Rok 2004 by∏ dla Banku Gospodarstwa Krajowego udany. G∏ówne za∏o˝enia planu finansowego
Banku na ten rok zosta∏y zrealizowane. Szeroki zakres dzia∏aƒ Banku oraz uzyskane w ub. roku
wyniki potwierdzajà wa˝nà rol´ BGK w systemie bankowym w Polsce. Audytor – firma KPMG
nie mia∏a zastrze˝eƒ do sprawozdania finansowego.
PodkreÊliç nale˝y, ˝e BGK z profesjonalizmem w∏aÊciwym wyspecjalizowanej instytucji
kredytowej, aktywnie uczestniczy∏ we wspieraniu rzàdowych programów spo∏ecznych
i gospodarczych. Wydatnie rozszerzy∏ wspó∏prac´ z jednostkami samorzàdu terytorialnego
oraz rozbudowa∏ sieç placówek terenowych, zapewniajàc szerszy dost´p Klientów
do specjalistycznych us∏ug i finansowania z funduszy zadaniowych.
Uchwalona w 2003 r. Ustawa o Banku Gospodarstwa Krajowego, stworzy∏a nowe mo˝liwoÊci
jego dalszego rozwoju, co znalaz∏o swój wyraz w znaczàcym poszerzeniu zadaƒ zleconych,
realizowanych przez Bank. Rada Nadzorcza zaakceptowa∏a w sierpniu 2004 r. Strategi´ BGK
na lata 2005–2009, co sta∏o si´ okazjà do sprecyzowania jego misji jako banku specjalizujàcego si´
w obs∏udze sektora finansów publicznych, w tym w szczególnoÊci w realizacji programów
rzàdowych wspieranych funduszami publicznymi.
Doceniajàc t´ rol´ oraz potrzeb´ wzmocnienia pozycji Banku w celu skutecznego realizowania
rosnàcych zadaƒ, rzàd postanowi∏ dokapitalizowaç Bank. Pierwsza rata tego dokapitalizowania
akcjami spó∏ek publicznych nastàpi∏a w kwietniu 2005 roku. Bank Gospodarstwa Krajowego,
jako jedyny bank paƒstwowy, realizujàc swà podstawowà misj´ obs∏ugi sektora finansów
publicznych, jest pewnym partnerem swoich Klientów. Dzi´kujàc Paƒstwu za zaufanie, jakim
obdarzyliÊcie BGK, zach´camy Paƒstwa do zapoznania si´ z lekturà sprawozdania. JesteÊmy
przekonani, ˝e dane w nim zawarte zach´cà Paƒstwa do korzystania z us∏ug BGK w szerszym

Dear Ladies and Gentlemen,
2004 was a successful year for Bank Gospodarstwa Krajowego. The main objectives of the
Bank’s financial plan were achieved during the year. The extensive scope of the Bank’s activities
and the results achieved last year confirm BGK’s important role in the banking system in Poland.
The auditor — KPMG — had no reservations to the financial statements.
It should be emphasised that BGK played an active part in supporting the government’s social
and economic programmes with the professionalism that is appropriate to a specialised lending
institution. It substantially stepped up the level of cooperation with the local governments and
expanded its network of branches, providing easier access for customers to specialist services
and the financing of task funds.
The Act on Bank Gospodarstwa Krajowego, which was passed in 2003, created new
opportunities for its further development, being expressed in the significant extension of the tasks
commissioned and performed by the Bank. The Supervisory Board accepted the BGK Strategy
for the years 2005–2009 in August 2004, which became the opportunity to specify its mission
as a bank specialising in servicing the public finance sector, including, in particular,
the implementation of government programmes supported by public funding.
The government acknowledged this role and the need to reinforce the Bank’s position and decided
to increase the Bank’s capital in order to effectively implement growing tasks. The first
instalment of this increase in equity by transferring shares of listed companies took place in
April 2005.
In following its core mission of servicing the public finance sector, Bank Gospodarstwa
Krajowego, as the only state bank, is a reliable partner for its customers. In thanking you for the

Przekazujàc Paƒstwu Raport Roczny pragn´ wyraziç satysfakcj´ z wyników Banku osiàgni´tych
w okresie dynamicznie zmieniajàcej si´ sytuacji na polskim rynku finansowym.
Przyj´ta przez Sejm w 2003 roku ustawa o Banku Gospodarstwa Krajowego stanowi podstaw´
do okreÊlenia misji Banku jako instytucji finansowej specjalizujàcej si´ w obs∏udze jednostek sektora
publicznego i aktywnie wspierajàcej realizacj´ rzàdowych programów spo∏eczno-gospodarczych.
Pozwoli∏o to wytyczyç Strategi´ BGK na lata 2005–2009, której realizacj´ podj´to ju˝ w 2004r.
Zwi´kszono zakres dzia∏aƒ Banku jako agenta Ministra Finansów oraz obs∏ug´ innych partnerów
strategicznych z sektora finansów publicznych.
Bank kontynuowa∏ dzia∏alnoÊç w kilku podstawowych obszarach poprzez obs∏ug´ funduszy
zadaniowych i programów rzàdowych. WÊród nich czo∏owà rol´ odgrywa kilka z nich,
a mianowicie Krajowy Fundusz Mieszkaniowy, wspierajàcy budow´ mieszkaƒ na wynajem,
Fundusz Termomodernizacji, udzielajàcy dop∏at na popraw´ standardów termicznych budynków,
Krajowy Fundusz Por´czeƒ Kredytowych, wspierajàcy rozwój ma∏ych i Êrednich przedsi´biorstw
poprzez bezpoÊrednie por´czanie kredytów udzielanych przez banki komercyjne i poprzez zasilanie
kapita∏owe regionalnych i lokalnych funduszy por´czeniowych.
Ponadto, w 2004 r. rozpocz´∏y dzia∏alnoÊç trzy nowe programy oparte na funduszach zadaniowych:
Krajowy Fundusz Drogowy, wspierajàcy budow´ dróg i autostrad oraz Fundusz Rozwoju Inwestycji
Komunalnych i Fundusz Por´czeƒ Unijnych, których celem jest u∏atwienie dost´pu do funduszy
unijnych.
Bank przygotowywa∏ si´ jednoczeÊnie do nowych zadaƒ. Najwa˝niejsze z nich to podj´cie
z poczàtkiem 2005 r. obs∏ugi bankowej Narodowego Funduszu Zdrowia. W tym celu BGK
przyspieszy∏ rozbudow´ sieci oddzia∏ów i posiada je ju˝ we wszystkich województwach.
W 2004 r. BGK wdro˝y∏ nowoczesny system informatyczny, co jest jednà z przes∏anek
pozwalajàcych stwierdziç, ˝e Bank jest w pe∏ni przygotowany do pe∏nienia swojej misji – coraz
szerszej obs∏ugi instytucji i firm sektora publicznego oraz wspierania polityki spo∏eczno-
-gospodarczej paƒstwa.
Chcia∏bym serdecznie podzi´kowaç wszystkim naszym Partnerom i Klientom za wspó∏prac´
w 2004 roku oraz wyraziç nadziej´, ˝e w przysz∏oÊci nasza zdolnoÊç do przedstawiania ciekawej

Dear Ladies and Gentlemen,
In presenting the Annual Report to you, I would like to express my satisfaction with the Bank’s
results that were achieved at a time of rapid changes on the Polish financial market.
The Act on Bank Gospodarstwa Krajowego that was passed by the Sejm in 2003 constitutes the
grounds for defining the Bank’s mission as a financial institution specialising in the support of
public sector entities and actively supporting the implementation of the government’s social and
economic programmes. It enabled the definition of the BGK Strategy for the years 2005–2009,
the implementation of which already started in 2004. The range of the Bank’s tasks, as the agent
of the Minister of Finance, as well as the support of other strategic partners from the public
finance sector, increased.
The Bank continued its activities in several key areas through the support of task funds and
government programmes. Several of these have a key role, namely the National Housing Fund,
which supports the construction of housing for rental, the Thermomodernisation Fund, which
co-funds the improvement of the thermal standards of buildings, the National Credit Guarantee
Fund, which supports the development of small and medium-sized enterprises by directly
guaranteeing credits granted by commercial banks and by providing capital to regional and local
guarantee funds.
Furthermore, activities started in 2004 on three new programmes based on task funds: the
National Road Fund, which supports road and motorway construction, as well as the Municipal
Investments Development Fund and the EU Guarantee Fund that have the task of facilitating
access to EU funds.
Simultaneously, the Bank prepared iteself for new tasks. The most important of these was the
start of banking services to the National Health Fund at the beginning of 2005. In order for this
to take place, BGK accelerated the expansion of its branch network and now has branches in all
voivodships.
BGK implemented a modern IT system in 2004, which is one of the prerequisites for being able
to claim that the Bank is fully prepared to fulfill its mission — the increasingly extensive support
of public sector institutions and companies, as well as the support of the state’s social and
economic policy.
I would like to sincerely thank all of our partners and customers for the cooperation in 2004 and
to express my conviction that in the future our capability of presenting an interesting offer will
not only be maintained, but also developed.

Rok 2004 by∏ bardzo wa˝nym okresem dzia∏alnoÊci Banku
Gospodarstwa Krajowego. Dosz∏o w nim bowiem do szeregu
zdarzeƒ, które nie tylko wp∏yn´∏y na skal´ dzia∏alnoÊci i wyniki
finansowe za ten rok, ale równie˝ b´dà determinowaç kierunki
rozwoju Banku w latach nast´pnych.
Na pierwszym miejscu nale˝y wymieniç przyj´cie Strategii
Banku Gospodarstwa Krajowego na lata 2005–2009.
W dokumencie tym okreÊlono misj´ i wizj´ funkcjonowania
Banku, zdefiniowano na nowo poszczególne obszary
dzia∏alnoÊci oraz wytyczono kierunki i cele dzia∏ania
w horyzoncie d∏ugoterminowym.
Misj´ Banku okreÊlono w nast´pujàcy sposób: Bank
Gospodarstwa Krajowego jako instytucja finansowa o du˝ej
wiarygodnoÊci specjalizuje si´ w obs∏udze sektora finansów
publicznych; zapewnia ekonomicznie efektywne i operacyjnie
skuteczne wspieranie paƒstwowych programów spo∏eczno-
gospodarczych oraz samorzàdowych programów rozwoju
regionalnego; dba o nowoczesnoÊç i wysokà jakoÊç oferty oraz
podtrzymywanie dobrych relacji z Klientami, elastycznie
reagujàce na ich potrzeby.
Misj´ powy˝szà Bank wype∏nia rozwijajàc dzia∏alnoÊç w trzech
g∏ównych sferach: (1) dzia∏alnoÊci zleconej, (2) dzia∏alnoÊci
w∏asnej wspierajàcej dzia∏alnoÊç zleconà i (3) dzia∏alnoÊci
komercyjnej. Istotnà zmianà jest inne postrzeganie dzia∏alnoÊci
w∏asnej. Plan strategiczny zak∏ada jej przeorientowanie z celów
stricte komercyjnych na funkcje wspierajàce i uzupe∏niajàce
dzia∏alnoÊç zleconà. Oznacza to, i˝ Bank w ramach dzia∏alnoÊci
w∏asnej b´dzie realizowa∏ zadania nie obj´te ustawowym
zakresem dzia∏alnoÊci funduszy powierzonych, ale wpisujàce si´
w generalny kierunek i cele dzia∏aƒ podejmowanych przez rzàd
i w∏adze samorzàdowe w Polsce. Taka wizja funkcjonowania
Banku przewiduje mi´dzy innymi istotne zwi´kszenie
zaanga˝owania Banku w jednostki samorzàdu terytorialnego
oraz sektor ma∏ych i Êrednich przedsi´biorstw. Oznacza to
równie˝ obs∏ug´ finansowà centralnych organów administracji
rzàdowej oraz jednostek bud˝etowych oraz agencji i spó∏ek
Skarbu Paƒstwa. W oparciu o powy˝sze za∏o˝enia strategiczne
Bank prowadzi∏ swojà dzia∏alnoÊç ju˝ w 2004 r. Podjà∏ kroki,
zarówno w wymiarze dzia∏alnoÊci operacyjno-finansowej, jak
organizacyjnej, zmierzajàce do zrealizowania Strategii.
THHEE BBAANNKK’’SS AACCTTIIVVIITTIIEESS
2004 was a very important period in Bank Gospodarstwa
Krajowego’s activities. This is because a range of events
occurred then, which not only affected the scale of activities
and the financial results for that year, but will also determine
the directions for the Bank’s development over the coming years.
Primarily, it would be necessary to mention the acceptance of
the Strategy of Bank Gospodarstwa Krajowego for the years
2005–2009. This document specifies the Bank’s mission and
vision of operations, redefines the individual areas of activity
and sets out the directions and objectives of the activities over
a long time horizon.
The Bank’s mission has been specified in the following manner:
Bank Gospodarstwa Krajowego, as a highly reliable financial
institution, specialises in the support of the public finance
sector, assures economically effective and operationally
efficient support of the state’s social and economic
programmes and local government regional development
programmes and pays due attention to modern high quality
products, as well as maintaining good relations with its
customers by flexibly responding to their needs.
The Bank implements this mission by developing its activities
in three main areas: (1) commissioned activities, (2) the Bank’s
own activities supporting the commissioned activities and (3)
commercial activities. The essence of the change is a different
view of the Bank’s own activities. The strategic plan assumes
its reorientation from strictly commercial purposes to functions
that support and supplement the commissioned activities. This
means that within its own activities, the Bank will perform
tasks not included within the statutory scope of activities of the
entrusted funds, but which are a part of the general direction
and objectives of the activities undertaken by the government
and the local authorities in Poland. Such a vision of the Bank’s
functioning anticipates a significant increase in its commitment
to local government units and the sector of small and medium
sized enterprises. This also means the financial support of the
central bodies of government administration, as well as public
sector units and agencies, as well as State Treasury companies.
The Bank was already conducting its activities in 2004 on the
basis of these strategic assumptions. It took steps, both

Zdefiniowana misja BGK znalaz∏a swoje praktyczne odbicie
w znaczàcym poszerzeniu skali dzia∏alnoÊci zleconej. W 2004 r.
w Banku rozpocz´∏y dzia∏alnoÊç trzy nowe fundusze zadaniowe:
• Fundusz Rozwoju Inwestycji Komunalnych (FRIK) dzia∏ajàcy
na podstawie ustawy z 12 grudnia 2003 r. o Funduszu
Rozwoju Inwestycji Komunalnych; g∏ównym celem FRIK jest
udzielanie kredytów gminom i ich zwiàzkom na
przygotowanie projektów inwestycji komunalnych
przewidzianych do wspó∏finansowania ze Êrodków Unii
Europejskiej;
• Fundusz Por´czeƒ Unijnych (FPU) dzia∏ajàcy na podstawie
ustawy o Funduszu Por´czeƒ Unijnych z dnia 16 kwietnia
2004 r.; jego zadaniem jest zwi´kszenie dost´pnoÊci kredytu
oraz mo˝liwoÊç pozyskiwania Êrodków z emisji obligacji na
realizacj´ przedsi´wzi´ç zwiàzanych z wykorzystaniem
Êrodków Unii Europejskiej,
• Krajowy Fundusz Drogowy (KFD), który zosta∏ powo∏any na
mocy znowelizowanej ustawy z 27 paêdziernika 1994 r.
o autostradach p∏atnych oraz o Krajowym Funduszu
Drogowym i jest specjalistycznym funduszem zwiàzanym
z realizacjà rzàdowego Programu Budowy Dróg i Autostrad,
Nastàpi∏o znaczàce poszerzenie êróde∏ finansowania Banku oraz
zmiany w ich strukturze. Zacz´li dominowaç klienci strategiczni,
przede wszystkim z sektora finansów publicznych, lokujàcy
w Banku du˝e Êrodki. Zmniejszy∏o si´ natomiast znaczenie
Êrodków pozyskiwanych z rynku detalicznego. Powi´kszajàca
si´ baza depozytowa, Êrodki ze êróde∏ ustawowych finansujàce
dzia∏alnoÊç nowych funduszy zadaniowych oraz zasilenie
funduszy ju˝ istniejàcych umo˝liwi∏y istotne poszerzenie skali
dzia∏alnoÊci Banku.
Bank kontynuowa∏ dzia∏alnoÊç w kilku podstawowych
obszarach zainteresowania, poprzez obs∏ug´ funduszy
zadaniowych i programów rzàdowych. Do podstawowych
tradycyjnych obszarów dzia∏alnoÊci nale˝y zaliczyç:
• wspieranie budownictwa mieszkaniowego oraz modernizacji
infrastruktury mieszkaniowej – kontynuacja dzia∏alnoÊci
Krajowego Funduszu Mieszkaniowego i Funduszu
Termomodernizacji. Fundusz Dop∏at, którego g∏ównym celem
pierwotnie by∏o udzielanie dop∏at do oprocentowania
kredytów hipotecznych udzielanych przez banki komercyjne,
w 2004 r. podjà∏ równolegle realizacj´ programu finansowego
wsparcia gmin w tworzeniu socjalnych zasobów
mieszkaniowych;

