Building B3024A is a standalone, one-storey high school with a mezzanine, constructed in 1995 with an approximatearea of 4825 m2 with a capacity of 467 students from Grades 10 to 12. The school consists of numerous classrooms,two science labs, a machine shop, a beauty-salon, administration area/offices, a library, a gymnasium and amezzanine consisting of a viewing area and a mechanical and electrical room. There have been no additions to thebuilding. A free-standing, 90 m2, portable classroom building for drama is provided on the southwest section of theSite and is reference separately.

General Summary:

Structural Summary:The building consists of a concrete foundation and concrete slab-on-grade. Typical construction of the building is wood-framed with wood trusses and sheathing. The gymnasium consists of concrete block walls, some steel columns andbeams, supporting open-web steel joists and the metal deck. The mezzanine is pre-cast concrete core slabs supportedby concrete block. The structure is in overall acceptable condition.

Envelope Summary:The building roofs are mainly sloped asphalt shingles on a membrane over wood sheathing with batt insulation at theceiling level. The asphalt shingles were replaced in 2008. The gymnasium consists of a flat SBS roof on rigidinsulation. Three flat roofed mechanical equipment areas have batt insulated wood trusses with SBS roofing on woodsheathing. The exterior walls are typically, fiberglass insulated wood studs with stucco exterior and gypsum boardinterior finishes. Water damage was identified on a section of the wall near the west entrance door; therefore, a repairof the water damaged stucco wall and an intrusive wall study on the north elevation of the building has beenrecommended in 2013. The lower portion of the exterior walls, typically under backfill, are concrete with rigidinsulation. The exterior walls of the gymnasium and firewalls are concrete block with rigid insulation. Pre-finishedmetal fascias is provided throughout the building. Rigid soffit is provided above window openings and vented soffit isprovided elsewhere. It was reported due to lack of roof ventilation, roof vents were added throughout the sloped roof.The window are PVC fixed units with sealed double glazing. Exterior doors are painted steel, with the top half glazed,in steel frames. Capital expenditures with regards to lifecycle replacement of the joint sealer is anticipated in 2016. The envelope is in overall acceptable condition.

Interior Summary:Vinyl composition tile (VCT) flooring, with rubber base are provided in the corridors, washrooms and classrooms.Original carpet is provided in the library and music room and carpet tile, installed in 2011, is provided in theadministration offices. Ceramic tile floors are provided in the boys & girls change rooms. Hardwood flooring isprovided in the gymnasium and sealed concrete in shop and service areas. Walls throughout are painted gypsumboard. Plastic laminate wainscot is provided in the the bottom portion of the walls in the corridors. The gymnasiumconsists of concrete block and acoustic block walls. Ceramic wall tile is provided in washrooms throughout thebuilding and in the boys & girls change rooms. Ceilings are T-bar in corridors and acoustic spray texture on gypsumboard in most classrooms, offices and library. Exposed, painted steel joists and metal deck is provided in thegymnasium. Barrier-free access and washrooms are acceptable. Capital expenditures with regards to lifecycle replacement of VCT and carpet flooring, resilient stair finishes, thevertical boards in the music room and the visual display boards throughout the building and installation of T-bar ceilingthroughout the classrooms are anticipated in the next 5 years. The interior is in overall acceptable condition.

Mechanical Summary:The mechanical systems and equipment are generally from the original year of construction (1995) with the exceptionof a few items. The energy/building management control system (EMCS/BMCS) was upgraded in 2005 and low flowtoilets were installed in 2000. The domestic water, sanitary, and rain water drainage piping is original to theconstruction of the building. Backflow prevention is provided for the domestic water system. The building is heated by one Allied Engineering hot water boiler. Hot water is distributed through original copperpiping to a fan coil unit, radiant heating ceiling panels, and unit heaters in the building. Ten packaged rooftop units(RTUs) provide hot and cold air ventilation throughout the building. Building exhaust is provided by various interior and roof mounted exhaust fans. A central EMCS system controls themajor mechanical equipment in the building and includes economizers. There is no sprinkler system, but dry chemicaltype fire extinguishers can be found throughout. The following are recommended actions for the next five years, including scheduled replacements: - Ensure that annual inspections take place for all backflow preventers along with their replacement - Continue to repair the air distribution system to alleviate noisy and drafty air supply in the classrooms. - Determine and repair the cause of minor leaking in the boiler re-circulation piping - Install an exhaust fan in the Cosmetology Room - Domestic water pumps and heaters. Overall the mechanical systems in the building are in acceptable condition.

