third grade and continue to progress in reading

proficiency so that he or she can read,

comprehend, integrate, and apply complex text

when needed for secondary education

and career success.”

Good Cause Exemptions1. Limited English Proficient students with fewer than 2 years of instruction in ESL

2. Students with disabilities with IEPs that specify

alternative assessments

3. Students who demonstrate reading proficiency appropriate for 3rd grade on an alternative assessment

4. Students who demonstrate reading proficiency through a student reading portfolio

5. Students who have received reading intervention and

previously been retained more than once in prior

grades.Principal makes initial determination of promotion and

sends to Superintendent for acceptance or rejection.

What is HPS doing to support Reading Achievement?

Training in Literacy First for the past three years

Ensuring teachers deliver 2 hours and 20 minutes of literacy instruction daily, exceeding the state requirement of 90 minutes

Utilizing a Professional Learning Community for third grade teachers to analyze student data and create reading interventions

Assessing students using formative assessments to drive daily instructional goals

Employing intervention strategies in small group instruction based on student need

Emphasizing active manipulation of content in each lesson, promoting student active participation based on HPS lesson planning format (Anatomy of a Lesson)

Utilizing Reading 3D as a benchmarking tool three times a year

Communicating student progress to parents via PowerSchool, parent

conferences, progress reports, and report cards.

Next Steps from North Carolina

DPI will develop a Kindergarten Entry Assessment process that will generate a Child Profile

Each district will establish a District Implementation Team to manage implementing this assessment

Assessment will be given to all students entering kindergarten within 30 days of enrollment