BGK’s defined mission has been practically reflected in the
significant increase in the scale of commissioned activities.
Three new task funds started to operate within the Bank in 2004:
• The Municipal Investments Development Fund (FRIK)
operating under the Act on the Municipal Investments
Development Fund of 12 December 2003; the FRIK’s main
objective is to grant credits to municipalities and their
associations for preparing municipal investment projects that
are planned to be co-funded with EU funding;
• EU Guarantee Fund (FPU) operating under the Act on the EU
Guarantee Fund of 16 April 2004; its task is to increase the
availability of credits and to enable receipt of funding from
the issue of bonds to implement projects related to the use of
European Union funding,
• The National Road Fund (KFD) was established under the
amended Act on Toll Motorways and the National Road Fund
of 27 October 1994 and is a specialist fund that is related to
the implementation of the government’s Road and Motorway
Construction Programme.
The Bank’s sources of finance increased significantly, while
changes took place within their structure. Strategic customers,
primarily from the public finance sector, started to dominate by
depositing large amounts of funds with the Bank. However, the
significance of funding obtained from the retail market declined
significantly. The increasing deposit base, funds from statutory
sources financing the activities of the new task funds and the
contribution of additional funding to the already existing funds
enabled the Bank to significantly increase the scale of its
operations.
The Bank continued its operations in several key areas of
interest through the support of task funds and government
programmes. The core traditional areas of activity include:
• the support of housing development and the modernisation of
the housing infrastructure — continuation of the activities of
the National Housing Fund and the Thermomodernisation
Fund. The Subsidy Fund, the main objective of which was
initially to provide subsidies to interest on mortgage loans
granted by commercial banks, started to implement a financial
programme in parallel in 2004 to support municipalities in the
creation of social housing resources;

• rozwijanie systemu por´czeƒ i gwarancji kredytowych
i wspierania przedsi´biorczoÊci lokalnej – kontynuacja
dzia∏alnoÊci Krajowego Funduszu Por´czeƒ Kredytowych
oraz wsparcie kapita∏owe lokalnych i regionalnych funduszy
por´czeniowych, majàcych za zadanie u∏atwienie dost´pu do
finansowania zewn´trznego zw∏aszcza ma∏ym
przedsi´biorstwom;
• finansowanie i obs∏ug´ jednostek samorzàdu terytorialnego –
kontynuacja prowadzonej dzia∏alnoÊci kredytowej oraz
inwestycyjnej (organizacja i gwarantowanie emisji obligacji
komunalnych), a tak˝e obs∏uga rachunków tych podmiotów;
• wspieranie dzia∏alnoÊci proeksportowej – kontynuacja
programu Dop∏at do Kredytów Eksportowych – DOKE oraz
programu „¸atwy eksport”.
Szczegó∏owo skal´ prowadzonej dzia∏alnoÊci Banku
w poszczególnych obszarach aktywnoÊci przedstawiono
w dalszej cz´Êci raportu.
ZMIANY W SPRAWOZDAWCZOÂCI FINANSOWEJ
Poczàwszy od 2004 r. zasz∏y istotne zmiany metodologiczne
w sposobie prezentowania sprawozdaƒ finansowych.
Najwa˝niejszà zmianà jest odejÊcie od dotychczasowego
sposobu przedstawiania w sprawozdawczoÊci Banku
dzia∏alnoÊci niektórych funduszy zadaniowych.
W ramach dzia∏alnoÊci zleconej mo˝na wyró˝niç dwa rodzaje
funduszy zadaniowych. Pierwszym sà fundusze majàtkowe,
zwiàzane z powstawaniem wierzytelnoÊci (forma zadaƒ na rynku
kredytowym). Sà to: Krajowy Fundusz Mieszkaniowy (KFM),
Krajowy Fundusz Por´czeƒ Kredytowych (KFPK), Fundusz
Hipoteczny (FH), Fundusz Por´czeƒ Unijnych (FPU), Fundusz
Rozwoju Inwestycji Komunalnych (FRIK) i Fundusz ˚eglugi
Âródlàdowej (F˚Â). Drugim sà fundusze przep∏ywowe, których
obs∏uga wià˝e si´ z przep∏ywami Êrodków na okreÊlone
ustawowo cele. Sà to: Fundusz Po˝yczek i Kredytów
Studenckich (FPiKS), Fundusz Termomodernizacji (FT),
Fundusz Dop∏at (FD) i Krajowy Fundusz Drogowy (KFD).
W myÊl statutu Banku sprawozdanie finansowe obejmuje dzia∏alnoÊç
w∏asnà i dzia∏alnoÊç zleconà, opartà na funduszach zadaniowych.
W rezultacie w informacji finansowej dotyczàcej dzia∏alnoÊci BGK
aktywa i pasywa funduszy sà uwzgl´dniane w aktywach i pasywach
Banku. W odró˝nieniu do praktyki stosowanej w latach ubieg∏ych,
• the development of the system of sureties and credit
guarantees and to support local entrepreneurship —
continuation of the activities of the National Credit Guarantee
Fund and the capital support of local and regional guarantee
funds that are aimed at facilitating access to external
financing, especially for small enterprises;
• financing and support of local government units — the
continuation of the credit and investment activities
(organisation and underwriting of municipality bond issues),
as well as servicing of the accounts of these entities;
• the support of export activities — continuation of the Export
Credit Interest Subsidies programme (DOKE) and the “Easy
Export” programme.
The scale of the Bank’s activities in the individual areas of
activity has been presented in detail later in the report.
CHANGES IN THE FINANCIAL REPORTING
Significant methodological changes took place in 2004 in the
method of presenting the financial statements. The most
important change is the move away from the existing method
of presenting the activities of some of the task funds within
the Bank’s reporting.
Two types of task fund can be distinguished within the
framework of the Bank’s commissioned activities. The first is
that of asset funds related to the emergence of claims (a form
of activity on the credit market). These are the National Housing
Fund (KFM), The National Credit Guarantee Fund (KFPK), the
Mortgage Fund (FH), the EU Guarantee Fund (FPU), the
Municipal Investments Development Fund (FRIK) and the
Inland Waterways Fund (F˚Â). The second is that of flow funds,
the support of which is related to the flow of resources for
statutory objectives. These are the Student Loans and Credits
Fund (FPiKS), the Thermomodernisation Fund (FT), the Subsidy
Fund (FD) and the National Road Fund (KFD).
In the spirit of the Bank’s statute, the financial statements cover
the Bank’s own activities and commissioned activities based on
task funds. As a result, the assets and liabilities of the funds are
included in the Bank’s assets and liabilities in the financial
information on BGK’s activities. In contrast to the practice of

w odniesieniu do funduszy zadaniowych nara˝onych na ryzyko
kredytowe przyj´to zasad´ zaliczania aktywów netto do funduszy
w∏asnych Banku i wykazywania ich w bilansie w pozycji „Fundusze
utworzone, powierzone lub przekazane Bankowi”, natomiast
w przypadku funduszy przep∏ywowych aktywa netto sà wykazywane
w pozycji „Fundusze specjalne i inne zobowiàzania”. W konsekwencji,
w odniesieniu do funduszy przep∏ywowych przyj´to zasad´, i˝ ich
rachunki zysków i strat sà wy∏àczone z rachunku zysków i strat Banku.
Poza powy˝szà zmianà w sprawozdaniach finansowych Banku
dokonano:
• zmiany ewidencyjnego uj´cia transakcji kupna/sprzeda˝y
papierów wartoÊciowych z przyrzeczeniem
odsprzeda˝y/odkupu z pozabilansowego na bilansowy, co
skutkuje pojawieniem si´ stosownych pozycji
w aktywach/pasywach bilansowych,
• utworzono rezerwy w ci´˝ar KFM na przysz∏e zobowiàzania
z tytu∏u umorzenia cz´Êci kredytów po terminowym
zakoƒczeniu i rozliczeniu przedsi´wzi´cia inwestycyjnego,
• przekwalifikowano przychody zwiàzane z obs∏ugà klientów
z kategorii pozosta∏ych przychodów operacyjnych do
kategorii przychodów z tytu∏u prowizji.
W celu uzyskania porównywalnoÊci prezentowanych danych
finansowych w niniejszym sprawozdaniu dokonano równie˝
stosowanych zmian w wielkoÊciach bilansu oraz rachunku
zysków i strat za 2003 r. Zweryfikowane wykonanie 2004 r.
nie zmieni∏o jednak ogólnej oceny dzia∏alnoÊci Banku w 2004 r.
previous years with respect to the task funds that are exposed to
credit risk, the principle was adopted that their net assets would
be included in the Bank’s equity and disclosed in the balance
sheet under the item “Funds established, entrusted or provided to
the Bank,” whereas in the case of flow funds, their net assets are
disclosed under “Special funds and other liabilities.”
In consequence, the principle was adopted with respect to the
flow funds that their profit and loss accounts are not contained
in the Bank’s profit and loss account.
In addition to this change in the Bank’s financial statements, the
following was also undertaken:
• a change in the treatment in the accounts of purchase/sales
transactions of securities with sell-back/buy-back promise
from off-balance sheet records to balance sheet records, which
results in the appearance of the respective items in the balance
sheet assets/liabilities.
• provisions were established within the KFM for future
liabilities resulting from the reduction of some credits after the
timely completion and settlement of an investment project,
• revenues related to customer support were reclassified from
the category of other operating income to the category of
commission income.
The respective changes were also made to the amounts in the
balance sheet and profit and loss account in this report in order
to achieve comparability of the presented financial data.
However, the adjusted results for 2004 did not change
the overall assessment of the Bank’s activities in 2004.

przyspieszenie wzrostu gospodarczego, stymulowanego m.in.
przystàpieniem Polski do Unii Europejskiej oraz towarzyszàce
mu przyspieszenie zjawisk inflacyjnych. Produkt krajowy brutto
zwi´kszy∏ si´ o 5,4%. Wzrost dochodów gospodarstw
domowych w 2004 r. wyniós∏ ok. 2,3%. Przy wysokim
wskaêniku wzrostu konsumpcji (3,2%) oznacza to, i˝ odby∏ si´
on kosztem dalszej redukcji stopy oszcz´dnoÊci.
Inwestycje wzros∏y w 2004 r. o 5,1%, przy czym gwa∏towne
przyspieszenie nak∏adów inwestycyjnych nastàpi∏o w IV
kwartale. Mo˝na przypuszczaç, i˝ wzrost taki wynika∏
w znacznym stopniu z rozpocz´cia na szerokà skal´ inwestycji
w ramach zaakceptowanych projektów unijnych (do koƒca
2004 r. w ramach Funduszy Strukturalnych i Funduszu SpójnoÊci
przyznano 5,0 mld PLN).
W efekcie przystàpienia Polski do Unii Europejskiej i du˝ego
popytu na polskà ˝ywnoÊç, któremu towarzyszy∏ wzrost cen
paliw, nasili∏y si´ zjawiska inflacyjne. Inflacja, mierzona
wskaênikiem CPI, wynios∏a na koniec 2004 r. 4,4%, a jej
Êrednioroczna wartoÊç ukszta∏towa∏a si´ na poziomie 3,5%,
tj. o 1,5 p.p. wy˝szym od za∏o˝eƒ.
Zjawiska inflacyjne wywo∏a∏y szybkà i zdecydowanà reakcj´ Rady
Polityki Pieni´˝nej. Stopa referencyjna NBP zosta∏a podniesiona
(w ramach serii podwy˝ek) z 5,25% do poziomu 6,5% w sierpniu
2004r. W pozosta∏ej cz´Êci roku, wraz ze stabilizacjà inflacji,
w∏adze monetarne powstrzyma∏y si´ od dalszych zmian stóp banku
centralnego. Trendowi wzrostowemu podlega∏y równie˝ stopy na
rynku mi´dzybankowym. Stopa WIBOR 3M, która jeszcze
w I kwartale 2004r. kszta∏towa∏a si´ na poziomie 5,9%, w III
kwartale podnios∏a si´ do poziomu 7,1%. W IV kwartale rynek,
oczekujàc zakoƒczenia cyklu podwy˝ek stóp procentowych, nie
reagowa∏ ju˝ du˝ymi wahaniami kwotowaƒ. W ca∏ym 2004r. kurs
PLN wzgl´dem USD wzrós∏ o 6% i wzgl´dem EUR o 3%.
W sektorze bankowym odnotowano silny wzrost depozytów do
311,5 mld PLN. By∏o to o 23,2 mld PLN (8%) wi´cej, ni˝ na
koniec 2003 r. Tempo wzrostu rynku depozytowego by∏o
dwukrotnie wi´ksze ni˝ w roku poprzednim, z tym ˝e segment

AACCTTIIVVIITTIIEESS The country’s macroeconomic situation in 2004 featured
economic growth stimulated by such factors as Poland’s
accession to the European Union and the accompanying
acceleration of inflationary phenomena. Gross domestic product
rose by 5.4%. The increase in household income in 2004
amounted to approximately 2.3%. With a high index of
consumption growth (3.2%), this means that it took place at the
expense of a further reduction in the level of savings.
Investments increased by 5.1% in 2004, whereby investment
outlays accelerated sharply in the 4th quarter. It can be assumed
that such growth arose largely from the start of extensive
investment within the framework of the accepted EU projects
(PLN 5.0 billion was awarded up to the end of 2004 within the
framework of the Structural Funds and the Cohesion Fund).
Inflationary phenomena intensified as a result of Poland’s
accession to the European Union and the high demand for Polish
food, which was accompanied by rising fuel prices. CPI inflation
at the end of 2004 was 4.4% and its annual average value was
3.5%, i.e. 1.5 percentage points over target.
The inflationary phenomena incited a fast and decided response
from the Monetary Policy Council. The NBP reference rate was
raised (as a part of a series of increases) from 5.25% to 6.5% in
August 2004. As inflation stabilised, the monetary authorities
refrained from making further changes to the central bank’s rates
throughout the rest of the year. Rates on the interbank market
were also subject to a rising trend. The WIBOR 3M rate, which
was 5.9% in 1Q 2004, rose to a level of 7.1% in 3Q 2004. In 4Q,
the market did not react to the large fluctuations in quotations in
anticipation of the end of the cycle of interest rate hikes.
Throughout 2004, the PLN strengthened by 6% against the USD
and by 3% against the EUR.
A strong increase in deposits to PLN 311.5 billion was recorded
in the banking sector. This was PLN 23.2 billion (8%) more than
at the end of 2003. The rate of growth of the deposit market was
twice as high as in the previous year, whereby the segment of

gospodarstw domowych wykazywa∏ stagnacj´, natomiast
dynamicznie rós∏ segment depozytów przedsi´biorstw wywo∏any
gromadzeniem zasobów finansowych pod plany rozwojowe.
Przy odnotowanym w skali ca∏ego sektora bankowego wzroÊcie
kredytów o 7,6 mld PLN (3%), suma kredytów udzielonych
przedsi´biorstwom spad∏a o 5,0 mld PLN. Rós∏ natomiast
dynamicznie segment kredytów gospodarstw domowych, czego
g∏ównym motorem sà kredyty hipoteczne. Powy˝sze dane
potwierdzajà preferowanie przez banki bezpiecznej dzia∏alnoÊci
kredytowej (najch´tniej z zabezpieczeniem hipotecznym),
a w efekcie ograniczenie finansowania dzia∏alnoÊci gospodarczej,
zw∏aszcza w sektorze ma∏ych i Êrednich przedsi´biorstw.
Na tle ca∏ego sektora Bank wyró˝nia∏ si´ dynamicznym
wzrostem skali dzia∏alnoÊci oraz zdecydowanym rozszerzeniem
akcji kredytowej. Skala dzia∏alnoÊci Banku, mierzona wielkoÊcià
sumy bilansowej wynios∏a na dzieƒ 31.12.2004 r. 11 081,3 mln
PLN. WielkoÊç powy˝sza przekroczy∏a o 39% wysokoÊç sumy
bilansowej notowanej na koniec 2003 r.
W ramach aktywnej strony bilansu Banku, wzrost skali
dzia∏alnoÊci pociàgnà∏ za sobà istotne przesuni´cia. Znacznie
zwi´kszy∏ si´ portfel lokat mi´dzybankowych, a jego udzia∏
w sumie aktywów wzrós∏ z 7,2% do 13,2%. Wzrost ten by∏
spowodowany przede wszystkim pozyskaniem przez Bank
dodatkowych depozytowych êróde∏ finansowania, alokowanych
w pierwszym rz´dzie w instrumenty rynków finansowych.

finance development plans.
Although a PLN 7.6 billion (3%) increase in credits was
recorded throughout the whole of the banking sector, the total
value of credits granted to companies declined by PLN 5.0
billion. However, the segment of household credits rose sharply,
the main driving force for which were mortgage loans. These
data confirm that banks prefer safe lending activities (ideally
with mortgages as collateral) and, in consequence, their
reduction in the financing of business activities, especially in the
sector of small and medium sized enterprises.
Compared with the whole sector, the Bank distinguished itself
by the rapid increase in the scale of its operations and the
significant increase in its lending. The scale of the Bank’s
operations, measured as the balance sheet total, amounted to
PLN 11,081.3 million as at 31/12/2004. This was 39% higher
than the balance sheet total recorded at the end of 2003.
The increase in the scale of operations caused significant shifts
on the assets side of the Bank’s balance sheet. The portfolio of
interbank deposits increased significantly and its share of total
assets rose from 7.2% to 13.2%. This increase was caused
primarily by the Bank’s receipt of additional sources of finance
from deposits, which were allocated in the first instance to
financial market instruments.