Electrical Summary:The building has a 800 Amp, 347/600V three phase service which provides electricity to the entire building. The maindistribution panel has a 400A main breaker and feeds three interior transformers, which step down the power and feedthe electrical subpanels.The electrical sub-panels and wiring are generally original to the construction of the buildingand have little remaining capacity. All observed wiring was in conduit, but is likely to consist of copper wiring inconduit. Surge protection is provided for the 120V electrical equipment. Motor starters are provided for most of themajor electrical equipment. Interior lighting is provided by T8 fluorescent technology throughout the building, and is original to the construction ofthe building. Exterior lighting is provided by high pressure sodium (HPS) wall mounted fixtures located around theperimeter of the building and in the parking lot. The majority of the emergency lighting in the building is by distributedbattery packs with remote incandescent lighting heads. Exit lighting in the building is provided by incandescent exitsigns. Ground fault circuit interrupters (GFCI) duplex receptacles are provided around some sinks, but are missing aroundsome sinks. The building is protected by an Edwards EST fire alarm control panel which controls fire alarm bells and strobesthroughout the building. Initiation in the building is provided by manual pull stations, heat detectors, and smokedetectors. The building has an externally monitored DSC Maxsys security system, recorded video surveillance and a Polycomtelephone system which works off of the Supernet and can act as a PA system. A separate PA mixer serves thegymnasium. Category 5 cable connects data outlets to the school internet service and a wireless Local Area Networkis provided throughout. The following are recommended actions for the next five years, including schedule replacements. - Add secondary electrical panelboards to increase the available capacity - Upgrade receptacles that are <1m from a water source to GFCI - Conduct a study and make repairs to the photocell system that controls exterior lights - Replace emergency lighting battery packs. Study, repair, and replacement costs have been provided within the time frame of this report. Generally the electrical systems in the building are in acceptable condition.

The foundation consists of reinforced concrete foundation walls on strip footings and reinforced concrete pad footings atcolumns.

The Slab-on-Grade (SOG) consists of reinforced concrete slab on compacted gravel. Minor cracking identified on theSOG.

The structural system of the majority of the building consists of wood-framed superstructure supporting the roof wood-trusses. Concrete masonry units (CMU) walls are provided around the gymnasium and they support both the mezzanineand the gymnasium roof steel joists.

The mezzanine consists of pre-cast concrete core slabs supported by CMU.

The mezzanine construction consists of pre-cast concrete core slab.

Painted steel stairs, with steel grating landing and treads are provided at the south exit door.

The mezzanine is non-combustible concrete construction. The mechanical room has 2 layers of gypsum board on theunderside of the wood floor joists and gypsum board on each side of the wood framed wall.

The majority of the roof construction consists of sloped wood-trusses and OSB sheathing supported by wood-framedbearing walls. The gymnasium flat roof consist of steel trusses with metal deck, supported by concrete block walls andsome steel beams and columns are provided at the mezzanine opening. The rooftop units sit on flat surfaces whichconsists of flat wood and steel chord trusses.

Canopies are composed of sloped wood trusses, supported by glue-laminated wood beams supported by steel and woodstud columns.

Two layers of fire-rated gypsum board are provided on the underside of wood trusses. Gymnasium roof structure andmetal deck are non-combustible.

