Q. What materials can be recycled at my community?A. Washington County’s recycling program includes the collection of paper, cardboard, metal, rigid plastic tubs, buckets, and bottles. These materials can be mixed together in the same container. Only glass bottles/jars need to be placed in a separate container from the mixed recyclables.

Q. What materials are not accepted in mixed recycling?A. The most common contaminants in mixed recycling are: • Plastic bags – take these back to a store or to a recycling depot. • Food-soiled cardboard – pizza boxes with stuck-on cheese should be disposed of as garbage. • Plastic to-go/take-out containers – many are accepted at recycling depots. • Styrofoam – mailing peanuts are accepted at mail services storefronts, take block foam to a recycler.

ReStore outlets sell new fixtures, as well as gently used furniture, home accessories, appliances and surplus building materials to the public at a fraction of the retail price. The proceeds help local Habitat affiliates fund the construction of Habitat homes within their communities. While every ReStore outlet inventory is a little different, this organization provides an environmentally and socially responsible way to keep good, reusable materials out of the waste stream while providing funding for Habitat’s community improvement work.

Get the Point on Sharps— Safe Handling and Collection Options for SharpsSharps are medical needles, syringes and lancets and are considered hazardous waste, requiring proper disposal to prevent injuring others. Do not place used sharps in garbage or recycling containers —they pose a risk to workers collecting or sorting the materials. Sharps must be collected in an approved sharps collection container available from your pharmacy, collection service, or collection site.

Approved sharps containers are rigid, leak-proof, puncture resistant, sealed and clearly marked with the bio-hazard symbol. Containers such as milk jugs and coffee cans are not safe for used sharps storage. Select an approved method to dispose of sharps from the choices below.

Container Exchange ProgramContact Your Pharmacy - Many area pharmacies offer sharps disposal and container exchange programs that provide containers like the one below.

Collection FacilityTake Sharps to a Metro Hazardous Waste Facility or Neighborhood Collection Event - Similar to the container exchange program offered at pharamacies, Metro also has an exchange program. Metro’s Sharps Disposal and Container Exchange Program allows area residents to bring used sharps stored in approved sharps containers to Metro’s hazardous waste facilities (see article below for locations). Participants can dispose of used sharps free of charge and receive a new container. Between Spring and Fall Metro hosts Neighborhood Household Waste collection events throughout the region. Residents are encouraged to bring used sharps and other household hazardous waste a nearby event for safe collection.

Metro Household Hazardous Waste facilities are open six days a week year round from 9:00 a.m. to 4:00 p.m. Monday through Saturday. Holiday hours: closed Thanksgiving, Christmas and New Year’s days.

Neighborhood Collection Events: Free household hazardous waste collection events take place from 9:00 a.m. to 2:00 p.m. weekly (except Memorial Day, Fourth of July and Labor Day weekends) between early March and mid-November in many communities across the Portland tri-county area. These events are small, frequent and community-friendly. To find an upcoming event near you, call Metro Recycling Information at (503) 234-3000 or review their schedule online at www.oregonmetro.gov/hhw.

Other OptionsOrder Collection Service - In Washington County, sharps and other medical waste can be collected through your local hauler through a sub-contractor. Call your garbage service provider for home and commercial collection service options.

Mail Them in - Some vendors offer sharps-by-mail service, a safe, confidential, ‘from home’ mailing solution for sharps disposal. The program offers various container sizes and mailing options. For additional information, review Metro’s Sharps Container Exchange Program information at www.oregonmetro.gov/hhw and select ‘Sharps Disposal.’

Residential care facilities, group homes and other commercial generators of sharps should contact their regular solid waste collection company or call Metro Recycling Information at (503) 234-3000 for more information.

Spring ClEan-uP TiPSunwanted Furniture Take unwanted furniture to a non-profit for reuse/resale. Unwanted furniture that cannot be reused should be disposed of at a landfill. Contact the Hillsboro Landfill (503) 640-9427 for information or call your garbage hauler for curbside collection information.

Household Hazardous Waste Waste and household chemicals can leak into waterways and aquifers, which can pollute drinking water and soils. Do your part by taking household chemical waste to Metro’s Hazardous Waste facilities for no charge. www.oregometro.gov

Tire Disposal/Recycling One inch of standing water can produce over 1,000 mosquitoes every seven days. Un-mounted tires can hold standing water, which creates excellent breeding grounds for mosquitoes that might carry West Nile virus. Recycle unused tires at local recycling depots or store them in enclosed spaces where water will not pool.