Na dzieƒ 31.12.2004 r. portfel kredytowy brutto wynosi∏ 5 836,2
mln PLN, co oznacza w stosunku do koƒca 2003 r. przyrost
o 19,3%. Pomimo dynamicznego wzrostu, udzia∏ aktywów
kredytowych w sumie bilansowej zmniejszy∏ si´ z 61,3% do
52,7%. W 2004 r. Bank odnotowa∏ jednoczeÊnie popraw´
struktury jakoÊciowej portfela kredytowego. Udzia∏ kredytów
zagro˝onych wyniós∏ 8,9% i spad∏ o 0,2 p.p. w stosunku do
poprzedniego roku. W rezultacie przyj´tej przez Bank polityki
w zakresie zarzàdzania ryzykiem kredytowym wzrós∏ stopieƒ
bezpieczeƒstwa portfela kredytów zagro˝onych, mierzony
stopniem jego pokrycia wartoÊcià zawiàzanych rezerw
celowych. Wskaênik ten ukszta∏towa∏ si´ na koniec 2004 r. na
poziomie 30,3% wobec 26,5% na dzieƒ 31.12.2003 r.
Po stronie pasywnej wzrost sumy bilansowej odby∏ si´ przede
wszystkim za sprawà znaczàcego poszerzenia depozytowych
êróde∏ finansowania. WartoÊç depozytów klientów, osiàgn´∏a na
koniec 2004 r. kwot´ 3621,3 mln PLN.
Struktura pasywów Banku
W 2004r. Bank wypracowa∏ zysk brutto w kwocie 102,0 mln PLN.
Wynik ten by∏ wy˝szy o 12,5% od wielkoÊci zysku w 2003r.
As at 31/12/2004, the gross credit portfolio amounted to PLN
5,836.2 million, which means a 19.3% increase compared with
the end of 2003. Despite the sharp increase, the proportion of
credit assets to the balance sheet total declined from 61.3% to
52.7%. Simultaneously, the Bank recorded an improvement in
the qualitative structure of the credit portfolio in 2004. The share
of credits at risk amounted to 8.9% and declined by 0.2
percentage points compared with the previous year. The degree
of security of the portfolio of credits at risk, measured as the
level of its coverage by the value of the related specific risk
provisions, increased because of the credit risk management
policy adopted by the Bank. At the end of 2004, this index was
30.3% compared with 26.5% as at 31/12/2003.
On the liabilities side, the balance sheet total increased because
of the significant increase in the sources of finance from
deposits. The value of customer deposits reached a value of PLN
3,621.3 million at the end of 2004.
Structure of Bank’s total liabilities
In 2004, the Bank generated a gross profit of PLN 102.0 million.
This result was 12.5% higher than the level of profit in 2003.

Wynik z tytu∏u odsetek w 2004r. wyniós∏ 229,2 mln PLN.
W stosunku do 2003r. nastàpi∏o jego zwi´kszenie o 10,4%. Bank
zawdzi´cza to przede wszystkim pozyskiwaniu znacznie
wi´kszych êróde∏ finansowania i ich efektywnej alokacji. W 2004r.
wynik Banku z tytu∏u prowizji wyniós∏ 38,9 mln PLN i by∏
o 22,0% wy˝szy od osiàgni´tego rok wczeÊniej. Wynik na
operacjach finansowych wyniós∏ 22,0 mln PLN, co by∏o w g∏ównej
mierze efektem sprzeda˝y tzw. „resztówek” tj. akcji i udzia∏ów
przekazanych przez Skarb Paƒstwa i zasilajàcych fundusz KFPK.
Wynik na dzia∏alnoÊci bankowej BGK za 2004 r. wyniós∏ 298,0
mln PLN i by∏ o 30,6% wy˝szy od wyniku za 2003 r.
W zwiàzku ze znacznym rozszerzeniem dzia∏alnoÊci koszty dzia∏ania
Banku zwi´kszy∏y si´ o 21,5% i wynios∏y 129,3 mln PLN. By∏y one
jednak o 7,7% mniejsze ni˝ zak∏adano w planie finansowym.
Ró˝nica wartoÊci rezerw i aktualizacji wartoÊci wynios∏a 56,5
mln PLN. WysokoÊç odpisów na rezerwy celowe by∏a efektem
oceny jakoÊci portfela kredytowego Banku, przede wszystkim
w kontekÊcie zmienionych przepisów dotyczàcych tworzenia
rezerw celowych. Stanowi∏a jednak równie˝ wyraz ostro˝nego
podejÊcia Banku do kwestii zarzàdzania ryzykiem kredytowym.
Kierujàc si´ zasadà ostro˝noÊci Bank zawiàza∏ ponadto 7,5 mln
PLN rezerw na ryzyko ogólne.
Structure of Bank’s results
Net interest income in 2004 amounted to PLN 229.2 million.
Compared with 2003, this represented an increase of 10.4%. The
Bank attributes this primarily to the receipt of significantly
greater sources of financing and their effective allocation. In
2004, the Bank’s net commission income amounted to PLN 38.9
million and was 22.0% higher than generated a year earlier. Net
income from financial operations amounted to PLN 22.0 million,
which was largely the effect of the sale of stocks and shares
provided by the State Treasury supporting the KFPK fund.
The net income from BGK’s banking activities amounted to PLN
298.0 million and was 30.6% higher than in 2003.
Because of the significant expansion of activities, the Bank’s
operating expenses increased by 21.5%, amounting to PLN
129.3 million. Even so, they were 7.7% lower than assumed in
the financial plan.
The difference in the value of provisions and revaluations was
PLN 56.5 million. The level of write-downs to specific risk
provisions arose from the evaluation of the quality of the Bank’s
credit portfolio, primarily in the context of the regulations on the
establishment of specific risk provisions. Even so, it also
represented the expression of a prudent approach by the Bank to
issues of credit risk management. Furthermore, in line with the

Ryzyko walutowe
W dzia∏alnoÊci dewizowej w 2004 r., podobnie jak w latach
ubieg∏ych, Bank notowa∏ ograniczone zaanga˝owanie. Specyfika
Banku oraz zakres zadaƒ zleconych powodujà, i˝ g∏ówna cz´Êç
dzia∏alnoÊci Banku koncentruje si´ na alokacji Êrodków w PLN,
a nie w walutach obcych.
Ryzyko stopy procentowej
W zakresie ryzyka stopy procentowej polityka Banku ewoluowa∏a
wraz ze zmianami sytuacji rynkowej. W pierwszej po∏owie roku,
z uwagi na trendy panujàce na rynkach finansowych, Bank
kontynuowa∏ rozpocz´ty jeszcze w 2003 r, proces stopniowego
zmniejszania pozycji w papierach d∏ugoterminowych oraz zawiera∏
na rynku mi´dzybankowym transakcje zabezpieczajàce IRS,
majàce na celu ograniczenie ryzyka papierów o sta∏ym kuponie. W
konsekwencji zaobserwowano systematyczne ograniczanie
ekspozycji na ryzyko stóp procentowych tej pozycji aktywów.
Zwróciç uwag´ nale˝y na wzrastajàcà rol´ instrumentów
pochodnych i terminowych w dzia∏alnoÊci Banku, w szczególnoÊci
w dzia∏alnoÊci w∏asnej coraz cz´Êciej wykorzystywano takie
transakcje jak np. IRS, FRA, Buy Sell Back i Sell Buy Back.
Ryzyko stopy procentowej kontrolowane by∏o na poziomie
operacyjnym poprzez system limitów pozycji i BPV, zaÊ w skali
Banku kontrolowany by∏ limit ryzyka dochodu w dzia∏alnoÊci
w∏asnej definiowany jako zmiana wyniku odsetkowego przy
zadanym scenariuszu zmiany stóp procentowych.

similar to their level from 2003. The main measure of the Bank’s
effectiveness, i.e. ROE (calculated with respect to the value of
share capital) increased to a level of 13.5% (0.9 percentage
points higher than in 2003). The simultaneous decline in the
value of the margin and sales profitability ratios shows that the
Bank reduced the rate of return that was achieved in 2004 in the
individual transactions, but compensated for this by increasing
its scale of operations.
ASSESSMENT OF THE MAIN FINANCIAL RISKS
Foreign exchange risk
Just as in previous years, the Bank recorded limited commitment
to foreign exchange activities in 2004. The specific nature of the
Bank and the range of tasks commissioned mean that the Bank’s
main activities concentrate on the allocation of funds in PLN and
not in foreign currencies.
Interest rate risk
The Bank’s policy in interest rate risk evolved together with the
changes in the market situation. In the first half of the year,
because of the trends on the financial markets, the Bank
continued the process of gradually reducing its positions in long-
term securities that was started in 2003 and entered into IRS
hedging transactions on the interbank market in order to reduce
the risk of fixed coupon securities. In consequence, the
systematic reduction in exposure to interest rate risk was noticed
in these assets. Attention should be drawn to the increasing
importance of derivatives in the Bank’s activities, in particular,
such transactions as IRS, FRA, Buy/Sell-Back and Sell/Buy-
Back were used increasingly frequently in its own activities.
Interest rate risk was controlled at operational level by a system
of limits on items and BPV, whereas on the scale of the whole
Bank, the limit of the risk to income from the Bank’s own
activities, defined as the change in net interest income at the
specified scenario of interest rate changes, was controlled.

aktywów i pasywów Banku najwi´kszy wp∏yw wywiera∏a
dzia∏alnoÊç Banku na rynku pieni´˝nym, zmiana w poziomie
Êrodków klientów i w obr´bie portfela papierów wartoÊciowych.
W celu zapewnienia bezpiecznego finansowania w walutach
obcych u˝ywano instrumentów pochodnych, w tym swapów
walutowych. Ryzyko p∏ynnoÊci kontrolowane by∏o przy
zastosowaniu systemu limitów wskaêników pozycji p∏ynnoÊciowej.
Ryzyko operacyjne
Od poczàtku 2004 r. rozpocz´to prace majàce na celu stworzenie
koncepcji zarzàdzania ryzykiem operacyjnym w BGK. Odbywa∏o
to si´ poprzez wspó∏prac´ z jednostkami/komórkami
organizacyjnymi Banku w procesie bie˝àcego zbierania danych
o zdarzeniach operacyjnych, tworzenia bazy zdarzeƒ
operacyjnych oraz monitorowania i kwartalnego analizowania
ryzyka operacyjnego wyst´pujàcego w dzia∏alnoÊci Banku.
Zgodnie z Rekomendacjà M wydanà przez Komisj´ Nadzoru
Bankowego w paêdzierniku 2004 r. stworzono w BGK
udokumentowany proces identyfikacji zagro˝eƒ, metodologi´
pomiaru ryzyka operacyjnego oraz opracowano instrukcj´
monitorowania i zarzàdzania ryzykiem operacyjnym w BGK.
Liquidity risk
A state of under-liquidity was recorded with regard to the Bank’s
total liquidity throughout the whole of 2004. The greatest
influence on the level of matching of the Bank’s assets and
liabilities was exerted by the Bank’s operations on the money
market, changes in the level of customer resources and within
the securities portfolio. Derivatives, including foreign exchange
swaps, were used to assure safe financing in foreign currencies.
Liquidity risk was controlled with the use of a system of limits
of liquidity ratios.
Operational risk
Work started at the beginning of 2004 on the development of a
concept for managing operational risk at BGK. This took place
through cooperation with the Bank’s organisational units/sections
in the process of ongoing data gathering on operational events,
the creation of a database of operational events and the process
of monitoring and quarterly analysis of operational risk
appearing in the Bank’s activities. In accordance with
Recommendation M issued by the Commission for Banking
Supervision, a documented process of identifying threats and a
methodology for measuring operational risk were established in
October 2004 at BGK and instructions were prepared for
monitoring and managing operational risk at BGK.

KRAJOWY FUNDUSZ MIESZKANIOWY
Krajowy Fundusz Mieszkaniowy (KFM) funkcjonuje od 1996 r.
Do podstawowych zadaƒ Funduszu nale˝y wspieranie programu
spo∏ecznego budownictwa czynszowego, czyli finansowanie
budowy mieszkaƒ na wynajem o umiarkowanych czynszach. Ze
Êrodków Funduszu udzielane sà preferencyjne kredyty dla
Towarzystw Budownictwa Spo∏ecznego (TBS) i spó∏dzielni
mieszkaniowych. Kredyty te mogà byç przeznaczone na
budow´, przebudow´, rozbudow´ oraz adaptacj´ budynków
z przeznaczeniem na mieszkania na wynajem lub spó∏dzielcze
mieszkania lokatorskie. Ze Êrodków KFM udzielane sà równie˝
preferencyjne kredyty dla gmin na finansowanie infrastruktury
technicznej towarzyszàcej budownictwu mieszkaniowemu.
W minionym roku Bank udzieli∏ ze Êrodków KFM 129 kredytów
w ∏àcznej kwocie 577,9 mln PLN na sfinansowanie budowy 8,1
tys. mieszkaƒ oraz 6 kredytów na kwot´ 4,6 mln PLN na
realizacj´ projektów w zakresie infrastruktury. W porównaniu
do roku poprzedniego nastàpi∏o zwolnienie tempa rozwoju
dzia∏alnoÊci kredytowej. Wynika to z problemów organizacyjno-
finansowych inwestorów spo∏ecznego budownictwa
czynszowego, skutkujàcych opóênieniami w sk∏adaniu
dokumentacji kredytowej. Pewne znaczenie ma te˝ ograniczenie
Êrodków na dzia∏alnoÊç kredytowà Krajowego Funduszu
Mieszkaniowego, powodujàce zmniejszenie wartoÊci planu
kredytowego. Na koniec roku portfel kredytowy osiàgnà∏
poziom 4695,3 mln PLN, o 14,2% wi´cej ni˝ w grudniu
poprzedniego roku.
Od poczàtku funkcjonowania Krajowego Funduszu
Mieszkaniowego, tj. w latach 1996–2004 udzielono 1253
kredyty w ∏àcznej kwocie 4611,5 mln PLN na sfinansowanie
budowy lub adaptacji 64,5 tys. mieszkaƒ oraz 78 kredytów
w kwocie 83,8 mln PLN na finansowanie infrastruktury
technicznej.
W strukturze portfela kredytowego KFM, dominujà kredyty
udzielone Towarzystwom Budownictwa Spo∏ecznego, które
w roku 2004 otrzyma∏y 111 kredytów na kwot´ 523,1 mln PLN
(89,8% ogó∏u kwoty kredytów). W latach 1996 – 2004 TBS
otrzyma∏y 869 kredytów na kwot´ 3495,5 mln PLN w zwiàzku

NATIONAL HOUSING FUND
The National Housing Fund (KFM) has been operating since
1996. The Fund’s main tasks include the support of the
programme of social housing construction for rent, namely
financing housing construction for rent at reasonable rents.
Preferential credits are granted to Social Housing Construction
Societies (TBS) and housing cooperatives. These credits may
be designated for construction, reconstruction, extension and
adaptation of buildings with the flats assigned for rent or for
cooperative tenancy housing. Preferential credits are also
granted from the KFM funds to municipalities for financing the
technical infrastructure accompanying housing construction.
Last year, the Bank granted 129 credits from KFM funding for
a total value of PLN 577.9 million to finance the construction of
8,100 flats and 6 credits for a value of PLN 4.6 million for the
implementation of infrastructure projects. The rate of increase in
credit activities was slower than in the previous year. This arose
from the organisational and financial problems experienced by
investors in social housing construction for rent, which resulted
in delays in the submission of the credit documentation. A
certain reduction in the funds for the lending activities of the
National Housing Fund was also of some significance, as it
resulted in a reduction in the value of the lending plan. At the
end of the year, the credit portfolio achieved a level of PLN
4,695.3 million, being 14.2% more than December of the
previous year.
1,253 credits of a total value of PLN 4,611.5 million have been
granted for the construction or adaptation of 64,500 flats and 78
credits of a total value of PLN 83.8 million have been granted to
finance technical infrastructure since the start of operations of
the National Housing Fund, i.e. during the years 1996–2004.
The structure of the KFM credit portfolio is dominated by
credits extended to Social Housing Construction Societies,
which received 111 credits in 2004 for a total value of PLN
523.1 million (89.8% of the total value of credits). In the years
1996–2004, the Social Housing Construction Societies received
869 credits for a value of PLN 3,495.5 million in connection
with the construction or adaptation of 48,600 flats. However,

mieszkaniowym natomiast udzielono 18 kredytów na kwot´

okresie 1996 – 2004 spó∏dzielniom mieszkaniowym udzielono
384 kredyty na kwot´ 1116,0 mln PLN na budow´ 15,9 tys.
mieszkaƒ (tj. 23,8% kwoty udzielonych kredytów).

W 2004 r., w corocznym cyklu naboru wniosków do Banku
wp∏yn´∏o 221 wniosków wst´pnych, okreÊlajàcych
zapotrzebowanie na kredyty ze Êrodków KFM, które b´dà
udzielane w latach 2005–2007. Na podstawie badaƒ
ankietowych, przeprowadzonych w gminach, w których istniejà
zasoby spo∏ecznych mieszkaƒ czynszowych, mo˝na oceniç, ˝e
housing cooperatives were granted 18 credits for a value of PLN
54.8 million (9.4% of the value of credits in 2004). Throughout
the whole of the period of 1996–2004, housing cooperatives
were granted 384 credits for a total value of PLN 1,116.0 million
for the construction of 15,900 flats (i.e. 23.8% of the total value
of credits granted).
The structure of the portfolio of credits granted from KFM
resources by type of entity in 2004 and in the period 1996–2004
is presented in the chart below:
KFM’s balance sheet total amounted to PLN 4,714.2 million as
at 31 December 2004 and was 15.4% higher than in 2003.
The sources of finance for the Fund’s credit activities are the
resources transferred from the state budget to support the Fund
(63.7% of the balance sheet total), and since 2001, also funds
from loans granted by international financial institutions (28.6%
of the balance sheet total). The remaining sources of finance,
including the repayment of credits granted, are of less
significance.
The Bank received 221 preliminary applications in 2004, during
the annual cycle of receipt of applications, which specified a
requirement for credits from the KFM resources that are to be
granted in the years 2005–2007. Based on questionnaire surveys
conducted in the municipalities in which there are social housing
resources for rent, it can be estimated that the plans of the

KRAJOWY FUNDUSZ POR¢CZE¡KREDYTOWYCH
G∏ównym zadaniem dzia∏alnoÊci Krajowego Funduszu Por´czeƒ
Kredytowych w 2004 r. by∏o istotne zwi´kszenie akcji
por´czeniowej oraz budowa krajowego systemu spó∏ek por´czeƒ
kredytowych. Cele te by∏y realizowane poprzez wspó∏prac´
z instytucjami sektora bankowego z jednej strony, jak
i z jednostkami samorzàdu terytorialnego z drugiej strony.
Dost´p do por´czeƒ zapewniony jest poprzez sieç ponad 4200
placówek 25 banków kredytujàcych, z którymi BGK podpisa∏
umowy o wspó∏pracy. Z siedmioma z tych banków sà zawarte
umowy, w ramach których BGK por´cza portfel kredytowy
obejmujàcy kredyty dla ma∏ych i Êrednich przedsi´biorstw. Tryb
ten jest szczególnie wygodny dla przedsi´biorców ze wzgl´du na
skrócenie procesu udzielania por´czenia i ograniczenie liczby
niezb´dnych dokumentów. W ramach portfela kredytowego
udzielono w 2004 r. 12,8% wszystkich por´czeƒ kredytów
gospodarczych.

