1.Generalrequirements1.1. Themerchantshallundertaketoenabletheclienttopayforgoodsand/orservicesbymeansoftheterminalorcash
registersystem.
1.2. Onlytheclientshallhavetherighttomaketransactionswithacard.Themerchantshallbeobligedtorefusetoacceptthecardifthetransactionisnotmadebytheclient.
1.3. Themerchantshallbeobligedtoauthorisethetransactioninthepresenceoftheclient.
1.4. Themerchantshallnotbepermittedtodividetheamounttobepaidintoseveraltransactionsandreceipts,exceptifthecardholderwishestopayforthetransactionpartiallybycardandpartiallyincash.
1.5. Themerchantshallnothavetherighttomakecashtransactionsbycard.
1.6. Themerchantshallbeobligedtoauthoriseatransactioniftheexpirydateofthecardhaspassedorhasnotyetcomeintoeffect.Inthecaseofapositiveauthorisation,themerchantshallbeobligedtoperformthetransaction.
2. UsingthecardinapaymentterminalCardsthatareacceptedarespecifiedinanagreementbetweenthemerchantandASSEBPank(hereinafterthebank).
2.1 Uponmakingatransactionbyamagneticstripecard,themerchantshallbeobligedtodothefollowing:
2.1.1 Takethecardandnotreturnitbeforethetransactionisfinished.
2.1.2 Visuallychecktheauthenticityofthecardanditsconformitywiththedescriptionofthecardspecifiedinclause6oftheserequirements.Ifthecarddoesnotconformtotherequirements,thetransactionmustbeinterruptedandthecardcannotbeacceptedasameansofpayment.
2.1.3 Iftheterminalorcashregistersystemnotifiesthatthefourlastnumbersenteredforcheck-updonotmatchtheinformationonthemagneticstripe,nottoreturnthecard,identifytheperson,andcallthepolice.Theprintedreceiptshallbepreserved.
2.1.4 Intheeventofanegativeorprohibitingauthorisationcode,interruptthetransactionandactpursuanttotheinstructionsonconductspecifiedinclause5.
2.1.5 Checkthatthecardnumberandcardtypedisplayedonthescreenoftheterminalorcashregistersystemandprintedonthereceiptcorrespondtothenumberofthesubmittedcard.
2.1.6 Ifthetransactionamountisorexceeds100(onehundred)euros(unlessotherwisespecifiedintheagreement)ortherearedoubtsabouttheauthenticityofthecardortheclient,identifythepersonwhosubmittedthecardpursuanttotherequirementsspecifiedinclause4.
2.1.7 Givethereceipttotheclientforsigning.
2.1.8 Checktheidentityofthesignaturesonthecardandthereceipt.Ifthesignaturesdonotmatch,identifythepersonwhosubmittedthecardpursuanttotherequirementsspecifiedinclause4.Ifthecardhasnotbeensigned,themerchantshallauthorisethetransaction,identifytheclient,andasktheclienttosignthecard.Themerchantshallnotbepermittedtoperformthetransactioniftheclientrefusestosignthecard.Inthelatterevent,themerchantshallcanceltheauthorisation.
2.1.9 Giveacopyorduplicateofthereceipt,thecard,andidentitydocumentbacktotheclient.
2.2.Uponmakingatransactionbyasmartcard,themerchantshallbeobligedtodothefollowing:
2.2.1. Enablethecardholdertopersonallyenterthecardinthesmartcardreader.
2.2.2. EnablethecardholdertoenterthePINor,forabiometriccard,thebiometricidentificationofthecardholder,whentherespectivenoticeisdisplayedonthescreenoftheterminal.
2.2.3. Ifmorethanonepaymentfunctionhasbeensavedonthecardchip,enabletheclienttochooseasuitablepaymentfunctionwhentherespectivenoticeisdisplayedonthescreenoftheterminal.
2.2.4. Performthetransactionpursuanttothemanualoftheterminal.Iftheterminalisnotabletoreadthechip,thetransactionshallbeperformedpursuanttothemanualoftheterminalbyusingthecard’smagneticstripe(seeclause2.1.).