Motor Vehicle Parts Metal is recyclable and accepted by area recycling depots. To find a recycler near you, log on to www.oregonmetro.gov and type into the search field ‘find a recycler’.

Construction Waste Most remodeling or construction materials can be recycled. Contact your hauler to order drop boxes for your project. Visit www.RecycleWise.org or contact Metro Recycling Information Center (503) 234-3000 to find a recycler near you.

Yard or Storm Debris Most yard and vegetative storm debris can be recycled through residential recycling service in Washington County.

These two locations (see page 4 for addresses) are open six days a week throughout the year. Your household hazardous waste can be dropped off to these facilities for proper collection and disposal/handling. If you prefer to take materials to a Metro Neighborhood Collection Event during the dryer season, you’ll want to view their calendar online (www.oregonmetro.gov/hhw) or call them at (503) 234-3000 for dates and locations.

Unincorporated Washington CountyRegulatory Oversight Washington County’s Solid Waste and Recycling Program provides regulatory oversight of 13 private collection companies in unincorporated Washington County that have current service certificates, granted by the Board of County Commissioners, to collect garbage and recycling from residents and businesses, based on exclusive service areas.

The County establishes the rates charged by the 13 collection companies for service and establishes standards (levels of service, reporting and customer communications) for these collection companies.

Billing and Establishing Service Collection companies bill homeowners, landlords, and businesses directly. To start service, contact the collection company assigned to your area. If unsure who provides your service, contact the Washington County Solid Waste and Recycling Program at (503) 846-8609 or log on to www.RecycleWise.org and select Collectors. Click on Service Providers to access an interactive tool that identifies your provider based upon your address.

Types of Service and Frequency The collection company provides garbage and recycling collection service to residential (single-family and multi-family) and commercial* customers. Yard debris collection is part of single-family service.

Residents in urban neighborhoods inside the Metropolitan Service District (MSD) receive weekly garbage collection service, with every-other-week collection of recyclable materials and yard debris.

Residents in areas outside the MSD (rural Washington County) receive weekly garbage collection service and monthly collection of recyclable materials. Rural residents do not receive yard debris collection at this time.

Residents within City Limits Each city government regulates garbage and recycling collection services within its limits. This includes setting rates and the establishment of rules under which the collection companies operate. If you live in a city, please contact your city office or your collection company directly for more information about collection services.

Residential Yard DebrisIn urban Washington County, yard debris collection is part of regular garbage service and is collected every-other-week on the same day garbage is collected.* Call your hauler if you are unsure when your yard debris is picked up—on a green week or a red week. Post this calendar in your kitchen, garage, or shed and mark your yard debris and recycling collection days.

*City of Banks residents please note that yard debris is not collected on the same day as garbage service. City residents of Sherwood, Tualatin and Forest Grove receive weekly yard

debris service. King City residents receive monthly yard debris service. Rural residents do not receive yard debris service

as part of their rate.

8 Recycling of Electronic Peripherals and Other Equipment Some recycling depots will accept other electronic equipment or supplies including scanners, fax machines, DVD and VCR players, MP3 players, radios, mainframes, circuit boards, cell/telephones, cameras, ink and toner cartridges, microwave ovens, fluorescent lamps, lighting ballasts, household batteries, computers, laptops, montiors, televisions and more. Locate a facility that will accept your materials by logging on to Oregon Metro’s website www.oregonmetro.gov and click on the ‘Garbage and Recycling’ button for a drop-down list and click on ‘Find a Recycler.’ Contact the vendor prior to visiting to learn about their prices for collecting these materials and their location and hours of operation.

Electronics RecyclingOregon E-Cycles is a free and environmentally responsible recycling program for computers, monitors and TVs. The program is financed by electronics manufacturers and jointly implemented with the Oregon Department of Environmental Quality (DEQ).

What is Accepted? Anyone can bring seven or fewer computers (desktops and laptops), monitors and TVs at a time to participating Oregon E-Cycles collection sites for free recycling. All computers, monitors and TVs—regardless of brand, age or condition—are accepted. 8 NOTE: computer peripherals (keyboards, mice, etc.) and other types of electronics are not accepted in this program.

What Happens to the Equipment? Participating recyclers must meet DEQ’s Environmental Management Practices (EMPs). The EMPs ensure electronics are recycled in a way that protects human health and the environment.