NATIONAL CREDIT GUARANTEE FUND
The main task of the National Credit Guarantee Fund in 2004
was to significantly increase guarantees and to build a national
system of credit guarantee companies. These objectives were
achieved, on the one hand, by working with banking sector
institutions and, on the other, with local government units.
Access to the guarantees was assured through a network of more
than 4,200 branches of 25 lending banks with which BGK
signed cooperation agreements. Agreements have been signed
with seven of these banks according to which BGK guarantees
the banks their credit portfolio which contains credits to small
and medium sized enterprises. This method is particularly
convenient for entrepreneurs because the process of granting
guarantees is shortened and the number of necessary documents
is reduced. 12.8% of all business credit guarantees were granted
from the credit portfolio in 2004.

W 2004 r. KFPK odnotowa∏ najlepsze wyniki w swojej 9 letniej
historii. Udzielono 6175 por´czeƒ na kwot´ 281,3 mln PLN, co
stanowi wzrost o 82,3% w stosunku do 2003 r. Ze Êrodków
KFPK udzielane sà por´czenia kredytów dla podmiotów
gospodarczych oraz por´czenia kredytów studenckich. W ub.r.
w odniesieniu do tych ostatnich udzielono 5169 por´czeƒ na
kwot´ 52,2 mln PLN, natomiast dla podmiotów gospodarczych
udzielono 1006 por´czeƒ na kwot´ 229,2 mln PLN, co stanowi
wzrost o 101,4% w stosunku do 2003 r. WartoÊç kredytów
gospodarczych wygenerowanych w ub.r. dzi´ki tym
por´czeniom wynios∏a ponad 370 mln PLN.
Na koniec 2004 r. ∏àczna kwota por´czeƒ, udzielonych od
momentu powstania Funduszu, wynios∏a 785,2 mln PLN. Stan
Êrodków KFPK na koniec 2004 r. wynosi∏ 168,6 mln PLN. Stan
zobowiàzaƒ pozabilansowych z tytu∏u udzielonych por´czeƒ
osiàgnà∏ poziom 446,3 mln PLN.
Ze Êrodków KFPK w latach 2003–2004 r. wydatkowano kwot´
28,2 mln PLN na dokapitalizowanie 14 funduszy
por´czeniowych, w tym 8 regionalnych i 6 lokalnych. Z tego
w 2004 r. wydatkowano 19,7 mln PLN, a wi´c kwot´ wi´kszà
o ponad 100% w porównaniu z poprzednim rokiem.
Zaanga˝owanie kapita∏owe BGK zwi´ksza mo˝liwoÊci
por´czeniowe funduszy oraz pomaga im osiàgnàç wysokie
standardy zarzàdzania kapita∏em. Fundusze, w których BGK
posiada swoje udzia∏y, w 2004 r. udzieli∏y por´czeƒ ∏àcznie na
kwot´ 52,4 mln PLN.
¸àcznie w wyniku dzia∏alnoÊci Krajowego Funduszu Por´czeƒ
Kredytowych – poprzez por´czenia kredytów gospodarczych ze
Êrodków KFPK oraz por´czenia udzielone przez
dokapitalizowane fundusze – udzielono ok. 415 mln PLN
nowych kredytów bankowych.
FUNDUSZ HIPOTECZNY
W 2004 r. Bank kontynuowa∏ obs∏ug´ Funduszu Hipotecznego,
przej´tego z Banku Rozwoju Budownictwa Mieszkaniowego SA
na podstawie umowy przeniesienia z ju˝ nie istniejàcym
Urz´dem Mieszkalnictwa i Rozwoju Miast.
Wobec utrzymujàcego si´ od kilku lat braku zainteresowania
banków uczestniczàcych pozyskiwaniem Êrodków z Funduszu,
KFPK recorded the best results of its 9-year history in 2004.
6,175 guarantees were granted for a total value of PLN 281.3
million, which constitutes growth of 82.3% with respect to 2003.
Credit guarantees are granted from KFPK funds to business
entities, as are guarantees for student credits. Last year, 5,169
guarantees were granted to the latter group for a total value of
PLN 52.2 million, whereas 1,006 guarantees were granted to
business entities for a total value of PLN 229.2 million, which
constitutes an increase of 101.4% with respect to 2003. The
value of business credits generated last year as a result of these
guarantees amounted to more than PLN 370 million.
At the end of 2004, the total value of guarantees granted from
the moment of establishment of the Fund amounted to PLN
785.2 million. The level of the KFPK funds amounted to PLN
168.6 million at the end of 2004. The balance of off-balance
sheet liabilities from the guarantees granted reached a level of
PLN 446.3 million.
PLN 28.2 million was spent from the KFPK resources to raise
the capital of 14 guarantee funds in the years 2003–2004, of
which 8 are regional funds and 6 are local funds. PLN 19.7
million of this was spent in 2004 and hence a value that is more
than 100% greater than in the previous year. BGK’s capital
commitment increases the guarantee capabilities of the funds
and helps them achieve high standards of capital management.
The funds in which BGK has shares granted guarantees in 2004
for a total value of PLN 52.4 million.
A total of approximately PLN 415 million of new bank credits
were granted as a result of the activities of the National Credit
Guarantee Fund — through business credit guarantees from
KFPK funds and guarantees granted by raising the capital in the
funds.
MORTGAGE FUND
The Bank continued to service the Mortgage Fund in 2004,
which was acquired from Bank Rozwoju Budownictwa
Mieszkaniowego SA under a transfer agreement signed with the
Housing and City Development Office, which no longer exists.
In the light of the continued lack of interest from banks taking
part in the receipt of funding from the Fund, which has been the

Bank dokona∏ przedterminowej sp∏aty Gwarantowanej Po˝yczki
Mieszkaniowej, koƒczàc tym samym sp∏at´ po˝yczek
zagranicznych, które przeznaczone by∏y na zasilenie Funduszu.
Bank kontynuowa∏ równie˝ zapoczàtkowane w latach
wczeÊniejszych prace nad zmianà sposobu wykorzystania
Êrodków pozostajàcych w dyspozycji Funduszu. Decyzje w tej
sprawie powinny zostaç podj´te w 2005 r.
W 2004 r. zosta∏o ca∏kowicie sp∏aconych 64 kredyty i na koniec
roku w obs∏udze znajdowa∏o si´ 110 umów kredytowych na
∏àcznà kwot´ 5,5 mln PLN obs∏ugiwanych przez 3 banki. Suma
bilansowa Funduszu na 31 grudnia 2004 r. wynosi∏a 62,5 mln
PLN, w tym stan Êrodków Funduszu 59,8 mln PLN.
FUNDUSZ POR¢CZE¡ UNIJNYCH
Fundusz Por´czeƒ Unijnych (FPU) zosta∏ utworzony na
podstawie ustawy z dnia 16 kwietnia 2004 r. o FPU, która wesz∏a
w ˝ycie z dniem 15 czerwca 2004 r. Podstawowym celem
powo∏ania Funduszu jest zwi´kszenie dost´pnoÊci kredytu oraz
mo˝liwoÊç pozyskiwania Êrodków z emisji obligacji na
realizacj´ projektów wspó∏finansowanych ze Êrodków Unii
Europejskiej. W zwiàzku z tym gwarancje i por´czenia sp∏aty
kredytu lub wykonania zobowiàzaƒ z emisji obligacji mogà byç
udzielane jedynie w przypadkach, gdy kredyt lub Êrodki z emisji
obligacji sà przeznaczone na wk∏ad w∏asny lub nak∏ady, które
b´dà nast´pnie refinansowane ze Êrodków Unii Europejskiej.
W BGK wykonano wszystkie prace organizacyjne, studyjne
oraz przygotowawcze niezb´dne do podj´cia przez FPU
dzia∏alnoÊci por´czeniowej. Ukonstytuowa∏ si´ Komitet
Sterujàcy FPU.
W dniu 29 czerwca 2004 r. zosta∏a podpisana umowa pomi´dzy
Narodowym Bankiem Polskim a BGK w sprawie
szczegó∏owego trybu i sposobu przekazywania Êrodków
pieni´˝nych z tytu∏u oprocentowania rezerwy obowiàzkowej
na rachunek FPU. Do koƒca 2004 r. wp∏yn´∏o z tego tytu∏u
8 miesi´cznych transz zasilajàcych Fundusz, którego stan
na dzieƒ 31.12.2004 r. wyniós∏ 334,7 mln PLN.

Loan early, similarly ending the repayment of foreign loans,
which were assigned for supporting the Fund.
The Bank also continued work that started in previous years to
change the method of application of the resources that are at the
Fund’s disposal. The decision on this matter should be made in
2005.
In total, 64 credits were repaid in 2004, leaving 110 credit
agreements being serviced at the end of the year for a total value
of PLN 5.5 million, which were serviced by 3 banks. The Fund’s
balance sheet total amounted to PLN 62.5 million as at 31
December 2004 including the Fund’s balance of PLN 59.8
million.
EU GUARANTEE FUND
The EU Guarantee Fund (FPU) was established under the Act on
the FPU of 16 April 2004, which became effective on 15 June
2004. The main objective for establishing the Fund was to
increase access to credits and the ability to obtain funds from
bond issues to implement projects that are co-funded with funds
from the European Union. As a result, guarantees and sureties
may be granted for the repayment of a credit or the performance
of liabilities from bonds only in cases where the credit or funds
from the issue of the bonds are assigned as a down-payment or
capital expenditure, which will then be refinanced with EU
funding.
All organisational work, studies and preparatory work that were
necessary for the FPU to commence its guarantee operations
were completed at BGK. The FPU Steering Committee was
constituted.
An agreement was signed on 29 June 2004 between the National
Bank of Poland and BGK on the specific mode and method of
transferring cash from the interest on the obligatory reserve to
FPU’s account. 8 monthly tranches were paid to the Fund by the
end of 2004, the value of which amounted to PLN 334.7 million
as at 31 December 2004.

i trybu pobierania op∏aty prowizyjnej od gwarancji i por´czeƒ ze
Êrodków FPU z tytu∏u udzielonych por´czeƒ, a nast´pnie

akcj´ marketingowà na temat Funduszu oraz przygotowano
materia∏y informacyjne. Zrealizowano równie˝ szkolenia
i spotkania instrukta˝owe dla pracowników banków
kredytujàcych. W grudniu 2004 r. zawarto pierwszà umow´
por´czeniowà ze Êrodków FPU.
An agreement was signed on 21 July 2004 between the Minister
of Finance and BGK on the definition of the value, conditions
and mode of collecting the commission charge on the guarantees
and sureties from FPU funds under the guarantees granted, after
which, 32 cooperation agreements were signed with lending
banks. Agreements were signed with 7 banks to guarantee credit
portfolios for a total value of PLN 83.5 million. Furthermore, an
extensive marketing campaign was held on the Fund and
information materials were prepared. Training and instruction
meetings were also held for the employees of the lending banks.
The first guarantee agreement using FPU funds was signed in
December 2004.

1999 r. Celem programu jest rozszerzenie dost´pu do
szkolnictwa wy˝szego na uczelniach publicznych
i niepublicznych poprzez system preferencyjnych kredytów
studenckich. Pomoc finansowa udzielana jest studentom
w formie dop∏at do oprocentowania kredytów oraz cz´Êciowego
lub ca∏kowitego ich umarzenia. W 2004 r. wprowadzono
korzystne dla studentów zmiany w systemie kredytowania,
polegajàce na podwy˝szeniu miesi´cznej transzy kredytu,
rozszerzeniu zakresu podmiotowego beneficjentów oraz
wyd∏u˝eniu okresu karencji w sp∏acie kredytu.
W roku akademickim 2003/2004 studenci z∏o˝yli 28,6 tys.
wniosków o kredyt, z czego 27,6 tys. studentów, tj. 96,5%
sk∏adajàcych wnioski, uzyska∏o mo˝liwoÊç otrzymania kredytu
przy ustalonym progu dochodowym, a umowy o kredyt zosta∏y
zawarte z blisko 22,0 tys. studentów. W 2004 r. obs∏ug´ kredytów
studenckich prowadzi∏o 10 banków, w tym dwa nie udziela∏y
nowych, a obs∏ugiwa∏y tylko wczeÊniej udzielone kredyty.
W ciàgu szeÊciu lat funkcjonowania Funduszu studenci z∏o˝yli
326,1 tys. wniosków o kredyt, z czego finansowanie uzyska∏o
219 tys. studentów. W 2004 r. wydatki Funduszu z tytu∏u dop∏at
do oprocentowania kredytów wynios∏y 97,5 mln PLN, a dop∏aty
z tytu∏u umorzeƒ – 5,5 mln PLN. Stan Êrodków Funduszu
Po˝yczek i Kredytów Studenckich na koniec 2004 r. wyniós∏
112,5 mln PLN.
FUNDUSZ TERMOMODERNIZACJI
Fundusz Termomodernizacji funkcjonuje od 1999 r. i jest
przeznaczony na pomoc finansowà dla inwestorów realizujàcych
przedsi´wzi´cia termomodernizacyjne z udzia∏em kredytów
zaciàganych w bankach komercyjnych. Pomoc realizowana jest
w formie premii termomodernizacyjnej, stanowiàcej 25%
kredytu zaciàganego na przedsi´wzi´cie termomodernizacyjne.
W 2004 r. do Banku wp∏yn´∏o 1413 wniosków o przyznanie
premii termomodernizacyjnej, z czego 1059 wniosków zosta∏o
zweryfikowanych pozytywnie. ¸àcznie z wnioskami

STUDENT LOANS AND CREDITS FUND
The Student Loans and Credits Fund has been operating since
1999. The objective of the programme is to increase access to
higher education at public and non-public educational
establishments through a system of preferential student credits.
Financial aid is granted to students in the form of subsidies to
credit interest and their partial or total write-off. Changes were
introduced that are beneficial to students in the lending system,
involving an increase in the monthly tranche of the credit, an
extension to the range of types of beneficiary and an extension to
the period of grace in the repayment of the credit.
In the 2003/2004 academic year, students submitted 28,600
credit applications, of which 27,600 students, i.e. 96.5% of those
submitting applications, received the possibility of obtaining a
credit at a defined income threshold, while credit agreements
were concluded with almost 22,000 students. 10 banks serviced
the student credits in 2004, of which two did not grant new
credits, but serviced those previously granted.
Over the six years of operation of the Fund, students submitted
326,100 credit applications, of which 219,000 students obtained
financing. The Fund’s expenditures in 2004 on subsidies to the
credit interest amounted to PLN 97.0 million, while subsidies
from write-offs amounted to PLN 5.5 million. The balance of
resources in the Student Credit and Loan Fund amounted to PLN
112.5 million at the end of 2004.
THERMOMODERNISATION FUND
The Thermomodernisation Fund has been operating since 1999
and is assigned for financial assistance to investors
implementing thermomodernisation projects using credits drawn
from commercial banks. Aid is provided in the form of a
thermomodernisation bonus, which constitutes 25% of the credit
drawn for the thermomodernisation project.
The Bank received 1,412 applications in 2004 for the
thermomodernisation bonus, of which 1,059 applications
received positive opinions. Together with the applications

58,6 mln PLN dla inwestycji o wartoÊci 312,3 mln PLN,

z 2003 rokiem kwota przyznanych premii by∏a wy˝sza o 93%,

WÊród 1413 wniosków o przyznanie premii, które w 2004 r.

amount of this bonus was 93% higher than in 2003, while the
value of payments was 120% higher. The rapid progress in the
operation of the Fund is evidence of the popularity of the credit
with the thermomodernisation bonus.
Of the 1,412 applications for the bonus which BGK received in
2004, 79.3% applied to apartment blocks, 13.5% applied to
public service buildings, 5.0% applied to houses and 2.2%
applied to other types of authorised building. The structure of the

Over the six years of operation of the Thermomodernisation
Fund, 3,266 applications were received for the
thermomodernisation bonus, 2,568 bonuses were awarded for a
value of PLN 110.8 million and a total of 1,859 bonuses at a
value of PLN 74.0 million were paid.
The balance of funds at the end of 2004 amounted to PLN 33.0
million, while liabilities from bonuses that had been awarded but
not yet paid amounted to PLN 34.3 million.

