men and women who deserve our grati-tude for their willingness to serve this country and help protect our rights and our freedoms.
