Load Rating Plan of Corrective Action

What are the major points of the Load Rating PCA?

Tiered Deadlines for Load Ratings Three Tiers Deadlines every two years Continuing Compliance Checks (Metric 13)

Page 4: Rebecca Curtis, PE Michigan Department of Transportation ...

Load Rating Plan of Corrective Action

Tier 1

Bridges without load ratings as of January 1st, 2011 Due on December 31st, 2012

Load Rating Plan of Corrective Action

Tier 2

Local Agency Tier 2 is comprised of bridges in poor condition

Load Ratings must be reviewed or updated to account for the poor condition

Tier 2 Load Ratings are due on December 31st, 2014

Rating less than 100% legal loads and still open Posting recommended Rating less than 3 Tons and open without restrictions

At this time last year, there were 183 bridges with postings recommended

Page 13: Rebecca Curtis, PE Michigan Department of Transportation ...

Metric 14 – Inspection Procedures, Post or Restrict MDOT will check data monthly for possible Metric

Scour Management

FHWA Stewardship Agreement Goal Mitigate or reduce the number of interstate scour

critical bridges, using risked-based selection procedures, by 5 percent each year.

MDOT 426 scour critical bridges

Local agencies 1331 scour critical bridges

Scour Management

Interactive Risk Assessment Spreadsheet Created to prioritize mitigation efforts Data-driven risk assessment Adds weighted factors to water crossing bridges to

quantify vulnerability and criticality Provided local agency focused version to CRAM

FHWA 23 Metrics 2013 Audit 13 of 23 Metrics determined to be fully compliant Plans of Corrective action required for:

METRIC 6 – Inspection Frequency, Routine, LOW Risk

METRIC 7 – Inspection Frequency, Routine, HIGH Risk

METRIC 10 – Inspection Frequency, Fracture Critical METRIC 11 – Inspection Frequency – Frequency

Criteria METRIC 13 – Inspection Procedures, Load Rating METRIC 14 – Inspection Procedures, Post or Restrict METRIC 15 – Inspection Procedures, Bridge Files METRIC 16 – Inspection Procedures, Fracture

Critical Members METRIC 20 – Inspection Procedures, QC/QA METRIC 21 – Inspection Procedures, Critical

Findings

Page 26: Rebecca Curtis, PE Michigan Department of Transportation ...

FHWA 23 Metrics 2013 Audit METRICs 6, 7, 10, and 11 – MDOT will develop

and implement a statewide policy to require all inspection reports to be entered into to the bridge management database within thirty (30) days of completing the field portion of the inspection for all types of inspections.

This will allow MDOT to start the process of verifying timeliness earlier and as a result reduce the number of inspection that are more than (1) month late and eliminate inspections that are more than (4) months late . This policy exceeds FHWA’s regulation 23 CFR 650.313(b) of 90/180 days to update the condition ratings.

Page 27: Rebecca Curtis, PE Michigan Department of Transportation ...

FHWA 23 Metrics 2013 Audit METRICs 13, 14 and 15 – Currently part of

the Load Rating corrective action plan.

Metrics 16, 20 and 21 – PCA involves development and implementation of Michigan Bridge Inspection Reference Manual, which MDOT Bridge Field Services is in the process of creating. Draft sections are complete pending reviews from Region Bridge Engineers. Local agency will also be engaged in reviews.

Accelerated Bridge Construction Workshop Workshop held December 9th, 2013

175 participants (MDOT, local agencies, consultants, industry)

Presentations from contractors, consultants, states (Utah) and ABC experts

Focus on specialized work such as structural moves and prefabricated elements

Future workshops will be coordinated.

Page 29: Rebecca Curtis, PE Michigan Department of Transportation ...

Accelerated Bridge Construction Workshop Requires change in philosophy – must think

like a contractor during design Consider equipment capacities

Steel Fabrication Timelines Plate Girders with flange thicknesses less than

3 inches, and rolled beams = 26 weeks after award

Provide sufficient time in letting for fabrication of steel beams Up to 3 months for rolling, and material delivery

from mill to fabricator Up to 1 month for RFI and shop drawing review

and approval Up to 2 months for fabrication and delivery to

project site

Page 33: Rebecca Curtis, PE Michigan Department of Transportation ...

Steel Fabrication Timelines Variables that effect fabrication timelines

Fabricator chosen by contractor may have less work or greater production capacity

Some fabricators make book their production schedules in late winter/early spring

Mill order and other milestones may take equal time whether it includes one or both stages

The relationship of the contractor and fabricator

Page 34: Rebecca Curtis, PE Michigan Department of Transportation ...

Steel Fabrication Timelines New BOHIM to be released, which will

included MITA and fabricator input

Information will also be included in the Construction Manual Wiki

Please consider interim completion, or interim open to traffic dates in your progress schedule when building steel beam bridges

Bulb-T Beam Implementation

MDOT Bridge Committee currently working through implementation plan for prestressed Bulb-T beam

Many states including Texas, Nebraska, Washington, Indiana and Wisconsin already use prestressed Bulb-T’s

Benefits High load carrying capacity More efficient fabrication Improved stability during handling and

transport Shallower depths per span length –

increased underclearance Reduction in overall costs

Rigid Overlays Concerns regarding thickness of Silica Fume

Modified Concrete(SFMC) overlays More than 6” becomes troublesome and

creates risk of cracking Working with CFS Materials to create

alternatives to SFMC. Anticipated (design) depths

< 4” = SFMC 4”-6” = Grade D slag cement with 26A > 6” = Grade D slag cement with 6AA