Fundusz Rozwoju Inwestycji Komunalnych zosta∏ powo∏any
w styczniu 2004 r. na mocy ustawy z dnia 12 grudnia 2003 r. (Dz.
U. Nr 223, poz. 2218). Celem Funduszu jest udzielanie kredytów
preferencyjnych na finansowanie przez gminy i ich zwiàzki
kosztów przygotowania projektów inwestycji, przewidzianych
do wspó∏finansowania ze Êrodków Unii Europejskiej.
Fundusz rozpoczà∏ funkcjonowanie od lipca 2004 r., po zasileniu
Êrodkami bud˝etowymi w kwocie 15 mln PLN. Do koƒca 2004 r.
Fundusz zatwierdzi∏ 86 wniosków o udzielenie kredytów
preferencyjnych na kwot´ 8,95 mln PLN, z czego wyp∏acono
kwot´ 5,4 mln PLN. Stan Êrodków Funduszu na koniec 2004 r.
wynosi∏ 15,2 mln PLN.
FUNDUSZ DOP¸AT
Realizujàc swoje pierwotne zadanie udzielania z Funduszu
dop∏at do oprocentowania kredytów hipotecznych o sta∏ej stopie,
Bank kontynuowa∏ w 2004 r. wspó∏prac´ z bankami
kredytujàcymi w zakresie wydawania przyrzeczeƒ dop∏at,
przeprowadzania rozliczeƒ oraz dokonywania dop∏at ze Êrodków
Funduszu.
W 2004 r. banki kredytujàce wystàpi∏y ze 108 wnioskami
o obj´cie dop∏atami do oprocentowania kredytów na kwot´ 12,2
mln PLN. Na podstawie wydanych przez Bank w 2004 r.
przyrzeczeƒ dop∏at banki podpisa∏y 95 umów o kredyt o sta∏ej
stopie na kwot´ 10,9 mln PLN.
Niewielkie zainteresowanie kredytami o sta∏ej stopie umo˝liwi∏o
wykorzystanie Êrodków Funduszu Dop∏at do finansowania
pilota˝owego programu wsparcia gmin w zakresie tworzenia
socjalnych zasobów mieszkaniowych w latach 2004–2005.
Zgodnie z ustawà z dnia 29 kwietnia 2004 r. o finansowym
wsparciu tworzenia w latach 2004–2005 lokali socjalnych,
noclegowni i domów dla bezdomnych ze Êrodków Funduszu
Dop∏at na ten cel zosta∏a przekazana kwota 50,0 mln PLN.
Tworzeniem socjalnych zasobów mieszkaniowych zajmujà si´
gminy, które mogà ubiegaç si´ o dofinansowanie do 35% kosztu
przedsi´wzi´ç obj´tych ustawà. W grudniu 2004 r. Ministerstwo
Infrastruktury zaakceptowa∏o 362 wnioski gmin na ∏àcznà kwot´
MUNICIPAL INVESTMENTS DEVELOPMENT
FUND
The Municipal Investments Development Fund was established
in January 2004 under the Act of 12 December 2003. The Fund’s
objective is to grant preferential credits to municipalities and
their associations in order to finance the costs of preparing
investment plans that are expected to be co-funded with
European Union funding.
The Fund started to operate in July 2004 after receiving state
funding of PLN 15 million. By the end of 2004, the Fund had
approved 86 applications for preferential credits for a total value
of PLN 8.95 million, of which PLN 5.4 million had been paid.
The balance of the Fund’s resources amounted to PLN 15.2
million at the end of 2004.
SUBSIDY FUND
In fulfilling its initial task of granting subsidies from the Fund to
mortgage interest with a fixed interest rate, the Bank continued
its cooperation with the lending banks with regard to issuing
promises of subsidies, conducting settlements and paying
subsidies from the Fund’s resources.
In 2004, the lending banks submitted 108 applications for
interest subsidies for a total value of PLN 12.2 million. Based on
the promises of subsidies issued in 2004, the banks signed 95
fixed interest rate credit agreements at a value of PLN 10.9
million.
Little interest in fixed interest rate credits enabled the use of the
resources from the Subsidy Fund to finance a pilot programme
to support municipalities in the establishment of social housing
resources in the years 2004–2005. In accordance with the Act on
financial support for the establishment of social premises,
boarding houses and homes for the homeless from the Subsidy
Fund in 2004–2005 of 29 April 2004, the amount of PLN 50.0
million was provided for this purpose.
Municipalities are responsible for the establishment of social
housing resources and they may apply for co-funding of up to
35% of the costs of projects encompassed by the Act. In
December 2004, the Ministry of Infrastructure accepted 362
applications from municipalities at a total value of support of

wsparcia w wysokoÊci 151,7 mln PLN. Ze wzgl´du na fakt, i˝
kwota ta znacznie przekracza∏a dost´pne Êrodki Funduszu,
wnioski powy˝ej tego limitu zosta∏y rekomendowane
warunkowo.
Dofinansowaniem z Funduszu Dop∏at zosta∏o obj´tych 121
wniosków dotyczàcych budowy 3253 lokali socjalnych oraz 21
wniosków na przygotowanie 665 miejsc w noclegowniach lub
domach dla bezdomnych.
KRAJOWY FUNDUSZ DROGOWY
Krajowy Fundusz Drogowy (KFD) zosta∏ utworzony na mocy
ustawy z dnia 27 paêdziernika 1994 r. o autostradach p∏atnych
oraz o Krajowym Funduszu Drogowym i rozpoczà∏
funkcjonowanie z dniem 1 stycznia 2004 r. KFD jest funduszem
specjalistycznym umiejscowionym w BGK, którego celem jest
finansowe wsparcie rzàdowego Programu Budowy Dróg
i Autostrad w Polsce poprzez gromadzenie Êrodków
finansowych na przygotowanie, budow´, przebudow´, remonty,
utrzymanie i ochron´ autostrad, dróg ekspresowych, a tak˝e
innych dróg krajowych.
W wyniku uzgodnieƒ z Ministrem Infrastruktury, plan
finansowy Funduszu w 2004 r. opracowano zgodnie z rzeczowo
– finansowym planem GDDKiA. W trakcie 2004 dokonywano
przesuni´ç planowanych wydatków inwestycyjnych w czasie
oraz pomi´dzy zadaniami inwestycyjnymi, a tak˝e
wprowadzajàc nowe zadania inwestycyjne.
W 2004 r. Fundusz zasilony zosta∏ wp∏ywami w ∏àcznej
wysokoÊci 987,5 mln PLN. Podstawowe êród∏o zasilania
stanowi∏a op∏ata paliwowa. Wp∏aty z tego tytu∏u wynios∏y
∏àcznie 959,3 mln PLN.
Fundusz zrealizowa∏ wyp∏aty na ∏àcznà kwot´ 877,3 mln PLN.
Kumulacja wyp∏at nastàpi∏a w ostatnim kwartale 2004 r., na
który przypada∏o niemal 78% wydatków poniesionych w ca∏ym
roku.
W 2004 r. zrealizowano wnioski o wyp∏at´ z∏o˝one przez
Generalnego Dyrektora Dróg Krajowych i Autostrad na ∏àcznà
kwot´ 875,3 mln PLN, z tego na p∏atnoÊci dla wykonawców
robót drogowych przypada∏o 575,0 mln PLN, natomiast na prace
przygotowawcze 300,3 mln PLN.
W przysz∏oÊci istotne, dodatkowe êród∏o zasilania KFD
stanowiç b´dà zaciàgane przez BGK na rzecz Funduszu kredyty
i po˝yczki oraz ewentualne emisje obligacji, a tak˝e Êrodki
PLN 151.7 million. Because this amount significantly exceeds
the Fund’s available resources, applications in excess of this
limit were recommended conditionally.
121 applications for the construction of 3,253 social premises
and 21 applications for the preparation of 665 places in boarding
houses or homes for the homeless were encompassed by co-
funding from the Subsidy Fund.
NATIONAL ROAD FUND
The National Road Fund (KFD) was established under the
amended Act on Toll Motorways and the National Road Fund of
27 October 1994 and started to operate on 1 January 2004. KFD
is a specialist fund that is positioned in BGK, the main objective
of which is to provide financial support to the government’s
Road and Motorway Construction Programme in Poland by
gathering financial resources for the preparation, construction,
reconstruction, repair, maintenance and protection of
motorways, expressways and other state roads.
As a result of the arrangements with the Minister of
Infrastructure, the Fund’s financial plan for 2004 was prepared in
accordance with the materials and financial plan of the General
Directorate for National Roads and Motorways. Planned
investment outlays were postponed and transferred between
investment programmes during 2004 and new investment
programmes were introduced.
The Funds received additional resources of a total value of PLN
987.5 million. The main source of this funding was the excise
duty on fuel. Payments from this amounted to a total of PLN
959.3 million.
In 2004, the Fund made payments for a total value of PLN
877.3 million. The payments accumulated in the last quarter of
2004, when almost 78% of the expenditures incurred throughout
the year were made.
Applications for payment submitted by the General Directorate
for National Roads and Motorways for a total of PLN 875.3

300.3 million was assigned for preparatory works.
In future, an important, additional source of resources for KFD
will be credits and loans drawn by BGK for the Fund and the

z Europejskim Bankiem Inwestycyjnym o przej´ciu na rzecz
KFD dwóch kredytów zaciàgni´tych przez rzàd w wysokoÊci
380 mln EUR i 175 mln EUR. W kolejnych latach nale˝y
oczekiwaç znacznego zwi´kszenia zakresu realizacji rzàdowego
Programu Budowy Dróg i Autostrad w Polsce.
PROGRAM „PRACA DLA M¸ODYCH”
Program „Praca dla m∏odych” jest kontynuacjà programu „Praca
dla absolwenta”. Celem programu jest aktywizacja zawodowa
osób bezrobotnych do 25 roku ˝ycia, a w przypadku osób
legitymujàcych si´ dyplomem wy˝szej uczelni do 27 roku ˝ycia.
W ramach Programu udzielane sà preferencyjne po˝yczki dla
bezrobotnych na rozpocz´cie w∏asnej dzia∏alnoÊci gospodarczej
oraz dla przedsi´biorców na utworzenie dodatkowego
stanowiska pracy.
W 2004 r. wp∏yn´∏o 427 wniosków o po˝yczk´ na ∏àcznà kwot´
24,4 mln PLN od osób bezrobotnych i przedsi´biorców.
Udzielono 281 po˝yczek na kwot´ 14,3 mln PLN, w tym 162 na
kwot´ 4,46 mln PLN dla osób bezrobotnych oraz 119 na kwot´
9,85 mln PLN dla przedsi´biorców, którzy utworzyli 260 miejsc
pracy. W okresie ponad dwóch lat funkcjonowania programu
„Praca dla m∏odych” udzielono 679 preferencyjnych po˝yczek
na kwot´ 31,96 mln PLN., co pozwoli∏o na utworzenie 965
nowych miejsc pracy, w tym 435 osób rozpocz´∏o w∏asnà
dzia∏alnoÊç gospodarczà.
PROGRAM KREDYTÓW UDZIELANYCH ZEÂRODKÓW EBI
Na podstawie umowy zawartej pomi´dzy BGK a Europejskim
Bankiem Inwestycyjnym udzielane sà kredyty z przeznaczeniem
na finansowanie spo∏ecznego budownictwa mieszkaniowego
oraz budow´ infrastruktury regionalnej. ¸àczna pula Êrodków do
wykorzystania wynosi 50 mln EUR. Projekty przewidziane do
finansowania muszà uzyskaç akceptacj´ EBI, a ostateczny
termin ich zg∏aszania ustalono na czerwiec 2006 r. Na koniec
2004 r. EBI zatwierdzi∏ ∏àcznie 42 projekty na kwot´ 24,8 mln
EUR, w tym na infrastruktur´ regionalnà 30 projektów na kwot´
14,1 mln EUR oraz spo∏eczne budownictwo mieszkaniowe 12
finalised negotiations in 2004 with the European Investment
Bank on KFD, acquiring two credits drawn by the government at
a level of EUR 380 million and EUR 175 million. A significant
increase should be expected over the coming years in the
implementation of the government’s Road and Motorway
Construction Programme in Poland.
„JOBS FOR THE YOUNG” PROGRAMME
The “Jobs for the young” programme is a continuation of the
“Jobs for Graduates” programme. The programme objective is
the occupational activation of the unemployed aged up to 25, or
27 in the case of people holding a degree certificate. Preferential
loans are granted under the Programme to the unemployed to
start up their own business activities and to entrepreneurs to
create additional jobs.
427 loan applications were received from the unemployed and
entrepreneurs in 2004 for a total value of PLN 24.4 million. 281
loans of a value of PLN 14.3 million were granted, of which
162, of a total value of PLN 4.46 million, were for the
unemployed and 119, of a total value of PLN 9.85 million, were
for entrepreneurs, who created 260 jobs. Over a period of more
than two years of operation of the “Jobs for the young”
programme, 679 preferential loans were granted of a value of
PLN 31.96 million, which enabled the creation of 965 new jobs,
of whom 435 people started up their own business activities.
PROGRAMME OF CREDITS FROM EIB FUNDS
Credits are granted under the agreement concluded by and
between BGK and the European Investment Bank (EIB), which
are assigned for the financing of social housing construction and
the construction of regional infrastructure. The total funds to be
used amount to EUR 50 million. Projects to be financed must
receive EIB acceptance, while the deadline for their submission
was set for June 2006. By the end of 2004, EIB had approved a
total of 42 projects of a total value of EUR 24.8 million,
including 30 regional infrastructure projects for a value of EUR
14.1 million and 12 social housing construction projects for a
value of EUR 10.7 million. The qualification process of projects
applying for loans assigned for social housing construction has
ended.

W ramach zadaƒ zleconych zwiàzanych z administrowaniem
Programem dop∏at do oprocentowania kredytów eksportowych
o sta∏ych stopach procentowych (DOKE) Bank kontynuowa∏
rozpocz´tà w 2003 r. wspó∏prac´ z Fortis Bank (Nederland)
N.V., Oddzia∏ w Oslo w zakresie dop∏at do udzielonych przez
ten bank kredytów na sfinansowanie polskiego eksportu.
Efektem tej wspó∏pracy by∏o podpisanie w marcu 2004 r. 6
umów o ∏àcznej wartoÊci 288 mln USD. Bank udzieli∏ tak˝e 6
przyrzeczeƒ obj´cia kredytu Programem DOKE, w tym 3
przyrzeczeƒ na kwot´ 65,7 mln USD oraz 3 przyrzeczeƒ na
ogólnà kwot´ 73,85 mln EUR. Ogó∏em w 2004 r. do Banku

Programu DOKE, w tym m.in. poprzez udzia∏ w konferencjach,
seminariach i spotkaniach organizowanych przez instytucje
zewn´trzne oraz poprzez organizowanie szkoleƒ dla
eksporterów.
W ramach dzia∏alnoÊci komercyjnej nale˝y odnotowaç wzrost
iloÊci i wolumenu operacji dokumentowych zrealizowanych za
poÊrednictwem Banku, w tym przede wszystkim akredytyw
importowych i inkasa dokumentowego. Opracowano tak˝e
wspólnie z dostawcà systemu informatycznego specyfikacj´
za∏o˝eƒ do modu∏u „Trade Finance”, który b´dzie obs∏ugiwa∏
operacje dokumentowe.
Four tranches of the loan of a total value of EUR 23.5 million
have been made available, of which EUR 13.5 million is
assigned for regional infrastructure, while EUR 10.0 million is
assigned for social housing construction. The amount of the loan
that remains to be made available, namely EUR 26.5 million
applies entirely to the regional infrastructure component.
EXPORT CREDIT INTEREST SUBSIDIESPROGRAMME (DOKE PROGRAMME)
Within the framework of the commissioned tasks related to the
administration of the export credit interest subsidies programme
(DOKE), the Bank continued its cooperation with Fortis Bank
(Nederland) N.V., Oslo Branch that started in 2003 regarding
subsidies to credits granted by this bank to finance Polish
exports. The effect of this cooperation was the signature of 6
agreements in March 2004 for a total value of USD 288 million.
The Bank also granted 6 promises to include credits in the
DOKE Programme, of which 3 promises were for a total value
of USD 65.7 million and 3 promises were for a total value of
EUR 73.85 million. In 2004, the Bank received a total of 13
applications for promises to include credits in the DOKE
Programme.
The Bank continued its activities to activate the DOKE
Programme, including through participation in conferences,
seminars and meetings organised by external institutions and
through the organisation of training for exporters.
The increase in the number and volume of document operations
performed through the Bank within the commercial activities
should be noted, including primarily import letters of credit and
collection against documents. A was also prepared specification
of the assumptions to the “Trade Finance” module, together with
the IT system supplier, which will support document operations.

Na aktywnoÊç kredytowà Banku w 2004 r. zasadniczy wp∏yw
mia∏a koniunktura gospodarcza w Polsce. Notowany w 2004 r.
wzrost gospodarczy nie mia∏ poczàtkowo prze∏o˝enia na
dynamik´ wydatków inwestycyjnych. Sytuacja uleg∏a istotnej
zmianie w IV kwartale 2004 r. Wraz ze wzrostem popytu
kredytowego, Bank zdynamizowa∏ akcj´ kredytowà. Uzyskana
przez Bank dynamika portfela kredytowego brutto w 2004 r.
wynios∏a 32,0%, przy 3,0% wzroÊtcie kredytów w skali ca∏ego
sektora bankowego.
W 2004 r. kierunki dzia∏alnoÊci kredytowej okreÊlone zosta∏y
przez priorytety zapisane w Strategii. G∏ównym zadaniem by∏o
zwi´kszenie udzia∏u Banku w obs∏udze sektora jednostek
samorzàdu terytorialnego. W 2004 r. Bankowi uda∏o si´ uzyskaç
przyrost portfela kredytów dla instytucji samorzàdowych
i rzàdowych w kwocie o 90.3% do 420.2 PLN.
Struktura jakoÊciowa portfela kredytowego uleg∏a w 2004 r.
zdecydowanej poprawie. Udzia∏ kredytów zagro˝onych spad∏
w ciàgu roku o 6,5 p.p. do poziomu 11,8%. Poprawie uleg∏a
tak˝e wewn´trzna struktura jakoÊciowa portfela oraz poziom
jego zabezpieczenia rezerwami celowymi. Na dzieƒ 31.12.2003
r. wskaênik pokrycia portfela kredytów zagro˝onych rezerwami
wynosi∏ 36,2%, na zamkni´cie 2004 r. wzrós∏ do poziomu
42,4%. W celu minimalizacji ryzyka, portfel kredytowy by∏
systematycznie monitorowany, podejmowane by∏y dzia∏ania dla
wzmocnienia zabezpieczeƒ umownych oraz prowadzono
aktywnà windykacj´ nale˝noÊci, a tak˝e modyfikowano
procedury w celu zwi´kszenie stopnia bezpieczeƒstwa
kredytowego.
Operacje na rynku pieni´˝nym, walutowym
oraz d∏u˝nych papierów wartoÊciowych
W 2004 r. Bank realizowa∏ polityk´ inwestycyjnà na rynku
pieni´˝nym, walutowym oraz d∏u˝nych papierów wartoÊciowych
w oparciu o strategi´ dostosowanà do oczekiwanych trendów
rynkowych. WielkoÊç zaanga˝owania w poszczególne portfele
instrumentów finansowych by∏a wynikiem kszta∏towania si´
sytuacji na rynku mi´dzybankowym oraz realizacji przyj´tej
strategii inwestycyjnej.

