The “reset” with the US stands in stark contrast toBritain’s continuously terse relationshipwith Russia, andcanprovide an example for the two to learn from.WhenUSofficialscome to town it isallupbeatcommentsaboutSkolkovo, Schwarzenegger and SiliconValley;withBritainitallappearsdoomandgloom.TherearegenuinesignsthattherelationshipwithObama’sadministrationis improving–andnotjusttheendless‘tweeting’–but, restassured, toughdiscussionsstillgoonbehindcloseddoors.
UKandRussiaalsohavea similar sharedproject, sinceSochiplayshosttotheWinterOlympicsjusttwoyearsaftertheSummerGamestakestotheEastEndin2012.Bothareasareinvariousstagesofreconstructionasconcernsgrowoverhugebudgetsandtherespective legaciesof the twoevents.WhentheheadoftheSochigames,DmitryChernyshenko, visitedLondon for ameetingwithhis counterparts at thebeginningofNovember, itwasbarely reportedoutside theGames’ownpress. Ifa topofficial–andVladimirPutin isa wellknown supporter of the games – had visited thenmore importancewould have been attached to the event.PutinmeetingfellowPrimeMinisterDavidCameronwouldhavegivena simplephotoopportunity, brief speeches andthetentativebeginningsthenewSTARTtreatygavetheUSandRussia. ImprovingRussoBritish relationswouldhaveapositiveknockoneffectforbusiness, butitneedstostartwiththesimplethingsinsteadofblusteringintothebiggestconflict.
BeyondtheshowpieceoftheOlympicsthetwocountrieshaveplentytooffereachother.Britainremainsthebiggest
direct foreign investor here despite the political tensions, whileLondonishometoaseriouschunkofRussia’sDiaspora.Moscow, meanwhile, is hoping tobecome an internationalfinancial centre, and there is plenty it could learn fromLondon, including all thepitfalls that camewith the stockmarketcrashduringthecrisis.TheRTSandMICEx,Russia’stwomain exchanges, are still largely neglected by foreignfunds and operate at a significant discount to their BRIC(Brazil,Russia,IndiaandChina)peers.ThesestocksshouldbeperfectmaterialforLondonbasedtraders–particularlywhenplenty ofRussian firms are listed on the LSE – butthereisstilltheperceived“Russiarisk”.
Improvingrelationsbetweenthetwocountries, evenona superficial level, wouldbegin eliminating this difference.BPcouldalsobenefitfromanimprovementinthepoliticalrelationship. The energy sector is of strategic importancetotheRussiangovernment, andattractingforeignexpertiseiscrucial todevelopingmorecomplexfields.Theoilgiant,meanwhile,isincreasinglyreliantonitsRussianjointventureTNKBPtopaythehugecostsandlossofrevenuefromthespillintheGulfofMexico.
But the real steps forward would come for smallerbusinesses, whocan’taffordtotacklebureaucraticproblems, corruption or expensive legal issues. These are genuineconcernsforBritishfirmslookingtoopeninoneofEurope’squickestgrowing and most lucrative markets. Improvedrelations would allow the governments to tackle thesecrucial problems for business headon.Opportunities alsoexist forRussian firms, withRusnano reportedlymullingbuyingastakeinPlasticLogic, whileGazpromisinterestedinexpandingitsoperationsinBritain.
During his visit to Russia, Hague highlighted thepotentialforeconomiccooperation, whileRussianForeignMinisterSergeiLavrovsaidtheLitvinenkocasewouldnotbeanobstacletocooperation.Butitclearlyremainsasizeablestumblingblockwhenpositive steps are there tobe taken. The twogovernmentsneed to start simple bygeneratingsome positive PR and taking on areas wheremutual cooperationleadstoawinwinsituation.