2.2.5. IftheclientisidentifiedbyPINandtheidentificationisunsuccessfulbecausethePINlocksitself,thetransactionshallbeinterruptedandthecardcannotbeacceptedasameansofpayment.
2.2.6. IftheclientcanbeidentifiedbyPIN,acopyorduplicateofthereceiptshallbegiventotheclient.Pleasenote!IfthetransactioncanbeperformedbymeansofaPIN,itisnotrequiredfortheclienttosignthereceiptandcheckthedocument.

2.2.7. Ifthetransactionisacceptedbytheclientbyasignature,thereceiptshallbegiventotheclientforsigning.Checktheidentityofthesignatureonthecardandthereceipt.Ifthesignaturesdonotmatch,identifythepersonwhosubmittedthecardpursuanttotherequirementsspecifiedinclause4.
2.2.8. Giveacopyorduplicateofthereceiptandthecardbacktotheclient.
2.3.InstallationrequirementsofPEDs(PINentrydevice)forpointsofsale:
2.3.1. PEDscannotbeinthevisualfieldofvideosurveillancecamerasandshallbelocatedontheclient’ssideoftheservicecounter.
2.3.2. PEDsshallbedirectedatthecardholderandhaveaprotectiveshieldaroundittoguaranteethatthePINcanbeenteredprivately.
2.3.3. ThemerchantshallnotremovetheprotectiveshieldofPEDs,whichareattachedtothedevice.NothirdpartyisallowedtoseeorfindoutthePINinanyotherway.
2.3.4. ThemerchantshallensurethatPEDsareprotectedagainststealingorreplacement.UponanysuspicionofadditionaldevicesorpossibledamagestoaPED,themerchantshallbeobligedtoimmediatelyinformthebankthereof.
2.4.Performingacontactlesspayment.
2.4.1. Meansofcontactlesspaymentcanbeeitherapaymentcard,keyring,wriststrap,oramobilephone.Allofthemneedtohaveasymboldepictingthecontactlesspaymentfeature.Inthecaseofamobilephone,thecontactlesspaymentsymbolisdisplayedonthescreen.
2.4.2. Thesymbolenablingcontactlesspaymentonameansofpayment.
2.4.3. Acontactlesssmartcardisameansofpaymentwithacontactlesspaymentsymboldepictedonitandacontactlesssmartcardtransactionisaneventwheredataareexchangedthroughthemicrochiponthecardbyusingradiosignals.
2.4.4. Ifacontactlesscardandapaymentterminalbothsupportthesmartcardtransaction,aswellasthecontactlesspaymenttransaction,itisuptothecardholdertodecidewhichpaymentmethodtouse.Ifcontactlesspaymentisnotsupported,apaymentterminalmaydirecttheusertoperformthepaymentbyusingachiporamagneticstripe.
2.4.5. Theprincipleofpayingwithameansofcontactlesspaymentisthesameasforaregularcardpayment,wherethemeansofpaymentremainsinthepossessionofthecardholderforthedurationofthetransaction.Theonlydifferenceisthatthemeansofcontactlesspaymenthastobetakenintocontactwithareaderforatleasthalfasecondattheplacewiththesymbolsupportingcontactlesspayment.
2.4.6. Thesymbolsupportingcontactlesspaymentonapaymentterminal/reader.
2.4.7. Beforeperformingacontactlesspayment,thecardholderwillseearegulargreetingonthecardreader.Uponcommencingacontactlesspayment,thescreenofthereaderwilldisplaythesumofthetransactionenteredbythesalesclerkanddirectthecardholdertousethemeansofpayment.Inthecaseofperformingacontactlesspaymentviaamobilephone,thereadermaydirectthebuyertofollowtheinstructionsdisplayedonthescreenoftheirmobilephone.Ifacontactlesscardinformsthereaderthatatransactionmustbeperformedbyreadingthechiporthemagneticstripe,theterminalwillproduceasoundofanunsuccessfultransaction(twopeeps).Thenthebuyerwillhavetofollowtheinstructionsonthescreen.