Credit activities
The economic climate in Poland had a fundamental impact on
the Bank’s credit activities in 2004. The economic growth
recorded in 2004 did not initially affect the rate of increase in
investment outlay. This situation changed significantly in 4Q
2004. The Bank stepped up its credit activities together with the
increase in the demand for credits. The volume of credits granted
amounted to PLN 1,613.4 million and the rate of growth that the
Bank achieved in the credit portfolio in 2004 amounted to
32.0%, while a 3.0% increase in credits was recorded throughout
the whole of the banking sector.
The directions of the credit activities in 2004 were recorded as
the priorities in the Strategy. The main task was to increase the
bank’s share of the support of the sector of local government
units. In 2004, the Bank managed to achieve growth by 90.3% to
PLN 420.2 million in its credit portfolio to local and central
government institutions.
The qualitative structure of the credit portfolio decidedly
improved in 2004. The share of credits at risk declined during
the year by 6.5 percentage points to a level of 11.8%. The
internal quality structure of the portfolio and the extent to which
it is secured by specific risk provisions also improved. As at
31/12/2003, the index of coverage of the portfolio of credits at
risk with provisions amounted to 36.2%, rising to 42.4% at the
close of 2004. In order to minimise risk, the credit portfolio was
systematically monitored, steps were taken to strengthen the
contractual collateral and proactive debt collection was
undertaken, while the procedures were modified to increase the
level of credit security.
Money market, foreign exchange market and debt
securities market transactions
In 2004, the Bank implemented its investment policy on the
money market, the foreign exchange market and the debt
securities market on the basis of a strategy that was adapted
to the expected market trends. The level of commitment to the
individual portfolios of financial instruments was the result of
the development of the situation on the interbank market and the
implementation of the accepted investment strategy.

finansowego ukszta∏towa∏ si´ na poziomie 1839 mln PLN
i w stosunku do roku poprzedniego by∏ wy˝szy o 11%. W jego
strukturze najwi´kszy udzia∏ stanowi∏y papiery skarbowe
(obligacje i bony skarbowe), na które przypad∏o ponad 66% jego
wartoÊci, z czego obligacje Skarbu Paƒstwa stanowi∏y ponad
43%, natomiast na bony skarbowe przypad∏o oko∏o 23%
wartoÊci portfela. W wyniku prowadzenia przez Bank aktywnej
polityki lokowania nadwy˝ek Êrodków pieni´˝nych na rynku
mi´dzybankowych, udzia∏ lokat mi´dzybankowych
w przeci´tnym stanie portfela stanowi∏ ponad 26% jego
wartoÊci. Pozosta∏e 8% portfela z∏otowych instrumentów
finansowych stanowi∏y bony pieni´˝ne NBP, komercyjne
papiery wartoÊciowe oraz listy zastawne.
Bank prowadzi∏ wspó∏prac´ z bankami komercyjnymi w kraju
i zagranicà, w zakresie walutowych transakcji depozytowo-
lokacyjnych, transakcji spotowych (zakup/sprzeda˝ walut)
i terminowych, w tym równie˝ transakcji arbitra˝owych oraz
pod zlecenia klientów.
W 2004 r. realizowano zlecenia Ministra Finansów w ramach
obs∏ugi agencyjnej zagranicznych zobowiàzaƒ i nale˝noÊci
Skarbu Paƒstwa. Zawierano m.in. walutowe transakcje
kupna/sprzeda˝y walut obcych, a tak˝e lokowano nadwy˝ki
p∏ynnych Êrodków. W ramach dzia∏alnoÊci agencyjnej dla
Ministra Finansów realizowano ponadto warunkowe transakcje
p∏ynnoÊciowe typu Buy-Sell Back z wykorzystaniem bonów
skarbowych i obligacji Skarbu Paƒstwa. Bank zawiera∏
transakcje z wykorzystaniem instrumentów pochodnych, które
by∏y zarówno oferowane klientom Banku, jak i wykorzystywane
do zabezpieczania otwartych pozycji.
BankowoÊç inwestycyjna
Dzia∏alnoÊç inwestycyjna BGK i nadzór w∏aÊcicielski
realizowane w 2004 r. zwiàzane by∏y ze szczególnymi zadaniami
wspierajàcymi polityk´ spo∏eczno-gospodarczà Paƒstwa. Bank
uczestniczy∏ w rozbudowie sieci funduszy por´czeƒ
kredytowych poprzez zaanga˝owanie kapita∏owe Êrodków
Krajowego Funduszu Por´czeƒ Kredytowych oraz sprawowanie
nadzoru w∏aÊcicielskiego nad 12 lokalnymi i regionalnymi
funduszami por´czeƒ kredytowych, których wartoÊç na koniec
2004 r. wynios∏a 27 mln PLN.
In 2004, the average balance of the portfolio of money market
instruments was PLN 1,839 million, being 11% higher than in
the previous year. Ttreasury bonds and bills represented the
largest share in its structure, accounting for more than 66% of its
value, of which treasury bonds amounted to more than 43%,
whereas treasury bills accounted for approximately 23% of the
value of the portfolio. Because the Bank followed an active
policy of depositing surplus cash on the interbank market, the
share of interbank deposits in the average balance of the
portfolio constituted more than 26% of its value. The remaining
8% of the portfolio of zloty-denominated financial instruments
were NBP cash bills, commercial securities and debentures.
The Bank worked with domestic and foreign commercial banks
in foreign currency deposit and investment and spot transactions
(purchase / sale of foreign currencies) as well as derivative
transactions, including arbitrage transactions and transactions
under customer instructions.
The instructions of the Minister of Finance were fulfilled in
2004 within the framework of the agency services as regards
foreign state treasury liabilities and receivables. Such
transactions as foreign currency purchase / sale transactions
were conducted and surpluses of liquid assets were invested.
Conditional liquidity transactions of the Buy/Sell-Back type
using treasury bills and treasury bonds were conducted as a part
of the agency activities for the Minister of Finance. The Bank
conducted transactions using derivatives, which were equally
offered to the Bank’s customers, as well as being used to hedge
open positions.
Investment banking
BGK’s investment activities and ownership supervision
conducted in 2004 were related to the specific tasks supporting
the state’s social and economic policy. The Bank took part in the
expansion of the network of credit guarantee funds through
equity commitments using the resources of the National Credit
Guarantee Fund, as well as exercising ownership supervision
over 12 local and regional credit guarantee funds, the value of
which was PLN 27 million at the end of 2004.

BGK sprawowa∏ równie˝ nadzór w∏aÊcicielski oraz zarzàdza∏
portfelem akcji i udzia∏ów przekazanych nieodp∏atnie przez
Skarb Paƒstwa. Rolà Banku jest podejmowanie dzia∏aƒ
zmierzajàcych do zbycia pakietów akcji i udzia∏ów
przekazanych w celu zasilenia Krajowego Funduszu Por´czeƒ
Kredytowych oraz Polskiej Agencji Rozwoju
Przedsi´biorczoÊci. Bank dokona∏ sprzeda˝y akcji i udzia∏ów 9
spó∏ek o ∏àcznej wartoÊci 32 mln PLN, która zasili∏a KFPK oraz
PARP. Na koniec 2004 r. wartoÊç portfela akcji i udzia∏ów tzw.
„resztówek” wynios∏a 19 mln PLN (z czego po∏owa uzyskanych
Êrodków dla PARP), a ∏àczne zaanga˝owanie kapita∏owe Banku
w akcje i udzia∏y wynios∏o 67 mln PLN.
Do zadaƒ realizowanych przez Bank nale˝a∏o zwi´kszenie
zaanga˝owania kapita∏owego Banku w Korporacji Ubezpieczeƒ
Kredytów Eksportowych S.A. w zwiàzku z aktywizowaniem
dzia∏alnoÊci kredytowej Banku zwiàzanej ze wspieraniem
polskiego eksportu.
W 2004 r. BGK Êwiadczy∏ us∏ugi organizacji i gwarantowania
programów emisji obligacji emitowanych przez jednostki
samorzàdu terytorialnego oraz emisji weksli komercyjnych
a tak˝e organizowa∏ rynek wtórny dla tych papierów
wartoÊciowych. Na koniec 2004 r. BGK obs∏ugiwa∏ 38
programów emisji obligacji komunalnych o ∏àcznej wartoÊci ok.
230 mln PLN oraz program emisji weksli komercyjnych
o wartoÊci 30 mln PLN. Pod wzgl´dem liczby obs∏ugiwanych
programów emisji obligacji komunalnych Bank zajmowa∏
3 pozycj´ w Polsce.
W 2004 r. BGK rozpoczà∏ pe∏nienie funkcji Banku
Reprezentanta dla obligacji PKP S.A. emitowanych w ramach
Programu Emisji Obligacji o wartoÊci 1,5 mld z∏. BGK jako
ustawowy reprezentant obligatariuszy jest zobowiàzany
informowaç ich o przebiegu procesu obs∏ugi obligacji. Zadaniem
BGK jest równie˝ analiza sytuacji finansowej emitenta z punktu
widzenia zdolnoÊci do wykonywania obowiàzków wynikajàcych
z warunków emisji.
Dzia∏alnoÊç depozytowa
Prowadzona w 2004 r. polityka depozytowa wynika∏a
z kierunków dzia∏ania okreÊlonych w Strategii. Zgodnie z jej
za∏o˝eniami BGK skupi∏ swojà uwag´ na pozyskiwaniu du˝ych
klientów instytucjonalnych z grupy obejmujàcej organy
BGK also exercised ownership supervision and managed a
portfolio of stocks and shares transferred free of charge by the
State Treasury. The Bank’s role is to take steps to dispose of the
packages of stocks and shares that were transferred to the
National Credit Guarantee Fund and the Polish Agency for
Enterprise Development. The Bank sold stocks and shares in 9
companies for a total value of PLN 32 million, the proceeds of
which were paid to KFPK and PAED. At the end of 2004, the
value of the portfolio of stocks and shares of the so-called
“remnants” amounted to PLN 19 million (of which half the
funds obtained will be paid to PAED) and the Bank’s total equity
commitments in stocks and shares amounted to PLN 67 million.
The tasks performed by the Bank included increasing the Bank’s
stake in the Export Credit Insurance Corporation (Korporacja
Ubezpieczeƒ Kredytów Eksportowych SA) in connection with
the activation of the Bank’s credit activities related to the support
of Polish exports.
In 2004, BGK provided services of organising and underwriting
bond issue programmes for bonds issued by local government
units, as well as issuing commercial bills, and also organising a
secondary market for these securities. At the end of 2004, BGK
serviced 38 municipality bond issue programmes of a total value
of approximately PLN 230 million and a commercial bill issue
programme of a value of PLN 30 million. The Bank took 3rd
place in Poland in terms of the number of municipality bond
issue programmes.
In 2004, BGK started to fulfill the function of the Representative
Bank for the bonds issued by the State Railways (PKP SA)
within the framework of the Bond Issue Programme for a value
of PLN 1.5 billion. As the statutory representative of the
bondholders, BGK is obliged to inform them of progress in the
process of servicing the bonds. BGK also has the task of
analysing the issuer’s financial condition from the point of view
of his capability of performing the duties arising from the terms
of the issue.
Deposit activities
The deposit policy followed in 2004 arose from the directions of
activities specified in the Strategy. According to its assumptions,
BGK concentrated its attention to the attraction of large
institutional customers from the group that encompasses the

administracji rzàdowej, jednostki i organy samorzàdu
terytorialnego, agencje paƒstwowe oraz przedsi´biorstwa
paƒstwowe o strategicznym znaczeniu dla interesu kraju.
Stanowi∏o to bardzo istotny krok dla przysz∏ego rozwoju BGK
na drodze do osiàgni´cia wytyczonych celów strategicznych.
Realizacja Strategii doprowadzi∏a do istotnych przesuni´ç
w strukturze bazy depozytowej Banku. Nastàpi∏ znaczny wzrost
udzia∏u sektora bud˝etowego, który wyniós∏ na koniec 2004 r.
35,6% wobec 16,7% przed rokiem. Wzrós∏ równie˝ udzia∏
podmiotów gospodarczych odpowiednio z 33,5% do 44,4%.
Udzia∏ osób fizycznych w bazie depozytowej spad∏ natomiast
z 49,7% do 20,0%. Powy˝sze zmiany stanowià równie˝
konsekwencj´ realizacji za∏o˝eƒ strategicznych.
AktywnoÊç na rynkach zagranicznych i finansowanie
eksportu
Rok 2004 by∏ okresem aktywnej ekspansji mi´dzynarodowej
Banku Gospodarstwa Krajowego na rynkach zagranicznych,
szczególnie krajów Europy Wschodniej. W ramach realizacji
programu rzàdowego odzyskiwania rynków wschodnich BGK
nawiàza∏ relacje mi´dzybankowe z bankami Rosji, Ukrainy
i Bia∏orusi. Utworzony w 2003 r. Departament Instytucji
Finansowych ustanowi∏ niezb´dne warunki dla prowadzenia
wzajemnych rozliczeƒ oraz budowy portfela zaanga˝owaƒ
obcià˝onych ryzykiem. Podpisano porozumienia z bankami ze
wspomnianych rynków o wspó∏pracy obejmujàcej rozliczenia
bie˝àce, operacje dokumentowe, krótkoterminowe finansowanie
obrotów handlowych oraz promocj´ wzajemnych produktów
i us∏ug bankowych wÊród klientów.
Kontynuowano wspó∏prac´ z mi´dzynarodowymi instytucjami
finansowymi Europy Zachodniej, jak Europejski Bank
Inwestycyjny, Bank Rozwoju Rady Europy, oraz instytucjami
narodowymi, np. Caisse des Dépôts et Consignations (Francja)
czy KfW (Niemcy) w dziedzinach zwiàzanych z finansowaniem
infrastruktury oraz rozwojem polskiego rynku kapita∏owego.
Utworzony w koƒcu 2003 r. Departament Finansowania
Eksportu prowadzi∏ dzia∏alnoÊç majàcà na celu aktywne
w∏àczenie si´ Banku w finansowanie kontraktów zawieranych
przez polskich eksporterów, w tym finansowanie eksportu
w formie kredytu dla nabywcy w ramach ochrony
ubezpieczeniowej KUKE S.A. Obok programu dop∏at do
bodies of state administration, local governments, state agencies
and state-owned enterprises of strategic significance to the
country’s interests. This constituted a highly significant step for
the future development of BGK on the road to achieving the
specified strategic objectives.
The implementation of the Strategy led to significant shifts in
the structure of the Bank’s deposit base. The share of the public
sector increased significantly, amounting to 35.6% at the end of
2005 compared with 16.7% a year earlier. The share of business
entities also increased from 33.5% to 44.4% respectively. On the
other hand, the share of natural persons in the deposit base
declined from 49.7% to 20.0%. These changes are also the
consequence of the implementation of the strategic assumptions.
Activities on foreign markets and export financing
2004 was featured by dynamic growth of activity of Bank
Gospodarstwa Krajowego in foreign markets, particularly those
of the Eastern European countries. BGK established interbank
relations with banks from Russia, the Ukraine and Belarus as a
part of the implementation of the government programme to
recover eastern markets. The Financial Institutions Department,
which was formed in 2003, established the necessary conditions
for conducting mutual settlements and for building the portfolio
of commitments burdened with risk. A series of cooperation
agreements were signed that include current settlements,
document transactions, short-term financing of commercial
trading and the promotion of mutual banking products and
services among customers.
Work continued with international financial institutions from
Western Europe, as well as the European Investment Bank, the
Council of Europe Development Bank and national institutions,
such as Caisse des Dépôts et Consignations (France) and KfW
(Germany) in areas related to the financing of infrastructure and
the development of the Polish capital market.
The Export Financing Department that was established at the
end of 2003 conducted activities that had the objective of
ensuring that the Bank plays an active role in the financing of
contracts being concluded by Polish exporters, including export
financing in the form of a credit to the purchaser under the
Export Credit Insurance Corporation’s (KUKE SA) insurance
cover. Apart from the DOKE export credit subsidies programme

kredytów eksportowych DOKE oraz por´czeƒ kredytów na
realizacj´ kontraktów eksportowych w ramach pakietu ¸atwy
Eksport stanowi∏ on podstawowy produkt oferowany przez Bank
w zakresie kredytowego finansowania eksportu. Dzia∏alnoÊç ta
prowadzona jest na warunkach rynkowych, wy∏àcznie w oparciu
o Êrodki w∏asne Banku.
W ramach tej dzia∏alnoÊci szczególny nacisk by∏ po∏o˝ony na
udzia∏ Banku w obs∏udze i finansowaniu transakcji handlowych
zawieranych przez polskich eksporterów z partnerami z krajów
obj´tych programem odzyskania rynków wschodnich, jak
równie˝ na realizacj´ postulatów zawartych zarówno w tym
programie jak i w programie promocji gospodarczej Polski do
2005 r.
Dzia∏ania marketingowe, sponsoring
W 2004 r., podobnie jak w latach ubieg∏ych, BGK sponsorowa∏
przedsi´wzi´cia majàce na celu wzmocnienie wspó∏pracy
z samorzàdami, b´dàcymi jednym z kluczowych klientów
Banku. Przy finansowym wspó∏udziale BGK odby∏o si´ wiele
spotkaƒ na terenie ca∏ego kraju, w czasie których
przedstawiciele Banku oferowali jednostkom samorzàdu
terytorialnego kompleksowy pakiet produktów, zapewniajàcych
m.in. efektywne wykorzystanie Êrodków Unii Europejskiej.
Promocj´ produktów i us∏ug BGK prowadzi∏y równie˝ Oddzia∏y
Banku, wykorzystujàc w tym celu regionalne imprezy targowe,
konferencje i seminaria. RównoczeÊnie pracownicy Oddzia∏ów
docierali z ofertà bezpoÊrednio do klientów. W wyniku
systematycznie prowadzonych dzia∏aƒ informacyjnych
i promocyjnych, jak równie˝ sta∏ej wspó∏pracy z instytucjami
zewn´trznymi wspierajàcymi rozwój ma∏ych i Êrednich
przedsi´biorstw, w 2004 r. ugruntowa∏a si´ pozycja BGK w tym
sektorze.
W ramach profilowania dzia∏alnoÊci zgodnie z za∏o˝eniami
strategii BGK, w 2004 r. zosta∏a wprowadzona specjalna karta
p∏atnicza BGK-VISA Business Officium. Jest ona przeznaczona
dla osób pe∏niàcych funkcje publiczne.