Wimm-Bill-Dann launched its first J7 juice production line 18 years ago. The company is now rated number one in Russia in terms of corporate governance. What have the company and you personally learned over this time? The scientist I. Mechnikov is considered the ‘grandfather’ of yoghurt, but this product came to our market via foreign producers. Wimm-Bill-Dann was the first Russian company to start producing yoghurt in the 1990s. How did you guess back then what excellent prospects this product had in Russia? Yoghurt is an essential product because it balances theintestinalmicroflora, and so therewas aneed for it on themarket.Theproblembackthenwaswithproductionfacilities,notwithgettingthemarkettoacceptnewproducts.Onthecontrary, consumerswere eager for goodquality products, andsoallnoveltiesthatappearedonthemarketwerereceivedvery enthusiastically. Millions of people around the world start their day with milk products: coffee with milk, yoghurt, or milky porridge; and during the day the English even drink tea with milk! Milk and other dairy products are a staple food in many countries, and in Russia they are not just much loved products but truly one of the country’s basic food needs, as dairy products form an essential part of the typical Russian diet, along with bread and potatoes. But upheavals on the market for foodstuffs following the drought that hit Russia this summer have pushed up prices for dairy products. David Yakobashvili, a member of the Board of Directors of Wimm-Bill-Dann, spoke about the situation on the market today, how producers have reacted, and talked about the company of which he is one of the founders, and which was the first Russian company to produce packaged juice in the post-Soviet market, and introduce Russian consumers to the product with the exotic name of ‘yoghurt’.

Is there much room for innovation on the foodstuffs market? And in which areas, in products, quality control, or in equipment, is there the greatest demand for innovation? First, there is thedevelopmentofnewproducts, easy toconsume, adapted to all ages andpopulation groups, and topeople’svarious states of health. Our aim is tomakeproducts thataregoodfortheconsumers, providingthemwiththeneededmicroelements andvitamins, andhelping tobalance theirmicroflora.Weneedtomakeproductsthatcanbeconsumedatanytimeofthedayanddonotlieheavyonthestomachbutgivethebodyafeelingoflightnessandenergy.Perhapssuchaproductcouldsomedayreplacecoffee?

Is there any interest in these products abroad?Idon’t think so.Different societieshave theirown familiarproducts that they’re used to. People are talking a lot about national health and the population situation these days. What can big companies like yours do to help promote healthy habits among the population? Do you think you can teach consumers something, cultivate healthy tastes? I thinkour consumers arepeopleof all ages, though someclaimthatpeopleover40shouldnotdrinkmilkas it isnotsogoodfortheirhealth.Peopleneedtorealise,though,thatmilkisactuallyprobablyabouttheonlyproductthatyoucanconsumefrominfancyrightuptilltheripestoldage.Ofcourseitishardtogeneraliseinallcases,andpeopledohavedifferenttastes,butthefactremainsthatdairyproductscanandshouldbepartofourdietatanyage.Goodqualityproductswillbegoodforourhealth.

The new technical regulations for milk and dairy products aim to reduce administrative barriers and end excess state intervention in business in this sector, at least, this is the official line. Do you think they will achieve this goal? Bureaucratic hurdles are very difficult to remove. All otherproblems canbe settled, andwe areworkingon this.

Food and beverage companies are facing a rapidly changing world. Global demand is rising as the world’s population grows. Yet the planet’s ability to meet this demand is threatened by factors such as droughts and other expected consequences of climate change, together with land degradation and biofuel production. For as long as international supply chains have existed, companies in the food and drink sector have tried to improve efficiency and minimise costs by simplifying and standardising their supply bases. But now is the time for a rethink. Smallholder farms have relatively low production costs and can manage labour-intensive crops. For domestic and global companies, connecting with smallholder suppliers offers a competitive opportunity to increase production while contributing to rural development. While many companies are starting to realise the sourcing potential of smallholder-based supply chains, Oxfam and the Sustainable Food Lab (SFL) recognise that these companies also struggle with the challenges of linking diverse smallholders to formal markets. Development agencies and governments are willing to support companies who take up this challenge, because approximately two-thirds of the world’s rural households — the majority of whom live in poverty — depend on smallholder agriculture for their food and incomes.

Linkingsmall-scaleproducerstoformalmarkets:thefiveprinciples
1. Chain-wide collaboration and innovation Chainwide collaboration, with sharedgoalsondevelopingsustainablecommercialtradingrelationships, withfairreturnsagreedby all actors, lies at theheartof the approach.Leadcompanies, through identified ‘champions’, need to ensurecollaborationandtransparencyacrossthesupplychain.Thisenablesproblemsinbothcommercialandsocialperformancetobeidentifiedandresolved.