2.4.8. Paymentterminalshavetwoaudio-visualsignalsforinstructingtheuserofameansofcontactlesspaymentinperformingatransaction–thesoundofasuccessfultransaction(onelongpeep)andthesoundofanunsuccessfultransaction(twopeeps).
2.4.9. Thetransactionsperformedbyusingameansofcontactlesspaymentaredividedintotwocategories.Thisdecisionismadebytheterminal:
• Transactions performed by using the ‘touch and buy’ procedure that do not exceed the authenticationlimitofthecardholder.Asalesclerkwillnotprintoutareceipt,unlessrequestedsobythecardholder.NoauthenticationprocesswithaPINcodeorsignatureisconducted.Ifapaymentismadebyusingthemobilephoneapplication,theauthenticationofthecardholderisconductedviaamobilephone.
• Transactionsexceeding theauthentication limit of the cardholder.A sales clerkwill print outa receipt, ifrequestedsobythecardholder,andthetransactionisconfirmedwithasignature,PINcode,orviaamobilephone.
NB!VisaContactlessPaymentSpecification
Iftheterminalprintsareceiptandthereceipthasasignatureline,thesellermustaskforthecardholder’ssignatureonthereceiptandindicatethedocumentnumber.
Theterminalthenasksthesellertoverifytheauthenticityofthesignatureonthereceiptcomparedtothesignatureonthecard.Messagesaredisplayed–pressYESorNO.Ifthesignatureiscorrect,pressYESandthetransactioniscomplete.Ifthesignatureisincorrect,pressNOandtheterminalwillcancelthetransactionandprintanerrormessage.Theterminalalsocancelsthetransactionevenifthesellerdoesnotpresseitherkeyandtheterminal’swaitingtimeisover.Beforethenextclient’stransactionbegins,theterminalprintsanerrormessage–‘notransaction’.
Itisimportanttofollowthemessagesoftheterminaltoavoidtheautomaticcancellationofthetransactionthathasalreadytakenplace!
2.4.10.Cancellationisperformedonthemeansofpaymentthatwasusedfortheoriginalpurchaseandisexecutedbytouchingthereaderwiththecard.Signingthereceiptforthecardholderisnotnecessary.
2.4.11. Acontactlesspaymentreceipthas‘Contactlesspayment’writtenonitoritisreflectedonthereceiptwithacontactlesspaymentsymbol.
2.4.12.Foranundisturbeduseofameansofcontactlesspayment,salesclerkshavetofollowthefollowinginstructions:
• thepaymentterminal/readershallfacethepayer;
• thepaymentterminalshallnotbeinstallednearelectricaldevicesormetalobjectsthatcaninterferewiththedatatransferrelatedtoatransaction;
• the sales clerk shall begin the contactlesspaymentbyentering the sum to enable theperformanceof atransaction.
Contactlesstransactionsshallbesenttoprocessingeverydayornolaterthantwodaysaftertheauthorisationofatransaction.

3. Returningapurchase3.1. Iftheclientreturnsapurchase,thetransactionshallbecancelledpursuanttothemanualoftheterminalorthecash
registersystem.
3.2. Ifthecancellationofthetransactioncannotbeperformedbyusingtheterminalorthecashregistersystem,anapplicationshallbesubmittedtothebankrequestingthecancellationofthetransactionalongwiththereceiptsubjecttocancellation.
4. Identificationofpersons4.1. Uponidentificationofpersons,thefollowingshallbechecked:
• whetherthepersononthephotoofthedocumentisthepersonwhosubmittedthecard;
• whetherthenameofthepersonwhosubmittedthecardcorrespondswiththenameonthedocumentor,ifnonameisgiven,whetherthesignatureonthereceiptmatchesthesignatureonthedocumentandcard;
• whetherthesignatureofthepersonwhosubmittedthecardonthereceiptmatchesthesignatureonthedocumentandcard;
• whetherthedocumentisstillvalid;
• whetherthedocumentisdamaged;
• themerchantmayrefusetoperformthetransactionifthereareanydoubtsabouttheauthenticityofthedocument.