within the Easy Export package, this was the main product
offered by the Bank in the credit financing of exports. This
activity was conducted on market conditions, exclusively based
on the Bank’s own funds.
Within this activity, particular pressure was placed on the Bank’s
participation in the support and financing of commercial
transactions concluded by Polish exporters with countries
included in the Eastern market recovery programme, as well as
the fulfilment of the postulates contained both in this programme
and Poland’s business promotion programme to 2005.
Marketing activities, sponsoring
Just as in previous years, BGK sponsored projects in 2004 that
had the objective of reinforcing cooperation with the local
governments, who are among the Bank’s key customers. Many
meetings took place throughout the whole country with BGK’s
financial support, during which the Bank’s representatives
offered the local governments a comprehensive package of
products with one of the objectives being to assure the effective
use of European Union funds.
The Bank’s Branches also promoted BGK’s products and
services, using regional exhibitions, conferences and seminars
for this. Simultaneously, the Branch employees were also in
direct contact with customers. BGK’s position became
consolidated in the SME sector as a result of the systematically
conducted information and promotion activities, as well as the
constant cooperation with external institutions supporting the
development of small and medium sized enterprises.

within the framework of the profiling of activities in accordance

W 2004 r. nastàpi∏y zmiany sk∏adu osobowego Rady Nadzorczej
oraz Zarzàdu Banku. Szczegó∏owy sk∏ad osobowy organów
Banku przedstawiono w koƒcowej cz´Êci raportu.
ORGANIZACJA
W roku 2004 przeprowadzono wiele zmian w organizacji Banku.
Nowe zadania oraz podj´cie dzia∏aƒ wytyczonych w Strategii
BGK na lata 2005–2009 wymog∏y na Banku zmiany
organizacyjne i powstanie nowych departamentów. Do
najwa˝niejszych nale˝y zaliczyç utworzenie:
• Biura Funduszy Unijnych, którego celem jest koordynowanie
i realizacja polityki Banku w zakresie finansowania projektów
z funduszy Unii Europejskiej oraz wykonywanie zadaƒ
zleconych w zakresie obs∏ugi Êrodków z funduszy Unii
Europejskiej,
• Biura Krajowego Funduszu Drogowego, którego zadaniem
jest zarzàdzanie funduszem i wspieranie rozwoju
infrastruktury drogowej,
• Biura Restytucji Praw i Likwidacji Zobowiàzaƒ, którego
celem jest prowadzenie ca∏okszta∏tu spraw zwiàzanych
z odzyskiwaniem nieruchomoÊci oraz ruchomoÊci, których
przedwojennym w∏aÊcicielem by∏ Bank,
• Departamentu Finansowania Projektów Inwestycyjnych, który
zajmuje si´ organizacjà finansowania i doradztwem
w zakresie projektów inwestycyjnych podmiotów
gospodarczych o szczególnym znaczeniu dla gospodarki,
a tak˝e organizacjà finansowania i doradztwem w zakresie
projektów inwestycyjnych z wykorzystaniem funduszy
unijnych,
• Z Departamentu Produktów i Zarzàdzania Siecià powsta∏y
dwa departamenty – Departament Produktów i Marketingu,
który odpowiada za rozwój produktów i us∏ug Banku,
organizowanie dzia∏aƒ marketingowych oraz ocen´ jakoÊci
oferowanych produktów i us∏ug oraz jakoÊç obs∏ugi klientów
oraz Departament Sprzeda˝y i Zarzàdzania Siecià, który

THE BANK’S AUTHORITIES
The membership of the Bank’s Supervisory Board and
Management Board changed in 2004. The individual
membership of the Bank’s authorities has been presented in the
final section of this report.
ORGANISATION
Many changes were made to the Bank’s organisation in 2004.
New tasks and activities specified in the BGK Strategy for the
years 2005–2009 imposed organisational changes on the Bank,
together with the establishment of new departments. The most
important changes include the establishment of:
• the EU Funds Office, the objective of which is to coordinate
and implement the Bank’s policy on project financing with EU
funds, as well as the performance of commissioned tasks
regarding servicing the resources from the EU funds,
• the National Road Fund Office, which has the task of
managing the fund and supporting the development of the
road infrastructure,
• the Office for the Restitution of Rights, the objective of which
is to handle all matters related to the recovery of real property
and chattels which were owned by the Bank before the Second
World War,
• the Investment Projects Financing Department, which is
responsible for organising financing and consulting on the
investment projects of business entities of particular
significance to the economy, as well as the organisation of
financing and consulting on investment projects using EU
funds,
• the Product and Network Management Department was split
into two departments — the Products and Marketing
Department, which is responsible for the development of the
Bank's products and services, the organisation of marketing
activities and the evaluation of the quality of products and
services offered, as well as the quality of customer service;
and the Sales and Network Management Department, which is
responsible for the organisation of product and service sales,

cooperation with strategic customers and the development,
management and supervision of the network of field branch
offices,
• the Management Information and Financial Controlling
Department, which has the objective of creating and
improving the system for evaluating efficiency and the
coordination of activities within the framework of the Bank’s
operating cost management system,
• the Operations Department, the tasks of which include
keeping the accounting records of the Head Office’s
operational activities and the task funds that have been
established and entrusted for servicing, as well as government
programmes, the organisation and fulfilment of the Bank’s
domestic and foreign settlements, as well as monitoring and
controlling cash flow.
The acceptance of the Strategy and the start of the performance
of the tasks specified in it, as well as the initiation of new tasks
by the Bank meant that significant changes needed to be made in
the area of the Bank’s human resources. At the end of 2004,
employment at BGK amounted to 1,160.1 full time equivalent
posts, i.e. an increase of 108.4 full time equivalent posts (10.3%)
since the end of 2003.
The branch network increased in 2004. The Bank conducts its
activities through 20 branch offices, of which 6 (in Szczecin,
Olsztyn, Kielce, Lublin, Opole and Zielona Góra) were
established in 2004, and 1 (in Sopot) was liquidated.
Four new branches (in Kielce, Lublin, Opole, Zielona Góra) had
not yet achieved full operational capability by the end of 2004
and only operated to a limited extent.
IT ACTIVITIES
The most important task in 2004 was the project of the
implementation of a def2000 centralised banking IT system,
which started in 2003. The project tasks were fulfilled by a
separate Integrated Bank IT System Implementation Team in
cooperation with all of the Bank’s units.
The most important work completed within the project is:
• the development of a secure technical infrastructure that is
resilient to the failure of an individual element (cluster of
servers),
• the implementation of a def2000 centralised system,

nale˝y: ewidencja ksi´gowa dzia∏alnoÊci operacyjnej Centrali
i utworzonych, powierzonych do obs∏ugi funduszy
zadaniowych oraz programów rzàdowych, organizowanie
i realizowanie rozliczeƒ krajowych i zagranicznych Banku
oraz monitorowanie i kontrolowanie przep∏ywu Êrodków
finansowych.
Przyj´cie Strategii i rozpocz´cie realizacji dzia∏aƒ w niej
okreÊlonych oraz podj´cie przez Bank nowych zadaƒ
zdeterminowa∏y istotne zmiany w obszarze zasobów kadrowych
Banku. Na koniec 2004 r. zatrudnienie w BGK wynios∏o 1160,1
etatów, tj. wzros∏o o 108,4 etaty (10,3%) w stosunku do koƒca
2003 r.
W 2004 r. nastàpi∏ rozwój sieci oddzia∏ów. Bank prowadzi∏
dzia∏alnoÊç w oparciu o 20 jednostek terenowych, z czego 6
(w Szczecinie, Olsztynie oraz Kielcach, Lublinie, Opolu
i Zielonej Górze) zosta∏o utworzonych w 2004 r., a 1 (w
Sopocie) uleg∏a likwidacji. Cztery nowe oddzia∏y (w Kielcach,
Lublinie, Opolu, Zielonej Górze,) do koƒca 2004 r. nie uzyska∏y
pe∏nej zdolnoÊci operacyjnej i dzia∏a∏y w ograniczonej skali.
INFORMATYZACJA
Najwa˝niejszym zadaniem w 2004 r. by∏ projekt wdro˝enia
scentralizowanego informatycznego systemu bankowego
def2000, rozpocz´ty w 2003 r. Zadania projektowe realizowane
by∏y przez wydzielony Zespó∏ Wdro˝enia ZISB, przy
wspó∏pracy wszystkich jednostek Banku.
Najwa˝niejsze prace, zrealizowane w ramach projektu to:
• zbudowanie bezpiecznej infrastruktury technicznej, odpornej
na awari´ pojedynczego elementu (klaster serwerów),
• wdro˝enie scentralizowanego systemu def2000,

• the parameterisation of the account and ledger support system
for the Bank’s needs,
• the migration of data from several old systems to the
centralised system,
• the implementation of a secure Internet banking system,
• the implementation of a comprehensive system to support
cash management,
• training for system users and administrators.
The system has been used since 13 December 2004 in all of the
Bank’s units; the Bank’s books for 2004 were closed in the new
system.
An important challenge was to assure banking support for
strategic customers (e.g. government agencies, ministries and the
National Health Fund).
Work related to the Bank’s technical infrastructure was also
conducted (additional hardware / replacement of personal
hardware, implementation of a Voice over IP service within the
Bank’s wide area network and expansion of the servers).
The main areas in which the Bank’s activities were streamlined
after the implementation of the centralised def2000 system are:
• centralisation of the Bank’s general ledger,
• ability to keep the Bank’s ledgers with a breakdown into own
activities and commissioned activities (separately for each
fund),
• consolidation / centralisation of internal reporting (with
particular attention paid to management reporting), as well as
the external reporting that is obligatory for the whole Bank,
• the Bank’s foreign exchange position on line,
• optimisation of the management of treasury stock levels,
• centralisation of domestic and foreign settlements,
• elimination of the location of the customer’s account,
• centralisation and automation of the support of the
standardised products offered,
• provision of access to electronic banking with a guaranteed
high level of security (e.g. encrypted access and digital
signature) for a large number of customers with the ability to
make mass payments,
• central system support (in place of a system distributed across
the Branches),
• centralisation of the management of all system parameters with
the ability to delegate specific rights to the local branch offices,
• centralisation of processing.

Od 13 grudnia 2004 roku system jest eksploatowany we
wszystkich jednostkach Banku, ksi´gi Banku za rok 2004
zosta∏y zamkni´te w nowym systemie.
Istotnym wyzwaniem by∏o zapewnienie obs∏ugi bankowej dla
strategicznych klientów (np. agencje rzàdowe, ministerstwa,
NFZ).
Prowadzono tak˝e prace zwiàzane z infrastrukturà technicznà
Banku (doposa˝enie/ wymiana sprz´tu osobistego, wdro˝enie
us∏ugi voice over IP w sieci rozleg∏ej Banku, rozbudowa
serwerów).
G∏ówne dziedziny usprawnieƒ w dzia∏alnoÊci Banku, po
wdro˝eniu scentralizowanego systemu def2000, to:
• scentralizowana ksi´ga g∏ówna Banku,
• mo˝liwoÊç prowadzenie ksiàg rachunkowych Banku,
w podziale na dzia∏alnoÊç w∏asnà i dzia∏alnoÊç zleconà
(osobno dla ka˝dego funduszu),
• skonsolidowana/scentralizowana sprawozdawczoÊç wewn´trzna
(ze szczególnym uwzgl´dnieniem sprawozdawczoÊci
zarzàdczej) i zewn´trzna obligatoryjna dla ca∏ego Banku,
• pozycja walutowa Banku on line,
• optymalizacja zarzàdzania stanem zapasów skarbcowych,
• scentralizowanie rozliczeƒ krajowych i zagranicznych,
• odmiejscowienie rachunku klienta,
• scentralizowanie i zautomatyzowanie obs∏ugi oferowanych
ujednoliconych produktów,
• udost´pnienie bankowoÊci elektronicznej z zagwarantowanym
wysokim poziomem bezpieczeƒstwa (np. szyfrowany dost´p,
podpis elektroniczny) dla du˝ej liczby klientów z mo˝liwoÊcià
realizacji p∏atnoÊci masowych,
• centralna obs∏uga systemu (w miejsce rozproszonej po
Oddzia∏ach),
• centralizacja zarzàdzania wszystkimi parametrami systemu
z mo˝liwoÊcià delegowania wskazanych kompetencji do
jednostek terenowych,

PrzeprowadziliÊmy badanie za∏àczonego sprawozdania
finansowego Banku Gospodarstwa Krajowego („BGK”, „Bank”)
z siedzibà w Warszawie, przy Al. Jerozolimskich 7, na które
sk∏ada si´ wprowadzenie do sprawozdania finansowego, bilans
sporzàdzony na dzieƒ 31 grudnia 2004 r., który po stronie
aktywów i pasywów wykazuje sum´ 11.081.257 tys. z∏otych,
wspó∏czynnik wyp∏acalnoÊci, zestawienie pozycji
pozabilansowych udzielonych wykazujàce na dzieƒ 31 grudnia
2004 r. kwot´ 1.183.128 tys. z∏otych, rachunek zysków i strat za
rok obrotowy koƒczàcy si´ tego dnia wykazujàcy zysk netto w
kwocie 98.502 tys. z∏otych, zestawienie zmian w funduszu
w∏asnym za rok obrotowy koƒczàcy si´ tego dnia wykazujàce
zwi´kszenie funduszu w∏asnego o kwot´ 878.900 tys. z∏otych,
rachunek przep∏ywów pieni´˝nych za rok obrotowy koƒczàcy
si´ tego dnia wykazujàcy zwi´kszenie stanu Êrodków
pieni´˝nych netto o kwot´ 969.687 tys. z∏otych oraz dodatkowe
informacje i objaÊnienia.
Za prawid∏owoÊç, rzetelnoÊç i jasnoÊç za∏àczonego
sprawozdania finansowego, jak równie˝ za prawid∏owoÊç ksiàg
rachunkowych odpowiedzialny jest Zarzàd Banku. Naszym
zadaniem by∏o zbadanie i wyra˝enie opinii o rzetelnoÊci,
prawid∏owoÊci i jasnoÊci tego sprawozdania finansowego oraz
prawid∏owoÊci ksiàg rachunkowych stanowiàcych podstaw´
jego sporzàdzenia.
Badanie sprawozdania finansowego przeprowadziliÊmy
stosownie do rozdzia∏u 7 ustawy z dnia 29 wrzeÊnia 1994 r. o
rachunkowoÊci (Dz. U. z 2002 r., nr 76, poz. 694 z póêniejszymi
zmianami) oraz norm wykonywania zawodu bieg∏ego rewidenta,
wydanych przez Krajowà Rad´ Bieg∏ych Rewidentów. Przepisy
te wymagajà, aby badanie zosta∏o zaplanowane i
przeprowadzone w taki sposób, aby uzyskaç racjonalnà
pewnoÊç, pozwalajàcà na wyra˝enie opinii o sprawozdaniu
finansowym. Badanie obejmuje sprawdzenie w oparciu o
metod´ wyrywkowà dowodów i zapisów ksi´gowych, z których
wynikajà kwoty i informacje zawarte w sprawozdaniu
finansowym. Badanie obejmuje równie˝ ocen´ poprawnoÊci