It was reported that during 2008 two areas on the east andwest sections of the building on the north elevation weredetermined to be water/mould impacted as a result of waterinfiltration. The mould/water impacted stucco, sheathing,wood-framing, and the windows were removed and replaced.Major water staining on the stucco finishes were identified ona section near the west entrance door on the north elevationof the building during the current assessment. Based onprevious findings, mould/water impacted stucco, sheathingand wood-framing may be present.

Excessive water damage and staining on the stucco finishesidentified. It is likely that the backup sheathing is in poorcondition due to the water damage.

Perform a wall investigation on the water stained stucco,including intrusive openings. Small, intrusive openings shouldbe performed in at least two other locations on the northelevation of the building to determine the condition inside thewall.

Caulking is provided around the perimeter of the window and door frames, and material transition.

The bottom 1 meter of most exterior walls consists of reinforced concrete. Typically, the bottom 1 meter of most exteriorwalls are covered by clay backfill soil.

The gymnasium walls consists of CMU.

The school consist of insulated wood-framing.

Concealed, but previously reported the bottom 1 meter of exterior walls have earth bermed up on the CIP concrete, withwater proofing membrane, wood strapping with rigid insulation, poly vapour barrier. Based on the architectural drawings,the upper concrete block walls in the attic space consist of batt insulation with mechanical fasteners on vapor barrier.Concrete block walls above attic roof consist of poly vapor barrier on the exterior face, covered with rigid insulation,building paper and stucco finish. Typical wall construction from interior to exterior consists of gypsum board on poly,fiberglass batt insulated wood framing, OSB sheathing, building paper and stucco exterior finish.

Parapet walls above the gymnasium consist of concrete block and the parapet walls around the rooftop units are wood-framed with pre-finished metal cap flashings.

Pre-finished metal mechanical wall louvers are provided throughout the building.

Pre-finished metal soffits are provided above the window openings and pre-finished vented metal soffits are providedelsewhere. Cement stucco soffit is provided on the capony roof over the entrance pathway.

The building's windows consists of fixed glazing units in PVC frames. No operable windows are present in the building.

The exterior utility doors consist of painted steel doors in painted steel frames.

A manually operated pre-finished aluminum overhead door is provided on the machine shop on the south elevation of thebuilding.

The site representative has complained of drafty, noisy supplyair in the classrooms. Repairs have already started to alleviatethese problems in some classrooms. An acoustic surface hasbeen applied to the ceiling to alleviate the noise issues.Discharge grilles have been adjusted to point toward theceiling in order to decrease the draftiness. These repairs have led to a second problem where dust fromthe HVAC system has been accumulating on the ceiling andhas caused some staining. A bell system is installed which work with the PA system that has speakers throughout the hallways of the building.

Master clock is a Edwards 2470 coupled to remote digital clocks. The site representative reported that this system is nolonger being used.

The phone system was upgraded to operate off of the Supernet and can be used as a PA system. The system is Nortel Networks Meridian 1 phone switch with two available expansion slots.

The data system is reported to be the Alberta Supernet which has category 5 wiring in the server room and throughoutthe building.

A wireless local area network (WLAN) system is provided throughout the school.

The school public address system was upgraded in 2007 and the bell system was upgraded in 2008. These systemswork with the telephone system off of the Supernet The gymnasium sound system is a TOA 900 wall amplifier and mixer. Speakers can be found throughout the classroomsand gymnasium.

The television system is located throughout the hallways and in some of the classrooms. This is a closed circuit systemwith no cable or satellite service.

Building B3024A is located at 1150 Eagle Butte Road South, Dunmore, Alberta. The Site is located northeast of EagleButte Road and Township Road 120 intersection and access to the Site is provided via the Eagle Butte Road. The Siteconsists of a one-storey, stand-alone school with a moveable portable located on the southwest section of the Site. TheSite coverage is predominantly grass with mature deciduous trees, asphalt paved parking lot and driveway, an open-pitreservoir, a septic system leach field and a baseball and track field. The building faces northwest, with existing residentialareas on the northeast and northwest.

The prime consultant was Golder Associates Ltd. The evaluation date was January 15th, 2013. The entire building was evaluated.
