• RSC Update
The RSC informed the board of her recent meetings and activities since the last Headteacher Board meeting including presentations undertaken at the Educational Reform Summit, the GM Partnership Network, Futures Academies Conference and a meeting of the Association of School and College Leaders northern branch secretaries. The “Securing High Performance” event had gone well with 120 delegates attending.
The RSC discussed conversations she had regarding the proposed Improvement Board covering the structure of MATs and financial modelling to be undertaken. More information regarding this would be shared at the next meeting.
The RSC provided feedback from local events for school and academy leaders she had attended in Wakefield, Tameside, Bradford and Salford.
The RSC advised that she had met with the Church of England Directors of Education and was shortly to meet with the Catholic Dioceses.

• National Schools Commissioner, Sir David Carter
The RSC shared the NSC’s priorities.
• Northern Sponsor Fund
An update was provided regarding the bids for awards from the Northern Sponsor Fund, which was advertised on 9 February. More than 50 applications had been received and it was noted by the Board that as there had been applications from Board member schools, advice on the allocation of funding would be provided by the members of another HTB. It was anticipated that a decision would be made as to the funding allocation by 7 March and schools would be advised thereafter.
• School to School Support Fund
It was advised that, of the £5.3million awarded nationally from the Fund, £1.1 million of the successful bids was granted to 142 applicants in the LWY region.
• HTB Member Co-option
Discussions were held around the co-opting of a new HTB member to the Board to fill identified skill gaps. Of those who had put their names forward, two were considered preferred nominees. It was agreed that the RSC would progress the co-option, obtaining further information about the nominees, where necessary.

• RSC Update
The RSC informed the board of her recent meetings and activities since the last Headteacher Board, specifically attendance at a number of conferences across the region, including the Bury and Tameside events targeted at Primary schools.
A general discussion was held regarding the decision making process schools should follow when considering which MAT to join. Consideration is to be given by the HTB as to what material should be available to schools to enable them to make informed choices.
The RSC updated the HTB on other meetings including the School Governors Conference, BFET meeting with Lord Nash, Wakefield Local Authority meeting and West Yorkshire Area Review.
• Sponsor Strategy
The HTB was advised that an announcement from Sir David Carter is expected shortly. A discussion was held around the positives and negatives of the current system and the number of ‘sponsor spaces’ that are likely to be required in coming years.

• HTB Member Appointment
A preferred candidate had been identified and a request has been made to Lord Nash to approve the appointment.
• NSC and RSC Away Day
An overview was given of the day and presentation slides provided to the HTB.
Volunteers were sought from the HTB to present a session at the forthcoming HTB conference in July. In addition, the HTB were asked, in preparation for the sessions, to think about what the HTB does well and submit any comments to the RSC before the next meeting.

Karen was formally introduced to the board and she gave a brief resume of her career history.
• RSC Update
The RSC informed the board of her recent meetings and activities since the last Headteacher Board, including meetings of the North West School Improvement Board, Learn and Lead sub-regional board and Wirral Head Teachers.
The RSC advised the board that there is increasing evidence of the growing appetite from system leaders in the region in becoming academies and forming multi academy trusts.
The RSC updated the board about her recent meeting with Diocesan Directors of Education and the recently published Memoranda of Understanding between the Catholic Church and the Department for Education, and between the National Society and the department.
Updates were also given regarding recent meetings with MPs, including Andrew Gwynne, Lucy Powell, Graham Brady, Craig Whittaker, Jim McMahon and Maria Eagle. Pam Birch advised that she was soon to meet Mark Menzies.

The RSC asked the board to advise if they had any successful case studies that they could share regarding Academies/Sponsorship.
An update was given regarding progress in Bradford, and Jane Acklam requested a paper showing how MATs are progressing in the area.
A general discussion was held regarding the benefits of business sponsors and the need for professionals on Governor Boards.
• HTB Away Day
The RSC requested volunteer speakers and subject suggestions for the RSC HTB conference.
• Free School Update
Pam Birch, Karen Bramwell and Iain Hall declared a conflict of interest and left the meeting. Tom Quinn declared an interest but had no conflict. The remaining members discussed and agreed recommendations to the Minister for free school applications following the streamlined process.

• RSC Update
A brief update was provided by the RSC about Sir David Carter’s appearance at the Education Select Committee. Discussions centred on Multi Academy Trusts (MATs) and also the different roles within Ofsted and the RSC office.
• Northern Powerhouse Schools Strategy Review
Nick Weller attended the meeting and gave the Board an overview on the process to develop high-quality MATs in northern regions. Discussions were held around Leadership, Teaching School Development and encouraging teachers to work in areas of deprivation.
• Sponsor Capacity Fund Update
HTB agreed the priorities for the funding, which would be included in the published material and inform decisions on which bids to approve if the fund was oversubscribed. These were:

The RSC updated the Board regarding The Blue Coat School, Liverpool expansion proposal. It was noted that some headteachers voiced their opposition but they had negated to communicate these concerns during the allocated consultation period.
Sir Iain Hall confirmed that he would be stepping down as a Board member at the end of this academic year.
The Board also asked for the minutes to include an acknowledgement of the tremendous work being undertaken by DfE colleagues to strengthen the content and detail of the project applications, allowing members to reach decisions in a more expedient manner.
Free School Update Pam Birch, Iain Hall and Karen Bramwell declared a conflict of interest and left the meeting. An update was given regarding the next stage of the process; the scheduling of interviews for short listed candidates.