To the Supervisory Board of Bank Gospodarstwa Krajowego
We have audited the accompanying financial statements of
Bank Gospodarstwa Krajowego (“BGK”, “Bank”) seated in
Warsaw, Av. Jerozolimskie 7, consisting of the introduction to
the financial statements, the balance sheet as at 31 December
2004, with total assets of and total liabilities and equity of PLN
11,081,257 thousand, the capital adequacy ratio, the statement of
contingencies and commitments granted at 31 December 2004
amounting to PLN 1,183,128 thousand, the profit and loss
account for the year then ended with a net profit of PLN 98,502
thousand, the statement of changes in equity for the year then
ended with an increase in equity of PLN 878,900 thousand, the
cash flow statement for the year then ended with an increase in
cash amounting to PLN 969,687 thousand, and the
supplementary information and explanations.
Management of the Bank is responsible for the true and fair
presentation of the financial statements and the accuracy of the
accounting records. Our responsibility is to audit and express an
opinion on the true and fair presentation of the financial
statements and whether the financial statements are derived from
properly maintained accounting records.
We conducted our audit in accordance with section 7 of the
Polish Accounting Act dated 29 September 1994 (Official
Journal from 2002, No. 76, item 694 with amendments) and the
professional standards established by the Polish National
Council of Certified Auditors. These standards require that we
plan and perform the audit to obtain a reasonable basis for
expressing an opinion on the financial statements. An audit
includes examining, on a test basis, evidence supporting the
amounts and disclosures in the financial statements. An audit
also includes assessing the accounting principles used and
significant estimates made by management of the Bank, as well

stosowanych zasad rachunkowoÊci, znaczàcych szacunków
dokonanych przez Zarzàd Banku oraz ocen´ ogólnej prezentacji
sprawozdania finansowego. Wyra˝amy przekonanie, ˝e
przeprowadzone przez nas badanie stanowi wystarczajàcà
podstaw´ dla naszej opinii.
Sprawozdanie finansowe za poprzedni rok obrotowy koƒczàcy
si´ dnia 31 grudnia 2003 r. by∏o przedmiotem badania przez
innego bieg∏ego rewidenta, który z dniem 7 kwietnia 2004 r.
wyda∏ opini´ bez zastrze˝eƒ o tym sprawozdaniu finansowym.
Naszym zdaniem, zbadane sprawozdanie finansowe Banku
Gospodarstwa Krajowego zosta∏o sporzàdzone na podstawie
prawid∏owo prowadzonych ksiàg rachunkowych i przedstawia
rzetelnie i jasno, we wszystkich istotnych aspektach, sytuacj´
majàtkowà i finansowà Banku na dzieƒ 31 grudnia 2004 r. oraz
wynik finansowy za rok obrotowy koƒczàcy si´ tego dnia,
zgodnie z zasadami rachunkowoÊci okreÊlonymi w ustawie z
dnia 29 wrzeÊnia 1994 r. o rachunkowoÊci i rozporzàdzeniem
Ministra Finansów z dnia 10 grudnia 2001 r. w sprawie
szczególnych zasad rachunkowoÊci banków (Dz. U. z 2001 r., nr
149, poz. 1673 z póêniejszymi zmianami), które w odniesieniu
do prowadzonej przez Bank dzia∏alnoÊci zleconej zosta∏y
zmodyfikowane postanowieniami ustawy z dnia 14 marca 2003
r. o Banku Gospodarstwa Krajowego (Dz. U. z 2003 r. nr 65 poz.
594 z póêniejszymi zmianami), Statutu Banku Gospodarstwa
Krajowego („Statut Banku”) stanowiàcego za∏àcznik do
rozporzàdzenia Ministra Skarbu Paƒstwa z dnia 27 sierpnia 2003
r. (Dz. U. z 2003 r. nr 156 poz. 1526) w sprawie nadania statutu
Bankowi Gospodarstwa Krajowego, szczegó∏owych aktów
prawnych regulujàcych funkcjonowanie poszczególnych
funduszy zwiàzanych z dzia∏alnoÊcià zleconà oraz stanowiskami
wyra˝onymi przez Ministerstwo Finansów.
Nie zg∏aszajàc zastrze˝eƒ do prawid∏owoÊci, rzetelnoÊci i
jasnoÊci zbadanego sprawozdania finansowego zwracamy uwag´
na nast´pujàce kwestie:
(a). Zgodnie z ustawà z dnia 14 marca 2003 r. o Banku
Gospodarstwa Krajowego („Ustawa o BGK”), do zadaƒ Banku,
obok wykonywania czynnoÊci okreÊlonych w ustawie z dnia 29
sierpnia 1997 r. Prawo bankowe, nale˝y mi´dzy innymi obs∏uga
funduszy utworzonych, powierzonych lub przekazanych BGK
na podstawie odr´bnych ustaw, stanowiàca tak zwanà dzia∏alnoÊç
as evaluating the overall financial statement presentation. We
believe that our audit provides a reasonable basis for our
opinion.
Prior year financial statements for the year ended 31 December
2003 have been audited by the another chartered accountant,
which on 7 April 2004 issued an unqualified opinion on those
financial statements.
In our opinion, the audited financial statements of Bank
Gospodarstwa Krajowego have been prepared from properly
maintained accounting records and present fairly, in all material
aspects, the financial position of the Bank as at 31 December
2004 and the results of its operations for the year then ended in
accordance with the accounting standards as set out in the Polish
Accounting Act dated 29 September 1994, the Regulation of the
Minister of Finance dated 10 December 2001 regarding special
accounting principles for banks (Official Journal No. 149 from
2001, item 1673 with amendments) that, in relation to the
commissioned activities, have been modified in the Bank
Gospodarstwa Krajowego Act dated 14 March 2003 (Official
Journal No. 65 from 2003, item 594 with amendments),
regulations and the provisions of the Bank’s Statute constituting
the appendix to the Regulation of the Minister of Treasury dated
27 August 2003 (Official Journal No. 156 from 2003, item 1526)
regarding the establishment of the Statute of Bank Gospodarstwa
Krajowego, specific laws and regulations regarding the
individual commissioned activities as well as statements of the
Ministry of Finance that apply to the Bank’s financial statements.
Without qualifying our opinion we draw your attention that the
following issues:
(a). According to the Bank Gospodarstwa Krajowego Act dated
14 March 2003 (‘BGK Act’), the Bank’s tasks, apart from
performing the tasks described in the Banking Act dated 29
August 1997, include, in particular, the service of the funds
originated, entrusted or transferred to BGK on the basis of
separate acts, constituting so called commissioned activities.

pasywa funduszy zwiàzanych z dzia∏alnoÊcià zleconà sà
uwzgl´dnione w aktywach i pasywach Banku, przy czym w
odniesieniu do funduszy nara˝onych na ryzyko kredytowe
przyj´to zasad´ prezentacji aktywów netto tych funduszy w
funduszach w∏asnych Banku oraz zasad´ obejmowania
rachunków zysków i strat tych funduszy rachunkiem zysków i
strat Banku. Kwestia ta zosta∏a szerzej opisana w punkcie 6.2
„Wprowadzenia do sprawozdania finansowego” Banku.
(b). Zgodnie z uchwa∏à nr 260/99 Komisji Nadzoru Bankowego
z dnia 22 grudnia 1999 r. (Dz. Urz. NBP z 1999 r., nr 26 poz.
43), Bank jest zwolniony z obowiàzku tworzenia rezerw na
nale˝noÊci oraz zobowiàzania pozabilansowe, wynikajàce z
udzielanych por´czeƒ zabezpieczonych Êrodkami Krajowego
Funduszu Por´czeƒ Kredytowych („KFPK”), w cz´Êci nie
zaliczonej do funduszy w∏asnych Banku. W rezultacie, Bank
rozpoznaje straty zwiàzane z portfelem KFPK bezpoÊrednio w
ci´˝ar KFPK, prezentowanego w funduszach w∏asnych, nie zaÊ
w ci´˝ar rachunku zysków i strat, jak ma to miejsce w
odniesieniu do dzia∏alnoÊci w∏asnej oraz pozosta∏ych funduszy
zwiàzanych z dzia∏alnoÊcià zleconà obarczonych ryzykiem
kredytowym. Kwestia ta zosta∏a opisana w punkcie 6.4.3
„Wprowadzenia do sprawozdania finansowego” Banku.
(c). Bank jest zobowiàzany do udzielania ze Êrodków Krajowego
Funduszu Mieszkaniowego („KFM”) kredytów na warunkach
preferencyjnych. Kredyty te sà finansowane funduszami KFM,
zobowiàzaniami wobec sektora bud˝etowego oraz
zobowiàzaniami wobec instytucji finansowych.
Ze wzgl´du na specjalny charakter, w tym szczególne êród∏a
finansowania dzia∏alnoÊci KFM, zwracamy uwag´ na
nast´pujàce kwestie:
• Brak poczàtkowego uj´cia nale˝noÊci oraz zobowiàzaƒ
finansowych wed∏ug wyceny w wartoÊci godziwej, opisany
odpowiednio w punkcie 6.4.2 oraz 6.4.4 „Wprowadzenia do
sprawozdania finansowego” Banku,
• Ryzyko kredytowe portfela KFM zwiàzane z jego
d∏ugoterminowym charakterem, specyfikà zabezpieczeƒ oraz
According to the BGK Statute, the Bank’s financial statements
include the Bank’ s own activities and the commissioned
activities. As a consequence, the assets and liabilities of the
commissioned activities’ funds are included together with the
Bank’s own assets and liabilities. This matter is described in
more detail in point 6.2 in the introduction to the Bank’s financial
statements.
(b). According to the Resolution No. 260/99 of the Banking
Supervision Commission dated 22 December 1999 (NBP
Official Journal No. 26 from 1999, item 43), assets not funded
by the Bank’s own equity are exempt from the provisioning
requirements for receivables and contingent liabilities
established by the National Credit Guarantee Fund (“NCGF”).
Consequently, losses associated with the NCGF portfolio are
charged directly to the fund’s account and not to the Bank’s profit
and loss account as it has been in case of the Bank’s own
activities and other credit risk generating funds within the
commissioned activities. This matter is described in point 6.4.3
in the introduction to the Bank’s financial statements.
(c). The Bank is obliged to extend loans from the National
Housing Fund (“NHF”) resources, on favorable terms. These
loans ale financed by the NHF, the State budget and loans from
other financial institutions.
We draw your attention to the following matters that arise as a
result of the distinctive nature of this activity:
• The Bank did not initially recognize these receivables and
payables at fair value as described in points 6.4.2 and 6.4.4 in
the introduction to the Bank’s financial statements;
• Credit risk of the NRF portfolio is affected by its long-term
character, nature of the underlying security and short history

brakiem wystarczajàcej historii strat szczegó∏owo opisane w
punkcie 6.4.2 „Wprowadzenia do sprawozdania finansowego”

• Zaliczanie do wyniku finansowego Banku odsetek
skapitalizowanych od nale˝noÊci kredytowych KFM w
sytuacji normalnej oraz pod obserwacjà, opisane w punkcie
6.4.2 „Wprowadzenia do sprawozdania finansowego” Banku,
• Rozpoznanie przez Bank na dzieƒ 31 grudnia 2004 r. oraz w
porównywalnych danych finansowych na dzieƒ 31 grudnia
2003 r rezerwy na przewidywane umorzenia cz´Êci
kredytów udzielanych w ramach dzia∏alnoÊci KFM, w ci´˝ar
tego funduszu, prezentowanego w funduszach w∏asnych
Banku, w kwocie odpowiednio 36,969 tysi´cy z∏otych oraz
83.693 tysi´cy z∏otych, opisane w punkcie 6.4.3
„Wprowadzenia do sprawozdania finansowego” Banku.
(d). Zgodnie ze Statutem BGK, fundusz statutowy jest tworzony
m.in. z corocznych odpisów z zysku netto Banku, w wysokoÊci
nie mniejszej ni˝ 10% tego zysku. Odpisy te mogà byç
dokonywane jedynie z zysku netto dzia∏alnoÊci w∏asnej Banku.
Ponadto, zysk netto Banku przeznacza si´ mi´dzy innymi na
fundusz zapasowy, zak∏adowy fundusz Êwiadczeƒ socjalnych,
nagrody dla za∏ogi oraz na inne cele. Zysk netto osiàgni´ty na
dzia∏alnoÊci funduszy utworzonych, powierzonych lub
przekazanych na podstawie odr´bnych ustaw bàdê innych aktów
prawnych jest przeznaczany na uzupe∏nienie tych funduszy, po
pomniejszeniu o Êrodki przeznaczone na nagrody, zak∏adowy
fundusz Êwiadczeƒ socjalnych oraz fundusz zapasowy Banku.
Zgodnie z ustawà z dnia 15 lutego 1992 r. o podatku
dochodowym od osób prawnych (Dz. U. z 2000 r. nr 54 poz. 564
z póêniejszymi zmianami), odpisy z funduszy zwiàzanych z
dzia∏alnoÊcià zleconà uwzgl´dniajà obcià˝enie podatkowe
wtedy, gdy nie sà przeznaczone na cele zwiàzane z dzia∏alnoÊcià
tych funduszy. Powy˝sze odpisy dokonywane sà bezpoÊrednio w
ci´˝ar funduszy w∏asnych Banku z pomini´ciem rachunków
zysków i strat. Kwestia ta zosta∏a opisana w punkcie 6.5
„Wprowadzenia do sprawozdania finansowego” Banku.
(e). Jak przedstawiono w punkcie 6.2 „Wprowadzenia do
sprawozdania finansowego” Banku, zgodnie z postanowieniami
Statutu BGK oraz odr´bnych ustaw i innych aktów prawnych,
Bank sporzàdza odr´bne bilanse oraz rachunki zysków i strat
poszczególnych funduszy zwiàzanych z dzia∏alnoÊcià zleconà,
które sà prezentowane w „Dodatkowych informacjach i
of any losses. These issues are described in some more detail
in point 6.4.2 in the introduction to the Bank’s financial
statements;
• Capitalized interest from NHF performing loans is recognized
in the profit and loss account as described in point 6.4.2 in the
introduction to the Bank’s financial statements;
• A provision for expected write-offs of certain NHF loans bas
been created against the NHF, included in the Bank’s equity,
as at 31 December 2004 and in the comparative financial
information as at 31 December 2003 in amount of PLN
36,969 thousand and PLN 83,693 thousand respectively, as
described in point 6.4.3 in the introduction to the Bank’s
financial statements.
(d). According to the BGK Statute, the Bank is obliged to
allocate an amount not less than 10% of net profit to the
authorized capital. This distribution can be performed from
the net profit achieved on the Bank’s own activities. Other
than this, the Bank’s net profit can be distributed to the
supplementary fund, company social security fund, employee
bonuses and other use. Net profit achieved on the activities of
the funds originated, entrusted or transferred to BGK on the
basis of separate acts or other legislatives, being subject to the
replenishment of these funds, is decreased by the amounts
allocated to the bonuses, the company social security fund and
the Bank’s supplementary fund. According to the Corporate
Income Tax Act dated 15 February 1992 (Official Journal No.
54 from 2000, item 564 with amendments), the profit
distribution from the funds associated with the commissioned
activities is subject to taxation whenever it is not allocated for
the purposes associated with these funds’ activities. The
deductions are made directly to the Bank’s equity with an
omission of the profit and loss account. The matter is described
in point 6.5 in the introduction to the Bank’s financial statements.
(e). As it has been presented in point 6.2 in the introduction to
the Bank’s financial statements, according to the rulings of the
BGK Statute and separate acts as well as other legislatives, the
Bank has prepared separate balance sheets and profit and loss
accounts for the individual funds associated with the
commissioned activities, which are presented in the
BGK Annual Raport

poÊrednie funduszy zwiàzanych z dzia∏alnoÊcià zleconà sà
ujmowane w rachunkach zysków i strat tych funduszy na
podstawie alokacji przeprowadzonej w oparciu o wewn´trzne
regulacje i w oparciu o plan finansowy, b´dàcy przedmiotem
zatwierdzenia przez Rad´ Nadzorczà Banku. Ustalane co rok
wskaêniki alokacji kosztów poÊrednich wp∏ywajà na wynik
finansowy dzia∏alnoÊci w∏asnej oraz wyniki finansowe funduszy
zwiàzanych z dzia∏alnoÊcià zleconà. W naszej ocenie wyst´puje
ryzyko braku ich powiàzania z osiàgni´tymi przychodami oraz
rozmiarem prowadzonej przez fundusze dzia∏alnoÊci. W zwiàzku
z powy˝szym, nie mo˝na uznaç, ˝e Bank, sporzàdzajàc
informacj´ dodatkowà obejmujàcà sprawozdania funduszy
zwiàzanych z dzia∏alnoÊcià zleconà, stosuje zasady powszechnie
przyj´te dla sprawozdawczoÊci wed∏ug segmentów dzia∏alnoÊci.
(f). Zgodnie z obowiàzujàcymi przepisami przy wyliczaniu
wspó∏czynnika wyp∏acalnoÊci aktywa netto funduszy
zwiàzanych z dzia∏alnoÊcià zleconà nie sà uwzgl´dniane w
funduszach w∏asnych Banku dla potrzeb wyliczenia
wspó∏czynnika wyp∏acalnoÊci Banku. JednoczeÊnie w kalkulacji
aktywów wa˝onych ryzykiem Bank uwzgl´dnia aktywa
funduszy zwiàzanych z dzia∏alnoÊcià zleconà niepomniejszanych
o wartoÊç aktywów netto tych funduszy. Kwestia ta zosta∏a
szerzej opisana w punkcie 6.6 „Wprowadzenia do sprawozdania
finansowego” Banku.
Ponadto, zgodnie z wymogami ustawy z dnia 29 wrzeÊnia 1994
r. o rachunkowoÊci, stwierdzamy, ˝e sprawozdanie z dzia∏alnoÊci
Banku uwzgl´dnia infom1acje, o których mowa wart. 49 ust. 2
powy˝szej ustawy i sà one zgodne z informacjami zawartymi w
sprawozdaniu finansowym.

supplementary information and explanations to the Bank’s
financial statements. The indirect costs of the individual funds
associated with the commissioned activities are allocated to the
profit and loss accounts of these funds based on the Bank’s
internal regulations and the Bank’s budget which is subject to the
approval of the Bank’s Supervisory Board. The allocation criteria
directly impact the financial result of the Bank’s own activities
and the financial results of the individual funds associated with
the commissioned activities. There is a risk that these costs do
not match the revenues earned and the size of the funds’
business. Consequently, we would not maintain that the Bank
has applied the rules commonly established for segment
reporting when preparing the supplementary information and
explanations comprising the financial statements of the funds
associated with the commissioned activities.
(f). According to the binding laws and regulations regarding
capital adequacy ratio calculation, net assets of the funds
associated with the commissioned activities are not included in
the Bank’s equity for the purposes of the calculation of the Bank’s
capital adequacy ratio. Simultaneously, the Bank includes assets
of the funds associated with the commissioned activities in the
calculation of risk weighted assets not reduced by these funds’
net assets. The issue has been described in more detail in point
6.6 in the introduction to the Bank’s financial statements.
As required under the Polish Accounting Act dated 29
September 1994 we also report that the Director’s report on the
Bank’s activities includes the information required by Art. 49
Note 2 of the Polish Accounting Act and the information is
consistent with the financial statements.