4.2.Fortheidentificationofaperson,thefollowingdocumentsareaccepted:
• passportorIDcardoftheRepublicofEstonia;
• passportorIDcardofaforeignstate;
• diplomaticpassportordiplomaticcard;
• alien’spassportoftheRepublicofEstoniaortravelpassport;
• Estoniandrivinglicence(plastic);
• seafarer’sdischargebook;
• internationaldrivinglicence(plastic).
Aninternationaldrivinglicenceshallincludethefollowinginformation:
• ‘DrivingLicence’inEnglishor‘PermisDeConduire’inFrenchwrittenonthedocument;
• issuerofthedrivinglicence;
• name,dateofbirthorpersonalidentificationcode,andsignatureoftheuser;
• photo;
• expirydate;
• serialnumber.
4.3.Uponpaymentwithachild’sbankcardorabankcardissuedtoachild,thefollowingdocumentsareaccepted:
• studentcard(uponapurchasenotexceeding100euros,unlessotherwisespecifiedintheagreement);
• uponapurchaseexceeding100euros,apassportorIDcardissuedtothechild;
• drivinglicenceordocumentslistedinclause4.2submittedwithaparent.
4.4.Ifapersonisidentifiedonthebasisofanidentitydocument,thefollowingdetailsofthedocumentshallbewrittenonthereceipt:
• nameofthedocument;
• documentnumber;
• personalidentificationcode,ifpossible.
• inthecaseofastudentcard,thenameoftheschoolthatissuedthestudentcard
Ifapersonisidentifiedonthebasisofaninternationaldrivinglicence,thefollowingdatashallbewrittenonthereceipt:
• nameofthedocument;
• countryofissue;
• serialnumberofthedocumentand/or,intheabsencethereof,thepersonalidentificationnumberofthedocumentuser.

5.1.Themerchantshallbeobligedtotakethecardfromthepersonwhosubmitteditifthecardhasbeenstolen,lost,forged,orhasfallenintothepossessionofathirdpersoninanyotherway,andinformthebankofthecardandcallthepolice.Thepersonwhopresentedthecardshallbeidentified,ifpossible.Themerchantshallreturntotheclientthecardthathasexpiredordoesnothavesufficientfundsontheaccountrelatedtoit.
6. DescriptionsofacceptedcardsAcardcannotbeacceptedasameansofpaymentif:
• thecarddoesnotmeetthedescription;
• theinformationonthefrontofthecardisnotvisible;
• thesignaturestripeontheoverleafisdamaged,scrapedand/ortheword‘VOID’isvisible;
• theclienthasnotsignedthecardontheoverleafandrefusestodoso.Ifthecardhasnotbeensigned,themerchantshallauthorisethetransaction,identifytheclient,andasktheclienttosignthecard.Ifthesignatureonthesignaturestripeofthecardmatchesthesignatureonthedocumentandreceipt,themerchantmayperformthetransactionuponpositiveauthorisation.

2. Hologram
• TheMastercardhologram‘TwohemispheresoftheEarth’islocatedonthefrontorbacksideofthecard.
• Thehologramismultidimensional.Fromoneangle,thetwohemispheresoftheEarthcanbeseenwithMastercardprintedinthebackground.
• Ifthehologramislocatedonthefrontsideofthecard,thelastfourdigitsofthecardhavebeenreliefprintedonthehologram.
3. Cardnumber
• TheMastercardnumberbeginswith2or5andhas16digits.
• Cardnumbershavebeenreliefprintedorflatprintedonthecardandgroupedbyfour.
• Belowthefirstfourreliefprintedorflatprinteddigitsofthecardnumber,thesamedigitsmaybeprinted,butnolongerhavetobe.
4. Cardholder
• Thenameofthecardholder(andthecompany’snameifitisacompanycard)hasbeenreliefprintedorflatprintedonthecard.