4. Equitable sharing of risks and costsThe conventional pattern is that lead firms, which havethemarket advantageof access to customers, typically takemuchof theprofit, whilemuchof the risk–what crop togrow, when toplant, and the costof investment– is borneby the smallholderand the intermediary.Strategies to sharerisks includemicroinsurance schemes againstbadweather,supplychainriskmanagementfunds,andsharedinvestmentstoimprovethefunctioningofthechain.Constantmonitoringandreportingensurethatrisksareidentifiedearly.5. Equitable access to services Ensuringthatthereisequitableaccesstoservicesisanessentialcomponentofasuccessfultradingrelationshipbetweenfoodanddrinkcompaniesandsmallscaleproducers, particularlywhere public infrastructure is weak. Smallholders needaccess to technical expertise, business training, inputs suchas fertilisers and highgerminating seed, and appropriatefinancing.

Russian Dairy Produce and the British Market
With the near approach of Peace the world is anxiously watching Russia and wonder-ing what is to become of this vast and great country. Great Britain looks on with interest
and quiet confidence, feeling that such a country cannot sink, and of this confidence evidence was given immedi-ately trade was opened up with Odessa. Merchants, anxious to renew their commercial relations with Russia, at once chartered ships or booked space for cargo, and at the earli-est possible opportunity sent out goods that were urgently needed. Unfortunately, Odessa had to be evacuated, and the said goods were to be distributed at other ports, and the result of this venture is not as yet known, everything depending on what goods we receive in return and upon the market that such goods meet on this side.
The future of Russia must necessarily to a great extent depend upon the settlement of the question of her govern-ment. When this has been decided and a satisfactory work-ing system evolved, then arises at once the question of the relative importance of the various industries of the country, all of which have to be re-organised. If there is one thing that the war has taught Russia it is that she cannot stand still, but must progress and develop with the advancement of the world, improve her present railways, build new railways, make use of her rivers and great waterways in a manner which she has never hitherto done, in order to circulate her vast products and mineral wealth. Every kind of industry is of value to the country, but all industries are not of equal importance; each has its particular merit, each has its rela-tive degree of importance and that degree is exactly in pro-portion to the greater or lesser benefit it is to the country.
From an agricultural point of view Russia (and in speak-ing of Russia I speak of Russia in Europe and in Asia) should have been able to feed Great Britain and her allies through-out the war had she been properly developed before this great upheaval took place, thus releasing a tremendous amount of freightage which had to go thousands of miles and to all parts of the world for food for the allied armies and peoples.
With a solid government and proper organisation I believe that Russia would be one of the first countries to recover from the war. Russia is a country of vast area not too heavily peopled, with great rolling pastures, mineral wealth beyond estimate, forests of which the timber is badly needed, game and poultry beyond count, and, as aforesaid, it only needs good government, which will bring from other countries a sufficient financial backing, to assure the devel-
opment of her natural resources to the advantage of Russia and the world generally.
Russia, within a few years, should be able to compete with America in the food markets of the world. She has only to follow the example of the British Colonies, such as Austra-lia, Canada, and New Zealand, and attend to the breeding of cattle, sheep, pigs, etc. Russia has, at the present moment, vast dairy herds, especially in Siberia, but she must realise that it is not sufficient to have millions of head of cattle, and that with an improvement of the stock her output of Butter, Cheese, etc., from such herds can be increased by 50%, if not more, for one well-bred milch cow will give as much milk as two poor cows, thus saving feed, and she must also realise that a gallon of milk for the purpose of manufacture may be worth much more from a good cow than a gallon of milk from a poor cow, as it is quite understandable that a greater amount of butter-fat can be procured from a gallon of rich milk than from a gallon of poor milk.
The same applies to the bacon industry. The best results can only be obtained by thorough attention to the breeding of pigs, but this can easily be put right by the importation of stock from Great Britain, which country has supplied nearly the whole world with its breeding stock, and even Denmark, probably the leading country in agriculture, is to-day buying and paying exceedingly high prices for British stock for the purpose of improving her herds.
In order to get the best results it will not be sufficient to teach dairying, but dairy colleges should be set up through-out the dairying districts and inspectors sent around the dairies in order, in place of mechanical labour, to bring intel-ligent thought to bear on the production in its various forms, whether it be Butter, Cheese, Dried Milk or other products. However, the improvement of the products would always be wasted if every care is not observed in the handling of the goods when ready. There must be insulated barges on the waterways, where they can be dropped at any wharf or quay along the riverside to pick up the goods ready, and again collected by the tug on the return journey. There must also be refrigerator trucks provided for the conveyance to the port of shipment in order that the Russian produce may reach its final destination in a condition equal to that of the produce from other countries. With such care and attention Russian produce will have a great future in the English and European markets.
Apart from agricultural products, there will also be a vast market for the Wool, Hides and by-products generally.
