IN BERLIN TODAYSITUATION
THEBerlin is experiencing a shortage of around 14,000 apartments. English speakers report a reply rate of less than 20% for all apartment enquiries made. Apartment seekers compete with up to 20 other interested parties at viewings.
Residency and work visa applications take around 6-8 weeks to be processed. Delays can exceed 3 months. Visiting the foreigner’s office without an appointment can take up to 6 hours waiting time. When maximum capacity is reached, visitors are turned away.
Less than a handful of case workers at Berlin public offices speak English at work. Long queues, language barriers, conflicting information, and excessive administrative red tape overwhelm many English speakers.

Kathleen Parker arrived in Germany from Queensland, Australia in 2009. She registered at several addresses in Berlin and Cologne, applied for five different types of work visas, did her tax returns, got married, started a business, and obtained several German government grants. She helped her English-speaking friends fight with their German phone companies, sign their rental contracts, and deal with their insurance.
Both Kathleen and her English-speaking friends and colleagues made and learned from just about every mistake it’s possible for a foreigner to make in Germany. Many in Berlin’s large English-speaking community now recognize Kathleen Parker as an expert in navigating German bureaucracy, through both language interpreting and general consulting.
