LIST OF LISTS.
Consolidated List ofChemicals Subject to the Emergency Planning and Community RIght-to-KnowAct (EPCRA), Comprehensive Environmental Response, Compensation and
Liability Act (CERCLA) and Section 112(r) ofthe Clean Air Act
This consolidated chemical list includes chemicals subject to reportingrequirements under theEmergencyPla-ing and CommunityRIght-to-Know Act (EPCRA), also known as Title Ill ofthe SuperfundAmendments aridReauthorizationAct of 1986 (SARA),the ComprehensiveEnvirormental Response, Compensation and Liability Act (CERCLA) and section 112(r) oftheClean Air Act (CAA). This consolidated list does not include all.hazardous chemicals subject tothe reporting requirements in EPCRA sections 31 1 and 312, for whichmaterial safety data'sheets(MSDS) must be developed under the Hazard Communication Standard (29 CFR1910.1200).These hazardous chemicals are identified by broad criteria, rather thanby.enunleratiOn. There areover 500,000 products that satisfy the criteria. See 40 CFR Part 370 formore information. This consolidated listhas beenpreparedto help firms handling chemicals determine whetherthey need to submit reports under sections 302 and 313 ofEPCRA and determine ifreleases ofchemicals are reportable under section 102 and 103 ofCERCLA and section 304 ofEPCRA.Itwill also help flrmS determine Whether theyWill be subject to accidentprevention regulationsunder CAA section 112(r). Separate lists are also provided ofResource Conservation andRecovery Act (RCRA) waste streams and unlisted hazardous wastes, ofradionuclides reportableunder CERCLA and ofdefinitions or exp1.anation ofchemical categories listed under EPCRAsection 313 and CERCLA, These lists should be used as a refierence tool, not as a definitivesource ofcompliance information. Compliance info-ation for EPCRA is published in the CodeofFederal Regulations (CFR), 40 CFRparts 355, 37Q> an-d 372. Compliance information forCERCLA is published in 40 CFRpart 302 and fior CAA section 112(r) is published in 40 CFRpart68.
The chemicals on the consolidated list are Ordered both by the Chemical Abstracts Service(GAS) registry number and alphal)etically. Categories ofchemicals which generally do not haveCAS registrynumbers, butwhich are citedunder CERCLA, have Not Ajplicable OJ.A.) listed inplace ofthe CAS number. Ifthe category ofchemical is an EPCRA section 313, then the section313 category code is also included in the CAS.nunlber COlunm.
The lists.include chemicals referenc6d under five federal statutoryprovisions, discussed below.More than one chemical name may be listed fior one CAS nunlber because the Same Chemicalinay appear on different lists under different names. Fdr example, for GAS nunlber 8001-35-2,the names toxaphene (from.the section 313 list), -camphechlor (from the section 302 list), andcamphene, octachloro-(from the CERCLA list) all appear on tlliS COnSOlidated list. The chemicalnames on the consolidated lists generally are those names used in the regulatory programsdeveloped under EPCRA, CERCLA, and CAA section 1 12(r), but each chemical may have others)mongmS that do not appear on these lists.
